Not viable. The COS system was implemented in 2000 and has been used for over 40 ANS meetings over the past 6 years. The intent of this objective was to eliminate the paper review and the need to meet for 2-days at ANS hdqtrs to complete the review of summaries, to organize accepted papers into sessions, and to schedule sessions for national meetings. The scheduling of sessions requires interface between the prof divs to avoid conflicts

The Nuclear Facilities Standards Committee (NFSC) has been reviewed and restructured. Anticipate the structure to be in place for June 2007 meeting. This is an ongoing activity. ANS and ASME have initiated collaboration on standards to new plans to eliminate duplication of effort. Coordination of effort is underway. ANS Standards Committee looking at ways to work with NRC as noted in NRC Management Directive 6.5. There are specific guidelines for on-going review of consensus standards. ANS should be looking for endorsement through reference. Research into the practices of other professional associations showed that electronic placement activities have replaced job fairs. ANS has upgraded its electronic Career Center, promoted it more aggressively along with Nuclear News advertising, and has seen growth in both the number of ads placed and associated revenue. The ANS Student Conference includes a job fair for students, and recruiting still proceeds informally at ANS national meetings. Organizations tend to be unwilling to send their employees to meetings where formal recruiting is sanctioned. Initiative A3.2: Student tracks and poster sessions.-COMPLETED ETD and Student Sections Committee sponsored first student poster session during the November 2007 ANS meeting. Future poster sessions will depend on experience of 2007. ETD hosting student poster sessions. Initiative A3.3: Involve student workers in sessions as co-chairs.--COMPLETED

Objective A6: Evaluate certification opportunities
Initiative A6.1: Develop a certification program for criticality engineers in coordination with development of standard defining minimum training for criticality engineers.--COMPLETED Certification was examined and explored by division representatives and reported to the board in June 2006. The findings were that there is no apparent interest on the part of the divisions in proceeding at this time. The Board decided not to proceed at this time, but to re-consider at a later date if sufficient division support and funding can be found. Initiative A6.2: Develop a certification for PSA licensing engineers and general licensing engineers.-COMPLETED Certification was examined and explored by division representatives and reported to the board in June 2006. ANS Nuclear News and ANS News useful tools to promote materials and messages. Also, direct communications to all constituent units. ANS web site and public site extensively utilized. Subscription to North American Precise Service (NAPS) distributes short news stories to more than 10,000 newspapers. In addition, 5 public service announcements are available. All information is on the ANS web site, or distributed through CD's from HQ. PI Committee evaluated current audiences and identified the priority audiences. ANS President Bill Burchill established the "Getting the Word Out" Initiative in June 2008 to reach members and others in nuclear science and technology with the purpose to stimulate participation for professionals to talk with the public.

ANS President Don Hintz organized a special session during the ANS Annual Meeting, June 2008, which focused on attendees knowledge of the resources of the Society. Feedback from attendees indicated a gap between what is actually available and the perception of resources available. Sent survey to Chairs of Strategic Plan Goal Groups and staff liaisons. Results will be compared to feedback from President Hintz' special session. Benchmarking through contacts with three other societies.

Ongoing. Leaders (members) have pursued and participated / spoke with environmental groups representting nuclear as environmentally friendly. DC efforts continue to promote nuclear as safe, clean energy. Work continues with ANS president, NEI, WFEO (sustainable and environment energy positions). ANS membership in CASEnergy and National Hydrogen Association. Communications include Patrick Moore, Christine Todd-Whitman (of CASEnergy Coalition), and Dr. James Lovelock.

Duties of the Board of Directors and Officers are outline in the ANS Bylaws. In addition, an information packet and an audiotape are provided to new Board members that describe their responsibilities. Operations manuals can be reviewed by PDs, TGs, and LSs for their duties as well.

