After years of growth, the school now has about 300 children and adults taking various Chinese language and culture classes. The School Council and administrators are committed to keeping students, parents and school personnel well informed about the school programs, policies and expectations. This handbook contains important information about the CCC Chinese School, including important contacts, school calendar, school programs, graduation requirement and the Chinese School Scholarship Program. The handbook also provides guidelines for student conduct, parent and PTA responsibilities, and teacher responsibilities. We ask that all students, parents and school personnel read the contents of this handbook, and help to maintain a safe and orderly school environment. We appreciate everyone’s efforts and will do our best to provide enriching educational and cultural programs. The fall semester starts on the first Sunday after Labor Day in September and ends by Sunday before Christmas. Come to school and attend class on time. 2. Notify your teacher in advance of any excusable absence. 3. Come to class prepared, including completing all homework, bringing textbook, homework book, notebook, and general supplies. 4. Be attentive in class. Raise hands to speak. 5. Respect teachers and classmates. Follow all classroom rules. 6. Eating and drinking beverages in the classroom are prohibited. 7. Do not touch or remove anything in the classroom that does not belong to you. 8. Do not draw or write on school furniture or walls. 9. Running inside school building and any dangerous conduct are prohibited. Follow the direction of PTA hall monitors. 10. Drug, alcohol, smoking, and dangerous objects are strictly prohibited in school. 11. In case of emergency during class, students should follow the directions of the teachers and school staff. If a 911 call is necessary, teachers and school staff are responsible for making such an emergency phone call. Page 9 12. If students deface or damage any school property, parents are responsible for replacement and repair. 13. Parents are legally responsible for any accident due to the violation of school rules by the student(s) involved. 14. Fulfill parent-on-duty at least once a year. 2. Be responsible for the safety of students. 3. Send students to school on time and take students directly to their classrooms. Parents with young children are advised not to leave school during school hours. 4. Remind students to strictly follow school rules (see Student Discipline for details). 5. Park your cars in the parking lots. Curb parking is prohibited. 6. Pick up students on time after classes. Those students who are not picked up on time will be put under the care of school staff. A $5.00 fee will be charged for every five minutes exceeding the first 20 minutes. 7. During classes, parents are not allowed to accompany their children without teachers’ permission. Loud talking outside the classrooms is prohibited when classes are in session. 8. No advertisements, commercial activities, or other gatherings are allowed inside the school without permission from the school administration. Page 10 9. Parents should provide school with detailed contact information, including address, phone number, and email addresses and inform school of any changes. 10. Parents should actively support all school activities. 11. Parents are responsible for any repair or replacement cost for school property damage by their children. 12. Prepare a teaching plan (syllabus) every school year. Present the teaching plan to both students and parents in the first three weeks of the school year. Submit one copy of teaching plan to school for filing. 2. Meet with parents in the first three weeks of the school year to review parent responsibilities and student conduct. Coordinate with parents to elect a room parent. 3. Prepare lessons carefully and approach teaching in a professional manner. Always respond to students’ questions with patience. Supervise and review students’ homework. Initiate communication with parents and school when problems occur. 4. Prepare mid-term and final exams. Provide necessary test preparation guidelines to students. Page 11 5. Maintain student attendance record and report card. Distribute report card to parents for signature and submit report cards to school for proper filing. 6. Pay special attention to students’ interests and best utilize both Chinese and American teaching philosophies/styles to enhance student motivation to learn Chinese. 7. Arrive in school 5 to 10 minutes before the class begins. Teachers who are unable to arrive in school on time for unanticipated circumstances should initiate phone call to the school principal. 8. Teachers who anticipate one-day absence should notify school principal one week in advance, allowing the school administration to arrange substitution. 9. Resignation from current position during school year should be requested with a formal notification, written to school administration four weeks ahead of the last day of teaching. 