Village of Shepherd Minutes of Meeting August 3, 2009
Regular meeting of Shepherd Village Council held on Monday, August 3, 2009. Meeting was called to order at 7:00 pm by Village President Lee Coughlin at the Coe Township Hall. Roll Call: Absent: Present: Baxter, Bush, DeGraw, Edwards, Myers, Strange, Coughlin None DPW – Davidson Attorney – Bill Shirley Police – Chief Main Treasurer - Wilmot
Shepherd Baseball Presentation to Coach Jack Nartker and team for State Championship. Motion by Baxter, second by DeGraw to approve minutes of meeting held on July 20, 2009. Carried 7-0. Motion by Edwards, second by Myers to approve Treasurer and Investment Report for July 2009. Carried by roll call vote 7-0.

Capital: Fire: Should have bid results in 2 – 3 weeks. Sold the 96 engine to J & M Produce for $1501; opened account to establish 2% tribal grants only; 338 runs year to date; water usage is at 155,700 gallons; first Cadet passed both Fire 1 and 2. Presented “daily” report; August 8th IGA will be hosting a grand opening and asked for Police participation; bikes are being upgraded for use; digital fire arms training at Sheriff’s department; running short on ammo, approximately $150 in budget; need to add emergency mitigation to the Master Plan (Planning Commission); Morning Sun is being informed of happenings; MAC3TV has been updated; grant submitted for video system; applying for grant through the Mt Pleasant Foundation (Bob Bates/Shepherd Foundation) for stickers, DNA kits, etc. on community events; Isabella technical committee/screen warnings being updated; police car has front brake problems approximately $340 in repairs; Coe Township Library hosting a safety event on September 12th; bids for networking; new police car discussion/state bidding; emailed 3 more policies to council members for review. ZBA approved fend on Cottage; back deck approved at 121 E. Dearing; another ZBA meeting is being held on August 19th for a variance request on both a front and rear yard set back.

Rowe Engineering Proposal – Steve is collecting more pricing from three other vendors. Police Car – Quote from SnethKamp is $22,163.50 through the State bidding process for a 2009 Dodge Charger. Chief Main contacted several other dealerships to gather other quotes with no return due to the State bid. Motion by DeGraw, second by Bush to approve the State bid through SnethKamp at $22,163.50 for a 2009 Dodge Charger. Carried by roll call vote 7-0. Shepherd Baseball Championship Resolution – Motion by Edwards, second by Baxter, to approve the resolution for the 2009 Shepherd Baseball State Championship. Carried by roll call vote 7-0.
New Business:
Employees/Fire Department – Discussion was held regarding Village Employees volunteering on the local fire department. Concerns of liability insurance, pay during working hours, leaving work and what other communities do. President Coughlin and Trustee Edwards will meet with Don Brown to discuss these issues. Trustee DeGraw asked about adding the State bidding process to our purchasing policy. Discussion indicated that the state bids are already covering the area. Motion by Baxter, second by DeGraw to approve payment of bills in the total amount of $9,357.44. Carried by roll call vote 7-0. Motion by Baxter, second by Edwards to adjourn. Carried 7-0. Gina L.
