Dear President Obama, CIA Director Leon Panetta, Attorney General Eric Holder, and USDOj Office of the Inspector General, I am writing to request your assistance and disclose continued unlawful acts by the intelligence community that are misaligned and causing sensitive information to be dispersed to unauthorized individuals. My name is Dave Larson. I was involved in early development of implantable neural prosthesis devices funded under the DARPA programs of Tony Tether and Col. Geoffrey Ling and the NIH programs of William Heetderks. These programs included unacknowledged Special Access Programs in which statutory reporting obligations to Congress were waived. In some of the contracts, there was a cross-cutting nexus that had defense and intelligence agencies looking at the less humanitarian applications of the technology. To make a long story short, I submitted a FOIA request to the CIA specifically asking if they were using the intellectual property of Alfred Mann, Second Sight LLC and Advanced Bionics as surveillance methods. I received a reply which I have uploaded to www.larsonmedia.net/special_access/sa_docs/CIA_FOIA.pdf The CIA reply states that the CIA is in possession of such documents but will not release the materials stating that the CIA use of the intellectual property is currently and properly classified pursuant to an executive order and in the interest of national security and applies to CIA Director's statutory obligation not to disclose sources and methods. Further, the FCC released materials under FOIA that show the FCC gave CIA contract personnel a experimental license, call sign WD2XLW, allowing them to interact with the implanted devices wirelessly using FCC regulated spectrum. Get this... the license is only good within U.S. borders suggesting this is a domestic tool. The FCC said this license only allows for operation within a short range, but Intel Corp disputed the FCC's claim and submitted data showing that the WD2XLW license, even at only 1-milliwatt of power, was good for thousands of meters or many miles. My involvement began in March of 1997 was as a research subject and General Practice Physicians have removed some of the devices that were implanted under contract. Other devices were problematic and were not removed. The devices can't be located using clinical radiology and were recovered only after they became infected and inflamed. After I received the CIA reply and took it (and other evidence) to Congress, Hayden started using the remaining residual devices in my person in retaliation and reprisal, and even continued this while I was confirmed by Secretary of State Deborah Bowen as a write-in candidate for the 2008 Presidential Primary election. These devices are capable of delivering substantial amounts of electrical current and the intellectual property also allows the devices to be used to deliver testosterone or any other pharmaceutical agent. Research papers in my possession discuss increased rage and promiscuity when testosterone was elevated by as much as 50x above normal. There is also a provision in the intellectual property that permits the abuse to occur in an automated closed loop mode that does not require active participation by Hayden or contract personnel. Under the direction of former CIA Director Michael Hayden and Deputy Director Stephen Kappes, the CIA has used these biomedical sources and methods to engage in acts of torture and retaliation in reprisal for good faith based disclosures to Congress. The abuse has been severe and has caused me to phone 911 more than a dozen times, and local authorities have released copies of these 911 calls to me. The most recent 911 call was January 24, 2009 at 7:52am documented as report #YV090240009. When the FBI

Agent Tony Sorenson attempted to become involved, Hayden obstructed FBI involvement because he felt FBI involvement would compromise national security by exposing sources and methods to unauthorized people. This same reason has also been used to obstruct my medical care. Additionally, intelligence personnel have used a proprietary method for using residential electrical wiring to establish a network connection to my computer and repeatedly corrupted my operating system while I was authoring letters to Congressional members. This caused me to hand write letters to authorities, despite the fact I hold a Microsoft certification. I think it is clear that Hayden and Kappes have crossed the line by using sources and methods domestically against a innocent American domestically and against someone who was a write-in candidate for the 2008 Presidential Primary election. Lastly, there are other significant abuses that occurred regarding what Hayden did to try to cover this up. These abuses are so severe that I can only disclose these in a personal secure environment. Lastly, I have made these disclosures to John Helgerson and the Inspector Generals office. I mailed a complaint and all supporting documents to Helgersons office on numerous occasions beginning in early 2008, and most recently Certified Mail 7008 1830 0002 8927 9495 which was received by the CIA January 22, 2009. Helgerson has turned a blind eye to this and has done nothing to deter continued unlawful acts. A previous communication to Helgerson disclosed that Hayden and contract personnel engaged in these harmful acts while I was operating my motor vehicle in traffic and is responsible for a traffic collision. I have called the CIA several times requesting something be done, and I am repeatedly insulted and verbally abused while various agents deny that the CIA is even using the intellectual property as sources and methods, despite the fact that I have it in my hands on CIA letterhead. Helgerson has also failed to act appropriately to these allegations and has apparently taken no action. The failure to take action has caused me to appeal to unauthorized entities for relief and assistance. The unlawful acts of abuse have continued as recently as January 07, 2009 and must cease immediately. Medical records which document instances of surgical removal and complications caused by remaining residual devices 2. Photos of the recovered devices 3. Photos of recovered devices directly compared to the drawing and blueprints submitted to the U.S. Patent office by contractors Alfred Mann, and Gerald Loeb 4. Documents from DOD Inspector General case 103586 which include election results and proof of my candidacy in 2008 Presidential Primary 5. A copy of documents obtained from the FCC regarding the WD2XLW experimental FCC license 6. A copy of the CIA FOIA response confirming Al Mann's biomedical technology is intelligence sources and methods The big thing here is not only is the CIA using implantable biomedical devices as intelligence sources and methods, they are using them domestically, and worse, have used them domestically against a candidate for President of the United States. The most egregious abuses however came when Hayden and Kappes tried to cover this up. Please accept this as official allegation of unlawful use of these sources and methods domestically and request for investigation. My concern Director Panetta is that following your arrival in Langley, Kappes and Hayden will attempt to cover this up or fabricate evidence to justify their unlawful acts. I understand that we should not prosecute our intelligence personnel for trying to keep our country safe, but this is different. In this instance, they used sources and methods against a innocent American because he was making disclosures to his representatives in Congress. Further, they engaged in acts that have caused irreversible physical injury and can never reverse what has been done. I will suffer for the rest of my life as a result of what has been done. I am an innocent American who has never held a passport or ventured outside of U.S. borders. My father served in the U.S. Navy during WWII, my sister Elizabeth was married in her Army uniform in Virginia, and my mother Kay retired after 20 years of service

at the Veterans Administration. I have been confirmed by California Secretary of State Deborah Bowen as a write in candidate for the 2008 Presidential Primary, am currently elected as Vice President of the Flamingo Heights Community Association, an active member of the Elks 2314, a FCC licensed amateur radio operator KI6JJN, and have carried the Marine Corp League flag in both recent Memorial Day and Veterans Day parades in Yucca Valley, California. In this instance, they weren't trying to prevent a terrorist attack, they were retaliating against an innocent American who simply felt compelled to make disclosures to Congress and failing to hold them accountable would be equivalent to having Bush in the Whitehouse, Hayden at the CIA and Al Gonzales in charge of the DOJ. Failure to prosecute isn't change. It is an injustice that would do nothing to deter someone like Jeb Bush from taking us right back into oblivion in 2012. Hayden must be prosecuted. You have my respect as well as my cooperation in this matter. I need your help. America needs your help. Please do the right thing here.