10. Keep classroom clean and maintain class order. 11. Conduct fund raising activities to supplement school budget. Assist school administration in conducting the annual fire drill. Be responsible for Xerox machine routine maintenance, purchase toner and paper. Be responsible for collecting and displaying Loss-and-Found items. Page 12 8. Assist each classroom coordinator in preparing Christmas presents for teachers. 9. Organize school Christmas potluck luncheon, the end-of-school-year student field day, and other extra curricular activities. 10. Present end-of -year awards to school officers. 11. Provide the annual PTA financial report to the School Treasurer. Arrive at school at least 15 minutes before school starts (at 12:55). Work starts at 12:55 and ends at 16:15. 2. Move the school supply cabinet from the storage room to the designated area. Please wear the parents on duty badges that are available inside the cabinet. Setup the copy machines, and put out the Lost-and-Found box on the table. 3. Assist schoolteachers and staff in making copies. 4. Ring the bell before and after each period. First period: 13:10 - 14:00; Second Period: 14:10 - 15:00; third period: 15:10 -16:00. 5. Monitor hallways during and between classes for student safety. Prevent students from running or any other dangerous behavior. Pay special attention to the stairway areas on the second floor to prevent any accident. 6. Assist school officials during fire drill and any other emergency situations. 7. After the third period, put all equipments and supplies back to the cabinet, lock the cabinet, and return the cabinet to the storage room. Page 14 8. Inspect all classrooms and cafeteria area. Collect items that are left behind by students and teachers, and put them in the lost-and-found box. 9. After completing all tasks, return the supply cabinet key to one of the school PTA members. School PTA will return the $20.00 deposit. CCC Chinese School Graduation Requirements In order to graduate from the CCC Chinese School with a diploma, a student must meet the following requirements: 1. Registered as a regular student in the CCC Chinese School for at least two consecutive semesters immediately prior to graduation. 2. Received at least eight years of formal Chinese language instructions (including kindergarten instruction) at the CCC Chinese School or similar Chinese schools elsewhere. 3. Completed the Standard Chinese textbook series or equivalent textbook series. (Note: By completing the Standard Chinese textbook series, students will learn approximately 2,000 Chinese characters, 5000 compound phrases, and 300 sentence structures; and achieve basic proficiency in listening, speaking, reading, and writing.) 4. Scored at least the 50th percentile on the SAT II Chinese Mock Exam. (Note: The 50th percentile performance is 650 for students who have studied Chinese for eight years in a typical Chinese school in the U.S. The SAT II Chinese Mock Exam is administered at the CCC Chinese School each year.) 5. Received satisfactory teacher evaluation in all four Chinese language modalities (listening, speaking, reading, and writing) at the time of graduation. The CCC Chinese School Diploma certifies the achievement of beginning intermediate level of Chinese language proficiency. All graduation requirements are established to ensure the high standards of the CCC Chinese School. However, the School Council recognizes that it takes time to fully implement all the graduation requirements. In the interim years (2004-2007), students who have completed at least Grade 10 in their regular high school without receiving the full eight years of formal Chinese language instructions will be qualified to graduate, provided that all other CCC Chinese School graduation requirements are met. Application for graduation can be filed at any time of the school year. Application form can be downloaded from the Chinese School web site at http://www.albanychineseschool.org. Page 15 The Chinese Community Center Chinese School Scholarship Award Program I. Introduction The Chinese Community Center (CCC) Chinese School Scholarship Award (The Scholarship Award) is established to recognize the outstanding high school students for their commitment to and achievement in learning the Chinese language and culture, their overall academic achievement in high school, and their volunteer services to the community. The Scholarship Award is intended for high school students who have been enrolled in the CCC Chinese School for at least three years and plan to attend college immediately after high school graduation. II. Description The Chinese School Council with the initial school operation fund contribution of $10,000.00 established the Scholarship Award program on July 18th, 2003. The Scholarship Award shall be awarded with the interests earned from this initial contribution and other resources such as the additional scholarship donations and contribution