ANS committee staff process consistent with similar professional societies. Goal, continuing relationships and immediate responses to issues or problems. Electronic communications have improved staff and leadership interface. Initiative D2.3: Improve the processes for review and approval of policies and technical positions.-COMPLETED A “fast track” has been developed that allows Divisions and others to recommend a position statement topic. A procedure page is also available as a guide. Currently, a process is in place to link via the web with affiliate position statements. Initiative D2.4: Evaluate the current Bylaws and propose changes to provide flexibility of operation of constituent organization of ANS.--ONGOING And ongoing - The Bylaws and Rules Committee (BRC) continual undertakes additional reviews of the ANS Bylaws at national meetings. And ongoing - As the BRC continual reviews the Bylaws, recommendations are made. The BRC has reviewed the Bylaws for any Bylaws that could be transferred to rules. Determined that most changes that can be made have been made. Last done at June 2007 meeting. Standard Bylaws adopted (2007) for constituent units. Implementation underway.

2008. Will prepare a briefing book for ad hoc committee members, which will consist of prior (general) documents related to the benefit of ANS programs and activities for national labs. Also included will be relevant matrixes from the current project work on behalf of the Special Committee on ANS/Utility Integration (see E2.2). Note: Work on this project deferred so that the Utility Integration project in E2.2 could be completed. Feedback will first be requested from ad hoc committee members on the briefing book's content and relevance for national labs, then a telecom and/or face-to-face meeting will be held.

Continue Y/N DE 2008. To be addressed as part of Task 2's effort (briefing book), above is Review current benefit package to identify value-added opportunities for national labs and universities.. Initiative E2.2: Improve value statements for all industry sectors and segments.--ONGOING 2008-2009. Development of utility sector documents under way, in support of the Special Committee on ANS/Utility Integration. These utility sector documents were prepared: reasons for utility involvement in the ANS; list of utility-related benefits provided by the ANS; and a Draft background information and deliverables document on the ANS. Some of the information from these documents is relevant to other nuclear industry sectors (national lab, university). Further, working cooperatively with Mr. Mark Giles on a Governance/Coordination with Other Nuclear Entities Project, and this project is nearing completion. The project implements one of the initiatives of the Special Committee on ANS/Utility Integration. A comparison of background information and deliverables was developed for ANS, NEI, INPO, and EPRI - in a series of matrixes. Purpose of this project is to identify and understand the similarities and differences of the background/deliverables for these organizations, as a prelude to identifying areas for cooperation between and among these entities.

Objective E3: Continue to develop strategic alliances with win-win philosophy
Initiative E3.1: Strengthen and expand strategic alliances with international technical societies.-ONGOING Ongoing. Existing international agreements continue to be reviewed to improve the benefits to ANS, where appropriate. Minor improvement contained in the renewal of an existing agreement with the OECD/NEA, approved by the Board in June 2008. The ANS International Committee is still considering a proposed activity to conduct a strategic review of the "standard" agreement. Improved relations with the Indian Nuclear Society. Landmark India/U.S. Agreement for Nuclear Cooperation recently approved. Therefore, emphasis on enhancing the INS/ANS relationship will continue. Completed. This task is addressed via the existing meetings and conferences listing in each of The ANS Globe issues posted on the ANS Website. Ongoing. This task is already being addressed by most GCs or TPCs. Agreement society contact information is offered is offered via email or telephone contact to the GCs/TPCs or their designees. Also help is offered in organizing and implementing visa application communications, and related follow-up actions. Help was provided for the spring and fall 2008 topical meetings, and this assistance will continue with future topical meetings.

Initial communication sent to ANS agreement societies in October 2007. Follow-up communication to be prepared and distributed to agreement societies in 2008. Final report of the Pacific Nuclear Council (PNC) Task Group on Information and Education in Nuclear Science and Technology in PNC Member Countries; and B. Nuclear Power Feasibility 2007, a comprehensive report recently issued by the World Federation of Engineering Organizations (WEFO) Energy Committee (EC).
