Amnesty International demands that the State
   fight against violence against women. It
      argues that that violence is a State
                    problem:

 The Argentinean State is under pressure to put into
     practice the recommendations of the " Plan of
   action of 14 points against the Domestic Violence"

Some of the points:

4-To abolish the legislation that discriminates against the
     women
5-To ensure that the domestic violence constitutes a crime
7-To eliminate the obstacles that prevent the processing for
     acts of domestic violence

Diverse actions and lobbying is carried out to continue demanding that the
State implements measures to fight violence against woman with effective
                                  steps:

  Octuber 6, 2008:

  In the Senate a special Committee on Woman is
  created which main mandate is to to get the urgent
  approval of a law against violence against women,
  after many similar projects had failed.
  This committee is made up of all Senators women
  from the different political parties.

  Octuber 28, 2008:
  Amnesty International presents recommendations to
  the Senate of the Nation and the Committee on
  Women.

  Diverse actions to continue demanding to the State that faces the violence
                   against the woman with effective steps:

November 25, 2008:
Amnesty International throws the report “Very late,
very little" in the Senate of the Nation with the
recommendations and concerns regarding the
responsibilities of the Argentinean State.

                                                             November 26, 2008.

   The Senate of the Nation approves the project “Law of
        integral protection, to sanction and to eradicate
                  violence against the women "

        In the speeches of the Senators they mention the report,
          recommendations and numbers of Amnesty International,
                                    some:

  “Sin duda, todo lo que hemos hecho —y que tiene un mérito importante— no ha
         sido suficiente. Creo que la muestra de que no ha sido suficiente ha sido el
          informe que presentó el martes Amnistía Internacional, “Muy tarde, muy
        poco. Mujeres desprotegidas ante la violencia de género en la Argentina”… “

“el Estado argentino y este gobierno han hecho muy poco en materia de la defensa
        de los derechos humanos de las mujeres en nuestro país. Esto nos lo digo yo
       sino que lo dijo ayer el director de Amnistía Internacional, que vino al Senado
         a la Comisión Especial Banca de la Mujer para presentar un informe sobre
             violencia de género contra las mujeres en la Argentina. Se trata del
        seguimiento de otro informe que se presentó hace cuatro años. Al respecto,
          el señor Rafael Barca dijo que en los últimos cuatro años, no ha habido
        progresos en la Argentina, que no se han notado progresos en esta materia.
            Además, ¿qué tipo de asistencia recibe una mujer que recurre a algún
       organismo oficial, ya sea nacional, provincial o municipal? Textualmente, dijo
         que “esto es una lotería de código postal”; que no se sabe cómo las van a
       atender porque no hay protocolos o estándares; que es realmente una lotería
                el tipo de asistencia que van a recibir.” (Senadora Estenssoro)

Nota: este proyecto de ley obtuvo media sanción en la Cámara de Senadores el 26/11/08 y
       deberá debatirse en la Cámara de Diputados en el 2009.

Amnesty International demands from the State:

     “12. Reduce the risks of armed violence:
     Remove all firearms from homes where
    incidents of domestic violence have been
     reported. Ensure that health and social
  workers include questions on the possession
  of guns in all demographic, health and social
                 services surveys.”

March 5, 2008:

         The Ministry of Defense puts in place a
  preventive measure against domestic armed violence
                  which prohibits keeping
   Firearms in those homes in which there have been
          denunciations of domestic violence.

" The minister of Defense Nilda Garré,
ordered yesterday to restrict the use of weapon
to the military personnel denounced by cases of
family violence until there is solved judicial or
administrative situation ".

  Amnesty International demand to the State:

  3. “Use the education system to challenge prejudice
     Educational materials should be developed and
    incorporated into curriculums at all levels of the
    education system, aimed at preventing domestic
  violence and challenging ideas that regard domestic
     violence as acceptable. Teachers, lecturers and
 other education workers should be part of the effort to
   overcome prejudices and stereotypes that confine
  women and girls to subordinate roles and contribute
                  to domestic violence.”

On these measures:

" The review of the study plan to promote the equality of
     gender and the contribution to of the prevention of
     the violence against women and girls. This includes
         the review of the school texts as well as the
     incorporation of sexual and reproductive education
                       in the schools. "

Letters of Amnesty International to the Minister of Education
                    and the President INADI:

" Amnesty International is hoping that the Government will
    take clear measures to address….. the violence against the
    woman. Amnesty International expects that there is
    advancement in at least four priority points:
      – To publicly commit to the fight of gender-driven
         violence
      – To develop a National System of Statistics on violence
         against the woman
      – To set up a state discussion forum that gather
         different state players to combat this problem and
         which coordinates measures to eradicate the gender
         violence.

 Education announce the
review of the school texts.

Argentina doesn`t possess a statistical
    national system on the violence
          against the woman.
 There are no numbers on the violence against the
   women and they skimp information of the topic,
   there is no political will to give visibility to this
                       problem.

The violence against the woman isn't a problem of State.

   that it implements a Statistical National
     System and effective public policies

    13. “Collect and publish data on domestic violence
 Ensure that domestic violence is fully reflected in official
reports and statistics, that the collection of qualitative and
   quantitative data is standardized and disaggregated
   according to gender and other relevant factors, and that
                     it is open to verification.

" It´s necessary to implement a Statistical National
       System in order that the "invisibility" of the
      violence against woman ends and there exists
     concrete information that use as objective base
           to the policies and future programs ".

   State agencies begin to mention Amnesty International’s statistics as the only information
                                     available on the topic:

       On August 22:
       Department of Health of the province of Buenos Aires
       recognized the need of a Statistical National System and
       mentioned the numbers of Amnesty International.

                             On August 17:
                             INADI, in the panel “Workshop for the Real Equality between
                             Women and Males, Diagnoses and Strategies to defend the
                             Laws of the Women from the State” (the National University of
                             the Comahue in the context of the Women's National Meeting),
                             mentioned the numbers reported by Amnesty International: 81
                             cases of domestic violence (…).

On August 15:
The national representative Silvia Augsburger said that although there is no concrete information on
the topic, organizations that work the issue report that in the first 7 months 81 women have died.

                                        Advances towards a Statistical National System:

   The Senate of the Nation passes the legislation “Law of integral protection, to sanction and to eradicate the
                                             violence against the women "
  The same one recognizes the importance of possessing statistics, since the State has to guarantee the research
        and summary of statistics together with all pertinent information about the reasons, consequences and
                    frequency of the violence to evaluate the efficiency of the pertinent measures.




This project of law obtained half a sanction in the Senators chamber 26/11/08 and it ´ll have to be debated in House of Commons in 2009.