from the school administration. The Scholarship Award is an annual award. The Scholarship Award is intended to help high school students to cover partial college expenses, namely tuition, books, and fees. The Scholarship Award, in the amount of $300 in US savings bonds, will be awarded at the end of the fall semester. The number of scholarships to be awarded each year depends on the amount of available scholarship funds. A student is permitted to receive such award only once during his/her attendance at the CCC Chinese School. The Scholarship Award shall be granted without regard to race, color, religion, or national origin. III. Award committee The Chinese School scholarship committee shall administer the Scholarship Award. The Chinese School Council appoints scholarship committee members. The committee shall consist of two teacher representatives (including past teachers), two parent representatives (including parents of past-students), and one representative of the school administration for the current school year. Page 16 The Chinese School Council shall name the committee members in the spring semester each year, and each member shall serve a 1-year term. Persons who have immediate family members and/or relatives who might apply for the current year award or any other conflict of interest shall not be selected to this committee. The committee members elect the Committee chair. Current year award selection process, based on the section 4 defined in this documentation, shall be presented to the school council for approval no later than May 15. With such approved processes, the committee is the final decision maker on the award selections. The award winners are selected by a majority vote of the committee members. IV. Scholarship Recipient Selection Criteria 1. Meets all Chinese School graduation requirements at the time of application. 2. Completes a Scholarship Application, including an essay in Chinese. 3. Ranked at the top one-third tier in the CCC Chinese School in the immediate past three years. 4. Completed at least 9th Grade in the regular high school. 5. Earned a GPA of 3.5 or above in the regular high school. 6. Performed at least 25 hours of community service, including at lease 10 hours in the CCC Chinese School or the CCC. 7. Received scholarship recommendations from at least two Chinese School teachers and/or administrators (including past teachers and past administrators). V. Application Deadline Completed scholarship applications and supporting documents should be submitted to the Chinese School Scholarship Committee on or before November 19. The Scholarship Committee shall review the applications and make the final award selection no later than December 3. The Scholarship Award shall be publicly announced after the selection. Page 17 Page 18 Emergency/Fire Evacuation Procedures Important Fire Evacuation Procedures For the safety of all Chinese school students, parents, staff, and all other occupants, the CCC Chinese School plans to conduct one fire drill every school year. At the beginning of each school year, all teachers should locate the emergency evacuation maps in your classrooms to determine the closest emergency exit for your class and familiarize yourself and your students with the evacuation route and exit. Please read the following fire evacuation procedures carefully and read or explain the procedures to your students. 1. At the sound of the emergency siren, stop what you are doing and line up all your students at the doorway and walk outside as a group along the designated evacuation route and by the designated exit. Do not try to collect your belongings. Walk. Do not run during the evacuation. Proceed in a calm and orderly manner. Caution should be exercised at the stairway/exit. After exiting the building, teachers and class coordinators shall keep the class together for the duration of the fire drill and wait for further instructions. People in and around the gym and cafeteria areas shall evacuate by the nearest exits as directed by school staff and PTA representatives. DO not reenter the building until the Emergency Coordinator gives the “all clear” signal. After the all-clear signal is given, the teacher shall lead the class back to the classroom to continue the class or other activities. 2. 3. 4. 5. 6. 