GENERAL INFORMATION
Holy Family Care Out of School Hours – (COOSH) offers Before School Care, After School
Care and Holiday Care to the families of Holy Family Primary School.

COOSH was established 10 years ago by parents of Holy Family School to provide a reliable
and consistent childcare service for working families. Priority will always be given to
permanent bookings over casual bookings.

COOSH is committed to providing a fun, safe, warm, positive and stimulating environment for
all those involved with the centre. Holy Family school runs and operates two COOSH
programs; Junior COOSH and Senior COOSH.

Junior COOSH is run through the Early Learning Centre (ELCC) and provides care programs
which are tailored for Preschool to Year 2 children. We operate with lower than required ratios
of 1 adult per 8 children (The legal requirement is 1:11).



Junior COOSH (Preschool – Year 2)

Senior COOSH is run through the Holy Family School and provides care programs which are
tailored for Year 3 to Year 6 children.

GOVERNANCE
Both COOSH services are registered with the ACT Children’s Services and are currently
accredited by the National Childcare Accreditation Council. Both COOSH services are
committed to transitioning to the new National Quality Framework (NQF) in 2012.

Under the new NQF, Junior COOSH will utilise the Early Years Learning Framework and the
Catholic Early Learning Curriculum as the core documents to guide and shape programming
and planning. Oversight for Junior COOSH will be provided by Holy Family School Principal,
Mrs Anne-Marie Marek.

Senior COOSH will adopt the Catholic Education Office School Aged Care guidelines and the
“My Time, My Place” framework as the core documents to guide and shape programming and
planning for the Year 3 to 6 children. Oversight for Senior COOSH will be provided by Holy
Family School Assistant Principal, Mrs Lina Vigliotta. A parent representative from the School
Board assists the Assistant Principal and Senior COOSH Director in their roles.

PHILOSOPHY
COOSH provides support to the family through quality care for children, irrespective of race,
religion, beliefs or disability. The purpose of the COOSH programs are to offer families
childcare in a positive, safe and supportive atmosphere whilst responding to the changing and
diverse needs for childcare in the community.

At Junior COOSH (ELCC) we:

    1: Understand that parents and carers are the first educators of their children and we aim
    to build strong links between home and the Centre. We will work in partnership with
    parents, caregivers and the parish community.

    2: Believe that a positive self concept and healthy self esteem are powerful influences in
    children's lives. We aim to develop and strengthen each child’s social and emotional
    capacities.

    3: Aim to create rich learning environments that provide mutli-sensory spaces which are
    suited to each child’s stage of development and celebrate the joy of discovery and the
    excitement of learning.

    4: Use play as a medium for learning and development and incorporate children’s interests
    and needs into daily programming and planning.

    5: Appreciate and value the uniqueness and diversity of all of our children and their
    families and celebrate all cultures represented within our Centre.


At Senior COOSH (Holy Family School) we:

    1: Understand that parents and carers are the first educators of their children and we aim
    to build strong links between home and the Centre. We will work in partnership with
    parents, caregivers and the parish community.

    2: Believe that a positive self concept and healthy self esteem are powerful influences in
    children's lives. We aim to develop and strengthen each child’s social and emotional
    capacities.

    3: Aim to create learning environments that provide senior school aged children to develop
    their recreation, social and leisure interests in a safe and stimulating environment.

    4: Recognise that the needs and interests of children outside school hours may be
    different to components to those within school hours.

    5: Appreciate and value the uniqueness and diversity of all of our children and their
    families and celebrate all cultures represented within our Centre.

JUNIOR COOSH PROGRAM

The Before School Program

  Time:            7.30am to 9.00am – Monday to Friday during school terms.

  Venue:           Holy Family ELCC – Rooms 1 to 4 and ELCC playground.

  Available to:    All Preschool to Year 2 children at HF Primary School and HF ELCC.

