1. Introduction
The Queensland Spatial Information Infrastructure Council (QSIIC) was created in 1997 by the Queensland Government. QSIIC replaced the former Queensland Land Information Council (QLIC) which operated from 1991. QSIIC changed its name in 2005 to QSIC – The Queensland Spatial Information Council. QSIC’s objective is the efficient and effective development and maintenance of Queensland’s spatial information infrastructure that contributes significantly to the State’s economic and social development. The purpose of QSIC is to provide a high level forum for the strategic co-ordination and management of policy and direction for the development and delivery of Queensland’s spatial information infrastructure. QSIC provides coordination between the State Government, the Local Government Association of Queensland (LGAQ) and the private sector through the Australian Spatial Information Business Association (ASIBA) and academia through the Australasian Spatial Information Education and Research Association (ASIERA). QSIC also participates in federal and international initiatives through membership of the Australia New Zealand Land Information Council (ANZLIC). QSIC sets the direction and provides coordination for the Queensland Spatial Information Strategy. The implementation of the Strategy is supported by the Queensland Spatial Information Office (QSIO) which undertakes projects on QSIC’s behalf. QSIC provides a business environment in which the collection of Queensland’s spatial information resources are to optimised and facilitates the utilisation of these resources in a way that enhances the delivery of government services and actitivites and promotes the economic and community development of Queensland. QSIC develops the spatial information infrastructure for Queensland, through collaboration, cooperation and participation between the three tiers of government, the private sector and community, recognising each entity’s roles and responsibilities in the development of the spatial information industry in Queensland. This document sets out the business plan for the Queensland Spatial Information Office (QSIO) for the fiscal year 2007-2008.
2. Strategic Connection
Spatial information and its associated technologies have the ability to inform short and long term planning and resource management decisions across a range of disciplines. On this basis spatial information has a major role in creating effective and efficient outcomes in terms of the Queensland Government’s priorities. This ability is acknowledged through the recognition of QSIC in the SI & ICT governance structure identified by the “Smart Directions Statement for Information and Communications Technology” within the Queensland Government. The major outcomes of the ‘Smart Directions Statement’ are recognition of the Queensland Government as a single business entity and the efficient and effective crossagency information access to support outcomes required under the Government’s priorities. QSIC and the QSIO are strongly aligned to these outcomes and the Government priorities.

Queensland Government Priorities
In support of the Queensland Government priorities (listed below) , QSIC will set the direction and provide coordination for the development and maintenance of a Spatial Information Infrastructure that will contribute to: • Protecting our children and enhancing community safety • Delivering responsive government • Growing a diverse economy and creating jobs • Protecting the environment for a sustainable future • Managing urban growth and building Queensland's regions • Improving health care and strengthening services to the community • Realising the Smart State through education, skills and innovation

The key strategies of the Queensland Spatial Information Council (QSIC) as set out in the QSIC Strategic Plan (2007-2010) are: 1. Promote awareness of the spatial industry and align with national and jurisdictional initiatives. 2. Support the education and skills development in the use and application of spatial information. 3. Promote the information management concept of “capture once, use many”. 4. Provide strategic and policy leadership for the spatial information industry in Queensland. 5. Support the establishment of critical applications within a spatial information framework. 6. Reduce regulatory inhibitors to sharing and accessing spatial data. 7. Advance innovation in spatial information research and development.

3. Purpose of the Queensland Spatial Information Office (QSIO)
In 2007–08 the QSIO will continue to create strategic alliances between the three tiers of government, the private sector and community to deliver the Queensland Spatial Information Councils vision. The QSIO will provide: • leadership in creating and support for the governance arrangements for enhanced spatial information access; • • • • • arrangements which foster commitment, clarity of purpose and collaboration among information creators, managers and users; coordination and facilitation of QSIC projects which build Queensland’s information infrastructure; promotion of smart business solutions using spatial information; monitor Queensland’s spatial industry; recognition of the Spatial Information Industry in Queensland as the smartest industry in the Smart State.
It is recognised that the QSIO Business Plan directly supports the Queensland Spatial Information Strategy through QSIC defined projects.

4. QSIO Operations and Projects
This section describes the operations of the Office and QSIO Projects for 2007-08. The priorities build off the work already completed by the QSIO and are consistent with the current QSIC Strategic Plan.
4.1

To ensure a balanced portfolio of activities, the QSIO will seek to undertake a significant project from each of the following areas. 5. Staffing
The activities identified in the 2007–08 business plan will require a continuation of the current the staffing of the QSIO. The table below shows the staff resources and their roles. QSIO Staff

Key Duties
The Director is responsible for strategic leadership and effective management of the QSIO. The Director is also required to provide a high level of professional advice and guidance to clients of the Office who are participants in the Queensland spatial information industry. A key element of the role is the creative and impartial facilitation of the negotiation of new business arrangements between clients. Provides high level advice and guidance on and management of the QSIO activities according to the strategies of the Queensland Spatial Information Council (QSIC). Also provides project management in QSIC projects and initiatives. The position coordinates, and provides leadership to, the delivery of secretariat services to QSIC. A major role of the position is to provide coordination across QSIC’s working groups. They also provide assistance with QSIC projects and initiatives. The position coordinates, and provides leadership to, the delivery of QSIC projects, services and products to across Queensland. A major role of the position is to provide coordination with local government activities and initiatives. This is a shared position with the ICT Learning Innovation Centre, University of the Sunshine Coast. The role of the position is to provide coordination with numerous educational activities and initiatives occurring in Queensland. This officer also provides secretariat services to the QSIC Education Working Group. The position coordinates, and provides leadership to, the delivery of QSIC projects, services and products within their designated region. The position works with the State Coordinator to ensure coordinated service delivery. The purpose of the position is to take the lead role in the development and implementation of QSIC communication plans, strategies and activities. This includes media and communications services liaison and coordinating various QSIC stakeholder organisations in the delivery of the outcomes identified in the Communication Plan.
