Angus Council located in the east coast of Scotland has a population of 109,000 with a geographical area of some 840 square miles. The developed area of the Council is some 2% of the 840 square miles with the Scottish average at 2.5%. There are seven main Burghs in the Council area, namely:Arbroath Forfar Montrose Brechin Monifieth Kirriemuir Carnoustie With approximately 73% of the population living within the Burghs Angus Council has a large percentage of its population employed within primary industries such as farming, fishing, forestry and manufacturing with a low percentage employed within service industries. The services provided by Planning & Transport Division of the Infrastructure Services Department make a major contribution to the quality of life in Angus. In delivering these services the Division seeks to implement the principles of sustainable development whilst ensuring that the health and safety of the population is maintained in respect of the built environment. For the purposes of service delivery the Division consists of four sections which are supported by Office/Administration services. Please refer to separate sheet for details of the office structure. The Building Standards Service is based in County Buildings, Market Street, Forfar. The Council as a whole has achieved Investors in People accreditation which demonstrates the considerable resources placed in developing all staff. This has recently been the subject of re-assessment. Over the course of the last few years the Council and hence the Division has invested considerable resources in developing information technology systems for business delivery. The Department operates the CAPS Uniform software (Version 7.6 Tabbed) for delivery of the administration system in relation to Building Standards. In addition a document scanning system provided by I-Dox allows all paperwork in relation to Building Warrant applications to be scanned. All staff are allowed the opportunity to take the European Computer Driving Licence. This recognised qualification in information technology requires considerable resources to be invested to allow staff to gain the qualification.
The new structure of the Building Standards Section shows the two Trainee Building Standards Officer posts. These career grade posts will help to maintain a supply of Building Standards Officers for the future and will allow for succession planning. Balanced Scorecard On 8 December 2004 the Deputy Minister for Communities wrote to us appointing the Council as a verifier under Section 7 of the Building (Scotland) Act 2003. The appointment commenced on 1 May 2005 and will last for six years. As a verifier, the Council’s principal role is to grant Building Warrants once they are satisfied that the proposals will satisfy the functional standards. We are expected to carry out our work in a transparent and impartial manner. We are also expected to be competent, consistent and responsible for our actions. In order to meet the requirements of being a verifier, a condition of our appointment was that we would submit a Balanced Scorecard taking account of the five following perspectives:• • • • • Public Interest Private Interest Internal Business Continuous Improvement Finance

Building Standards, provided by the Planning & Transport Division, has a role in each of these priorities either directly or indirectly. The principal aim of Building Standards is to:• • • secure the health, safety welfare and convenience of persons in or about buildings and of other who may be affected by buildings or matters connected to buildings; further the conservation of fuel and power; and further the achievement of sustainable development.
This is principally achieved through the application of the Building Standards (Scotland) Regulations in considering applications for building warrant. The speed and efficiency of this service has a significant impact on four of the above Corporate Policies, namely:• The economic prosperity of Angus can be aided by Building Standards. Building Standards can ensure that Building Warrants, which have an economic impact on the citizens of Angus, are assessed both timeously and in a cost effective manner. The health and wellbeing of the citizens of Angus is a key theme of the Council. The Building Standards system ensures that building work carried out is to the benefit of the citizens of Angus. By having appropriate assessment protocols in place Building Standards can help deliver buildings which are safe, energy efficient and accessible to all users. The quality of life for citizens in Angus is high and the Council wants to ensure that this is maintained. By having a Building Standards Service which is appropriately resourced and improved the Council can ensure that appropriate requirements of the Building Regulations in terms of the environment are correctly met. By seeking Customer Service Excellence Standard Building Standards are demonstrating their commitment to providing high quality customer centred services.

By having a continuous customer survey and regular Focus Group meetings we in Building Standards can engage effectively with our private customers to ensure the service we provide is focussed on their needs. Having safe and caring communities is a key theme of the Council. The Building Standards system ensures that building work carried out is to the benefit of the citizens of Angus. By having appropriate protocols in place Building Standards can help deliver buildings which are safe, energy efficient and accessible to all users. The quality of life for citizens in Angus is high and the Council wants to ensure that this is maintained. By having a Building Standards Service which is appropriately resourced and improved the Council can ensure that appropriate requirements of the Building Regulations in terms of the environment are correctly met.

Infrastructure Services The Council has recently undergone a restructuring which has resulted in the creation of an Infrastructure Services Department. There are four service divisions within this Department, namely, Roads, Environmental & Consumer Protection, Economic Development and Planning & Transport. A Departmental Service Plan has been formulated for Infrastructure Services. Due to the number of divisions within the Department, individual sections have a number of actions within the service plan. Recently an Operational Plan has been formulated and agreed for all services making up the Planning & Transport Division. The entries for Building Standards (verification role) reflects what is contained in our Charter. Angus Council as a whole has achieved Investors in People status. The Council are committed to retaining this award and have successfully done so. As a consequence of achieving Investors in People several commitments flow from this. These are noted in this perspective. Angus Council is committed to providing a quality, well resourced and efficient Building Standards Service. To achieve this a balanced approach to its business needs to be taken, taking into account the following:• • • • • our customers; protection of the public; staffing, both front line and back office; systems and processes including IT; financial management.
It is therefore anticipated that the Balanced Scorecard becomes the tool for the management of the Building Standards service with some elements incorporated into the Division’s Operational Plan and the Infrastructure Services Service Plan.

The Building Standards Section of Angus Council is committed to the philosophy of continuous improvement. Continuous improvement will be driven by a variety of drivers. These drivers are wide and varied and consist of the following:o o o o o Customers Surveys Benchmarking E-Government Strategy of Service/Council Staff Complaints, Compliments and Comments
Customers Surveys The Building Standards Service surveys its customers on an on-going basis by issuing a customer questionnaire when it issues Building Warrants and Completion Certificates. These returns are analysed on a six monthly basis and the results are reported to the Development Control Committee of the Council. The questionnaire contains a comment section to allow for individual comments to be made. These comments are acted upon when appropriate and if changes can be made to the delivery of the service, they are done so. In the analysis presented to Committee in June 2009 covering the period 1 October 2008 to 31 March 2009, 96% of our customers who responded (150 received) indicated that they were either fairly satisfied or very satisfied with the service. The Building Standards team of Angus Council hold yearly seminars/presentations to agents and developers. At these presentations comments are invited from attendees as to how improvements to the service can be made. Again, if appropriate, changes are made to reflect the requests made. Benchmarking It has been decided by the City of Dundee Council, Perth & Kinross Council and this Council to form a Tayside Benchmarking Group. It has been agreed to hold 2/3 meetings a year.
Staff The Building Standards Section holds a minimum of 10 formally arranged team meetings a year. Staff are encouraged to raise issues which lead to the improvement in service delivery. E-Government Strategy The Building Standards Section is part of the Planning & Transport Division which in turn is part of the Infrastructure Services Department. There is a strategy in place to actively promote E-Government which has led to a significant investment in initiatives such as on-line registers, scanning of documentation. Service improvements will arise out of this initiative. Complaints, Compliments and Comments Angus Council has adopted a formal customer toolkit which all staff are expected to adhere to. The toolkit allows for complaints/compliments and comments to be made to the Council on any aspect of service delivery. Any comment made is assessed and if a service improvement issue is raised and achievable improvement is made.

In the year 1 April 2008 – 31 March 2009 Angus Council employed 13 staff in its Building Standards Section. 11 of these are directly employed in its verification role. There are three officers holding professional membership of RICS. In addition, three graduates are in the process of completing their APC.
