Death of Expat in Pattaya Outside of Hospital – Flow Charts
If an Expat dies in Pattaya, this flow chart shows what generally happens. It was prepared by the
US Veterans of Foreign Wars Post 9876 (Pattaya) for US Citizens (English & Thai). However,
other Expats may find it useful as their Embassy probably has similar procedures. Note, it is in
both English and Thai so it can be shared with a Thai spouse or partner. The second flow chart is
a guide for survivors of US Veterans on assistance that may be available (English).

URGENT REQUEST FOR BLOOD
Member Max Rommel received this appeal from the Consular Trustee of the Italian Embassy. It is
a requeast for urgent support for Mr. Surachai Kumsai, 35 years old and member of the Law
Society of Thailand, which is in Urgent need of a Rare Blood Group of “B RH Negative” type.
At this moment Mr. Surachai Kumsai is hospitalized at Chonburi Hospital, Building Name:
“Chalatorn 1 Room Number 11” on the Ground floor”. Khun Phaisan Tel. 084-530-6676 and Mrs.
Koi Tel. 087-147-4096 can be contacted to make Blood donation arrangement. Max notes that
blood donation can be made at Banglamung-Hospital.

REMINDER OF DEADLINE
The Club’s By-Laws provide that in order for Club Members to be eligible to vote at the Club’s next
Annual General Meeting (July 7, 2013), their membership MUST BE CURRENT AS OF APRIL 1,
2013. Check your membership Card to be sure membership will be in effect on April 1; if not a
member, you will need to become a member before April 1 (Sunday, March 31, meeting will be
last chance).

DAYLIGHT SAVINGS TIME IN USA
It started at 2am on Sunday, March 10 and will continue through 2am on Sunday, November 3.
So remember, it is now one hour later for places in USA you may wish to contact.

THAI IMMIGRATION UPDATE – CHANGE IN EMBASSY “PROOF OF INCOME”
LETTER VALIDITY PERIOD
We have confirmed with Chonburi (Pattaya) Thai Immigration recent reports that if you are using
an Embassy “proof of income” letter in whole or in part to support meeting the financial resources
required for a retirement extension, it now must be no more than 90 days old at the time of
application for the extension (initial or renewal). Previously they accepted the letter if it was not
more than one year old. We noted a recent report from someone who went to the Soi 5
Immigration Office to confirm this information that he was told they will still accept the proof-of-
income statement as long as it isn't "too long a time" after the 90 days and will tell applicants that
next time it has to be within 90 days. However, they gave no hint on what would be considered
too long.

ARE YOU INTERESTED IN TAKING A CRUISE?
Member Roger Fox is interested in informing those interested in making a cruise for singles or
doubles at low, low prices of what is available and how to book the cruise you want. He has done,
and continues to do extensive research for himself, and is willing to offer the results to anyone
interested. There is a signup sheet at the Sunday meeting for those that are interested. He will be
contacting those signed up to learn what they would like as a cruise destination, length of trip, etc.
so he can assist them in locating what they want.

THE CLUB HAS TWO GROUP HEALTH INSURANCE POLICIES AVAILABLE
The Club offers two Group Health Insurance Policies. AA Brokers is the agent for the Thai Life
Group Insurance policy which is available for those up to 59 ½ years of age. Kuhn Neng is the
broker for AXA insurance policy which is available up to age 65. Both are usually available at the
Sunday meeting. Information on coverage and premiums for both policies is available on our
Group Health Insurance webpage.


WE ARE ALWAYS ON THE LOOK OUT FOR INTERESTING SPEAKERS

The Club endeavors to obtain interesting speakers for the Club’s Sunday meetings. This can
sometimes be a daunting task as we have 52 meetings a year. If you know of someone with an
interesting topic, please let us know along with how to contact them. If you don’t know a particular
speaker, but have a topic you think will be interesting, then pass it on; we will then try to find a
knowledgeable speaker for the topic. To make suggestions for speakers or topics, please email

“MAGIC” HOWARD POSENER WILL BE APPEARING AT THE MANTRA
RESTAURANT WEEKLY ON WEDNESDAY
He will appear from 7pm to 9pm demonstrating his magician’s skills as he wanders from table to
table - making cards appear from nowhere, causing watches to disappear, rings
unknowingly removed - to the shouts of amazement from those at the table at the conclusion of
the trick when they cannot believe what they are seeing. Howard will have several new tricks to
again amaze and confront your eyes. A reminder - PCEC members with a current club card
receive a 20% discount at the Mantra on food and beverages, and with the discount have an
opportunity to enjoy the excellent food prepared by Chef Leo's Mantra kitchen, and the warm
hospitality of Mantra Social Director Amy when you arrive. Reservations are recommended -

