It is intended to serve as an introduction to the resources available to the Disability Community in the Colorado Springs area. We hope this guide will assist persons with disabilities, family members, service providers, and other organizations to access valuable benefits and services in our community. The Colorado Springs Independence Center is certified in the state of Colorado as a non-profit, consumer controlled Center for Independent Living. Our mission is to empower persons with disabilities to maximize their independence within the community, and remove barriers that prevent integration and equal opportunity. FRIENDS OF MAN You must first be referred by an agency. Services are provided by local dentists for full dentures, funds eyeglasses, braces, medical and assistive devices. Disability Benefits AID TO THE NEEDY DISABLED (AND) - Dept. of Social Services 105 North Spruce Street, CSC 80903 (719) 444-8060 Provides a state assistance payment once a month for disabled individuals who have no income. Requires a doctor’s certification and application for permanent disability through Social Security. Social Services issue a voucher for payment of a medical exam. You cannot have cash resources more than $2,000 for individuals, or $3,000 for couples, excluding your primary residence and personal vehicle. Food stamps are also provided. SUPPLEMENTAL SECURITY INCOME (SSI) Social Security Office 1049 North Academy Blvd., CSC 80909 (719) 638-7403, or (800) 772-1213; www.ssa.gov A need-based program for people with disabilities who are unable to work or whose income is below the state level of need. The maximum monthly payment is $552 for individuals and $829 for married couples. The resource limit is $2,000 for individuals and $3,000 for married couples, excluding primary residence and personal vehicle. Full Medicaid entitlements are available. OLD AGE PENSION (OAP) Department of Human Services 105 North Spruce Street, CSC 80903 (719) 444-8060 Starting at age sixty (60), if your income is below $589 per month, you can apply for OAP. The Colorado OAP has a maximum payment amount of $589-$609 per month. Limited Medicaid benefits are available. SOCIAL SECURITY DISABILITY INCOME (SSDI) Social Security Office 1049 North Academy Blvd., CSC 80909 (719) 638-7403 or (800) 772-1213; www.ssa.gov 11 SSDI is a Social Security benefit program for disabled workers under the age of sixty-five (65). The monthly benefit is determined by employment history and past earnings. Medicare eligibility is available after two years. MEDICAID Department of Human Services 105 North Spruce Street, CSC 80903 (719) 636-0000 A state and federal medical program provided for certain disabled and elderly persons. Medicaid covers most medical expenses including equipment, supplies, and prescriptions. Small co-payments may apply. For complaints about Medicaid, call the Client Assistance Program number at (800) 221-3943. It pays Medicare premiums, deductibles, and coinsurance. Income qualifications are $769 per individual, and $1,030 for couples. SLMB pays for Medicare Part B premiums only, with income qualifications of $918 for individuals and $1,232 for married couples. The resource limits are $4,000 for individuals and $6,000 for married couples. Apply at the Department of Human Services office. Disability Rights AMERICANS WITH DISABILITIES ACT – ADA 1990 www.ada.gov www.keybridge.org www.adainformation.org A federal civil rights law based on the 1984 Civil Rights Act. It affords protection against discrimination based on disability in employment, public services, accommodations, telecommunications, and accessible transportation. This act requires employers to make reasonable accommodations to the known physical or mental limitations of a qualified applicant or employee, unless such action would impose undue hardship on the employer. It provides for effective communication for people with vision, hearing, or speech impairments, and became effective July 1992. 12 ADA Information Line: (800) 514-0301/TDD (800) 514-0383 Mediation Resources – Key Bridge Foundation: (888) 528-1609 Rocky Mountain ADA: (800) 949-4232, or (719) 444-0268 FAIR HOUSING AMENDMENT ACT – 1998 This act amends the Fair Housing Act of 1968 to include persons with disabilities. Disabled persons must be allowed to buy or rent wherever they choose. Landlords cannot prohibit necessary modifications for accessibility and all new construction must follow requirements for access. Landlords are required to make reasonable accommodations with assistance in completion of paperwork. They also must allow for working and companion animals as determined necessary by a physician. It provides for reserved/accessible parking, communication support, and tenant obligation reminders. Further, it provides for any reasonable accommodation that will help in following the requirements of the lease, as long as it does not change the basic nature of the housing program, cost too much, or cause an excess of work. The disabled person will need proof, in writing, showing the accommodation will help them follow the terms of the lease. AIR CARRIER ACCESS ACT – 1986 This act prevents commercial airlines from discriminating against persons with disabilities directly or through contractual arrangements. Airlines cannot exclude travelers with disabilities from any available services, and airport terminals must be fully accessible. REHABILITATION ACT SECTION 503 & 504 (1973) Title V of the Act prohibits discrimination by any federal program that receives federal funding against any person with a disability. This applies to employment, buildings and services. VOTING: ACCESSIBILITY FOR THE ELDERLY AND HANDICAPPED – 1984 According to the law, election officials must make the election process accessible to voters with disabilities. This includes voter registration and poling sites. I.D.E.A. – INDIVIDUAL DISABILITIES EDUCATION ACT – 1975 Mandates that children with disabilities receive a free and appropriate education in the least restrictive environment possible. It legislates mainstreaming of children with disabilities in public schools. Disabled Parking Placards PIKES PEAK PARTNERSHIP (PPP) 12 North Meade, CSC 80909 (719) 633-4601 Applications for disability parking privileges are available at The Independence Center, Pikes Peak Partnership, or The Division of Motor Vehicles (DMV) for temporary disability placards (a doctor’s signature is required). PPP charges $5.00, but there is no charge if obtained at DMV. A driver’s license or State ID is required before the DMV can issue the placard. Permanent license plates may also be acquired with the regular license fee. You call DMV, at (719) 520-6240 for office locations. Street disability parking signs are at the City Traffic Engineering Department, (719) 385-5908. Driver Evaluations ADAPTIVE DRIVING SERVICES (888) 306-4614 Provides driving evaluations and training for people who have had changes in their medical status. It teaches adaptive compensation techniques and use of adaptive technology. You must have a doctor’s prescription. CRAIG HOSPITAL 3525 South Clarkson Street Englewood, CO 80110 (303) 789-8000 Offers an outpatient driving program. Training and evaluation behind the wheel, including the use of hand controls, driving adaptations and compensatory driving skills. Pre-drive evaluations for persons with visual and cognitive disabilities are also available. MASTERDRIVE 3530 Austin Bluffs Parkway, CSC 80918 (719) 260-0999 www.masterdrive.com 14 Teaches basic car control skills through techniques to increase the interaction of the brain and the visual system. The program is open to teach or re-teach firsttime drivers. People with head injuries, strokes, and developmental disabilities have had success in the program. Call for more information. The Mission serves dinner Monday through Saturday, from 3:00pm to 5:00pm, and also provides emergency shelter in the guest motel. A drug and alcohol residential rehabilitation program for men and some transitional housing for working families is also available. Vocational services include: evaluations for supported employment, counseling, physical/mental restoration, job coaching, on the job training, job seeking skills, occupational tools, licenses and equipment, rehabilitation technology, job placement educational training, and postemployment services.
