1. Invitation and general arrangement
We have the pleasure to invite all European foresters to Estonia to take part in the
14th European Foresters’ Orienteering Championships. The competitions will take
place in beautiful pine forests in Pärnu County in south-western Estonia from 16 to 20
July 2007. In addition to trials of skills on the orienteering tracks you can get familiar
with different aspects of forestry here, attend a seminar, or take an excursion. Man
without orienteering skills would be helpless in the forest and can only rely on others.
Without close contacts between people, European forestry would be in a similar
situation. Here at the 14th EFOL you will meet old friends and have every chance to
find new ones.

In order to participate in the competitions, excursion and banquet, as well as to book
the bus transfer from the port or the airport to the competition venue and back, please
register by 30.05.2007 at the latest. Registration can be completed via e-mail at
efol@rmk.ee or by fax at +372 6767510. Registration form is available on the Internet
at: www.rmk.ee/efol .

The recommended payment method for the above services is bank transfer. If you pay
by bank transfer, please ensure that the money is received on our bank account not
later than 13.07.2007. All payments can also be made in cash in the competition
venue.

3. General Information
       ESTONIA, officially the Republic of Estonia, Eesti, Eesti Vabariik in
Estonian, lies on the eastern shores of the Baltic Sea. The name Eesti is apparently

derived from the word Aisti, the name given by ancient Germans to the peoples living
Northeast of Vistula. The first to mention the Aisti was Tacitus, the Roman historian
of the 1st century (Aestii). The ancient Scandinavians called the land south of the Gulf
of Finland Eistland, and the people eistr.
        For the first time more than 5000-years-long history of Estonia, the
independence was declared on February 24, 1918. On June 17, 1940, troops of the
Soviet Union occupied the republic of Estonia. On August 20, 1991, the Parliament
declared the restoration of the independence of the Republic of Estonia (restitutio in
integrum).
        The territory is 45,227 km²; Estonia is somewhat larger in area than Denmark,
The Netherlands, Belgium or Switzerland.
        Estonia is located mainly between 57°30’ and 59°49’ N, and 21°46’ and
28°13’ E. The distance form east to west is 350 km, from north to south 240 km.
Estonia has many islands (1,521 in total) - the largest are Saaremaa (2, 922 km²) and
Hiiumaa (1,023 km²). The major rivers are Pärnu, 144 km, Kasari 112 km, Emajõgi,
101 km; the major lakes: Peipsi - total area 3,555 km², area in Estonia 1,529 km²,
Võrtsjärv, 266 km², the land border is 633 km, of which 294 is with Russia and 339
with Latvia.
        Estonia has a moderately cool and moist climate. The lowest temperature -
41.3°C was measured in January 1941, and the highest recorded temperature was
35°C. Normally a temperature is from 16.3 to 17.1°C in the warmest month July, and
-3.5 to -7.6°C in the coldest month, February. In the year, there is normally a fall of
rain and snow fluctuating between about 50 cms in the Western Archipelago and
more than 75 cms on some upland. The Estonians experience about 150 to 200 rainy
days in a year. The snow covers forms usually at the beginning of December and stays
until the end of March.
        Estonia has a resident population 1,453,844 (1.1.1998) of from more than 70%
live in urban settlements. The population density is 35 people per km². The ethnic
composition is: Estonians 61.5%, Russians 30.3%, Ukrainians 3.1%, Byelorussians
1.8%. According to confession of faith, Lutherans are dominating; orthodox believers
and Baptists are much smaller number.
        The capital is Tallinn (population 420,470); the largest towns are Tartu
(101,901), Narva (75,211), Pärnu (51,807).
        Estonian is the official language, which belongs to the Balto-Finnic group of
the Finno-Ugric languages. The Latin alphabet is used in Estonia.
        The Riigikogu (parliament) is a 101-member permanently functioning
legislative body, whose regulatory powers are slightly wider than those usually found
in parliamentary republics. Members of Riigikogu are elected for a four-year term by
secret ballot. The President of the Republic is the Head of State and Supreme
Commander of Estonia’s national defence forces. Riigikogu elects the President for a
five-year term. The Government exercises executive power. The President nominates
a candidate for Prime Minister, who presents his proposed Government’s programme
to Riigikogu, which may then entrust him with the task of forming a Government.
Estonia has a single-level local government system.
        The national currency is Estonian kroon (EEK) = 100 sents .= 1EURO =
15,6466 EEK.
Forests cover 46% of Estonian territory, with a total area of 2,015,500 hectares.
Estonia is located in the northern part of the mixed forest subzone of the temperate
forest zone, which is characterised by fir groves, interspersed with pine, birch and to

lesser degree linden, aspen and oak. These types of forests grow only in rich soil,
which is disappearing as a result of intensifying cultivation. The majority of Estonian
forests grow in soils unsuitable or not ideal for agriculture. Pines dominate areas with
especially poor soil.
        A new forest policy promoting contemporary and effective forestry was
approved by the Parliament on June 11, 1997. According to Estonian Forest Policy
and the new Forest Act (1998), the state’s role in forestry is to be a counterbalance in
questions of production and protection of forests and to support private forestry. Two
goals for Estonian forestry are set forth in the policy:
        - sustainable forestry, meaning a system of carrying for and using the forests
in a manner and at a pace that will guarantee their biological diversity, productivity,
renewal capability and vitality;
        - effective forestry, meaning ecological use of the forest that takes into
account both long- and short-term goals.
        All state forestry functions fall under the jurisdiction of the Ministry of
Environment. The current administrative structure of the state in questions of forestry
is divided into two:
        - the Forest Department as a part of Ministry of Environment, according to the
laws of the Estonian government;
        - the State Forest Management Centre, made up of state forests, nurseries,
recreational and hunting grounds, which accordance with the principles of a market
economy and free competition.

