This Proposal is submitted to the City of Pittsburgh Equipment Leasing Authority ("Authority"). The CITY OF PITTSBURGH is not a party to this Proposal. 2.BIDDER. The last date for submission of this Proposal is set forth in EXHIBIT 4 hereto. This Proposal must be submitted on or before 10:00 A.M., prevailing time, on such date. 4.MANNER OF SUBMISSION. This Proposal is to be submitted in a sealed envelope at the following address: CITY OF PITTSBURGH OFFICE OF THE CITY CONTROLLER, FIRST FLOOR, CITY COUNTY BUILDING, 414 GRANT ST., PITTSBURGH, PA 15219. 5.EFFECTIVE DATE. This Proposal is effective on the date and at the time of its receipt by the Office of the Controller at the principal office thereof as evidenced by the clock stamp of the Office of the Controller to be recorded hereon. 6.DATE OF OPENING. All Proposals for the items set forth in Exhibit 4 hereof will be opened by an officer of the Authority or his designee and by an officer of the Controller or his designee at 11:00 A.M. prevailing time, on the opening date specified in paragraph 3 of this Proposal, at the principal office of the Authority, or at such other place as may be indicated in Exhibit 4, unless all Proposals are rejected as herein-after provided. No Proposal may be withdrawn after any Proposal has been opened. 7. INCORPORATION BY REFERENCE OF OTHER DOCUMENTS. This Proposal incorporates by reference the following documents (1)the bid bond, which is attached hereto as EXHIBIT 1, (2)the performance bond, which is attached hereto as EXHIBIT 2, (3)the Bidder's certification as to affirmative action, which is attached hereto as EXHIBIT 3, (4) the specifications of the items as to which the Bidder makes this Proposal, coupled with certain additional terms and conditions, all of which are attached hereto ELA 21-10 REFUSE CHASSIS Page 4 as EXHIBIT 4, and (5) MBE/WBE Solicitation and Commitment Statements, which are attached as EXHIBIT B. 8. MANNER OF COMPLETION AND FORM OF PROPOSAL. Each and every blank space provided in this Proposal must be completed. If the information required to be provided in any blank space is not applicable to the Bidder or to the bid subject hereof, the same should be designated by inserting "Not Applicable" or "N/A", except as hereinafter provided. All proposals concerning the items set forth in Exhibit 4 must be submitted on this Proposal form, and no variant proposals will be considered by the Authority. Each Bidder must bid on every item set forth in Exhibit 4, unless Exhibit 4 expressly indicates otherwise. If Exhibit 4 permits the Bidder to bid on fewer than all the items set forth therein, the Bidder must, nonetheless, mark "No bid" for each item for which it does not wish to submit a bid. This Proposal must be typewritten or completed in ink. It must be signed by hand in ink. Printed signatures are unacceptable. It may be signed only by such representatives of the Bidder as are authorized to LEGALLY bind the Bidder. If the Bidder is a sole proprietorship or partnership, the sole proprietor or a partner must sign this Proposal. If the Bidder is a corporation, the President of the corporation must sign this Proposal, except that this requirement may be met by the signature of two (2) other authorized officers or officials of such corporation. In such latter event, the signatory or signatories certify that they are aware of the resolutions and by-laws of the Bidder and that such signature or signatures on this Proposal legally bind the Bidder. 9. REJECTION OF PROPOSALS AND REBIDDING. The Authority reserves the right to reject all Proposals for any reason and to solicit new proposals concerning any or all of the items set forth in accordance with law. The Authority reserves the right to reject any Proposal which is improperly completed or for violation of the terms and conditions of this Proposal and the documents incorporated hereby by reference. 10. AWARD AND ACCEPTANCE OF PROPOSAL. This Proposal may be accepted at any time within sixty (60) days after the date of opening described herein-above or within such other time as may be imposed or permitted by any law enacted within such sixty (60) day period. Within such period, the Bidder has no right to withdraw or modify this Proposal, even after the Authority has made an award as to some or all of the items set forth in Exhibit 4, to another Bidder or has accepted the Proposal of another Bidder. The Authority may make an award, and/or subsequently accept any proposal, as to all of the items set forth in Exhibit 4 as to which the Bidder has proposed prices or as to any single item or combination of items specified therein, unless Exhibit 4 provides that the award will be made on a lowest, total-bid basis. This Proposal does not legally bind the Authority in any way whatsoever, and the Authority shall not be liable hereon, until this Proposal has been duly executed by the Chairperson or Vice Chairperson and two (2) other officers of the Authority, and thereby accepted by the Authority. The bidder is advised that neither oral nor written advice making an award as to the items set forth in Exhibit 4, bind the Authority and should not be relied upon. The Bidder is advised that any action by the Authority with respect to this Proposal may be rescinded before execution hereof by the Authority. Acceptance of this Proposal by the Authority will be mailed or delivered to the Bidder, at the address for communications set forth hereinabove. If any Proposal