Introduction Disaster Recovery - Business Continuity planning is the process whereby organizations plan to maintain critical operations when confronted with adverse events such as natural disasters, technology failures, human errors, or terrorism. The objectives of a business continuity plan are to minimize loss to the organization, continue to provide services, and maintain administrative operations. Scope The Disaster Recovery - Business Continuity Plan (DR-BCP) is executed after health, life, and safety issues are addressed. The Health and Safety Plan addresses health, life and safety issues. The DR-BCP encompasses maintaining and recovering the operations of the college, not just the recovery of technology. The plan outlines operating units that are responsible for mission critical functions. Mission critical functions are essential to ensure loss to the college is minimized, services continue, and administrative operations are resumed safely and effectively. Purpose The purpose of the Louisiana Delta Community College’s Disaster Recovery – Business Continuity Plan will prepare the college employees if the institution experiences a serious incident that can prevent it from continuing normal business operations. Disaster Recovery – Business Continuity Teams The Disaster Recovery – Business Continuity Team have a responsibility to recover from such incidents in the minimum amount of time possible. The Chancellor designated the Vice Chancellor of Academic and Student Affairs and the Chief Financial Officer as the Plan Coordinators. During the recovery period, the Plan Coordinators have supervisory responsibility over departments and personnel who comprise the Recovery Preparedness Team (RPT) and Recovery Implementation Team (RIT). All recommendations of the RPT and RIT must be relayed by the Plan Coordinator to the Chancellor for his approval. Recovery Preparedness Team (RPT). The following positions comprise Delta' s Recovery Preparedness Team. Each team member is responsible for making recommendations during preparation and threat assessment. Duties of each team member are listed. Delta’s plan is activated by the Chancellor or the Plan Coordinators.

Recovery Implementation Team (RIT). The team is responsible for implementing specific detailed procedures for their area of responsibility. Each team member may require additional staff under his/her supervision to assist in the implementation of the recovery plan. The team included the members of the Recovery Preparedness Team and all department heads and department chairs. Risk Assessment It is important in any plan to determine the potential hazards or threats that could affect the college, assess the likelihood of their occurrence and analyze our vulnerability. This analysis then forms the basis for preparing the continuity plan. More time and resources are spent planning for and, where possible, preventing disasters that are judged to have both a high likelihood of occurrence and a high level of severity. Hazard Matrix. Delta recognizes that the planning process must address each hazard that threatens the college. The college is vulnerable to a wide range of threats. The natural hazards and technological or man-made hazards that confront Delta were researched and discussed. The hazard matrix depicts the likelihood of occurrence and severity level of each of these hazards over the next 5 years. Likelihood. The likelihood of the hazard was rated 0 through 10, with 0 being no likelihood at all and 10 as extremely likely. Impact. The impact of the hazard was rated 0 through 10, with 0 being no impact at all and 10 as extremely impacted. To judge how badly a disaster would impact Delta we considered the problem occurring at the most active time of the day, on the most demanding day of the year. Restoration Time. The restoration time of Delta following the hazard was rated 1 through 10, with 10 being a very short time and 1 as 10 days or longer. Analysis Score. The matrix multiples the likelihood times the impact times the restoration time to calculate the analysis score.

Analysis of Hazard Matrix. Analysis of the Hazard Matrix Table identified the risks likely to effect normal business operations at Delta. Risks with a score of 100 or more are most likely to interrupt operations. Delta’s plan is written for natural disasters with a score of 100 or more and for floods/tidal surges due to the combined likelihood of the event occurring and a restoration time of 10 days or more. Delta’s IT Department stores backup files of the IT server data at an off-site location. The location of the off-site storage is important. Computer files are stored in a safe deposit box at Bank One and paper files are stored at The Spare Room. Once the disaster plan has been initiated, the computer and paper files in storage and in the office will be moved to an alternate location.

