             ANSI Compliant 2-Tone Safety Shell Systems Parka

General Design
The parka shall be a full zip garment with waterproof taped seams. The parka
shall be designed to accommodate the S327 Police Fleece Jacket, the S525V
Jacket, or the S526CF. The parka shall comply with all the requirements to meet
the ANSI 107-2010 Class 2 standard without exceptions.

Shell Fabric
The shell fabric shall be 2-Tone: a high visibility yellow fabric and a black contrast
fabric.

High Visibility Shell Fabric
The high visibility shell fabric shall be windproof, waterproof and breathable,
compliant to ANSI 107-2010. The fabric shall be 100% polyester laminated to a
polyurethane film. The warp and fill shall be 150 denier yarn, and the
construction shall be 80 x 60. The fabric shall weigh 4.83oz/yd² (+/-5%). All
seams and retro-reflective tape shall be sealed with hot air applied tape to
ensure waterproof integrity. The minimum fabric requirements shall meet the
performance levels listed below.

Black Shell Fabric:
The black shell fabric shall be 3.6oz/yd² 100% Invista™ Tactel® 330D Supplex®
Nylon or equal, with a non-ravel polyurethane back coating, and durable water
repellant finish. The construction shall be 110 x 54.

Care Instructions:
Machine wash in cold water on gentle cycle. Use mild soap, do not bleach. Do
not industrial launder. Tumble dry on low heat, permanent press cycle. Do not
iron, do not dry clean, do not fold away wet or store garment exposed to sunlight.

Reflective Tape
There shall be 2-inch wide silver reflective tape sewn to the shell for nighttime
safety. The reflective properties of the reflective tape and configuration shall
meet the ANSI 107-2010 Class 2 minimum requirements. The placement
configuration shall consist of two horizontal bands of reflective tape on the body.
The upper tape shall be placed in the upper chest ¾” below the underarm level
and the bottom tape shall be placed 2” above front bottom band edge and run
360º around the garment. There shall also be one circular band of reflective
tape placed at the top of each sleeve below the bottom seam of the contrast
pocket patch.

Snaps
All snaps shall be matte-finish black-oxidized spring-loaded compression snaps.

Front
The parka shall have a front #8 plastic molded 2-way zipper that shall extend to
the edge of the collar. The front zipper shall measure approximately 29“ long
(size large/regular). At the bottom of the zipper there shall be a ½” bartack on
each side. There shall be a double placket covering the front zipper, with the
outer placket measuring approximately 29¼” long by 2¾” wide and the inside
placket measuring approximately 29” long by 1¾” wide (large/regular). The
plackets shall close with a total of 7 snaps with the female snap located on the
underside of the outer placket. The 5 male placket snaps shall be placed
approximately 5” center to center apart from each other on the top of inside
placket with the bottom snap starting approximately ¾” from the bottom of the
placket. The upper 2 snaps shall be spaced approximately 2 7/8” center-to-center
for proper closure of the stand up collar. There shall be two vertical pockets set
alongside the center front zipper each with a 9” long #3 coil zipper closure. The
parka shall have rain shed yokes measuring approximately 8 7/8” down the front
high point of shoulder. The bottom edges of the yoke shall have 1/8” silver
reflective cording. Under the yoke shall be 7” long #3 half plastic-molded zippers
for attachment of Hidden Agenda panels on each side. There shall be two sets of
hook & loop fasteners 5/8” wide by 1¼” long inside the bottom yoke of each side
of the front for closure when the Hidden Agenda panel folds back hidden at the
front chest. The parka shall feature rainproof flange-covered slant zippered
pockets and the pocket bag shall be made of 210T nylon taffeta. The top of
pocket flanges shall set into the bottom of the upper reflective tape. The bottom
of pocket flange shall be secured at the side seam. The pocket flange shall
measure approximately 2” wide and 11” long with 1/8” silver reflective cording
along the flange edge. Under the flanges, the pocket closure shall be an 8½”
long coil zipper. Inside the pocket facing on both pockets there shall be a pencil
pocket measuring 1” wide by 5” long. On each shoulder there shall be an
epaulet measuring approximately 6 3/8” long at center and 5¾” long at side edge
by approximately 2” wide.

Back
The back length shall measure approximately 32 ¾” from the back high point
shoulder (size large/regular). The back of the parka shall have a 10¾” rain shed
yoke measuring from the back high point shoulder. The bottom edge of the yoke
shall have 1/8” silver reflective cording. Under the yoke shall be a 16” long #3
half plastic-molded zipper for attachment of the Hidden Agenda panel. There
shall be three sets of hook & loop fasteners 5/8” wide by 1¼” long inside the
bottom yoke for closure when the Hidden Agenda panel folds back hidden.
There shall be a 1¾” drop tail at the back bottom. At the bottom inside back there
shall be an 18” long #3 nylon coil covered zipper for access to the shell fabric for
customization after production. At each end of the zipper shall be a ½” bartack.

