Instructions for Estimating Your FY 2013 School Building Maintenance Requirement

The worksheet has been protected to allow data entry into cells highlighted in yellow only.
Enter your school district number into cell C1. This will generate data specific to your school.
(See the Worksheet Tab named "School Numbers" for the number for your district/charter school.)

Line a Enter your Estimated FY 2013 Student Occupied Square Footage into cell K5.
(Your FY 2012 student-occupied square footage is shown in cell F7 as a reference.)

Line b Enter your Estimated FY 2013 Local Match Requirement into cell K9.
(Your FY 2010, FY 2011, and FY 2012 local match requirement percentages are in cells
               F11, F12, and F13 as a reference.)
(The SDE cannot determine your local match percentage until the fall of 2012.)

Line c Calculates your Estimated FY 2013 Required Allocation for School Building Maintenance.
House Bill 672 allows, in certain circumstances, an amount of local maintenance moneys normally
required to be allocated for the maintenance and repair of student-occupied buildings to be spent on
other one-time, non-personnel costs. This provision is for FY 2013 only.

To determine the amount that may be spent on other one-time, non-personnel costs:
Line d-1 Calculates automatically using the estimated FY 2013 Local Requirement from line a of the
            worksheet.

Line d-2 Enter the dollar amount equal to all plant facility levy funds levied for tax year 2012. Charter
               Schools should enter $0.

Line d-3 Subtracts line d-2 from line d-1 (calculates automatically).

Line d-4 Enter the dollar amount necessary to fully remediate all recommendations and code
violations identified in the most recent inspection of each student-occupied building
conducted by the Division of Building Safety (excluding any recommendations for which the
least expensive remediation solution is the replacement of the building).

Line d-5 Subtracts line d-4 from line d-3 (calculates automatically).
If the dollar amount is zero or less, none of your required school building maintenance
                *
allocation may be used for one-time, non personnel costs. Enter $0 on Line e.
                * If the dollar amount is greater than zero, you may elect to use up to the amount on line d-
5 for one-time, non personnel costs. Enter the amount to be used on one-time, non-
personnel costs instead of repairs and maintenance on student-occupied buildings into
                  cell K30 (line e)

Line f Summary of your Estimated FY 2013 Required Allocation for School Building Maintenance
(as calculated on Line c of the worksheet.)

Line g Summary of Estimated Amount to be Used for One-Time, Non-Personnel Expenditures (as
calculated on Line e of the worksheet.)
Line h Estimated FY 2013 Amount to be Spent on Qualifying Repairs and Maintenance for Student-
               Occupied Buildings

                                                     Special Provision for FY 2013

Similar to FY 2012, House Bill 672 allows schools, in certain circumstances , to spend maintenance match moneys normally
required to be allocated for the maintenance and repair of student-occupied buildings on other one-time non-personnel costs.
To determine the amount of maintenance match moneys that may be spent on one-time non-personnel costs, subtract from
the local requirement amount an amount equal to all plant facility levy funds levied for tax year 2012 and an amount equal to
the funds necessary to fully remediate all recommendations and code violations identified in the most recent inspection of
each student-occupied building conducted by the Division of Building Safety, excluding any recommendations for which the
least expensive remediation solution is the replacement of the building. The resulting amount may be spent on one-time non-
personnel costs.

d-1 Estimated FY 2013 Local Requirement (from line c above) $ 0
d-2 Less: Plant Facility Funds Levied in 2012 (you must calculate) - 0
d-3 FY 2013 Local Requirement less Plant Facility Funds 0
d-4 Less: Funds to correct issues in annual inspection (you must calculate) - 0
d-5 Local Req. for FY 2013 less Plant Facility Funds & Inspection Issues = $0
(up to 100% of the amount on line d-5 may be used for one-time, non-personnel expenditures instead of qualifying
maintenance and repairs on student-occupied buildings) (if the amount on line d-5 is zero or less, no amount may be
used for one-time, non-personnel expenditures - do not enter an amount on line e)

e Amount to be Used for One-Time, Non-Personnel Exp. (must calculate - amount cannot exceed
amount calculated on line d-5 above.) (enter as a positive number) $
                                                                                                                                 (must be < = amt on d-5)