GROUP MEETINGS FOR THE IPHONE, IPAD, AND GALAXY SMARTPHONE ON
TUESDAY, MARCH 26

Richard Smith announced that the Group will meet in the Markland Haad Sai Room as before. The
deposit is 150 baht per person paid with your reservation, with any funds in excess of the room
charge and expenses donated to the Mercy Center. Last Sunday, Richard presented an envelope
to the Mercy Center for 1,400 Baht representing the amount received at the last meeting in excess
of expenses. Signup sheets will be available at this Sundays PCEC Meeting. If you have any
questions or need more information about the meeting, please contact Richard Smith at 089-244-

THE NEXT CLUB DINNER WILL BE AT MANHATTAN RESTAURANT ON
WEDNESDAY, MARCH 27
It will start as usual around 7pm. There will be a set menu available for
1,100 Baht net (drinks not included) or you may order ala carte off the
menu. They are located on Thappraya Road on the left side just before
the Pratamnak intersection traffic light if coming from South Pattaya
going toward Jomtien.

 EVENTS OF SPECIAL INTEREST



AMARI WINE EXPERIENCE ON FRIDAY, MARCH 29

From 6:30 pm to 8:30 pm. This monthly Amari sponsored
event will be in the Garden Lounge of the Amari Resort if
the weather is good, or may be moved to the Amari Lobby
Bar if not. Enjoy carefully selected Sauvignon blanc wines
from varies countries matched by chef Leonard with an
ensemble of fresh seafood tapas and other delights. The
Wine Experience, with its unlimited supply of wines and
food, is considered to be one of the best wine and food
offers in Pattaya. The regular price for this special event is
800 Baht - but PCEC members, by showing their
membership card, receive a 15% discount, for a net charge
of 680 Baht. This entitles PCEC members to good wines, a
variety of foods selected to complement the wines, and an
opportunity to chat with fellow members and friends.
Reservations for PCEC members and their guests are not required, but if you have a large group
of seven or more, please call the Amari at 038-418-418 to let them know of your larger group.


SONGKRAN BEGINS APRIL 12
The City will officially celebrate Songkran from
Thursday, April 18 through Saturday, April 20 – but,
as we all know, the water throwing will start on
Friday, April 12 continuing through Tuesday, April 16
when the rest of Thailand celebrates and, of course,
why stop the “fun” during the few intervening days.
So be prepared if you are in Pattaya – expect to get
wet and be sure your valuables and mobile phones
are encased in some form of water proof container.
Official activities begin April 18 with the Naklua “wan
lai” water-throwing festival. Alms will be offered to 99
monks at Lan Po Park at 7 a.m. and a Buddha
parade will proceed around Naklua Market beginning at 10 a.m. The elderly will receive gentle
water blessings before crowds begin to throw wet stuff on anyone and everyone. Pattaya takes its
turn April 19, starting with religious ceremonies and alms giving at Chaimongkol Temple at 8:30
a.m. The city’s Buddha parade will attempt to roll up Beach Road to the Dolphin Roundabout and
back to Chaimongkol at noon. Pattaya officials plan to station fire trucks, portable toilets and other
facilities along Beach Road, which will be closed to normal traffic from 8 a.m. to 8 p.m. On the 19 th
expect most roads to be clogged with slow moving bumper to bumper traffic. The annual rice
festival closes out Songkran week April 20 in Naklua, with ceremonies and a ghost parade
beginning at 6:30 p.m. The Bank of Thailand will issue a notice stipulating that April 12, 2013 is a
normal working day for banks even though the cabinet had set the day as a public holiday for
Songkran festival.

A SHOP WITH BIG CLOTHING SIZES – A member reports there is a shop where you can get
BIG (farang) sizes. The shop has shirts, shorts, T-shirts and is located at the Avenue Shopping
mall on 2nd Road – enter the Villa Market through the doors from the mall (California WOW will be
on the right and a wine shop on the left) – just after you enter, the shop will be immediately to your
left.