Sleeves
The sleeves shall be constructed with a 1 5/8” elasticized cuff with a triple snap
tab closure. There shall be 1 female snap head at the tab and 3 male snaps at
cuff band for cuff adjustment. The snap tab closure shall be made of self-goods
approximately 3” long by 1 1/8” wide at the tab head tapering to 1” wide at the tab
end. The under sleeves shall feature ventilating pit-zips with #5 coil zippers that
shall measure approximately 9” long. The pit-zips shall be covered with a welt of
shell material 9 1/2” long by 3/4” wide. There shall be a top panel on each top
sleeve measuring 10½” wide at the bottom seam and 10¼” high from the
shoulder tip. On the front of the panel shall be an 8” long by 5/8” wide vertical
welt covered zippered pocket; the zipper shall be a 7¾” long #3 coil. Each side
of the pocket welt shall have ½” bar-tacks.

Collar and Hood
The stand-up collar shall measure approximately 4” in height. There shall be a
#3 nylon coil zipper measuring approximately 8½” long sewn approximately 1¾”
from the top of the collar that shall hide the drop-in 3-piece waterproof hood.
There shall be a 5/8” welt cover over the zipper that shall be placed 1 3/8” from
the top collar. The side panel of the hood shall measure approximately 14” high
by 11” wide. The middle piece of the 3-piece hood shall measure approximately
2 1/8” wide and be sewn with a double needle stitch and have a 1/8” silver
reflective cord at each seam. The hood opening shall be finished with two
stiches 1” apart, and shall have a 1/8” contrast silver reflective cording at the
hood opening edge. The hood shall be finished with elastic shock cords with
tension loaded oval-shape locks for proper adjustment. There shall be triangular
zipper coverings at the top of each center front measuring 3 3/8” on each edge to
secure the optional jacket or vest liner collars when inserted into the shell parka.

Inside Detail
The upper body lining shall be 100% polyester mesh and the bottom body lining
shall be 100% 210T nylon taffeta. There shall be inside zippers sewn along the

front zipper tape on both sides to accommodate an optional zip-in liner. The
inside zip-in liner zippers shall be #5 plastic-molded reversible and measure
approximately 26” long. There shall be a snap tab at each inside bottom sleeve
seam for snapping-in the liner sleeve. There shall be a left inside welt pocket that
measures approximately 9¼” wide by 9½” deep. The pocket shall close with a
piece of hook and loop fastener ½” wide by 1” long that shall be centered on the
top of the pocket welt. Behind the inside pocket there shall be a 9” nylon coil
zipper on the pocket facing for access to the outershell for embroidery or
customization to the left front without sewing through the lining. There shall be a
patch pocket of shell material on the right side with a vertical 7” nylon coil zipper
closure measuring approximately 6¼” wide by 8” high. At each end of the
pocket opening shall be a ½” bartack. The parka shall contain a tunneled
drawcord. The drawcord should be placed approximately 19¼" down from the front
body high point shoulder seam.

Side Vents
There shall be 2 side vent zippers with 9" long #5 nylon coil zippers to allow access
to equipment on either side of the parka. There shall be a snap tab approximately
4 3/8” long at the bottom of the side vent zipper equipped with the female snap
head at the end of the tab designed to snap to the male side of the snap which shall
be placed on the front bottom sweep of the parka.

Color Blocking
The outer shell shall consist of high visibility yellow and silver reflective tape and
cording, with black color blocking in the following areas: the front and back
yokes, the top of the outer and inner front plackets, the cuffs and cuff snap tab,
the top sleeve patch panel from the high point shoulder to the top of the reflective
tape, the top of the epaulets, and the bottom band and drop tail from the bottom
edge up to the bottom of the lower reflective tape. The inside of the parka shall
consist of black polyester mesh and black nylon taffeta except for the following:
it shall have black color shell fabric on the inside collar and on the triangular
zipper coverings, and shall have high visibility yellow shell fabric on the bottom
band, drop tail, sleeve cuff, right patch pocket, left pocket welt, bottom of the
outer and inner front plackets, and both sides of the side vent snap tabs.


Panels (optional)
Drop down reflexite Hidden Agenda panels (style HFL76RP) with POLICE
lettering on front right, front left and back panel. These panels shall be optional
at an additional cost to the jacket.

To insure ongoing service as well as consistency in providing an in-stock garment, the
following criteria must be provided at the time of bid opening. Failure to meet any of the
below requirements will result in immediate disqualification of bid.

   1. Manufacturer must be ISO 9001: 2008 certified and a copy of certificate shall be
      included with bid and dated prior to bid release date.


   2. Manufacturer must provide a published lifetime or limited lifetime warranty against
      product defects and component failure. There will be no special warranties
      accepted for this bid.

   3. The bid item shall be a stock product and available for viewing on both online and
      in a bound 2011/2012 catalog.

   4. Bidder must have a written approval from the Manufacture to state they are in good
      standing.

   5. Third party independent test results on the background fabric and retro-reflective
      tape shall be dated before the bid release date and included with bid. All ANSI
      documents and test results must be in ANSI 2010 format (this includes reflective
      tape, fabric, and ANSI garment style certificate).
