Class Specification



Under the Uniform Relocation Act, positions supervise or lead employees in real estate activities
such as property management, relocation, appraisal, negotiations, or title examination or positions
may serve as a review appraiser for multi-regions. Some positions provide technical expertise in
state-mandated programs such as the statewide ratio study, revaluation, county review, property tax
exemptions and deferrals, education, levy administration, or financial and/or valuation analysis in the
areas of utilities, real property, and personal property.

Typical Work:

Advises and/or provides recommendations to agency administrators, county officials, and/or
taxpayers regarding damage claims, audit findings and recovery of federal aid, assessment,
settlements or condemnations, equalization and taxation of real and personal property, property tax
exemptions or deferrals or in special valuation of property based on the current use of the property;

Prepares studies, fund requests, and budgets;

Assigns and/or conducts negotiations or relocation assistance;

Monitors right of way activities of local agencies for state and federal policy compliance;

Defines tasks, solicits bids, negotiates, drafts, awards, and monitors personal services contracts for
appraisal-related activities;

As a review appraiser, writes reports for all levels of eminent domain appraisals and other types of
real estate appraisal and value estimates;

Assigns or conducts the disposal process of excess property, management of state-owned property,
salvage appraisals, and auctions of state-owned buildings;

Coordinates and advises local taxing authorities in the formulation and application of state and local
levy process;

Reviews and approves county assessor revaluation programs; reviews and develops state-mandated
guidelines, forms and programs in the valuation and taxation of property;

Testifies and provides expert advice at legislative committees and public hearings on property tax
matters and proposed legislation; testifies at the State Board of Tax Appeals and in judicial courts;
assists attorneys preparing court cases;

May supervise or lead other staff.

Desirable Qualifications:

Positions typically require a Bachelor’s degree involving major study in business or public
administration, real estate, economics, accounting, or related field AND three years of experience in
auditing and/or appraising commercial and light industrial real or personal property


One year of experience as a Property and Acquisition Specialist 4.
