General Services Academy VII Presentation Descriptions updated 8/31/09 Keynote Speaker: Bryce Yokomiso With over 30 years of public sector experience, Bryce Yokomiso formerly served as Director of the Los Angeles County Department of Public Social Services. He managed public welfare services with over 14,000 staff and a budget of $3 billion. Bryce also served as Deputy Chief Executive Officer for Los Angeles County and has served on governing boards of numerous management and nonprofit human services organizations. Bryce is a graduate of UCLA and holds an MPA degree from the University of Southern California. He is currently on the faculty at the School of Public Administration, California State University Northridge, where he teaches Organizational Leadership, Entrepreneurial Management, Ethics and Professionalism and Strategic Management. Legislative Update, Rosemary Lamb and Cara Martinson, California State Association of Counties Rosemary Lamb and Cara Martinson, CSAC Legislative Analysts, will provide the Academy with an update on current legislation focusing on state budget impacts, American Recovery and Reinvestment Act of 2009, and energy. Anatomy of an Effective Request for Proposals, Dianne Koutz, CPM, Solano This session is proposed to teach the nuts, bolts and “anatomy” of how to present an effective Request for Proposals to the marketplace in order to receive viable responses. Focus will be on legalities and regulations as to why governments must conduct competitive bidding including government codes and Public Contracting Codes, development of a proposed scope of work, evaluation criteria, evaluation methodology, measureables and follow up. Capital Project Performance Benchmarking, CCAEA, Jim Buker, City and County of San Francisco Mr. Buker will provide an overview of the California Multi-Agency CIP Benchmarking Study, last updated in September 2008. This on-going study shares the collective capital project experiences of the seven largest cities in California: Long Beach, Los Angeles, Oakland, Sacramento, San Diego, San Jose and the City and County of San Francisco. 1 Performance benchmarking involves collecting documented project costs and creating data models of the component costs of project delivery vs. the total construction cost. Project delivery costs are defined as the sum of all agency and consultant costs associated with project planning, design, bid, award, construction management and closeout activities. Mr. Buker will review the highlights of the study and describe the methodology for collecting comparable project cost information for your agency. Creating Capital Budgets in an Uncertain Economy, Dan Durkee, Mike Wintz, VFA, Inc. We’re all being asked to do more with less. Facilities capital planners and managers, charged with meeting organizational priorities on lean budgets must make smarter spending decisions. How can you objectively determine which capital projects to fund this year and which should have the greatest priority? How can you prioritize the “important” projects first? The presenter will discuss approaches for creating capital budgets that objectively balance the concerns of diverse functions and constituencies and align with strategic business goals. We’ll present prioritization strategies for ranking different types of physical capital investments – facilities, capital equipment – and compare various budget scenarios to see the impact of different investment levels. What Attendees Will Learn: 1. How to align capital spending with long-term organization objectives 2. Methods for focusing capital investments where they will have the greatest business value 3. Ways to employ an objective, data-driven process 4. Approaches for reaching stakeholder consensus about organizational priorities 5. How to employ repeatable processes for prioritizing capital projects and allocating capital funds Deferred Maintenance Strategies, Jack T. Williams, Paddy Langlands and Richard Whirty, Santa Barbara Introduction to the history and an overview of Santa Barbara County Deferred Maintenance Program from inception in 1999 to the present, including challenges and successes involving funding, resource allocation, approaches to project selection and implementation of multi-year projects. 2 Energy/Climate Protection Update, CGSA Energy Group Update and roundtable discussion on counties’ greenhouse gas reduction initiatives, climate protection action plans, and energy efficiency and sustainability work efforts. From Paper to Electronic: Creating a Plan to Convert Paper, Rich Grudman, San Diego In the face of today’s challenging economic times, it is as important as ever to control the costs and risks associated with Records Management. Most organizations are keeping more than they need to and are not conforming to record retention policies. This presentation will review how to create a project plan to convert both offsite and on-site stored paper documents to an electronic format. The purpose of the plan is to:      Create a commitment to reduce paper Reduce off site storage costs Discover how much paper is “hiding” on site Reduce the risk of managing paper documents and records including:  Tracking where records live  Recovering records when needed Preventing damage and loss of records  Controlling costs of managing and storing paper  Freeing up physical space at facilities Furthermore, implementation of the plan will result in a new way of managing documents and records everyday. The Futurist in County Government, Winston F. McColl, San Diego CGMS 2.0 is San Diego County’s response to the fast pace of the world around us. We recognize significant changes are occurring in our economy, technology, the environment and other areas – and the speed of change in our world has accelerated. GMS 2.0 is our way of taking the General Management System that has serviced us well over the past decade, to the next level – keeping our core disciplines while becoming more flexible, adaptable and responsive. These changes – and others that will inevitably follow – are something county organizations must not plan to shy away from. We want all county workers to embrace the opportunities the future offers, to be ready to solve the challenges the future will present and to be prepared for the pace at which change will occur. 