Tom Cohen Chairman, Debate 7 Tom is an Associate based in Steer Davies Gleave's London office. He is deputy leader of the Travel Choices group in the company, which specialises in a range of travel behaviour change interventions. Led Avon's Cycle Team and co-ordinated a substantial programme of infrastructure improvements and promotional activities 1987-1996-sometimes in the face of significant scepticism. Part of the first LTP co-ordinating group for Bristol City Council. Current areas of work cover Smarter Choices programme (car clubs, workplace travel plans, cycle promotion, personalised travel planning, travel awareness etc); air quality action plan; accessibility planning; policy issues. In spare time works two allotments, enjoys travelling (but one flight a year only), is involved in neighbourhood community projects and organises cycling outings. Bob Hewitt, Bristol CC, Debate 3 Bob has been involved in transport planning in the Bristol area for over 30 years. He first worked for Avon County Council then, following its abolition in 1996, for Bristol City Council, where he is Transport Planning Manager. His first degree was in economics, where he first developed his interest in transport, and he is also a chartered town planner, although has always worked on the transport side of that profession. 3 His experience is mainly on the strategic planning side. He led the team that produced the first Bristol Local Transport Plan for which the council was awarded Centre of Excellence status in 2001. Although he has been involved in major transport bids and projects he has always had an interest in the softer measures side of transport, and is proud of the pioneering work in Bristol carried out in his team, particularly in respect of travel plans for employers and developers, personalised travel planning, travel awareness and sustainable travel promotion, car club development, air quality and climate change. And, for the record, he cycles to work daily but doesn't very often use buses. bob_hewett@bristol-city.gov.uk Brian Moreland, Head of TravelWise Northern Ireland, Debate 4 I am a career civil servant with a background in a range of administrative fields and currently hold the grade of Principal Officer. Between 1995 and 2001 I gained experience in a campaign promoting the benefits of home energy efficiency and worked closely with organisations such as the DETR and the Energy Saving Trust. Armed with respectable skills in campaign development I grasped the opportunity to change direction and move into the sustainable transport domain in 2001. With NI’s future transport direction set out in a 10 year Regional Transportation Strategy, I set about developing the province’s TravelWise Campaign, which was introduced in late 2003 to brief employers, commuters and schools on the benefits of sustainable transport. I currently manage a team of 5 staff specialising in different aspects of sustainable transport that includes walking, cycling, public transport and car sharing. I oversee an ambitious TravelWise Safer Routes to Schools programme that targets 40+ schools annually with a range of sustainable measures valued at over £1M. I also direct a very successful Car Share Scheme that has over 1800 members and growing daily. My strengths lie in project development, implementation, management and communication. I am a firm believer that success lies in valuing the opinions of the people around you coupled with good teamwork. Mike Sweet, Bristol City Council, Debate 2 Background: Member of the Institution of Civil Engineers. Early career with consulting engineers. Bristol City Council since 1996; currently Team Manager dealing with transport models and transport studies for the Council's Transport Planning Group. Experience: Construction projects - highways structures and water resources projects (many years ago!). Transport Studies and Models; development control; master planning. mike_sweet@bristol-city.gov.uk Simon Timms, Devon County Council, Debate 8 Simon is employed as Head of Culture at Devon County Council. After his childhood ambitions to be a jockey came to nothing, he embarked on a career in archaeology. He has been County Archaeologist for Devon and more recently has worked as Policy Integration Manager in Devon County Council's Environment Directorate. In that role, he played a lead role in the preparation of the Devon Local Transport Plan 2001-2006 for which Devon 4 County Council was awarded Centre of Excellence status by DfT. He is a Member of the Royal Town Planning Institute and a Fellow of the Society of Antiquaries. In a personal capacity, he is a Trustee of the National Trust". Simon.Timms@devon.gov.uk 5
