					HYDERABAD URBAN DEVELOPMENT AUTHORITY Expression of Interest cum Request for Proposals (EOI-Cum-RFP) for Development and Construction of Bus Terminus & Business Center at Old Gandhi Hospital Site, Secundrabad through Public-Private-Partnership (PPP) mode on Build ,Operate and Transfer (BOT) Basis

Government of Andhra Pradesh (GOAP) proposes to develop about 8.5 acres of Land at the old Gandhi Hospital Site, Secunderabad. GoAP appointed Hyderabad Urban Development Authority (HUDA) as the Implementing Agency to execute the project. It is proposed to build about 3.00 Million Sq. Feet [Including around 60,000 Sq. Ft. of Covered Parking, Bus Terminus, Shopping and Office Space for an approx. area of 0.30 Million Sq. Ft and a Foot Over Bridge connecting the Plat Form – 1 of Secunderabad station to the Bus Terminus to be handed over to HUDA free of cost] under Public Private Partnership mode (PPP) on Build Operate & Transfer (BOT) basis. HUDA invites Expression of Interest –cum-Request For Proposal (EOI-cum-RFP) from bidders of national and international repute having proven track record in the development and or construction of real estate development, to design, finance, build, operate and maintain the Project Facilities. The Successful Bidder will be granted licence for a period of 30 years after completion of the Project to operate its portion of Project Facility to recoup its investment on the Project. Successful Bidder will be required to duly incorporate the Project Company (Special Purpose Vehicle) under the Companies Act 1956 for implementation and operation of the of the Project. Selection Process Selection of the Developer will be through a Single Stage Competitive Bidding Process. The Process of evaluation will be in three steps viz. Step 1 - Qualification Evaluation Step 2 – Development and Management Proposal Evaluation and Step 3 – Commercial Offer Evaluation. The Bidders whose qualification criteria (Step 1) (Status of Bidding Entity, Technical Qualification and Financial Qualification) are evaluated and approved by HUDA shall only be eligible for the Step 2. The Commercial Offer (Step 3) of those bidders whose Development and Management Proposals are approved by HUDA (Step 2). Qualification Criteria The Bidder may be a Single Entity or a Consortium of members not exceeding three. The Bidding Entity shall be a registered Partnership Firm or a Company and shall satisfy following Technical and Financial criteria. A. Technical Experience 1. The Bidder - Single Entity or in case of Consortium the Lead Member. (a) Should have been in the business / activity of development and / or construction of Commercial, properties, IT Parks, Business/Convention Centres, Institutions during the last 5 yrs.

(b) Should have developed (either on its own or through an entity in which the Bidder holds 26% equity) and / or constructed a cumulative total built up area of 2 million sft of mixed use (excluding the industrial use) in the last 5 years, which shall include at least one single completed project with a built up area of not less than 1 million sft; and such projects should have been issued occupancy certificate or such equivalent as on the Proposal Due Date. 2. The Bidder should demonstrate adequate real estate marketing capabilities of atleast 2 million sft. in the last 5 years. 3. The bidder should associate with a Lead Design firm of National or International Repute having designed an aggregate of 5.0 million sft of built up space of mixed use including a single completed project of not less than 1.00 million sft in the last 5 yrs. The design firm should demonstrate experience in urban redevelopment projects. B. Financial Capability The Bidder (in case of single entity) or the consortium together should have 1. Minimum Net worth of Rs. 1250 million as at the end of the latest financial year and 2. Average Annual Cash Accruals of a minimum Rs. 500 million for the last 5 yrs 3. Lead Member should have a minimum Net-worth of Rs. 625 million and an Average Annual Cash Accruals of Rs. 250 million. 4. Bidder (in case of single entity) or the members of consortium as the case may be should be profit-making concerns for 2 yrs out of the least 3 yrs. The EOI-cum-RFP Document can be obtained from the Office of Chief Engineer, HUDA at the address below on payment of a Processing Fee of Rs.25,000 (Rupees Twenty Five Thousand Only) through DD drawn in favour “Vice-Chairman, HUDA” on any Scheduled Commercial Bank and payable at Hyderabad or downloaded from HUDA website i.e., http//www.hudahyd.org from 28-08-2008 onwards in which case the Processing Fee is payable at the time of submission of . EOI-cum-RFP. EOI-cum-RFP submissions complete in all respects shall reach the Office of the chief Engineer, HUDA latest by 4.00 pm IST on 24-09-08 at the address given below. The Bids (Cover – 1) will be opened at 4.30 pm the same day. Mere submission of EOI-cum-RFP does not vest any right in the Bidder for selection of Developer for the Project. HUDA reserves the right (i) to reject any or all the bids received in response to this advertisement at any stage without assigning any reasons whatsoever (ii) to annul, withhold, withdraw or amend the Bid Process at any stage under intimation to the bidders who secured/submitted the bid documents in response to this Advertisement.