is accepted, such acceptance will be made only if such proposal is properly completed and sets forth the lowest responsible bid or bids in accordance with the requirements set forth in Exhibit 4. Bidders may include exceptions to Exhibit 4, but only to the extent that the Authority, in its sole discretion, determines that such exceptions do not constitute material changes thereto, and by submitting this Proposal the Bidder expressly waives any right to contest any such determination by the Authority. ELA 21-10 REFUSE CHASSIS Page 5 11. DATE, TIME AND PLACE OF DELIVERY AND ACCEPTANCE OF ITEMS. If this Proposal is accepted by the Authority in whole or in part, the Bidder will deliver the accepted items, F.O.B. destination, as provided in Exhibit 4, on the date or dates also set forth in Exhibit 4. The items delivered must conform to Exhibit 4 or the accepted Proposal. Deliveries to be made to garages should be scheduled with the garage supervisors at least one (1) day in advance. The Chairperson of the Authority, or his designee, shall have a reasonable time in which to inspect the items so delivered, to determine if the Authority will accept them. In the event any of the items delivered by the bidder do not conform to Exhibit 4 or the accepted Proposal, the Chairperson of the Authority, or his designee, may reject the same and shall notify the Bidder to replace the same with such items as shall be acceptable to him and which shall be in accordance with Exhibit 4 or the accepted Proposal. If such satisfactory replacement is not made within a reasonable time, as determined by the Authority in its sole discretion (as to which the Bidder hereby expressly waives any right to contest), the Authority shall replace such items from other sources, and, in doing so, shall have the right to recover any price differential and administrative costs, as well as any costs incurred by the Authority in returning delivered items to the Bidder, from the Bidder who has failed to make said replacements. 12. PRICES. All prices submitted by the Bidder in Exhibit 4 shall be based upon the following: a. b. No taxes of any kind shall be included in any price. All transportation costs of every kind, including transit insurance, required to effectuate the delivery of the items shall be included in every price. All items shall be delivered F.O.B. destination. No discounts of any kind shall be included in any price. Discounts, if any, offered to the Authority for prompt payment shall be available for a period of not less than forty-five (45) days after acceptance by the Authority of the items. If offered, discounts must apply to the total price of items as to which the Authority accepts this Proposal, which may be fewer than the total number of items as to which the Bidder proposes prices on Exhibit 4. The size of discounts, but not the length of time therefore after forty-five (45) days, will be considered by the Authority in determining the lowest responsible bid meeting specifications. Exhibit 4 provides an opportunity for the Bidder to set forth discount terms. All prices quoted shall be firm prices without contingencies for increase. No reference to price increases is permitted. No price increases will be permitted for any reason, including inflation or scarcity. The Bidder hereby expressly waives its right to the defense of impracticability of performance or similar defenses. No separate terms, including, but not limited to, interest of any kind or in any amount, may be included for late or partial payments by the Authority. c. d. 13. BID AND PERFORMANCE BONDS AND OTHER SECURITY. No Proposal shall be proper and qualify for acceptance by the Authority unless it is accompanied by a bid bond in the form attached to this Proposal as Exhibit 1, unless total bid is less than $200,000.00, (See Exhibit 4; Section 6). A successful Bidder shall promptly furnish to the Authority a performance bond in the form attached to this Proposal as Exhibit 2. All bid and performance bonds shall be in the amount as specified in Exhibit 4. However, the amount of the bid bond or the performance bond required may be reduced to an amount not less than ten (10%) percent of the total of all prices proposed by the Bidder on Exhibit 4 in the sole discretion of the Authority, if so provided in Exhibit 4 or at any time after acceptance of any proposals, in ELA 21-10 REFUSE CHASSIS Page 6 the sole discretion of the Authority. The requirements of a bid bond and a performance bond may be substituted for by a certified or cashier's check, or an irrevocable, unconditional letter of credit, of equal amount payable to the Authority accompanying this Proposal or upon the acceptance hereof. The Authority is under no duty to invest any certified or cashier's checks and such checks delivered with respect to a bid will be returned to all unsuccessful bidders only after the expiration of sixty (60) days from the opening date of this Proposal, and will be returned to each successful bidder only after the Authority has accepted delivery of the items which said bidder has contracted to supply or upon the substitution of such certified/cashier's check or letters of credit with a performance bond meeting the requirements hereof. The Authority may, in its sole discretion, return all unsuccessful bidder's checks or letters of Credit or Bond within said sixty (60) day period. In addition, in the event that the Bidder delivers a certified or cashier's check in lieu of the performance bond, the Bidder hereby expressly authorizes the Authority to retain such check beyond the date that the Authority has accepted delivery of all items which the Bidder has contracted to supply. This additional security shall be deemed to be a warranty bond the purpose of which shall be to secure the performance, by the Bidder, of all obligations arising from the manufacturer's warranty. The warranty bond shall remain in effect until the expiration of the manufacturer's warranty. The Authority may, however, at its sole discretion, reduce the amount of such warranty bond, reduce the duration of its effectiveness, or totally waive its requirement. 