  Program          To provide a nutritious and balanced breakfast for children who arrive
  Goals:            early to the Centre.
                   To provide a relaxed, comfortable and informal environment which
                    enables our children to prepare and get ready for preschool/school
                    (i.e. become awake and alert) in their own time.
                   To provide opportunities for social interactions with friends and
                    peers.
                   To provide opportunities for self-selection of activities and games
                    across the ELCC rooms.
                   To     provide   opportunities    for   physical   activities  before
                    preschool/school.

  Meals            Breakfast is provided between 7.30am and 8.30am.
  & Snacks         The menu is located on the blue pin up boards in the foyer of the
                    ELCC.
                   The menu is fully compliant with Nutrition Australia guidelines.
                    Note: This centre is a nut free environment.

The After School Program

  Time:            3.00pm to 6.00pm – Monday to Friday during school terms.

  Venue:           Holy Family ELCC – Rooms 1 to 4, ELCC playground.
                   HF School oval and playgrounds.

  Available to:    All Preschool to Year 2 children at HF Primary School and HF ELCC.

  Program          To provide a nutritious and balanced afternoon snack for all children.
  Goals:           To provide a relaxed, comfortable and informal environment for the
                    afternoon.
                   To provide opportunities for social interactions with siblings, friends
                    and staff.
                   Specifically in;
                     o Rooms 1 & 2 we will provide a range of self-selected games &
                        activities, and enable the children to engage in self-directed

                               creative play.
                             o Room 3, we will provide a quiet environment in for children to
                               complete homework tasks or home readers and to be supported
                               and assisted by staff when and where needed.
                             o Room 4, we will provide planned creative / craft activities that are
                               based on child interest and input or that is related to what the
                               children are learning in their classes. Participation in these
                               creative experiences will be voluntary.
                             o The Outdoor Environment will be made available to all children
                               between 3.15pm and 5.15pm (weather permitting). Children will
                               be able to select ball games, play on the fixed and mobile
                               playgrounds, spend time in the sandpit or cubby house and
                               engage in free and creative play with friends and staff.

   Meals                 Afternoon tea is provided between 3.00pm and 4.00pm.
   & Snacks              The menu is located on the pin up board in the foyer of the ELCC.

                           Local environs e.g. Fadden Pines, Gowrie Oval.
                           Off-site venues during excursions.

   Available to:         All Preschool to Year 2 children at HF Primary School and HF ELCC.

   Program               To provide our children with high quality care and with as many
   Goals:                 opportunities as possible to participate in activities off site – thus
                          enabling a “respite” from school and the school environment.
                         Excursions and activities will be planned after consultation with the
                          children and acknowledgement of their choices.
                         We will endeavour to provide as many different and various activities
                          for the children and enable them to have as much free choice and
                          self-direction as possible whilst on-site at the ELCC.
                         Where needed we will adjust and modify the program to
                          accommodate the children’s choices and interests.

   Meals                 Breakfast, Morning Tea, Lunch and Afternoon Tea is provided each
   & Snacks               day.
                         Menus are available on request.
                         The menu is fully compliant with Nutrition Australia guidelines.

SENIOR COOSH PROGRAM

The Before School Program

  Time:            7.30am to 8.50am – Monday to Friday during school terms.

  Venue:           A Block - Holy Family School.

  Available to:    All Year 3 -6 children at HF Primary School.

  Program          To provide an inclusive environment that promotes and recognises
  Goals:            the overall physical, emotional, social, intellectual and spiritual
                    development of each child.
                   To provide recreational programs that are designed and implemented
                    by staff to encourage social, emotional, physical, intellectual and
                    creative development of all children.
                   To encourage children and parents to participate in the development
                    of the program through: planning of activities and menus.
                   To encourage parents and children to be involved in the review of
                    policies and procedures and participation in the Quality Assurance
                    process.


  Meals            COOSH provides a nutritious and balanced breakfast for children
  & Snacks          who arrive between 7.30 and 8.30am
                  Note: This centre is a nut free environment.


The After School Program

  Time:            3.15pm to 6.00pm – Monday to Friday during school terms.

