KUALA LUMPUR: Various groups have disagreed with Deputy Prime Minister Datuk Seri Najib Tun Razak’s statement that Malaysia was never a secular state, saying that he had ignored the country’s constitutional history and social contract. They referred to several important events, including those that led to the country’s independence and formation of Malaysia, to show that it had always been stressed that Malaysia was a secular state. MCA secretary-general Datuk Ong Ka Chuan quoted the Alliance memorandum to the Reid Commission on Sept 27, 1956, that stated: “The religion of Malaysia shall be Islam. The observance of this principle shall not impose any disability on non-Muslim nationals professing and practising their own religion, and shall not imply the State is not a secular state.” He cited notes prepared by the Colonial Office dated May 23, 1957 at the London Conference Talks which said: “The members of the Alliance delegation stressed that they had no intention of creating a Muslim theocracy and that Malaya would be a secular state. “This was the unequivocal original intention of Umno, MCA and MIC,” Ong said. He added that the documents and facts had given a true picture of Malaysia, whereby a secular state was the foundation of the formation of Malaya, and this consensus made by the country’s forefathers should always be remembered and obeyed. Kota Melaka MP Wong Nai Chee said that the issue of Malaysia as a secular state was vigorously debated again during the 1962 Cobbold Commission before the entry of Sabah and Sarawak to form Malaysia. He said the secular nature of the Federal Constitution had been the basis for nation-building since 1957 and re-enforced in 1963. “The constitutional position of Malaysia being a secular state has also been

confirmed in the 1988 Supreme Court decision in the case of the Public Prosecutor versus Che Omar. “Therefore, legally, we cannot see how it can be interpreted differently now,” he said. Wong added that the fact that Muslims were the majority did not in itself make Malaysia an Islamic state but “rather, Malaysia is a secular state with the majority being Muslim.” Bar Council Malaysia president Ambiga Sreenevasan said that one had only to look at the Articles in the Federal Constitution, the system of government and administration of justice to know that Malaysia was not an Islamic state. “The civil courts set up under the Constitution dispense secular justice on a daily basis to all the citizens of the country. “Secular law governs contracts, commerce, international relations and trade and every aspect of lives of a citizen. “Islamic law governs specific matters set out in the Federal Constitution in relation to persons professing Islam,” she said. She added that in the context of the country’s history and the Constitution itself that proclaimed supremacy, the council did not doubt that Malaysia was a secular state. “It is time that the proposition that Malaysia is not secular, (which is rewriting of the Constitution), be put to rest once and for all and that there is due recognition and reaffirmation of the clear legal and constitutional position that Malaysia is, and has always been, a secular state,” she said.

PUTRAJAYA: The cabinet has decreed that the Election Commission cannot drop voters who have not changed their old identity cards to MyKad from the electoral roll. Home Affairs Minister Datuk Seri Radzi Sheikh Ahmad said the cabinet viewed the move as a violation of a citizen’s right to vote. "It is the cabinet’s view that this cannot be done. When the Election Commission announced it, we felt that it was not right. "Once people are registered as voters, they are entitled to exercise their voting rights. "There is no law as yet to say that the old identity card is invalid, so, for these people, all they have to do is to present their old ICs before voting," Radzi said. Asked if the matter would be raised with the EC, Radzi said there were no plans to do so. "They are an independent body. They will be able to come up with a more practical method." EC secretary Datuk Kamaruzaman Mohd Noor on Sunday said that the names of voters still using the old IC

would be deleted from the electoral roll for standardisation with records from the National Registration Department. On Tuesday, the EC, in a press statement, said there were 22,433 voters with the old IC whose names will be displayed until July 26. The statement also said that they have until then to appeal to the EC not to remove their names from the electoral roll. Radzi, when asked when the government would invalidate the old IC to avoid problems like these, said no decision had been made on a deadline. There are currently over 300,000 Malaysians with the old identity cards who have yet to obtain the MyKad.

