   MANUFACTURE, SALE, OR
     TRANSPORTATION OF
   INTOXICATING LIQUORS”

AND WAS LATER REPEALED BY
      THE TWENTY-FIRST
         AMENDMENT.

  SHALL NOT BE DENIED OR
