Buffalo City Council November 3, 2008 The meeting was called to order by Mayor Weshnevski at 5:32PM. Council present: Beilke, Jager, and Skaar. Absent: Richman. Employees present: Auditor Beilke. Also present: Attorney Losing, Deputy Herman, and 7 visitors. The following motions were made and approved unanimously unless otherwise stated: To approve the minutes of the October 6, 2008 meeting. To approve the agenda. To approve payment of the November bills as follows: Burgum Law Firm 250.00, Cardmember Services 976.26, Cass Rural Water 1467.84, CC Reporter 73.00, City of Fargo 14.00, ICTC 123.40, KG Repair 156.25, Metro Disposal 2288.00, Mid-States Wireless 2515.00, ND League of Cities 220.00, Ottertail 533.78, Wangler Foods 12.69, Xcel Energy 30.92, Lisa Beilke (reimbursement) 13.79, Ron Howitz (reimbursement) 10.28, Harold Kasowski (reimbursement) 22.20, Payroll 2517.50. To appoint Amy Otto to the Library Board. To have Ottertail Power drop the power outlets for the Christmas decorations; to have Tom Cole put sensors on for the Christmas decorations. To cancel previous motion to purchase culverts from Gowen; to hire Richard Kresse and purchase culverts to replace and repair culvert near the railroad tracks. To allow Frank Valente until November 15, 12:00PM to complete his addition project, as defined by the council. Reimbursement of the city’s expenses of the lawsuit must be paid to the city office by Frank by November 10, 2008. If these are not completed as stated, the city will move forward with the judgment and remove the addition; 2-yes, 1-no, motion carried.
Other items presented: Water loss for October was 15.38%. Water saddle replacements will not be done this year, due to contractor conflicts. Community Center bathroom remodel is almost completed. The auditor’s assistant, Sonja Jorgensen, started on October 14. We will request the opinion of the Attorney General on the issue of the mayor (or other city council members) serving on the JDA board (appointed). Glen Lueck, with Midwest Assistance Program, presented the results of the income survey that was conducted in Buffalo on October 29. With the required amount of responses, we qualify at 55.6% as a low income community. These results will allow us to proceed to apply for grant funding for the resurfacing of the water tower. We will continue working on this project. Motion to adjourn at 7:32PM. Next regular council meeting is December 8 at 5:30PM.