KUALA LUMPUR: Malaysian Airlines yesterday dismissed speculation that its recent spate of flight delays were caused by unhappy employees on a "silent strike". Managing director Datuk Idris Jala and executive director and chief financial officer Tengku Datuk Azmil Zahruddin Raja Abdul Aziz gave detailed reasons for the delays, aside from addressing issues on staff discontent and the audit report done by Fokker Services, at a press conference. "Now that we have examined the incidences in detail, we can categorically say that there is no evidence of any element of sabotage that contributed to the delays in flights," Idris said. He said the main causes were an abnormal combination of aircraft mechanical malfunctions and teething problems associated with the introduction of the new passenger services system at Kuala Lumpur International Airport from July 2. Around 80 per cent of the delays were due to airline-related problems that were engineering- and mechanical-based, while the rest were attributed to non-airline related issues such as weather and airport. The snowball effect caused a majority of the delays. Idris said the defects were mostly consistent with signs of normal wear and tear and were not repetitive in nature. He said as staff get used to the new passenger services system, the airline’s on time performance would improve. The airline’s on time performance improved to 71 per cent on Tuesday from 60 per cent on Monday after reaching a low of 58 per cent during the first 15 days of the month, when there were a spate of flight delays. Having absolved the staff of mischief-making, Idris said the airline was aware of the discontent among employees as a result of its appraisal system and was taking steps to rectify this. Tengku Azmil Zahruddin will lead an 18 member-task force comprising union leaders, associations and management to resolve the issue. The task force has got its work cut out for it, as its members have been given until tomorrow to find a solution. The task force is a run-up to meetings that Idris has had with union and association members on the matter. All parties have agreed to tomorrow’s deadline for a solution. Idris said Malaysia Airlines would not scrap the performance management system but improve it to ensure all employees were evaluated fairly.

A GROUP of Chinese nationals, who have been cheating Malaysians since 2004, picked on the wrong victim recently. Their target was none other than MCA Public Service and Complaints Department head Datuk Michael Chong. The group, whose modus operandi includes relating heart- rending stories to Malaysians in the hopes of being given money, had been active at Kuala Lumpur International Airport in 2004 and 2005. It moved to Section 14, Petaling Jaya, in January. However, it appears that the fraudsters have expanded their operations to Bandar Sunway. Chong said he was at a shopping complex in Bandar Sunway with a friend at 9pm on Sunday when two Chinese nationals approached them. It was the same old modus operandi, he said. “The tricksters, both women, were smartly-dressed and have had rehearsed their sob story well,” he said. The duo told Chong that they were on a holiday as it is Visit Malaysia Year, but they had lost all of their belongings to a snatch thief the night before. “I knew what they were up to and played along. They wanted RM300, but I told them I would help by taking them to the Chinese Embassy. I explained that the embassy could contact their relatives in China to send money over to them. “They turned white on hearing the words ‘Chinese Embassy’ and quickly backed out,” Chong told a Press conference yesterday. Chong said the duo even shielded their faces when he tried to snap their photos. A trader at the shopping complex later told Chong that the women had been there for more than two weeks and they had been stopping people, local Chinese in particular, in a bid to trick them. In addition, it appeared that Chong is no stranger to the group. This was proven after Chong’s friend was stopped by two female Chinese nationals in SS2, Petaling Jaya, on Monday. Using the same modus operandi, they tried to convince Chong’s friend to part with RM300. However, when the friend offered to take them to Chong, they quickly left. “They fled at the mere mention of my Chinese name. This means that they have been in Malaysia for some time. “My advice to the public is not to sympathise with them. Don’t fall victim to their tricks.” In January, it was reported that two years after the public wised up to their tactics in KLIA, the fraudsters were back in action in Section 14, Petaling Jaya.