  Venue:           A Block - Holy Family School.
                   HF School oval, Hall and playgrounds.

  Available to:    All Year 3 -6 children at HF Primary School.

  Program          To provide a relaxed, comfortable and informal environment for the

                         To provide a designated time for students to complete their
                          Homework in a supportive environment which encourages the use of
                          ICT resources made available to all students.


   Meals                 To provide a nutritious and balanced afternoon snack for all children.
   & Snacks              A copy of the menu is posted on the noticeboard above the sign
                          in/out area. Parents are welcome to comment / make suggestions on
                          the weekly menu .
                        Note: This centre is a nut free environment.




The School Holiday Program

   Time:                 7.30am to 6.00pm – Monday to Friday during school holiday periods.

   Venue:                  A Block - Holy Family School.
                           HF School, Hall, oval and playgrounds.
                           Local environs e.g. Fadden Pines, Gowrie Oval.
                           Off-site venues during excursions.

   Available to:         All Year 3 -6 children at HF Primary School

                           requested to pack food that is nutritional as the centre promotes

STAFFING

Junior COOSH Staff
 The Early Learning Centre (ELC) employs a full time director (Bachelor of Early Childhood
   Education) to oversee the operation of all services provided by the ELC.
 Before School Care is coordinated by the three preschool classroom assistants (Diploma
   in Children’s Services).
 After School Care and the Holiday programs are coordinated by the ASC Coordinator who
   also holds a Diploma of Children’s services.

Senior COOSH Staff
 The centre has a full time qualified Director (Diploma in Children’s Services.
 COOSH also employs one Child Care Worker level 4 and numbers of Level 1 and
  Level 2 Child Care Workers.
 The centre has a 1:11 staff/child ratio that must be adhered to at all times. These ratios
  change to 1:8 when on excursions away from the centre and 1:5 for activities involving
  water. There must always be at least 2 staff present at all times.


FEE POLICY & STRUCTURE
Both COOSH programs are privately funded services. We do not draw on any government
funding for student places. Attendance at COOSH is based on parent’s capacity to pay the
assigned fees. We are unable to offer fee remission. Fees for the Before and After School
Program will be charged during School Terms only (i.e. for 40 weeks). Fees can be paid
either by Cash, Cheque, Eftpos, Direct Deposit or by Credit Card Authorisation.

Junior COOSH accounts are sent via email the Monday following the end of each fortnight
(beginning Week 2 of each term), with payment due within 7 days. Invoices for the holiday
programs will be issued upon booking but enrolments will only be accepted from families with
no outstanding debt (i.e. all Before and After School Program fees must be paid). Full
payment of the holiday program fees is required by the end of Week 9 of each term to secure
a position in the program.

Where accounts are more than 14 days overdue, a reminder will be sent. Where accounts are
more than 30 days overdue, or where the account is habitually overdue, access to Junior
COOSH will be suspended until the debt has been cleared. Action for debt recovery will be
taken if required. If parents are experiencing difficulty in paying fees, they are encouraged to
discuss the matter with the Centre Director in the first instance, and then, if necessary, with
the School Principal.




Senior COOSH accounts are emailed every Tuesday afternoon (weekly). These accounts
are due to be paid by the following Friday. Casual care fees are payable on the day care as

required. Statements to families of casual care bookings will be issued to children through the
school bags system via the Front Office.

Child Care Benefit (CCB)

Child Care Benefit is a payment from the Australian Government that helps families with the
cost of child care. The CCB is a direct reduction off the weekly fees. This is applied to the
account so parents that are eligible for CCB will only pay the gap.

Parents receiving the Child Care Benefit can have up to 42 allowable absences each financial
year. If a child has more than 42 absent days without a Doctor’s Certificate they may lose
their Child Care Benefit.

Child Care Rebate (CCR)
Child Care Rebate assists parents or guardians with out-of-pocket expenses for approved
child care. This is not means tested. Out of pocket expenses are total child care fees less
Child Care Benefit. Child Care Rebate covers 50% of out of pocket child care expenses. As of
6 July 2011, the CCR will be paid to families (or the centre) either weekly, fortnightly, quarterly
or annually. This will mean that families will only have to pay the gap fee.

