Wan yesterday reassured prospec-
tive home buyers that “delivering
lats to Singaporeans on time” would
remain the Government’s priority.
    Responding to questions from
Members of Parliament (MP) Foo
Mee Har (West Coast GRC) and Lee
Bee Wah (Nee Soon GRC), Mr Khaw
said that so far, the construction of
Build-to-Order (BTO) lats has not
been delayed.
He noted that the Housing and
Development Board (HDB) has not
closed any building tender since Feb-
ruary’s announcement of the latest
round of increase in foreign worker
levy, which hit the construction and
services sectors the hardest.
While he did not expect the con-
struction timeline of future BTO
projects to be affected, Mr Khaw
said the impact on construction cost
would be clearer after new building
tender bids have been received.
Mr Khaw said the tightening of
foreign worker policies would im-
pact the construction industry in
two ways: One, the man-year-enti-
tlement (MYE) quota — which sets
the total number of foreign workers
a main contractor can hire based on
the project’s value — for new projects
would be further reduced by 15 per
cent in July, bringing the cumulative
MYE cut since 2010 to 45 per cent.
Two, the foreign worker levy would
be further increased in phases over
2014 and 2015, with the exception of
the levy for higher skilled workers
employed within the MYE quota.
He added: “Yes, there is heavy
pressure on us to deliver on building
more HDB lats, MRT trains and ... KEEPING
other infrastructure projects. But we BTO FLAT
have to work together as a team to try PRICES
and achieve the productivity which DOWN
has been achieved in other countries.”

ing adults “are in a better position
to pay their tuition fees” and have
“greater lexibility” on when to com-
mence their studies once they have
enough savings, as explained on the
CPF website.
At last year’s National Day Rally,
Prime Minister Lee Hsien Loong al-
so mentioned that the Government
needed to safeguard the CPF savings
of these students for their homes and
their future.
But I say that part-time students
should not be left disadvantaged in
terms of avenues available to inance
their education.
Firstly, students who can only pur-
sue part-time courses are already
disadvantaged. Their family circum-
stances make it necessary for them
to undertake full-time employment
while they pursue their studies.
    They may, therefore, have more
need for the scheme than students
who can aford not to work.
    Secondly, the need to safeguard
CPF savings is equally important for
part-time and full-time students (and
their parents).
    Since the Government has imposed
appropriate safeguards and loan caps
for full-time students, these same cri-
teria and restrictions could be applied
to part-time students.
    The Manpower Ministry should
level the playing ield.
    Giving part-time students access
to the scheme does not require gov-
ernment funds. It merely allows them
the same opportunity as their full-
time peers to unlock their own funds
to inance their education.
    Upgrading their skills helps them
increase their incomes and puts them
in a better position to repay their CPF
Education Scheme loans, no diferent
from full-time students.

Swift, 23, lost out on all ive catego-
ries she was nominated in, a surprise
for the country music favourite. New-
comer Hayes, 21, who was nominat-

empty-handed.
    The night’s top award, Entertainer
of the Year, went to the show’s co-host
Bryan, 36, which took the charismatic
host by surprise.
“What I always wanted to be is just a
country singer who got to ride on a tour
bus and perform every night. This is the
defining moment of my life, it means
the world to me and I’ll never take it for
granted,” Bryan said tearfully.