HER plea was a simple one — “Please don’t take too long.” Social activist Lim Ai Yim, in making the appeal, was referring to the request letter she had sent to the Health Ministry on July 6, on behalf of 31-year-old Wong Cheng Gee, who lost his wife after childbirth on Feb 2. With Lim’s help, Wong, in the letter, had urged the maternity clinic in Subang Permai, which he alleged was responsible for the death of his wife, 36-year-old Mak Oi Leen, to release a copy of her medical report. Speaking to The Malay Mail yesterday, Lim confirmed that the ministry had received the letter, which she had sent via registered mail. “However, there has been no specific instruction by the ministry to the Malaysian Medical Council to release the medical report. That is, if the clinic had indeed acted on its directive to provide Wong with a copy of the report. Apart from that, we are also asking for a copy of the investigation papers,” she said. Hoping that the maternity clinic would co-operate with the ministry, Lim said she also hoped that copies of the documents would be made available to them soon. She said it was important for them to have the documents in black and white as the lawyer who will fight the case, Cedric Nigel Miranda, needs time to study the case. Lim said the case is expected to be filed at the Shah Alam Court in a matter of weeks. “We hope there will be no further delay as we need the documents urgently. While I understand it would take some time, I hope it would not stretch up to a month and I am sure the MMC would not intentionally withhold the report,” she said. It was reported on July 5 that Wong wrote to the ministry for the second time to request for his late wife’s medical report and the case’s investigation papers. The clinic had failed to act on the ministry’s directive following a complaint he had lodged with the ministry on June 12. Lim claimed that the documents were necessary as the results of the inquiry were only conveyed to her orally by MMC. Instead of the medical report, Wong claimed all he obtained was a document which he likened to a ‘chronology’ of the events leading to Mak’s death. On the incident in Jan 27, Mak had turned pale due to blood loss after giving birth to her baby girl, Wong Pei Man, at 8.15pm at the clinic. Wong claimed that before leaving the labour room, the doctor said Mak was in stable condition and the situation was normal.

Mak was later rushed to Tengku Ampuan Rahimah Hospital’s intensive care unit, where her condition worsened and she later died.

PETALING JAYA (July 18, 2007): For constructing a mansion without approval and defaulting on assessement fees for 11 years, all he got was a slap on the wrist; for serving as a senator while a bankrupt, he got away scot free. But it seems that luck is running out for Port Klang assemblyman Datuk Zakaria Md Deros. On Friday (July 20), he is expected to appear in a Kuala Lumpur sessions court to face 13 charges under the Companies' Act 1965. Each charge comes with a fine of up to RM30,000 and five years jail. Zakaria will be charged with four other directors of Harvest Court Industries Bhd with not notifying the Companies Commission (CC) of Harvest Court's change of address under Section 120 of the act. Harvest Court will be charged separately with the same offence. Zakaria, who is also a director of Titi Steel Sdn Bhd, will also be charged with another director of the company with not holding the annual general meeting from 2002 to 2005, an offence under Section 143. The two Titi Steel directors will also be charged with failure to submit financial statements from 2002 to 2005 under Section 165, and failure to submit profit and loss accounts from 2001 to 2004 under Section 169. Titi Steel will be charged separately with all the above offences relating to Sections 143, 165 and 169. Officers from the CC served the summons on Zakaria and the other directors yesterday.. It is learnt that the CC is also preparing prosecution papers against Zakaria for not vacating his post as a director of Masmanis Sdn Bhd, despite being declared a bankrupt. Zakaria was declared a bankrupt between Sept 10 and Nov 24, 1992, but continued to hold the post of director of Masmanis. He was also a senator during that period but did not vacate his seat in the Dewan Negara then. The Kuala Lumpur High Court (commercial division) had on June 21, allowed an application brought by two secretaries of Masmanis to declare Zakaria's position as director null and void. Justice Datuk Kang Hwee Gee had remarked in his judgment that Zakaria had committed a crime under the Companies Act for not vacating his post.

