The Department of Social Services, Medical Care Administration Division, is seeking to fill one (1) Social Services
Director of Certificate of Need and Rate Setting position in our Hartford, Central Office.

Salary:                           $99,559.00 - $127,707.00 Annually

EXAMPLES OF DUTIES: The position is responsible for directing the staff and the operations of the Rate Setting and
Certificate of Need Division. The Director ensures the annual issuance of cost-based rates and certain fixed fees
covered under the Medicaid and State Supplement/AABD programs totaling $2.8 billion, cost report auditing, certificate
of need (CON) reviews for nursing facility, residential care homes and ICF/MR development, renovation projects and
capacity increases/decreases/closures. The Director is extensively involved with nursing facility and residential care
home receiverships and bankruptcies with regard to restructuring, transfers to new owners and closures. The Director
plays a significant role, in conjunction with DPH, in ensuring health and safety in cases of nursing facility strikes and is
also key to appropriate and maximum federal claiming for Medicaid service expenditures incurred by other state
agencies (DDS, DCF, DMHAS), which impact the state’s finances/ability to fund public health and safety programs.
The office also manages three grant accounts that support hospital services totaling $44 million and is responsible for
the approval of new life care/continuing care facilities (CCFs) and oversight of fifteen existing CCFs.

MINIMUM QUALIFICATIONS REQUIRED
KNOWLEDGE, SKILL AND ABILITY:
Considerable knowledge of and ability to apply management principles and techniques; considerable knowledge of
and ability to apply relevant state and federal laws, statutes and regulations; considerable knowledge of principles of
health care administration and financial management; considerable knowledge of health care budgeting principles;
considerable knowledge of principles of cost analysis; considerable ability in preparation and interpretation of financial
and statistical reports; considerable interpersonal skills; considerable oral and written communication skills.

EXPERIENCE AND TRAINING:

General Experience:

Ten (10) years' professional experience in a social services agency, health related facility or health insurance industry.

Special Experience:
Two (2) years of the General Experience must have been in a managerial capacity involving cost filing preparation,
reimbursement and rate setting policies.
Substitutions Allowed:

   1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours
      equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

   2. A Master's degree in accounting, business administration, hospital administration or a closely related field may
      be substituted for one (1) additional year of the General Experience.