3 This presentation will set the stage and provide some helpful hints, topics, and methodologies to address our futurist needs. Green Building Assessments: Integrating Sustainability into your Capital Plan, Susan Buchanan, Mike Wintz, VFA, Inc. Increasingly, organizations are looking for ways to evaluate the sustainability of their current operations, reduce their environmental impact and promote a healthier built environment. Ultimately, those sustainable practices need to be integrated into both the facility management programs that an organization implements on a day-to-day basis, as well as into their long-term capital planning process. By combining green initiatives with detailed data about overall requirements across a building portfolio, organizations can get a holistic view of their facility needs maximizing operational efficiency. Facility managers are on the front-line of this process and well-positioned to raise the visibility and acceptance of these practices throughout their organizations. In this session, attendees will learn approaches for evaluating sustainability opportunities, strategies to measure cost savings and how to focus “green” dollars where they have the greatest impact. Implementing Online Ordering for Greater Efficiency, David Gould and Ron Russo, Contra Costa This presentation begins with a brief description of online ordering systems and features that distinguish one from another. Next is a live demonstration of Contra Costa County’s online ordering system called One Source (provided internet access is available). Explanation of the efficiencies possible, including reduced labor, reduced waste, elimination of paper orders, product standardization, vendor management, and improved response times. Presentation will conclude with a summary of the steps and the challenges of implementation and Q & A. Information Management: The Key to (Cost) Effective Construction Project Management, Ken Rado, Santa Clara The proverbial “Doing More with Less” is now the rule rather than the exception for project managers, especially those in the construction business. Since project management is essentially about managing information, how can information be made more organized and manageable so project management costs can be reduced and project managers become more efficient? This presentation answers those questions. 4 Saving Money 24 x 7 x 52, Robert Cox, Herman Miller How do you determine exactly how your space is being used and the energy consumption for workstations, meeting areas or entire buildings? What are the financial as well as human resource benefits to enabling work from home? Avoiding a product pitch, Herman Miller will link worker mobility to space utilization and programmable environments for organizations seeking to save dollars on their real estate portfolio and energy consumption while investing in their greatest asset – their employees. Service Excellence Program: Leaning the Purchasing Process, Sean Payne, Rosa Ceniceros & Elaine Crandall, Ventura The County of Ventura has embarked on a formal continuous process improvement campaign called The Service Excellence Program. The program primarily utilizes Lean-Six-Sigma tools. Purchasing is among the functions being evaluated as a cross-agency event. This presentation will provide a background on the methodology used for analysis, project scope, findings, metrics, and a status of the “Get-to-Excellence” Plan. Strategic Facilities Planning, CCAEA, Brian Summers – Tulare, Tom Fincher or Doug Stauffer – San Diego Facilities represent a significant direct cost of operations and have a significant influence on the delivery of services by County staff. By coordinating the assessment and planning of facilities with the planning and budgeting for department operations, strategic facility planning allows the identification of opportunities to improve efficiency and functionality, incorporate advances in technology and business practice and better utilize space. This CCAEA presentation will show how to undertake such a review and its benefits. Transportation Solutions/Reducing Green House Gas Emissions, Aki Nakao and Doug Bond - Alameda, Bob Nisbet – Santa Barbara, John Haig and Dave Head – Sonoma Three counties will present their challenges and solutions; they have collaborated and exchanged ideas with one another already. Challenges for metro counties: reduce green house gas emissions and transform thinking of individuals to get them out of their personal commute vehicles and use public transportation. Solutions presented include reducing fleet size and capital costs while greening counties. Info on how to fund implementation and on-going costs; help from AB 262 and stimulus money. 5
