Bree: In the course of conducting business members of the executive committee will meet from time to time with members of the university administration when such meetings occur the following protocol must be observed: a. No executive member of the GPSA committee may meet with the university president or provost with the purpose of GPSA business without the presence of at least one other GPSA executive officer or assembly member, exceptions to this policy may be granted on case by case basis by one of the following methods: - Unanimous agreement to said exception by all members of the executive committee -agreement to said exception by 2/3 of the all GPSA assembly members, any member of the GPSA meeting with university administration for the purpose of GPSA business must fully disclose the content and results of that meeting to the GPSA at large either in writing or orally at a regular GPSA meeting at a point no later than the first regular meeting after said meeting occurs. -failure to comply with the policies set forth in this section will automatically initiate censure proceedings. Further Discussion: But you can’t get permission retroactively, you cannot amend the bill you can only override the veto. There could be a situation that comes up where no one else is available to come, it is too prohibitive. There are other ways of keeping checks and balances. There is no need to have this amount of accountability, these are elected officials. Technically the bill says that the other person must be an assembly member. There isn’t enough trust. This isn’t about trust among us this is about lack of trust for the provost and president. Our history suggests that we need to protect against this. This is the best bill we’ve had for this so far. Graduate students are always in their offices so email is one of the only ways of campaigning. There are too many other ways for information to seep through, this won’t really stop anything. Is there anyway we can talk to the division of graduate studies so that we can make it where email can be sent to all students, as it is now candidates are sending emails to a limited amount of people, we need open access. We would have no power to have emails sent to everyone. This bill would also limit casual emails sent about a campaign. If someone were to break the rules they would be automatically disqualified. We should require that all campaign emails sent must have a carbon copy sent to two people not involved in the election. That still doesn’t avoid the problem of misinformation sent another way. Mike: I will not be on the assembly next year and I’ve really enjoyed working with everyone. Regarding the Spanish symposium, we gave them $2000 and they raised $12000 more. I think we need to realize in the future that graduate students can raise money. Matt: I think that it would be great if we came up with something about the Spring Special session. Graduate Student Forum: Bree: So how do we want to do the Special Session? It’s always been that we have the old assembly have a meeting, then after it ends another meeting starts with the new assembly. Matt: It also says in our bylaws that the assembly spot is ?? Bree: I’ll have to look that up. I think we got rid of that in the constitution, and if it is still in the bylaws the constitution will override it. The plan was that we would have department representatives and then eventually we would move to an old department representative system. It was a misunderstanding of how class was
structured. I’m pretty sure we had a bill that took care of that. But you can send your department representative. Nicole: We passed bill 68 it talks about single department college level, ?? I was wondering if we could come up with a prioritizing bill so we can know what to fund before what. That might be useful for next year. Matt: We also funded every bill that came in and we had money left over. Bree: We did not have much Matt: I think that that might be too restrictive Bree: We’ve talked about this before, the original point of the funding policy was to do that, the problem is that we cannot see everyone at once. Shel: Instead of setting policy we could encourage certain biases, so we could informally set prioritization. Murray: I think that we should do that and we should also give tips on successful fund raising. Bree: We could give this to a committee, but people need to be willing to do it. Bree: Yes we are still working on that I will send some emails out. Unknown: We should work on having the information in our packets without having the packet itself to save paper. Bree: One more thing about funding, we might next year put bills on consent funding. With that everyone would have to read all the bills before the meeting and then at the meeting we would pass all the bills at once. When discussion is needed we would pull each bill off the consent agenda and discuss it. Matt: We should still have a representative from the organization to talk about it.