KUALA LUMPUR (July 18, 2007): The Education Ministry is looking into reducing the number of examination subjects in efforts to revamp the education system which is too examination-oriented. Its parliamentary secretary P. Komala Dewi said mindful of the people's perception that the education system was to examination-oriented, the ministry was reviewing ways for assessing academic performance to focus more on comprehensive self-development of students. Towards this end, it had taken several steps, including encouraging students to participate in sports and cocurricular activities, she said, reports Malaysia's national news agency Bernama. "We also want to change the emphasis on examinations so that they are not too content-based and if possible, we want to shift in stages to a skill-based system," she said in reply to Lee Sing Chooi in the Dewan Negara (Senate) sitting today. Lee wanted to know whether the failure of students to apply what they had learnt in school despite excelling in examinations was a sign of weakness in the current education system.

Komala Dewi said the ministry was also looking for assessment methods which could motivate character building, like through art and physical education, besides changing the approach to learning by increasing involvement in project management.

SHAH ALAM: Tiga syarikat didenda antara RM22,000 hingga RM75,000 dalam tiga prosiding berasingan semalam selepas didapati bersalah melakukan pencemaran alam sekitar antara Julai 2006 hingga Mac lalu. Dalam kes pertama, syarikat pengeluar makanan, Chong Kook Agri-Business Sdn Bhd didenda RM30,000 atau penjara 12 bulan oleh Mahkamah Sesyen di sini kerana melepaskan efluen melebihi had kepekatan dibenarkan. Hakim Azimah Omar menjatuhkan hukuman itu mengikut Seksyen 25(3) Akta Kualiti Alam Sekeliling 1974 yang memperuntukkan denda maksimum RM100,000 atau penjara tidak lebih lima tahun atau keduaduanya. Penolong Pengarah syarikat itu, Angel Chong, mengaku salah pertuduhan mengikut Seksyen 25(1) akta sama dan membayar denda berkenaan. Dalam kes kedua di Klang, syarikat memproses bahan buangan elektrik dan elektronik Lam Chong Trading Sdn Bhd didenda RM75,000 atau penjara sembilan bulan kerana menghantar barang berjadual dros mengandungi plumbum dan timah SW104 ke luar Malaysia tanpa kelulusan Ketua Pengarah Kualiti Alam Sekeliling pada 9 Mac lalu. Hakim Mahkamah Sesyen Klang, Zunaidah Mohd Idris, menjatuhkan hukuman itu mengikut Sesyen 34B(1)(b), Akta Kualiti Alam Sekeliling 1974 yang memperuntukkan denda maksimum RM500,000 atau penjara tidak lebih lima tahun atau kedua-duanya sekali. Sementara itu Mahkamah Sesyen Petaling Jaya, Hakim Nurmala Salim mengarahkan sebuah syarikat pengeluar kotak, Inter-Pacific Packaging Sdn Bhd membayar denda RM22,000 selepas pengarahnya, Kee Kong Chen, mengaku bersalah terhadap pertuduhan mengikut Seksyen 25(1) Akta Kualiti Alam Sekeliling 1974 melepaskan efluen melebihi had dibenarkan pada 30 Julai 2006.

PUTRAJAYA: Lebih 550,000 pesara kerajaan akan menerima pencen mengikut kadar baru selaras kenaikan gaji mulai esok. Ketua Unit Komunikasi Korporat Jabatan Perkhidmatan Awam (JPA), Hasniah Rashid, berkata penerima pencen yang dibayar melalui akaun bank akan menerima kadar baru mulai esok, manakala yang dibayar secara waran menerima waran perbezaan masing-masing sebelum akhir bulan ini. Pada Mei lalu, Perdana Menteri Datuk Seri Abdullah Ahmad Badawi mengumumkan lebih sejuta kakitangan

awam akan menikmati kenaikan gaji antara 7.5 hingga 35 peratus, manakala kadar Bantuan Sara Hidup (Cola) dinaikkan 100 peratus berkuat kuasa 1 Julai lalu. Anggota Polis Diraja Malaysia (PDRM) dan Angkatan Tentera Malaysia (ATM) pula mendapat tambahan 20 peratus menjadikan kenaikan hingga 42 peratus. Turut menikmati kenaikan berikutan pengumuman kenaikan gaji kakitangan awam ialah 557,033 pesara kerajaan. Kali terakhir semakan gaji kakitangan awam dibuat pada 1992. Hasniah berkata, keterangan lanjut dan maklumat perkiraan penyelarasan pencen boleh diperoleh dengan melayari laman web www.jpapencen.gov.my atau hubungi 03-88854906. Orang ramai juga boleh mendapat penjelasan dengan menghadiri program Hari Khas JPA Bersama Pelanggan pada 27 Julai ini di Aras Lobi, Blok C2, di sini atau melalui portal www.jpa.gov.my mulai 8 pagi hingga 12 tengah hari.

