SUBJECT: Authorized Telephone Use
According to General Services Administration’s policy, employees are permitted to make reasonable use of Government telephone systems and authorizes agencies to issue directives governing the use of their telephone facilities and services. This announcement summarizes the key provisions of the regulation and subsequent directives. ____________________________ SCOPE All employees of GSFC and all personnel assigned to GSFC. All GSFC contractor and subcontractor personnel who are authorized by contract to use Government telephone services. ____________________________ POLICIES All government telephone systems represent resources. Their use must be managed just as any other resource. Supervisors are responsible for the proper management of telephone usage within their jurisdiction. Such responsibility includes authorizing personal calls as necessary in the interest of the government. ____________________________ AUTHORIZED USE Per NASA Policy Directive (NPD) 2540.1D, effective date November 27, 1998, the following is the official use policy for Government telephones: a. It is NASA policy that the telephone calls placed over Government-Provided or commercial telephone systems will be for official business, for emergency or for authorized personal calls only. 1. An official call is one made in direct conduct of Agency business and includes those calls that are provided for in a collective bargaining agreement,

Under GSFC and NASA rules you can: Call your home, doctor, or child’s school or day-care briefly from work – even if it’s long distances. Call home briefly when on official time Use FTS if available for the two types of calls. Government telephone calling cards should be used on travel only when FTS is not available. An emergency call is a telephone call to services such as ambulance, local government, or military groups with jurisdiction for the safety of life. An authorized personal call is one made under the following circumstances with no additional telephone service added to accommodate authorized personal calls.

(a) The call does not adversely affect the performance of the employee’s official duties or the effective function of the employee’s organization. (b) The call is of reasonable duration and frequency and could not have been reasonably made at another time. (c) The call is local, made to an 800 toll-free number, or charged to a personal telephone calling card, to the employee’s home telephone or to the nonGovernment party called. 4. An authorized personal long-distance toll call may be made at Government expense to location within the local commuting area to speak to a spouse or dependent (or those responsible for their care), to reach a number only available during work hours (such as a local government agency, physician, or dentist), or to arrange for employee’s residence or property. To the maximum extent practicable, Governmentprovided telephone systems and services such as FTS 2000 shall be used instead of commercial toll services. No other calls may be placed over the Governmentprovided telephone system, even if the employee’s intention is to reimburse the Government for cost of the call. Any call that is not official, emergency, or authorized personal usage is an unauthorized call. Suspected misuse of Government-provided telephone services for unauthorized calls will be expeditiously referred to the Office of Inspector General.

The individual shall be required to reimburse the Agency for the cost of the unauthorized call. The cost of an unauthorized personal call should be the cost of the call as if it were carried by the primary commercial carrier. The amount should be rounded off to the nearest dollar in order to cover the administrative costs of determining that the call was unauthorized and processing the collection. Willful violation of the provisions of this NPD may also result in criminal, civil, or disciplinary action in accordance with Federal Property Management Regulation reference in 41 CFR Chapter 101, Part 101-35, Subpart 101-35.2, Authorized Use of Long Distance Telephone Services.
COLLECTIONS Organizations should collect for any unauthorized calls. At GSFC calls will be charged at the AT&T rate rounded to the next nearest dollar. Reimbursing the Government for unauthorized calls does not exempt an employee from appropriate administrative, civil, or criminal action.