7. It is hereby distributed to all school members for feedback. Please send your comment or feedback to any current school council members as soon as possible but no later than September 30, 2007.) Preamble The Chinese School is the educational branch of the Chinese Community Center of Capital District of New York, a 501(C)(3) non-profit organization. It shall be referred to as the Chinese School of Chinese Community Center of Capital District of New York or CCC Chinese School. In this document, it is called Chinese School or School. Chinese School operation rules are governed by the CCC By-laws. CCC Mission Statement The Chinese Community Center (CCC) of Capital District of New York, Incorporated, established in 1973, is a non-profit and non-political 501 (C)(3) organization. The mission of CCC is to serve the Chinese Community and those who are interested in Chinese culture and language in the Capital District. The CCC Chinese School offers language and culture classes to children and adults. CCC organizes cultural and recreational activities to promote fellowship and Chinese culture. CCC Chinese School Mission Statement To provide Chinese language education to help children of Chinese heritage achieve academic excellence in studying Chinese. To provide learning opportunities to all residents in the Capital Region who are interested in learning Chinese culture and language. To provide a nurturing learning environment where Chinese culture is promoted and celebrated, and where students and parents in the area are valued partners in promoting Chinese language and culture. Article 1. School Year / Member / Enrollment / Tuition / Withdrawal 1.1 School Year School year shall be the same as the CCC fiscal year, which starts on July 1st in the calendar year and ends on June 30th of the following year. 1.2 Member Members are defined as families or individuals enrolled in the language and/or cultural classes. Members are responsible to read and follow the school operation rules defined in this document. Members should respect each other, provide necessary information to school and communicate with school administration as needed. 1.3 Enrollment All students must be four years old or older on or before September 1 to meet eligibility requirements. 1.3.1 1.3.2 1.3.3 1.3.4 Pre-registration is preferred for all students. Existing students shall indicate their intention to return to school for the following school year by submitting a registration form with a pre-registration fee starting in the last three weeks of the current school year. The pre-registration fee shall be applied toward the tuition for the upcoming school year. A $10 tuition per student discount shall be credited to students enrolled with preregistration in Chinese language class. A $10 late fee shall be charged if tuition balance is not paid in full after the second week of each semester. School offers language classes from pre-school to grade12, provided that each class meets the minimum enrollment requirement. The minimum enrollment requirement for each class is four students for languages classes and six students for cultural classes. In case the enrollment of a class does not meet the minimum requirement, the school administration has the right to cancel the class. School administration also reserves the right to make exceptions when circumstances occur beyond school’s control and cause a failure to meet the minimum requirement. 1.4 Tuition School Council shall determine the tuition base on the preliminarily proposed budget from the school administration team by mid April. 1.5 Withdrawal All tuition refund must be requested in writing addressed to the school administration. Prorated tuition will be refunded if the withdrawal is requested before the mid-term of the enrolled semester. No refund will be given if the withdrawal is requested after the mid-term. Prorated tuition for the remaining classes will be refunded at the administration team’s discretion only if withdrawal is due to special hardship after the mid-term. Article 2. Meetings 2.1. General Meeting and Voting 2.1.1. 2.1.2. Each family enrolled in the language classes shall have one vote upon a motion presented at a general meeting organized by the school administration, or through other voting channels decided upon by the School Council. General Meeting shall be held once or more times a year, preferably at the beginning of each school year in the fall and at the end of each school year in the spring. Additional meeting(s) shall be called at any time by the chairperson of the School Council or at the request of more than 50% of the members. A written notice of the time, place, and purpose of the meeting shall be given to each member at least ten calendar days prior to the scheduled date for an additional meeting. 2.1.3. 2.2 School Council Meeting School Council meeting shall be held quarterly. Additional meeting(s) if required shall be called by the chairperson. Article 3. School Council 3.1 Council Members The School Council shall consist of ten to thirteen members (10-15). The council members shall include the current school principal, the vice-principals, the long-term program director, the school treasurer, three parent representatives, three teacher representatives, and the immediate past School Council chair. Teacher representatives shall be elected by teachers and the parent representatives shall be nominated by class coordinators or PTA members, and confirmed by the Council. The Council chair shall be elected by the council members in the first council meeting of the school year. 3.2 Term of Office Council members will serve a maximum of three school years consecutively and a minimum of one school year. 3.3 Compensation Members of the School Council shall receive no compensation from the school for the performance of their duties as members of the council. The school staff, Principal, Vice Principal(s) and Treasurer shall be compensated for their school duties. The level of compensation shall be determined by the School Council. 