RAPID WEIGHT LOSS DIET THAT WORKS -- One of our members announced that he lost 13

DO YOU HAVE A YAHOO OR HOTMAIL EMAIL ACCOUNT – CONSIDER CHANGING YOUR
PASSWORD FAIRLY OFTEN – We continue to receive emails at the Club’s email addresses that
are not legitimate. They are primarily from those that have yahoo or hotmail email accounts. There
is no subject shown and the text consists only of a link to an internet site (which may contain a
virus or malware if you go to the linked website). The address line usually has several addresses
in alphabetical order coming from the email account holder’s address/contacts book. In May 2011,
we posted an alert in the Newsletter and an article on the website warning about the hacking of
email accounts – click here to read the article.




GETTING A THAI DRIVING LICENSE PROCESS HAS CHANGED – EXPECT IT TO TAKE
LONGER – Fellow Member Hans (Jon) Stroosnyder provides driving license assistance by
escorting anyone interested in obtaining or renewing a Thai Driving License, usually on the first
Wednesday, each month. Hans has advised that things have changed at the Banglamung Land
Transport Office in the process there – and it is not for the better. We are hoping it is not a
permanent change. Before there was a table at the building entrance where you lined up, had
your paperwork checked, and were given a queue number – not any more, now everyone obtains
a number upstairs. Previously, queue numbers were called so that about 30 persons were
admitted at a time to the testing area (color chart, reaction time, lateral vision, etc.). Now it
appears that about 60 or more are crowded in shoulder to shoulder. Hans also said their seemed
to be about half the staff in the section further slowing down the process. So, it now takes several
hours to complete the process, e.g., arrive at 8:30am and finish in early afternoon whereas before
you usually had your license issued and left around 10 to 11am.

RE-ENTRY PERMITS FROM IMMIGRATION AT SUVARNABHUMI (BANGKOK) AIRPORT -
From various reports, it appears that you can obtain Re-entry permits at Suvarnabhumi airport, but
they are only available between 6am and midnight. The place for re-entry permits is just a small
desk staffed by one or two people. It is inside the Immigration queue area before you process out.
As soon as you enter the area, it's a hard left turn all the way to the far left wall. Remember to
have the proper paperwork – click here for list. Also, remember to allow extra time for the
process. Because of the reported long queues at the Suvarnabhumi Immigration counter, we
strongly recommend you obtain your Re-Entry permit from your local Immigration Office if at all
possible rather than risk the desk at the airport not being available (we have also received reports
that sometimes it is not staffed even during the prescribed hours). UPDATE: A person who has
used the service advises that they use a digital camera, so no need for a photo. Further, once you
receive the Re-Entry permit, you are shown to a Fast Track line to clear Immigration.



WEBSITE FOR US CITIZENS/RESIDENTS RESIDING OUTSIDE USA TO VIEW TV
PROGRAMS IN USA – “USTV Now” provides regular TV programming from the USA over the
Internet free of charge. They require that you register by confirming you are a US Citizen or
Resident currently residing outside of the USA and then providing your email address and a
password you want to use. Go to http://www.ustvnow.com/index.php and click on the Sign Up for
Free button – the registration process is self explanatory. After you are registered, you can go the
same URL and Log in with your email address and password. They do offer some cable channels
and other services for a fee; but most broadcast programs are available, e.g., ABC, CBS, NBC,
Fox, and others.



ANNUAL CAR REGISTRATION IN PATTAYA – Many car owners trek to the Land Transport
Office off of Highway 36 to pay their annual tax and get a current “sticker” to place on their
windshield (windscreen). But, it isn’t necessary. Every Saturday from 10am to 4pm, they have staff
available at Big C South (Sukhumvit Road) to do the registration. They are on the 2nd floor near
Customer Service counter. But, if your car is 7 or more years old, you will need to have it
inspected before you can register it at Big C or the Land Transport Office. This can be done on
Sukhumvit Road about 200 meters north of Pattaya Orphanage. This establishment will also
handle the annual registration for you – pick up the registration and new sticker a couple of days
later. If anyone can provide the name or better directions to its location, please email this

             DEATH OF EXPAT IN PATTAYA OUTSIDE OF HOSPITAL – FLOW CHART
These flow charts were prepared for information in the event of the death of a U.S. Veteran,
however the first chart would be applicable to any US Citizen (it is in English and Thai). The
procedures related to the Thai Governmental offices would be the same for all Expats. If you are
not a US Citizen, you will need to contact your Embassy for their procedures in releasing the
remains and providing a certificate of death. The second chart provides a guide to survivor
assistance for US Veterans (it is in English only).
