Washington's Lottery was created by action of the Washington State Legislature in July 1982. Lottery activities are aimed at incrementally growing sales to meet revenue commitments. Playing Lottery games is only one way to win in Washington. Promoting economic vitality in our state is the most important way the Lottery can help residents win. The greatest share of Lottery proceeds is returned to the state and its residents in three ways-as prizes, as retailer commissions, and as transfers to the Education and General funds. Since the Lottery sold its first ticket in November 1982, it has paid more than $4.7 billion in prizes, and retailers have received more than $485.4 million in sales commissions. In FY 2006 the Lottery contributed $102 million to education.

Duties
Plans, coordinates, directs, and supervises the operation of a comprehensive graphics design unit or program. Responsible for the design and production of graphic design projects and for supervising graphics staff. Establishes program goals and priorities and develops and implements graphic design policies and standards. Responsible for the development, design, and utility of the Lottery's Web environment, ensuring that it meets or exceeds the level of service provided by lottery industry leaders and employs state-of-the-art technology used by lottery business partners. Supervises the design and production of print publications including pamphlets, brochures, and newsletters; supervises staff in all aspects of electronics production; develops design concepts and prepares electronic format for publications, exhibits, the Internet, Altura screens and other graphic projects. Provides direction to staff on project scope, focus, audience, and media selection. Supervises staff including interviewing and recommending selection of applicants, training, coaching, and counseling; conducting quarterly and annual performance evaluations. Sets goals, objectives, and standards; develops and implements organization-wide graphic design policy and procedures; ensures adherence to department or organization-wide design standards; provides conflict resolution for scheduling priorities, media selection, production methods, and publication policy. Illustrates using traditional drawing methods and advanced digital computer software. Makes final proof, prepares electronic separations, bleeds, traps, stripping, and makes product electronic press ready.

Works with Information Services department to order software and hardware upgrades; troubleshoot and resolve software and hardware problems. Creates a dynamic, interactive and personalized Web site; integrates, showcases and maintains complementary technologies as they emerge. Creates and maintains Lottery Intranet in cooperation with appropriate Lottery staff. Works closely with affected Lottery divisions and the advertising/public relations firm to develop and maintain up-to-date website content, function and visual integrity, and creating a fully interactive multimedia Web environment using state-of-the-art technology. Evaluates usability and accessibility for all potential site users; measures and assesses Web site performance; tracks website usage and industry Internet trends. Develops and implements Web standards and guidelines that support Agency graphics standards and style manuals. Remains up-to-date on new and emerging technologies and techniques; recommends changes and implementation strategies for Lottery website as appropriate. Develops and maintains a solid working relationship with all divisions within the Lottery and assists in developing Web services plans to further enhance those departments' initiatives online. Organizes and prioritizes projects and daily tasks and manages task workload in order to complete projects within budget constraints. Analyzes requirements, develops plans and procedures, and implements enhanced Web services. Tracks project deadlines and expenses and communicates this and other vital project information to the Lottery teams (Communications, Marketing, Sales, Research & Planning, etc). Serves as an advocate and resource for all Agency uses of the Web in support of the Lottery's mission, vision, goals, and objectives.

Qualifications
Bachelor's degree in communications, graphic design, fine arts, media, or allied field, and/or equivalent job-related experience and at least three years of experience with commercial website management, administration, and/or design and editing. Supervisory or lead experience is preferred. Knowledge, Skills and Abilities > Knowledge of methods and techniques of graphic design; effective application of materials and media; scheduling, prioritizing and time management techniques. > Ability to use computers, both Mac and Windows platforms, proficiently and be proficient in industry standard software, including: - InDesign - Photoshop - Illustrator