For the centre to reduce a family’s fee, parents must provide the Centrelink Customer
Reference Number (CRN) for both their child and themselves

BOOKINGS
Permanent Bookings
It is assumed that regular bookings will operate for the whole year. A one week cancellation
notice to the Director in writing (email or hard copy) is required if families wish to cease using
the service, or change / cancel a permanent booking.

The COOSH Director must be notified if a child will be absent from the centre for any reason
e.g. sickness. A $5.00 penalty fee for non-notification of student absences will apply. All
permanent bookings must be paid for, whether the child attends or not.

Shift workers are able to guarantee a regular booking for their child/ren based on their work
requirements. Parents are required to email the Director in the month preceding the start of
the period of care required.

Casual Bookings
All casual bookings must be phoned through to the Director by 6.00pm on the day before care
is required. Parents are advised that Casual bookings are subject to available places.
A $5.00 administration fee for all casual bookings and a $5.00 penalty fee for a lack of
notification of student absences/attendance will be charged.
NOTE: A casual booking may include multiple days.

Emergency Care
In the event of a family emergency the COOSH Directors will always accommodate family
needs. Parents are required to contact COOSH Directors by phone to arrange emergency
care requirements. Usual session fees apply.

Holiday Program Bookings
The holiday program outline (including planned excursions) and Holiday Program booking
request form is provided to parents in Week 6 of each term. Parents are required to return the
form (either by email or in person) by the end of Week 8. Permission to attend all excursions
is given by parents when they submit the Holiday Program booking request form.

Enrolments for the School Holiday program will only be accepted from families with no
outstanding debt (i.e. all Before and After School Program fees must be paid). Full payment of
the holiday program fees is required by the end of Week 9 of each term to secure a position
for their child.

LEGAL REQUIREMENTS FOR FAMILIES

Enrolment Forms
Enrolment forms are to be completed by new families before using the COOSH services.
Existing families will only be required to complete a new enrolment form when their child
transitions from Junior COOSH to Senior COOSH. It is the parents’ responsibility to provide
the Director with changes of personal contact details.

Court Orders
It is important that the Director be aware of any custodial or other arrangements regarding
access to a child. This is to prevent any unauthorised people collecting a child from the centre
or having access to the child while they are attending the centre. The parent is to provide
COOSH with a copy of any court orders when lodging an enrolment and updated copies when
these orders change. It is also the responsibility of parents to ensure that all contact details
are up to date and any matters of concern are discussed with the Director as early as
possible.

Signing the Register
Parents are required to note the time and initial the attendance sheets daily upon dropping off
or collecting their child from COOSH. The attendance sheets are located at the sign in/sign
out area next to the office.

Collection of children
If the usual person is not collecting the child, COOSH staff require written authority and
notification before they can allow a child to leave COOSH. This is essential, so parents must
ensure that they notify the Director accordingly for the safety of their child. Photo identification
must be shown by the authorised person on collection of the child.

Complaints Procedure
Parents have the right to a positive and sympathetic response to their concerns. Every child
at the centre has the right to a positive and safe environment in which to play and develop.
Complaints or concerns should be discussed with the Director. All complaints will be resolved
in a fair, appropriate and confidential manner.

If a solution is not reached the School Principal will be asked to help mediate the situation.
Issues that cannot be resolved satisfactorily at a School level will be referred to the
Principal Human Resources Officer: Professional Development and Support Section,
Catholic Education Office.

COOSH POLICIES AND PROCEDURES

In order to accommodate the difference age groups, each of the COOSH services have
developed their own set of guiding Policies and Procedures. These documents have been
developed with input from all key stakeholders. The policies and procedures file will be
accessible to all times. It is a requirement of the Holy Family School Board that all core policy
documents are reviewed on a 24 month cycle.
