Regular CTE Certifications


University Route Initial CTE Teacher Certificate
4 Year Certificate
Renewable 2 times (renewal is a 3 year certificate)

University Route Requirements:
    1. Hold a bachelor’s degree from a regionally accredited college/university which includes a minimum
        of 45 quarter hours of study in the specific CTE category

    2.   Complete a state-approved college/university program (See Page 10):
            • Agriculture Education
            • Business and Marketing Education
            • Family and Consumer Sciences Education,
            • Technology Education

    3.   Hold or be in the process of applying for an initial, continuing, residency, or professional teaching
         certificate with one of the above 4 endorsements

    4.   Document one year (2,000 hours) of paid occupational experience related to the specific CTE
         category.
             • If any of the 2,000 hours is more than 6 years old, an additional 300 hours of occupational
                 experience must be within the last 2 years

    5.   For career choices or coordinator of worksite learning, an initial CTE teacher certificate is required.
         In addition, the candidate must have demonstrated competency in coordination techniques as
         verified by a Professional Educator Standards Board approved program(See Page 10).

Business and Industry Initial CTE Teacher Certificate
4 Year Certificate
Renewable 2 times (renewal is a 3 year certificate)

Business and Industry Route Requirements:
For each requested specific sub-category of CTE certification (See Page 11), OSPI does not issue certificates in
sub-categories that are not specifically requested on the application:
    1. Complete a Washington State Professional Educator Standards Board-approved ‘business and
        industry route’ program (See Page 10)
    2. Document 3 years (6,000 hours) of paid occupational experience in each specific CTE subcategory.
        If any of the most recent 2,000 hours is more than 6 years old, an additional 300 hours of
        occupational experience must be within the last 2 years.

    3.   For career choices or coordinator of worksite learning, an initial CTE teacher certificate is required.
         In addition, the candidate must have demonstrated competency in coordination techniques as
         verified by a Professional Educator Standards Board approved program.

Renewing the Initial CTE Certificate (Both University and Business and Industry Route)
3 Year Certificate
Limited to two renewals

Renewing the Initial CTE Certificate requirements:
   1. Must have held an Initial CTE Certificate.
   2. 3 quarter hours or 30 clock hours of CTE training in the CTE subject matter certified to teach,
       completed since issuance of the initial CTE certificate.

Continuing CTE Teacher Certificate (Both University and Business and Industry Route)
5 Year Certificate
Renewable Every 5 years
The Continuing CTE Certificate is the advanced level regular CTE certificate, normally issued after the Initial CTE
Certificate, and is used to employ a teacher in a CTE-funded classroom in grades 7-12. Some out-of-state
candidates directly qualify for this certificate.

Requirements for the Continuing CTE Certificate:
   1. Hold an Initial CTE Certificate, or meet all requirements for the initial CTE teacher certificate.
   2. 9 quarter hours or 90 clock hours of CTE training in the CTE subject matter, completed after the
       award date of the bachelor’s degree or after issuance date of the initial CTE certificate.
   3. Document completion of 2 years of teaching/coordination in the CTE subject matter certified to teach
       with a school district or skills center.

Renewing the Continuing CTE Certificate (Both University and Business and Industry Route)
5 Year Certificate
Renewable Every 5 years

Requirements for renewing the Continuing CTE Certificate:
Must have held a Continuing CTE Certificate.

    1.   One of the following requirements must be met:
             6 quarter hours or 60 clock hours of CTE training in the CTE subject matter, completed after
                  the issue date of the previous continuing CTE certificate.

                3 quarter hours or 30 clock hours of CTE training in the CTE subject matter and 3 quarter
                 hours or 30 clock hours of technical education/upgrading, completed after the issue date of
                 the previous continuing CTE certificate.

                3 quarter hours or 30 clock hours of CTE training in the CTE subject matter and 300 hours of
                 occupational experience, completed after the issue date of the previous continuing CTE
                 certificate.

Limited CTE Certificates

Probationary CTE Certificate
2 Year Certificate
Renewable one time

Requirements for the Probationary CTE Certificate:
   1. Districts/employers must recommend issuance of the probationary CTE certificate.

    2.   The candidate must have substantially completed requirements for the initial CTE teacher certificate
         (See Page 2).

    3.   Professional Growth Plan.
         • The applicant shall have developed a professional growth plan in cooperation with the CTE
             administrator.
         • The plan must be approved by the local school district CTE program advisory committee.
         • The plan shall provide for orientation in the following prior to the commencement of the
             teaching assignment:
                        Issues related to legal liability.
                        The responsibilities of professional CTE educators.
                        Lines of authority in the employing school district and/or building.
         • Within the first 60 working days procedures must be developed in the plan for the applicant to
             develop competencies in the following:
                        CTE methods.
                        General and specific safety.
                        If the applicant does not have access to the required course work within the first 90
                          working days, the local school district CTE advisory committee responsible for the
                          program area may authorize the completion of the course work at a later date. The
                          required course work shall be completed prior to the second year of employment.
    4.   Procedures and timelines must be developed in the plan for the CTE instructor candidate to meet the
         requirements for the initial CTE certificate.

Renewing the Probationary CTE Certificate
2 Year Certificate
Probationary certificates are only renewable once

Requirements for renewing the Probationary CTE Certificate:
   1. Districts/employers must recommend renewal of the probationary CTE certificate.
   2. Professional Growth Plan. The applicant must have completed the procedures outlined for the first
       year in the professional growth plan.
   3. Initial CTE Certificate Requirements. The applicant must have made additional progress in meeting
       the requirements for the initial CTE teacher certificate.