Tidak dapat dibayangkan kehidupan seharian yang menyebabkan pelbagai aktiviti dirancang tidak menjadi dan sektor perniagaan terutama pengusaha makanan terjejas akibat krisis itu. Bagi mengelak daripada kejadian seumpama berulang atau peribahasanya sediakan payung sebelum hujan, pengendali air di Lembah Klang, Syarikat Bekalan Air Selangor Sdn Bhd (Syabas) bekerjasama dengan Rejimen 60 Pakar Pengendalian Air Askar Wataniah (60RAJD-AW) menganjurkan Latihan Teknikal dan Rejimental 60RAJD-AW siri kesembilan di Kampung Fajar, Felda Sungai Tengi Selatan, di sini. Lebih membanggakan, daripada 90 anggota Skuadron Selangor yang menyertai latihan itu, 60 peserta adalah kakitangan Syabas yang membuktikan keazaman mereka memberikan khidmat terbaik jika krisis air berulang. Tidak keterlaluan dikatakan pembabitan sukarela kakitangan terbabit boleh dikatakan sebagai benteng kedua dalam pertahanan negara yang bertanggungjawab mengendalikan loji rawatan air dan projek pemasangan paip air. Pegawai Eksekutif Syabas, Ruslan Hassan ketika ditemui selepas merasmikan latihan itu berkata walaupun masih belum ada tanda akan berlaku krisis air, persediaan rapi harus dilakukan. “Program sebegini dapat melatih kakitangan sentiasa bersiap sedia kerana ada latihan diadakan secara mengejut tidak mengira masa. Inilah latihan yang kami mahu terapkan kepada pekerja kerana bencana alam yang boleh mengakibatkan krisis air berlaku di luar kawalan kita tidak kira siang atau malam,” katanya. Turut hadir Penolong Pemerintah Rejimen Askar Jurutera Diraja (RAJD), Mejar Shariff Salleh dan Pengurus

Latihan tahunan selama 15 hari bermula 11 Julai sehingga 25 Julai itu dibahagikan kepada dua bahagian membabitkan teknikal iaitu pemahaman kaedah pengurusan dan pengendalian kerja pembaikan sistem bekalan air serta latihan fizikal berkaitan pengendalian senjata, gerak tempur dan perbarisan. Ia juga merangkumi proses penggantian paip lama sepanjang dua kilometer (km) di Jalan Pauh dan Lorong Binjai di kampung berkenaan. Ruslan berkata, sebagai syarikat yang menguruskan air di Selangor, Kuala Lumpur dan Putrajaya, menjadi tanggungjawab Syabas memberikan pelepasan kepada kakitangan menjalani latihan rejimen Angkatan Tentera Darat itu. “Kami sedia memberi pelepasan kepada mereka kerana ini boleh dianggap bagi memantapkan lagi kemahiran mereka seterusnya menyalurkan kepada Syabas jika diperlukan. “Ia boleh dianggap situasi menang menang kepada semua pihak kerana kami dapat manfaat melalui latihan yang mereka terima dan mereka mendapat pengalaman berharga,” katanya. Beliau berkata, program yang dirangka melalui Dasar Pertahanan Negara itu bukan saja memberi manfaat kepada pihaknya dan anggotanya, malah penduduk turut menikmatinya. “Ini kerana melalui rekod kami, sebanyak 30 kes paip bocor dan pecah direkodkan di kawasan ini sejak Jun 2006 hingga Mei lalu dan kerja menggantikan paip ini memberi kemudahan air yang lancar kepada penduduk,” katanya. Sementara itu, Mejar Shariff Salleh, berkata pendedahan latihan memberi persepsi kepada anggota 60RAJD-AW mengenai pentingnya mengawasi kawasan sekitar, terutama loji bekalan air.