Business Continuity Action Plan Following a disaster, the Recovery Preparedness Team (RPT) will decide when employees will report to work. This information will be conveyed from the Chancellor to Cabinet members who in turn will insure the information is passed on to supervisors and contacts for all units reporting to them. All department heads are responsible for verifying the status of each employee in their unit after a disaster. For this purpose, each unit will maintain a current list of all employee addresses and phone numbers. Each employee should be instructed to call their supervisor or other designated contact after a disaster. Employees not contacted by their supervisor after 7 days should contact a member of the Recovery Preparedness Team (RPT). The contact phone numbers for RPT members are provided in the plan (see table of contents). After contacting employees, supervisors, in turn, notify Cabinet members. Supervisors will also provide each employee with information regarding the college's status and when to report work. All employees should report to work seven days after the disaster. The Recovery Implementation Team (RIT) is responsible for assessing the extent of damage, if any, to the work spaces of their unit. A preliminary damage assessment report should be completed by the RIT as soon as practical after the disaster to pre-identify 12
damages in their area of responsibility. The purpose is to provide the RIT with a starting point for repairs. Any damage must be reported to Office of Risk Management. In the event of a disaster, the Delta’s RIT will locate at the closest alternate location following the event to continue business operations: Coenen Building, Workforce Investment Board, Bossier Parish Community College. Within the Coenen Building the teams will use the Learning Resource Center and/ or the Chancellor’s conference room. The Chancellor or the Plan Coordinators will coordinate the teams during recovery. The Delta Management Information System and Information Technology uses the Retrospect back up system ( http://www.dantz.com ) with Dell Power Vault 120T tape back up system ( http://www.dell.com ) to back up the following items: • The Delta Student SQL/Access database • • • • • The LaDelta.cc.la.us website, its contents including all the sub pages such as student activity pages and student club pages ( http://www.LaDelta.cc.la.us ) The LaDelta.net website and its contents (LaDelta.net is the Delta student portal http://www.LaDelta.net ) The LaDelta.org website and its contents (currently Ladelta.org is in planning stage) All the different name domain websites and its contents which are hosted by the college The Intranet.LaDelta.cc.la.us website and its contents serves as the intranet for the college and includes the Student Information system which the userinterfaces with the Delta Student database The college employee Microsoft Exchange email system which serves all the staff and full-time faculty emails under the domain name LaDelta.cc.la.us The college Network Storage data contents which might include work documents, personal program settings, and email archives The items of data contents or files of importance are decided by the Recovery Preparedness Team (RPT) Financial files such as The Quick Book files, Microsoft Excel

Backup Procedure. All the data on the “Data Back Up Items” are backed up daily during 2 to 5 am for differentials of the previous items, weekly back up on each Friday around 2 to 68
5 am for weekly differentials and every end of the month will be done in full back up for offsite store. Delta’s back up procedure is done by a combination of The Retrospect MultiServer Software for all of the server back ups and network files, Retrospect Exchange Server Agent for the college staff Exchange server and Retrospect Open File Agent for the Student SQL/Access database. Every first week of the month the department head of MIS/IT will place monthly full backup tapes to offsite storage, which is secure and environmentally controlled. All the personal back up, work related data files, other work related supplemental software data such as financial software, the Quick Book data, Excel, and work related software settings which is performed by individual staff should placed in network storage places (commonly called “X” drives) for which will be backed-up according to the College’s back-up Procedure. Recovery Procedure. In case of disasters and upon advice from the Recovery Preparedness Team and the department head of MIS/IT, implement all or one of the following recovery procedures. Staff and Faculty Systems/Operations Recovery. The staff and faculty system includes all the workstations and laptops which are issued by the College. Tasks include: • • • • • Coordinating hardware and software replacement with the hardware and software vendors Retrieval of back-up media and work documents which are placed on network storage drives (commonly called “X” drives”) only Coordinating recovery of network communication to the servers and Internet connections Coordinating recovery of approved administrative and academic software No personal software nor any other software that was not approved by department heads or the department head of MIS/IT will be restored
Academic Systems Recovery. The Academic System includes all the classroom systems, computer lab systems, and all the systems that are used by students. The library systems and other grant based systems will be excluded in Academic Systems. Server System Recovery. The Server System includes all the college servers, student database, all the websites that host the Delta Community College web servers, web site contents and network storage which includes staff, faculty and student work document folder data, server based academic program data and contents and other institutional and research data that might be placed on shared server based network drives. Financial and Human Resource Data Recovery. The financial and human resource database is operating under the Louisiana Community & Technical College PeopleSoft System. The data back-up and recovery plan for financial and human resource of the college will be followed by Louisiana Community & Technical College Data Recovery policies. Library and other Grant Funded Systems Recovery. The library and other grant funded systems recovery plan will be followed according to each grant rules and regulations.
