The Sydney Ports Corporation introduced a facility for electronic receipt of ship’s manifests. This will be progressively provided by the other major ports in Australia. Australia In July 1998 a system for simultaneous clearance of meat exports by both the Australian Customs Service and the Australian Quarantine & Inspection Service was introduced. This will be extended to dairy products and subsequently to other goods subject to quarantine controls. System work through a single entry system in with Customs. NZCS provides a joint gateway for Customs and Quarantine communications. Currently developing EDI SANCRT (phytosanitory certificates) for messages to overseas authorities. - EDIFACT standard messages and associated implementation guidelines tested and available for financial transactions. At present banks in Australia using their own propriety standards, but willing to provide facilities based on EDIFACT standards and implementation guidelines, provided there is sufficient demand for such a service Australia has EC expertise that could be of use to other APEC economies on a commercial basis. Australia is willing to exchange EC information with other economies. Actively promote standardising and harmonising EC between economies, particularly in adoption of internationally agreed EDIFACT messaging system. Also, need to promote use of EC for manifest information to port authorities. New Zealand The NZ Customs Service (NZCS) offers a “paperless” Electronic Data Interface (EDI) service to process import and export declarations for goods traded with NZ. NZCS, in conjunction with its Australian colleagues, is currently trialing a system aimed at utilising the export document of one party as the import document for the other. Facilities available for clearance of import and export cargoes using EDI with EDIFACT standard. NZ is working towards increasing use of electronic commerce for banking functions. This includes promotion of EDI concept with EDIFACT standard. The Bureau of Quarantine currently maintains a stand-alone management system (i.e. payroll). There are no existing linkages with other systems outside the Bureau. Project Abstract Secure System connects Customs to over 160 banks all over Metro Manila for encryption and electronic transmission of bank payments. Major port operators, e.g., Asia Terminals Inc. of Manila South Harbor and the International Container Terminal Services Inc. of the Manila International Container Terminal are subscribers of EDI and can exchange EC information with other economies.  May contribute to exchange of knowledge on EC, especially EDI technology.  Willing to share with other economies the experience on EDI implementation in Indonesia. Continue to promote use of EC. Attachment C The realization of "paperless and cashless transactions" however depends on the pasing of proposed bills that will allow such. Indonesia EDI communications accepted using CUSDEC and CUSRES EDIFACT messages. - CREADV EDIFACT message implemented to support customs EDI in order to report duty and tax payment which done by importers through bank to customs office.  Actively promote & socialize EC implementation between economies, particularly in adoption of internationally agreed EDIFACT messages.  Develop and provide framework/guideline for ED/EC implementation in transportation.  Harmonisation of electronic commerce standards.  Dissimination of electronic commerce development of/to member countries and other economies.  Implementing Pilot Project on electronic commerce on any interested economies. For the time being customs community is the biggest EDI user community in Indonesia. Besides customs, EDI messages are also used between shipping companies, Port Authorities, and retailer/distributors. Brunei Darussalam EDI Communications shall be accepted through the Customs & Excise Department's Manifest Pilot Project which will be implemented before the end of 1999. - Electronic Commerce has been in practise by several banking establishments via techniques such as phone banking and continue to develop to other financial sectors. Future expansion of the Customs and Excise Department's Manifest Pilot may include banks for payment processes. The Ministry of communications together with the Ministry of Industry and Primary Resources continue to promote public awareness of the importance of electronic commerce.