PUTRAJAYA 18 Julai – Kabinet mengarahkan semua agensi kerajaan dan kementerian yang mengeluarkan pinjaman supaya tidak lagi menggunakan Credit Tip Off Service Sdn. Bhd. (CTOS) sebagai rujukan berkuat kuasa serta-merta. Keputusan itu dibuat oleh Jemaah Menteri pada mesyuarat mingguannya yang dipengerusikan oleh Timbalan Perdana Menteri, Datuk Seri Najib Tun Razak hari ini berikutan maklumat CTOS dianggap tidak terkini dan boleh menyebabkan ramai orang teraniaya. Kementerian Kewangan pula difahamkan akan mengadakan pertemuan dengan persatuan bank-bank untuk menjelaskan arahan kerajaan itu dalam masa terdekat ini. Menteri Pembangunan Usahawan dan Koperasi, Datuk Seri Mohamed Khaled Nordin ketika dihubungi di sini hari ini, mengesahkan perkara itu dan mengarahkan agensi di bawah kementeriannya juga tidak lagi merujuk kepada CTOS. Dengan itu katanya, CTOS tidak lagi berperanan dalam menentukan permohonan sesuatu pinjaman. ‘‘Dengan keputusan itu, maka arahan lebih jelas. Agensi kementerian seperti Mara, Tabung Ekonomi Kumpulan Usaha Niaga (Tekun) dan Perbadanan Nasional Berhad (PNS) diarahkan tidak menggunakan CTOS. ‘‘Mengenai bank-bank pula, Kementerian Kewangan akan mengeluarkan arahan,” katanya.

Penggunaan CTOS oleh bank dan institusi kewangan telah menimbulkan kemarahan orang ramai yang menganggap ia melanggar hak pribadi seseorang itu. Beberapa individu termasuk eksekutif dan kakitangan kerajaan yang menghadapi masalah membuat pinjaman setelah nama mereka disenarai hitam dalam CTOS, bertindak menyaman syarikat itu. Timbalan Menteri di Jabatan Perdana Menteri, Datuk M. Kayveas mendedahkan CTOS telah menyebabkan ramai pelanggan institusi kewangan menghadapi masalah mendapatkan pinjaman. Kayveas turut mendakwa syarikat itu tidak menghantar laporan kewangan kepada Suruhanjaya Syarikat Malaysia (SSM) sepanjang tempoh 10 tahun lalu dan kali terakhir ia berbuat demikian ialah pada 1997 dengan menyatakan memperoleh pendapatan RM1.2 juta. Pada masa ini, Bank Negara melalui Central Credit Information System atau Sistem Maklumat Kredit Pusat (C-CRIS) menyediakan maklumat berhubung obligasi pinjaman individu kepada bank. Selain C-CRIS, bank-bank juga menggunakan CTOS sebagai alat penyaringan hutang kerana agensi itu menyediakan maklumat mengenai kebangkrapan, saman, pembubaran syarikat, perisytiharan jualan dan kedudukan pengarah.