Conditional CTE Certificate
1 year Certificate
Renewable as needed

Requirements for the Conditional CTE Certificate:
   1. Districts/employers must determine that no instructors with regular certification are available in the
       program to be certified. The local CTE administrator and school district superintendent or designee
       will verify:

             •   No person with CTE certification in the field is available.
             •   The individual is being certified for a limited assignment and responsibility in a specified
                 CTE program area.
             •   The individual will be oriented and prepared for the specific assignment and will be apprised
                 of any legal liability, the lines of authority, and the duration of the assignment.
             •   The basis on which he/she has determined that the individual is competent for the
                 assignment.
             •   A written work and/or educational experience training plan as specified in WAC 181-77-
                 014(1)(b) is on file with the employing district.

    2.   Applicant must demonstrate one or more of the following:
             The applicant is highly qualified and experienced in the knowledge and occupational skills of
                 the CTE program to be certified.
             The applicant meets the occupational experience requirements for CTE certification.
             The applicant will be employed in new and emerging occupations as defined by the
                 Professional Educator Standards Board and/or its designee.

Renewal of the Conditional CTE Certificate
1 year Certificate
Renewable as needed

Requirements for renewing Conditional CTE Certificates:
Meet current requirements for the conditional CTE certificate. In addition, verify completion of the written
training plan.

Probationary Certificate as a Coordinator for Worksite Learning
2-year certificate
Renewable once

Requirements for the Probationary (Coordinator of Work-Based Learning) Certificate:
   1. The candidate must have demonstrated competency in coordination techniques as verified by a
       Professional Educator Standards Board approved program.
   2. Districts/employers must determine that no instructors with regular certification are available in the
       program to be certified, and recommend issuance of the probationary CTE certificate.
   3. The candidate must have substantially completed requirements for the initial CTE teacher certificate
       (See Page XX).
   4. Professional Growth Plan.
       • The applicant shall have developed a professional growth plan in cooperation with the CTE
           administrator.
       • The plan must be approved by the local school district CTE program advisory committee.
   5. The plan shall provide for orientation in the following prior to the commencement of the teaching
       assignment:

Requirements for renewing the Probationary Coordinator of Worksite Learning Certificate:
   1. If the Probationary CTE Teaching certificate is renewed, this one will be renewed as well.

CTE Counselor Certificates

1 Year CTE Counselor Certificate
1 Year Certificate
Renewable twice

Requirements for the 1-Year CTE Counselor Certificate:
   1. Hold a valid ESA/counselor certificate or graduate from a college/university counselor education
       program.
   2. Course in philosophy of career and technical education.
   3. 2 years of varied work experience in the last 10 years other than teaching or counseling experience.

3-Year CTE Counselor Certificate
3-year certificate
Renewable once

Requirements for the 3-Year CTE Counselor Certificate:
   1. Have held a 1-year CTE Counselor certificate in the past 2 years.
   2. 3 quarter credits (or the equivalent) of approved professional education since issuance of the
       previous certificate.
   3. 1 year of CTE counseling experience.

5-Year CTE Counselor Certificate
5-year certificate
Renewable every five years

    1.   Have held a 3-year CTE Counselor certificate.
    2.   6 quarter credits (or the equivalent) of approved professional education since issuance of the
         previous certificate.
    3.   2 years of CTE counseling experience while holding the 3-year certificate.

Occupational Information Specialist (OIS) Certificate

1-Year Occupational Information Specialist Certificate
1-year certificate
Renewable twice

Requirements for the 1-Year Occupational Information Specialist Certificate:
   1. Experience.
                3 years of full-time paid occupational experience (of which 2 years must have been in
                    the last 6 years) dealing with employment or personnel problems and with placement
                    and evaluation of workers
               OR
                2 years of CTE teaching experience in an approved CTE program under the state plan for
                    career and technical education.

3-Year Occupational Information Specialist Certificate
3-year certificate
Renewable once

Requirements for the 3-Year Occupational Information Specialist Certificate:
   1. Have held a 1-year OIS certificate within the previous 2 years.
   2. 9 quarter credits (or the equivalent) of approved professional education, earned since issuance of the
       first OIS certificate. Of that total, 3 quarter credits (or the equivalent) must have been earned since
       issuance of the previous certificate.
   3. 120 hours of service as an occupational information specialist during the life of the previous
       certificate.

5-Year Occupational Information Specialist Certificate
5 year Certificate
Renewable every five years

Requirements for the 5-Year Occupational Information Specialist Certificate:
   1. Have held a 3-year OIS certificate within the previous 2 years.
   2. 18 quarter credits (or the equivalent) of approved professional education, earned since issuance of
       the first OIS certificate.
   3. 2 years of OIS experience during the life of the previous certificate.

CTE Director Certificate

CTE Director Certificate
5-year certificate
Renewable every five years

Requirements for the CTE Director Certificate:
   1. Must be eligible for a continuing CTE certificate in one of the CTE program areas, or be a certificated
       CTE Counselor with a 5-year CTE Counselor certificate or Occupational Information Specialist with a
       5-year Occupational Information Specialist Certificate.
   2. 30 quarter (or equivalent) credits of CTE training, or equivalent experience, including a course in
       supervision and administration of CTE.
   3. 3 years of experience as a certificated CTE supervisor, CTE instructor, CTE counselor or occupational
       information specialist.

Requirements for Renewing the CTE Director Certificate:
   1. Must have held a CTE Director Certificate.
   2. 6 quarter hours (or the equivalent) of professional education or course work, or equivalent
       professional experience in CTE supervisory or managerial subjects, completed since the issuance of
       the most recent CTE director certificate.
