					                                  Upper Pittsgrove Township

                                      November 1, 2011

A regular meeting of the Upper Pittsgrove Township Committee was held in the Township Hall
on the above date. The meeting was called to order at 7:00 P.M. by Mayor Jack Cimprich
reading the public announcement stating that adequate notice had been given provided under the
“Open Public Meetings Act” with a flag salute and the following present:

       & Township Visitors

Meschi moved that the minutes of the October 11, 2011 regular meeting be approved as received
which motion was seconded by Gantz and adopted unanimously.

The following monies were received from:

The Treasurer’s report showed the following balance as of October 31, 2011:

Meschi moved that the approved bills listed on the “BILL PAYING LIST” as presented to the
Committee be paid which motion was seconded by Gantz and adopted upon a call of the roll.

The Mayor opened the Public Hearing for “AN ORDINANCE AUTHORIZING AN
EXPENDITURE OF $400,000.00 FROM THE CAPITAL IMPROVEMENT FUND FOR THE
PURCHASE OF A NEW PUMPER FIRE TRUCK” known as Ordinance 2011-7 as per attached
copy at 7:00PM as advertised.

The Clerk read the Ordinance by title, stating that it had been published in Today’s Sunbeam
issue of October 16, 2011 as required.

After hearing no comments for or against this Ordinance, the Mayor declared the Public Hearing
closed at 7:04PM.

Brooks moved that this ordinance be finally adopted on second reading and that a notice of its
adoption be published in the Today’s Sunbeam issue of November 6, 2011. This motion was
seconded by Bishop and adopted upon a call of the roll.

The Clerk reviewed the certified bid summary presented to the Township Committee at the
September 13, 2011 meeting that had been reviewed by the Township Solicitor and Daretown
Fire Company.

Meschi introduced “AWARDING BID FOR TRIPLE COMBINATION PUMPER FIRE
TRUCK” as per attached copy.

Meschi moved that this resolution be adopted, which motion was seconded by Bishop and
adopted upon a call of the roll:

I, Susan E. DeFrancesco, Treasurer of Upper Pittsgrove Township do hereby certify that adequate
funds are available for said contract for the pumper fire truck and that the line item to be charged
for said contract is

Brooks introduced “RESOLUTION TO TRANSFER FUNDS WITHIN THE BUDGET” as per
attached copy.

Brooks moved that this resolution be adopted, which motion was seconded by Meschi and
adopted upon a call of the roll:

Meschi introduced “RESOLUTION TERMINATING SITE PLAN PERFORMANCE BOND
FOR BURLINGTON BEEF FOR SITE IMPROVEMENTS ON BLOCK 48, LOTS 3.01, 3.02 &
4” as per attached copy.

Meschi moved that this resolution be adopted, which motion was seconded by Bishop and
adopted upon a call of the roll:

Bishop introduced “RESOLUTION ESTYABLISHING A FAIR AND OPEN PROCESS FOR
THE AWARD OF PROFESSIONAL SERVICE AGREEMENTS” as per attached copy.

Bishop moved that this resolution be adopted, which motion was seconded by Meschi and
adopted upon a call of the roll:

Gantz introduced “RESOLUTION ADOPTING TOWNSHIP OF UPPER PITTSGROVE,
SALEM COUNTY, NEW JERSEY, NEW JERSEY MULTI-JURSDICTIONAL HAZARD
MITIGATION PLAN” as per attached copy.

Gantz moved that this resolution be adopted, which motion was seconded by Meschi and adopted
upon a call of the roll.

The Clerk and Township Committee discussed Holiday hours and set dates and times to hold the
year-end Close-out meeting and the 2012 Reorganization Meeting as follows:

Monday, December 26, 2011 – Office/Public Works closed
Thursday, December 29, 2011, 10AM – Close Out Meeting
Monday, January 2, 2012 – Office/Public Works Closed
Tuesday, January 3, 2012, 9AM – Reorganization Meeting

After hearing no comments and there being no further business, the meeting was adjourned to
meet at the call of the Mayor.