KUALA LUMPUR: Majlis Perbandaran Ampang Jaya (MPAJ) menahan 43 wanita tempatan berumur 19 hingga 30 tahun yang dipercayai menjadi tukang urut dalam operasi bersepadu bersama Jabatan Agama Islam Selangor (Jais) dalam tempoh enam bulan pada tahun ini. Pegawai Perhubungan Awamnya, Khairilazahar Ismail, berkata dalam tempoh itu, pihaknya turut melakukan 911 pemeriksaan membabitkan 96 premis rumah urut. Menurutnya, MPAJ sudah menyita 47 rumah urut manakala tujuh lagi ditarik lesennya berikutan tidak mematuhi syarat iaitu menjalankan perniagaan melebihi tempoh masa ditetapkan. “Kami sudah meningkatkan pemeriksaan terhadap premis dan rumah urut sejak Januari lalu bagi memastikan lesen yang diberi tidak diselewengkan pemiliknya. “MPAJ sentiasa melakukan pemantauan setiap hari terhadap premis rumah urut bagi mereka mematuhi segala peraturan yang ditetapkan dan bagi memastikan gejala maksiat di kawasan ini boleh dibendung,” katanya ketika dihubungi di sini, semalam. Harian Metro kelmarin melaporkan, deretan lima kedai di Pandan Indah di sini, dikesan dijadikan rumah urut batin walaupun lokasinya berhampiran pejabat MPAJ. Sama ada kewujudannya tidak diketahui pihak berkuasa tempatan (PBT) itu atau mereka 'memejamkan mata', tidak dapat dipastikan kerana premis berkenaan beroperasi setiap hari bermula jam 3 petang hingga awal pagi. Khairilazahar berkata, pihaknya mengakui memang sukar untuk mengesan premis menyediakan khidmat urut batin kerana ketika melakukan pemeriksaan, anggota penguat kuasanya gagal mengesan kegiatan haram berkenaan. “Sekiranya kami mempunyai maklumat lengkap mengenai kegiatan haram itu, MPAJ pasti melakukan operasi bersepadu dengan agensi lain seperti polis dan Jais untuk mencegah maksiat di kawasan pentadbiran,” katanya.

“Orang ramai yang mengetahui kegiatan haram itu diminta membuat laporan kepada MPAJ melalui talian 03-42968100 atau 03-42968024 untuk membendung gejala berkenaan,” katanya.

KUALA LUMPUR: Kemudahan tempat menunggu bas masih berada di tahap kurang memuaskan kerana tidak dilengkapi kemudahan tertentu untuk memudahkan golongan orang kurang upaya (OKU) menggunakannya, malahan kebanyakan daripada prasarana berkenaan tidak mesra pengguna. Tinjauan Harian Metro di sekitar ibu kota semalam mendapati sebahagian besar perhentian bas yang disediakan untuk orang ramai berada dalam keadaan tidak memuaskan, ruang tempat duduk terhad dan tidak diselenggara dengan baik, sekali gus memerlukan tindakan diambil segera supaya ia dapat memanfaatkan orang ramai, terutama golongan OKU. Pengguna, Abd Hamid Hussin, 39, berkata pihak berkuasa tempatan dan syarikat bas perlu berbincang terlebih dahulu sebelum menyediakan perhentian bas khas bagi golongan OKU. “Jika perhentian bas untuk golongan kurang upaya diwujudkan tetapi bas khas untuk golongan OKU tidak disediakan, pasti ianya tidak dapat membantu mereka. “Saya cadangkan laluan khas bagi golongan kurang upaya perlu diwujudkan bagi memudahkan mereka menggunakan perkhidmatan awam,” katanya ketika ditemui. S Balagurunathan, 57, seorang kakitangan kerajaan berkata, kemudahan tempat menunggu bas bagi golongan OKU perlu ditempatkan di kawasan strategik, contohnya di tempat tumpuan orang ramai seperti pusat beli-belah. “Kebiasaannya OKU sering tersisih dan menghabiskan masa di rumah. Jika kemudahan untuk mereka disediakan, peluang untuk bercampur dengan orang lain lebih terbuka,” katanya. Akauntan, Salwa Yunus, 31, berkata perhentian bas yang disediakan untuk orang ramai masih di tahap tidak memuaskan. “Pada pandangan saya perhentian bas yang mesra OKU belum disediakan jadi saya cadangkan perhentian bas bagi golongan itu dan orang ramai perlu diasingkan untuk memudahkan pergerakan mereka,” katanya. “Sebagai langkah permulaan, kempen kesedaran perlu bagi menyedarkan orang ramai bahawa OKU berhak turut mendapat kemudahan yang sama seperti individu normal,” katanya. Pelajar, Ismet Izzudin Abdul Samad, 19, pula berpendapat perancangan teliti perlu dilakukan semua pihak supaya pembaziran tidak berlaku. “Kos untuk menyediakan perhentian bas bagi OKU pasti menelan perbelanjaan yang besar. “Bancian perlu dibuat terlebih dahulu bagi mengenal pasti jumlah OKU di sesebuah kawasan. Jika di kawasan terbabit jumlah OKU ramai maka perhentian bas untuk mereka harus dibina,” katanya. Kakitangan swasta, Saiful Omar, 25, berkata pihak berwajib seharusnya menyediakan perhentian bas yang setanding bagi golongan OKU dan orang ramai, bagi memastikan tidak wujud diskriminasi.