3.4 Responsibilities of the Council Responsibilities of the Council include 3.4.1 3.4.2 Developing, amending, and approving all school policies and operational procedures; Nominating and approving the school principal, vice principals, school treasurer, and chair of PTA, at the end of the spring semester; 3.4.3 3.4.4 3.4.5 3.5 Approving annual school budget proposal; Approving any additional spending from the school surplus funds; Selecting School Council chair, who should not be the Principal at the same time. Responsibilities of the Council Chair Responsibilities of the Council Chair include 3.5.1 3.5.2 3.5.3 3.5.4 3.5.5 3.5.6 3.5.7 Organizing and presiding all council meetings; Preparing and distributing meeting agendas to council members; Presenting the council approved school budget to CCC Board of Directors; Presenting school reports to CCC Board and school parent meetings; Overseeing all council voting process; Preparing and distributing council meeting minutes to all council members; Informing Chinese School members about council voting results and resolutions that affect school operation. 3.6 Council Meeting The School Council shall have at least two meetings every semester. Additional meeting(s) shall be called by the Chairperson as needed. Meeting agendas, discussion items, and proposals requiring formal voting shall be distributed to council members in advance of each general meeting. Voting on major school policies shall be conducted during council meetings with a quorum of at least one-half (1/2) of the total council members. E-voting is allowed only on time sensitive matters. Article 4. School Administration 4.1 Principal The School Principal is responsible for all administrative business in the School. The Principal shall work on the overall planning for the school year. The Principal shall oversee the smooth functioning of all vice-principals and various administrative branches, and ensure smooth functioning of school operation, the collaboration and communication between chairs of various branches and committees. The Principal shall also provide help or suggestion to the chairs of various branches in order to resolve any difficulty that may arise and thus hinder the execution of agreed upon business. 4.2 Vice-Principal(s) Vice principals shall report to the principal. 4.2.1 The School Vice-Principal(s) are responsible for assisting the Principal in carrying out all school administrative duties. These duties are broadly defined in three categories: (1) Supervise school’s academic tasks and duties. Provide logistic support to school operations. (2) Supervise school’s enrichment program in CCC 4.2.2 building. (3) Supervise all school’s extra-curriculum programs and activities, including the coordination of joint events with CCC. Act on behalf of the Principal in his or her absence. Upon approval of the School Council, one vice principal takes over the Principal position should that office become vacant during a term of office. 4.3 Treasurer It is the responsibility of the School Treasurer to 4.3.1 4.3.2 4.3.3 4.3.4 4.3.5 4.3.6 4.3.7 4.3.8 Administer the School registration. Collect tuition and all other income. Pay staff and teachers’ compensation and all other approved expenses. Compile a student list. Maintain School bank accounts. Be responsible for the coordination of national and regional Associations of Chinese Schools. 4.4 The Parent Teacher Association (PTA) It is the responsibility of the PTA to 4.4.1 4.4.2 4.4.3 4.4.4 4.4.5 4.4.6 4.4.7 Assign, remind, supervise, and assist weekly parents-on-duty. Purchase copy machine toners and paper, and keep copy machines in working condition; schedule copy machine maintenance as needed. Maintain first-aid kit and Lost and Found in the school’s building. Conduct fund-raising to support school activities. Organize pot-luck lunch at the end of each semester and the end of the year field activities. Remind classroom parent coordinators about the teachers’ Christmas gift. Assist school officials on all school wide activities, including, but not limited to, the Christmas Party and fire drills. Article 5. The Teachers It is the responsibility of the teacher to 5.1. Follow all rules specified by Shaker Junior High School. 5.2. Follow all rules specified in the current year’s CCC Chinese School Handbook, Teacher’s Responsibility Section. 5.3. Make mandatory attendance to school activities required by the School Principal. 5.4. Request approval from school principal when seeking Chinese teaching position or opening Chinese classes outside the school, that have potential or actual conflict to the interests of the school.