        The State Forest Management Centre (SFMC) manages almost 1 million
hectares of forestland that is approximately 50% of Estonian forests. The annual
turnover of the SFMC is 790 million EEK (with the annual cutting volume being
about 2,8...2,9 million m³). The SFMC employs about 2000 people, 90% of who are
permanently living and working in the rural areas. The mission formulated by the
organisation is: sustainable and efficient management of state forests; offering the
population and the wood industry high-quality products and services. The future
perspective is developing the organisation into a contemporary service and production
enterprise, which will be a leader in the field of applying models of sustainable forest

Please make an advance payment of 30 % for accommodation not later than
25.06.2007 or submit a written letter of guarantee-to-guarantee payment for
accommodation. In case the issuer of the letter of guarantee does not use the
rooms he/she has booked and the organiser is unable to sell these to other
customers, the letter of guarantee shall be enforced and the issuer shall be liable
to pay for the booked rooms in full.



5. Competitions
Competition regulations

The competitions are conducted according to the following instructions. For items not
covered herein, the IOF competition regulations are observed.

Handout of start numbers

Start numbers for individual competitions are handed out on Monday in the
competition centre at Jõulumäe.
Start numbers for relay competitions are handed out in the competition venue.

The following shall be eligible to participate in the competitions:

       Entrepreneurs, officials, employees, workers involved in forestry and their
        family members;
       Students, teachers and other employees of forestry schools and study
        institutions;
       Forest owners.

Track

The competitions are held on tracks prepared by West Orienteering Club on the
territory of Jõulumäe Recreation Centre and Uulu village. SPORTident is used in the
competitions.

Organisation of competitions
The competitions are conducted by the West Orienteering Club.

Jury
The jury is formed by the West Orienteering Club and the EFOL international
organisation.

Prizes
In each age class the first three places are awarded a diploma, a medal and a prize.

Liability
Organisers shall assume no liability for accidents, which have not been directly
caused by their action or failure to act. Every participant or member of audience is
responsible for reasonable personal insurance.
In the competition venue participants and audience are guaranteed medical care and
safety according to international standards.


Starting fee
Starting fee applies for participation in the training, individual and relay competitions.
Each participant shall also receive a badge and a present. Starting fee is 20 EUR for
classes M/W 12-16 and 40 EUR for all other classes.

To guarantee sufficient time for data processing, please register by 30.05.2007 at the

Registration deadline for participants from Estonia is 30.06.2007.



6. Excursions
Excursion no. 1. Pärnu the Summer Resort - Participants get an overview of the
past and the present of the town. The programme includes the beach and the beach
promenade, mud spas and spa hotels, wonderful parks and the vivid and rich history
of the town. The programme also includes a lunch together.

Excursion no. 2. Forest vacation in Pärnu County – Participants get an overview of
the natural environment in Pärnu County – beautiful beaches, large wetlands and
bogs, tall forests. Recreation management in the state forest is introduced. The group
is taken to a nature centre in the recreation area, to a walk on nature trails and. A meal
is taken together on the lakeshore.
Excursion no. 3. Forest and timber industry – Participants get an overview of the
situation of Estonian forests. A closer look is taken at forest management, timber
collection and processing in the southern part of Pärnu County. A visit to one of the
largest wood processing company in Estonia. The programme also includes a lunch
together.

Excursions are guided in English and German. Fee for an excursion is 25 € and the
booking deadline is 30.05.2007. Registration is completed via e-mail at efol@rmk.ee

7. Seminar
The seminar deals with the role of many-sided use of forest in modern forestry. The
seminar takes place in the competition centre at Jõulumäe. Attendance at the seminar
is free of charge.



8. Banquet
The banquet includes supper and live music for dance. The cost for the banquet is 25
€ and the registration deadline is 30.05.2007. Registration can be completed via e-
mail at efol@rmk.ee or by fax at +372 676 7510. Registration form is available on the
Internet at www.rmk.ee/efol .


9. Visa
Participants from those countries, whose citizens need a visa to travel to Estonia,
please send the following information for each person to get an official invitation:
name, date of birth, place of birth, sex, citizenship, travel document (passport)
number, country which issued the travel document, address. The above-listed
information may be sent by post, fax or e-mail.


10. Bus transfer from the port or airport to the
competition venue and back
The cost of bus transfer depends on the size of the bus and this will be agreed later
upon ordering the bus. Bus transfer can be booked via e-mail at efol@rmk.ee or by
