2. BRIEF LOCAL MARKET DESCRIPTION
Chile is considered to be the most competitive and demanding market in Latin America. It registers the highest consumption per capita of Health & Beauty products. In terms of size, the Chilean market ranks 5th in the Latin American context, after Mexico, Brazil, Argentina and Colombia. And in terms of spenditure: Chile does not lead in sales but it is the Latin American country that spends the most on Health & Beauty products per inhabitant. The market moves approximately US$800 million per year and the industry is expected to reach US$55 billion by 2010. The Health & Beauty market is fragmented into many categories: 1) body and facial creams, preparations for the hair, hands, perfumes (massive and deluxe) and 2) soaps (deluxe and aromatic), bath oils and essences, massage creams, candles, among others. Thai Trade Center Santiago has found that no official data exists in Chile regarding the Spa sector as it a relatively new sector.

3. IMPORTS
Low import tariff barriers and free trade agreements with the main world economies explain the wide diversity of products and allow the presence of almost all major international brands. The most important Health & Beauty companies are present in the local market, making Chilean consumers be accustomed to good quality products.
3.1 IMPORT TARIFFS AND REGULATIONS
There are no restrictions for importing but registration at the Institute of Public Health (ISP), the Chilean health authority, is a must. It is the importer’s obligation to comply with all the formalities and procedures stated by the ISP, and the exporter’s to provide all the relevant information on the product itself (formula, list of ingredients, certificate of free sale, brand registration, tests, quality control certificate, packaging descriptions, among others). If the product has an FDA certification, the registration procedure is easier and faster. The registration process takes from ten to thirty days, depending on product, and the cost is around US$500 for a five year period. Two thirds of the local Health & Beauty market is divided among laboratories which use Pharmacies, Supermarkets, Chain Department Stores and Specialized stores and direct sales. Local producers sale directly as they do not import. The Chilean Health & Beauty industry comprises around 50 manufacturing companies of which 60% are foreign owned investments. Among the main players are those which manufacture their own brands, the ones which manufacture international brands products, and those which manufacture for local brands, as well as importers of finished products. The market share between local manufacturers and international ones is relatively equivalent; nevertheless, locals lead in quantities and the latter in sale volumes. These are threatened by Asian Health & Beauty products as they could also aim at the same consumer segment. Chilean brands make close to US$ 14 million per year. The access road is paved all the way. The springs are at an altitude of 680 meters above sea level, and the water flows at a temperature of 48° C Services and Infrastructure: In the facilities, there are hot spring bath tubs at 48º C. They work all year round and have 3 hot springs whose content is stored in a pool made of concrete, and distributed into the tubs from there. 14. RECOMMENDATIONS
Any Thai company wishing to introduce similar products into the market will have to make strong investments in marketing and advertising to compete, and demonstrate through solid and convincing facts the quality of Thai Spa products. Achieving a market share is not considered to be a difficult task, since Spa products in Chile are now in demand. Specialy during the summer period. However, Thai exporters have to select the best products as Chileans are very conservative and brand oriented and tend to select the products that have been in the market for years. Making Chilean customers change their minds and choose a new product will take some time, and it will depend on the Thai company’s Chilean distributor or local representative to have the capability to promote the products and win the customer’s confidence through provable and successful results. The market is small and there isn’t a wide universe for selecting a distributor. There are only two large suppliers, and local hair care laboratories’ are not interested because their main concern is the retail market and they are not willing to shift to the Spa (luxury) market because it implies investments on advertising, promotion, training, etc. Besides, largest high ends salons which are not many, do not work on - 17 -

massive distribution; they’d better have the exclusivity to sell products only to their own customers. Any Thai Spa product company has fair chances of entering the Chilean market considering that the sector is growing as a consequence of the country’s economic growth. Customers have become more sophisticated, demand better quality and specialized products, and are willing to pay for them. Today product re-selling is improving and most salons have at least one or two cream and soap products ready to offer to their clients. Having a catalog in Spanish is also an advantage and shows the company’s interest in reaching Latin American markets. Even though the country is open to new products, price is a key factor for entering the Chilean market. Out of the massive segment of Health & Beauty products there is a small segment called: LUXURY segment. This segment takes 12% of local market participation. And is the segment where Thai trade Center Santiago considers Thai Spa products fits in. MASSAGE CREAMS: Are selling well and are being commercialized, again by chain department stores, Supermarkets and Pharmacies. The new tendency in Chile is to attend Spa Centers. These Spa Centers are not exactly like the ones offered in Thailand but follow a more Chilean style. Chilean women and men are just beginning to assist. Expenditure: In Chile a woman will spend much less in comparison to a Brazilian woman. In Brazil a women may spend up to US$ 3 thousand in one month (Source: Veja magazine, Brazil). This sound stratospheric, yet most Chilean women are spending a lot of money on milk creams, injections, massages and other exotic products, besides going to a plastic surgeon.