“Golongan OKU juga berhak mendapatkan kemudahan yang sama seperti orang ramai, dan mereka tidak sepatutnya dipinggirkan malahan tempat menunggu bas yang mesra pengguna perlu disediakan,” katanya.

KUALA LUMPUR, 18 Julai (Bernama) -- Usaha untuk menjayakan sesuatu program, misalnya ekspedisi bagi mengharumkan nama negara, perlu dibuat dengan semangat jitu tanpa terlalu bergantung dengan sumbangan kerajaan dan pihak lain, kata Menteri Penerangan Datuk Seri Zainuddin Maidin. Beliau bimbang ada pihak yang menyalahgunakan program seperti ini untuk mencari sumber kewangan. "Semangat tidak bergantung kepada kerajaan perlu ada. Malah sebelum ini kejayaan besar juga pernah dicatat tanpa sumbangan kerajaan. Bantuan diperlukan tetapi ia bukanlah satu usaha untuk mencari wang," katanya kepada pemberita semasa melancarkan Ekspedisi Puncak Merdeka Batu Lawi 2007 dari 6 hingga 16 Ogos di sini. Zainuddin berkata ekspedisi seperti itu boleh memupuk semangat percaya kepada diri sendiri dan juga cintakan negara. Malah, katanya, ekspedisi itu perlu diberi sokongan kerana mampu menyedarkan generasi muda mengenai betapa pentingnya kecintaan terhadap negara, tambahan pula negara menyambut ulang tahun ke-50 kemerdekaan tahun ini. Zainuddin berkata idea bekas Perdana Menteri Tun Dr Mahathir Mohamad membina Menara Berkembar Petronas adalah satu contoh di mana ia dapat menanam semangat yang rakyat di negara ini boleh mencapai sesuatu kejayaan walaupun pernah dihina pada masa dahulu. "Begitu juga aspirasi Perdana Menteri Datuk Seri Abdullah Ahmad Badawi yang mahu melahirkan generasi berprestasi unggul dan memiliki jati diri sebagai bangsa yang merdeka," katanya. Zainuddin juga berbangga dengan sekumpulan 12 pendaki ekspedisi itu yang akan mencatat nama sebagai pendaki secara menegak dalam Malaysia Book of Records. Kementerian itu akan membantu memberikan publisiti mengenai program ini yang turut membabitkan aktiviti memanjat tembok besar secara menegak yang dianggap popular walaupun kurang ditonjolkan, katanya. Pengarah Ekspedisi Abdul Karim Mustaffa berkata eskpedisi 10 hari itu akan membabitkan pendakian setinggi 2,064m Batu Lawi di Banjaran Tama Abu, dekat Limbang, Sarawak yang turut disertai oleh empat pelajar Universiti Multimedia. Daripada 12 pendaki yang menyertai ekspedisi itu, empat orang akan mendaki sehingga ke puncak, katanya. Ketua Pendaki Sharin Hashim berkata pendakian ke Batu Lawi adalah percubaan pertama rakyat negara ini yang sebelum ini hanya didaki oleh warga asing. Puncak Batu Lawi adalah kedua tertinggi di negara ini daripada aspek pendakian menegak selepas Gunung Kinabalu. -- BERNAMA