14. DAMAGES. The Bidder and its surety on the bid , a letter of Credit and performance bond, or the Bidder with reference to a certified check submitted in lieu of such bond or bonds, shall be liable to the extent of damages actually sustained by the Authority and caused by the Bidder's default. As used in this paragraph, "default" means any breach of the terms of conditions of this Proposal which would proximately result in (a) the Authority's purchasing such items at additional cost, which due to inflation or otherwise, and/or (b) the Authority's incurring additional administrative costs, and/or (c) the Authority's paying the Bidder more than necessary for such items due to collusion. The Bidder's responsibility to pay damages is not limited to the amount of any such financial security delivered to the Authority. The Bidder and the surety shall be liable, singly or jointly, for liquidated damages, in addition to other damages authorized in this paragraph, in the amount per day specified in Exhibit 4. It is the express intent of both the Bidder and the Authority that such liquidated damages shall represent a good faith effort to estimate, in advance, the actual damages that will ensue by a default by the Bidder and that such damages in no way represent a penalty for non-performance. In addition to the damages specified in this paragraph, and elsewhere in this Proposal, the Authority reserves the right to accept the Proposal(s) of other Bidder(s) for those items involved in the default, or to seek additional bidder(s) for the same, and to cancel, without liability to the Authority, the acceptance of the Proposal of the defaulting Bidder. Additionally, it may be considered a default, in the sole discretion of the Authority, if lawsuits, liens or claims, including, but not limited to, lawsuits involving patents or inventions, of third parties involving the items delivered have been filed against the Authority. The Bidder hereby expressly agrees to indemnify and save harmless the Authority from all such lawsuits, liens or claims, and further expressly agrees that the Authority may, in its sole discretion, retain as security for the performance of such indemnification, such amount, as the Authority solely determine to be appropriate, of any payment due the Bidder under this Proposal. If the Authority breaches this Proposal after its acceptance thereof, the Bidder hereby expressly agrees that its damages will be limited to, but may be less than, the total amount of its bid set forth in Exhibit 4. ELA 21-10 REFUSE CHASSIS Page 7 15. CONFLICTS OF INTEREST. The Bidder hereby certifies that no member of the Authority or officer or employee thereof is either directly or indirectly a party to or is in any manner interested in this Proposal. The Bidder here-by acknowledges that if this Proposal is accepted in violation of the immediately preceding certification, this Proposal shall be null and void and no action may be maintained hereon against the Authority. The Bidder hereby agrees to make available to the Authority, upon request, the names of all of its partners or shareholders (to the extent reasonably practicable). 16. LAWSUITS BY OR AGAINST THE AUTHORITY. The Bidder hereby agrees to provide, without expense to the Authority, such evidence and information as may been its possession or reasonably available to it as may be useful, in the judgment of the Authority, in any lawsuit filed or threatened to be filed by or against the Authority. 17. COLLUSION. The Bidder hereby certifies that it has not engaged in collusion of any kind concerning this Proposal. 18. ASSIGNMENT OF ANTITRUST CLAIMS. By submitting this Proposal to the Authority, the Bidder hereby offers to assign, sell and transfer to the Authority all rights, title and interest in and to all causes of action which the Bidder may have under the antitrust laws of the United States of America or the Commonwealth of Pennsylvania, or any other state, for price fixing, which causes of action have accrued prior to the effective date of said assignment, and which relate solely to the particular items purchased or procured by the Authority pursuant to this Proposal. Such offer of assignment shall be deemed to be accepted by the Authority upon final payment by the Authority to the Bidder for such items. 19. SETTLEMENT OF DISPUTES. The Bidder expressly agrees that in the event of any disagreement or controversy arising between the Authority and the Bidder, as to the interpretation of Exhibit 4 or the interpretation or proper execution of this Proposal or as to the settlement hereunder, or in the event of any disagreement as to any question or matter whatever which may arise or be in dispute under this Proposal or said Exhibit 4 or as to the terms or conditions thereof, such disagreement or controversy shall be immediately inquired into and decided by the Chairperson of the Authority, whose decision thereon, based upon the reasonable exercise of the discretion granted herein, shall be final and conclusive as to all matters in controversy. 