Western Pines Middle to Osceola Creek Middle Attendance Boundary Recommendations For Western Pines Middle School 2013‐14 Boundary Cycle – Implementation August 2013 On October 18, 2012, the Advisory Boundary Committee (ABC) voted 8‐0 to forward Study WP‐1 to the Superintendent. This recommendation provides current and future enrollment relief for Western Pines Middle School by moving areas to adjacent under‐enrolled Osceola Creek Middle School. Older wooden portables, most of which are currently utilized for classes, can be removed from the Western Pines school campus in the future. Capacity of Western Pines Middle is 1054; October 2012 enrollment was 1185 students; utilization is 112% which exceeds concurrency guidelines. Western Pines has 17 wooden modular units which range in age – 5 – 1965; 4 – 1985; 5‐ 1988 and, 3 ‐ 1993; these wooden portables do not count toward capacity. Capacity at adjacent Osceola Creek Middle is 1075. October 2012 enrollment was 731 students; enrollment at Osceola Creek Middle has declined by over 185 students since FY10; there are No Child Left Behind students attending Osceola Creek; most of these students will not be able to attend next fall due to discontinued transportation, which will lower enrollment further. Western Pines Middle has two choice programs which draw out‐of‐district students; this fall there are 143 out‐of‐district choice students; Osceola Creek Middle has an in‐house choice program, this program will draw out‐of‐district students next fall. Boundary Study WP‐1 proposes shifting SACs 068A, D, F, G, H, J, and K, which includes geographic areas in the Acreage located west of State Road 7 extended on both sides of Northlake Boulevard and east of Seminole Pratt Whitney Road. With implementation of the proposal, all areas assigned to Pierce Hammock Elementary School will feed into Osceola Creek Middle School. Boundary Study WP‐1 proposes moving 317 students to Osceola Creek Middle in August 2013. Community input meeting were held on September 18, 2012 and October 15, 2012 at Seminole Ridge High School. Notification was provided to parents of students potentially affected by the proposed changes via Parent Link (both through district and Pierce Hammock phone lines), as well as principals of schools impacted and to municipalities and/or county government. EdLine at Pierce Hammock and Western Pines was also used to notify parents; Additional public input was gathered at scheduled Advisory Boundary Committee (ABC) meetings and through emails, phone calls and faxes. Copies of public input correspondence will be available for review in the School Board Office. Speakers provided input at the community input meeting; Issues and concerns include – distance to middle schools; driving west to Osceola Creek, then east to work; accidents/ safety on Seminole Pratt Whitney Road; leaving friends and teachers behind; morning care; travel time; move other communities; students at Osceola Creek from Lake Okeechobee community; different demographics; poor lighting; predators; moved to area for school; kids will have to take bus; petition submitted with 90+ signatures against; affect on property values; move choice students; move choice programs; change will limit student’s future; move away from friends/interaction; 6th grade siblings cannot stay; distance from Carlton Oaks development: small number of students: different feeder pattern.
