BARRY BISHOP ⎯ To move, That this House calls on the Premier to immediately terminate the Government’s proposal to place a toxic waste dump in the Mallee by recognising — (1) the Government’s own consultants have identified major losses in agricultural and tourism revenue; 3 October 2006 9 (2) (3) (4) the potential loss of 232 jobs; the Premier’s commitment to terminate the project if the area is adversely affected by a toxic waste dump; and the need to stop now before more taxpayer funds are squandered and our communities are forced to fight through a tortuous and expensive Environmental Effects Statement panel process. DAVID DAVIS ⎯ To move, That this House calls on the Premier to investigate statements made by the Labor candidate for the Legislative Council Western Metropolitan Region, Khalil Eideh pledging his support for Syrian dictator Bashir al-Assad and indicating support for warriors “in Southern Lebanon and Palestine”, a reference to Hezbollah and possibly Hamas, and calls on the Premier to be honest with the Victorian community about the Labor Party’s support for this candidate and the risks to community harmony that Mr Eideh’s statements pose, and if Mr Eideh is found to have been the author of such statements attrributed to him, to strip him of his pre-selection. BARRY BISHOP ⎯ To move, That due to the crisis facing Sunraysia horticultural industries, this House calls on the State Government to immediately provide financial assistance to horticulturalists by — providing cash grants up to $20,000 as was provided to farmers in drought conditions in 2002; (2) applying to the Commonwealth for appropriate Exceptional Circumstances Assistance for horticulture; (3) putting in place a Statutory Farm Debt Mediation Service as is available in New South Wales to assist growers in negotiations with their banks; (4) advocating to the Commonwealth for more flexibility in the Farm Help Program; and (5) working closely with the Mildura Rural City Council and the Wentworth Shire to deliver outcomes from the Economic Sustainability Study for horticulture in the region. DIANNE HADDEN ⎯ To move, That this House condemns the State Government and the Minister for Planning for using the ‘call in’ power under the Planning and Environment Act 1987 at the request of the Ballarat City Council in December 2005 which resulted in a Planning Panel Report handed down in May 2006 recommending that the Council’s proposed saleyards and abattoir agribusiness centre at Learmonth and the proposed amendments to the Ballarat Planning Scheme to rezone rural farmland into a ‘special use zone’ be abandoned, which process has cost the Ballarat City Council ratepayers in excess of $1.3 million. DIANNE HADDEN ⎯ To move, That this House condemns the State Government for giving the ‘green light’ to private corporations to proceed with development of industrial wind turbines across rural and regional Victoria, particularly in the Waubra/Ercildoune/Lexton district and at Yaloak (adjoining the Brisbane Ranges National Park and Werribee Gorge State Park) near Ballan. DIANNE HADDEN ⎯ To move, That this House condemns the State Government, the Minister for Planning and the Minister for Local Government for their failure to properly oversee and train local government councils who manage and control crown land reserves, particularly high value public assets such as the Hepburn Spa Mineral Springs Reserve and the Kyneton Mechanics Institute public library, children’s playground and war memorial reserve. BAXTER ⎯ To move, That there be referred to the Environment and Natural Resources Committee for inquiry and report the management of floods in the Goulburn River downstream of Shepparton taking into account — (1) the 1968 report of the Parliamentary Public Works Committee into Goulburn River Flooding; (2) (3) subsequent studies, reports and proposals; and the operating rules for Loch Garry; 16 17 18 and to estimate the losses occasioned by periodic floods and to make recommendations as to how floods might be managed and how costs of so doing might be apportioned equitably. DIANNE HADDEN ⎯ To move, That this House expresses its grave concern at the crisis in low police numbers and the high crime rate in regional Victoria and calls on the State Government to allocate the necessary police funding and resources to immediately provide an extra 25 police officers to Ballarat and commit to providing a further 30 police officers to Ballarat in 2007. BAXTER ⎯ To move, That this House notes that Winter rainfall appears to have failed yet again and as a consequence Victorian farmers and the businesses and workers who are dependent on the rural economy are facing a diabolical outlook and accordingly calls on the Government to formulate plans to assist those affected swiftly and sympathetically in the event that rainfall in Spring is insufficient to resuscitate failing crops and generate significant inflows into irrigation water storages. DAVID KOCH ⎯ To move, That given the dry winter conditions and the ongoing risk of bushfire, the Department of Sustainability and Environment and Parks Victoria ensure an adequate program of preventative fuel reduction burns is undertaken and completed not later than 31 October 2006 in the Grampians National Park and that the program specifically focuses on the northern and southern regions that were not subject to uncontrolled bushfires in January 2006.