20. ASSIGNMENTS. This Proposal may not be assigned by the Bidder without the prior written consent of the Authority. An assignment made without such written consent may be considered as a breach hereof, in the sole discretion of the Authority, for which, among other things, bid and performance bonds, or checks in lieu thereof, may be forfeited. Any assignment agreed to by the Authority shall not relieve the Bidder of its responsibilities under this Proposal, and the Bidder shall remain liable hereon. The Bidder agrees to terminate any assignment immediately upon notification by the Authority, and if the Bidder does not agree with the Authority as to such termination, the Bidder nonetheless agrees to accomplish such termination immediately and then to proceed with the settlement of said controversy in accordance with the terms and conditions of this Proposal. This paragraph is expressly applicable to subcontractors, as well as to assignments, and to any and all delegations by the Bidder of duties under this Proposal. ELA 21-10 REFUSE CHASSIS Page 8 21. APPLICABLE LAW. This Proposal shall be interpreted in accordance with the laws of the Commonwealth of Pennsylvania in effect on the effective date hereof. With respect to matters not specified in this Proposal, the law of the Commonwealth of Pennsylvania shall govern, including, but not limited to, the Municipality Authorities Law of 1945, P. L. 382, 53 P.S. 301 et seq. 22. CONTRACT DOCUMENTS. This Proposal, together with all exhibits and any supplements, amendments, addenda and/or riders thereto, when accepted by the Authority, shall constitute the contract between the Bidder and the Authority. Such contract shall be binding upon and inure to the benefit of the parties hereto and their heirs, executors, administrators, legal representatives, successors, and assigns where permitted by this Proposal. 23. SEVERABILITY In case any one or more of the provisions contained in this Proposal shall for any reason be held to be invalid, illegal, or unenforceable in any respect, such invalidity, illegality, or unenforceability shall not affect any other provision hereof and this Proposal shall be construed as if such invalid, illegal, or unenforceable provision had never been contained herein. 24. CAPTIONS. The captions herein are inserted only for convenience of reference and in no way define, limit or describe the scope or intent of this Proposal or any particular paragraph or section hereof, nor the proper construction hereof. 25. MBE/WBE SOLICITATION AND COMMITMENT - It is the Authority's current goal to encourage increased minority and women's participation in all Authority contracts. It is believed that it is reasonable to expect that within five years minority participation will constitute twenty-five percent (25%) and women's participation will constitute ten percent (10%) of the total dollar of Authority contracts. The Authority, therefore, requires that all bidders demonstrate a good faith effort to obtain the participation of Minority and Women's Business Enterprises in work to be performed under this contract. In order to demonstrate this good faith commitment, all bidders are required to complete and submit with their bids either an MBE/WBE Solicitation and Commitment Statement, which details the efforts made by the bidder to obtain such participation, or an MBE/WBE Commitment Waiver Request. Failure to submit either an MBE/WBE Solicitation and Commitment statement or an MBE/WBE Commitment Waiver Request may result in rejection of the bid. (Exhibit B) A. B. Bids must be accompanied by either an MBE/WBE Solicitation and Commitment Statement or an MBE/WBE Commitment Waiver Request. On contracts for $25,000 or more, the performance security will be retained by the Authority at least until all work is performed under the contract and the contractor submits a final report to the Authority detailing the actual levels of MBE and WBE participation as well as explaining any failure to meet MBE and WBE goals which had been stated in the previously submitted MBE/WBE Solicitation and Commitment Statement. The report must be submitted within thirty (30) days after the Authority's request. 26. MBE/WBE REPORT - By entering into a contract with the Authority the bidder agrees to submit a final report, within thirty (30)days of the request, detailing the actual levels of MBE and WBE participation in the contract. Any disparity between actual participation levels and the Statement will be explained in the final report. The performance security will be retained by the Authority at least until such time as the MBE/WBE participation report is received. Failure to make a good faith effort to meet the goals stated in the MBE/WBE Solicitation and Commitment Statement may be considered a material breach of the contract resulting in debarment from participation in future contracts. All workmanship is to be first quality. The unit herein specified shall be constructed throughout of new parts and materials which shall have seen no service other than that necessary for the factory test. The unit bid must be the latest model. All interpretations of this specification shall be made upon the basis of this statement. APPLICABLE LAW The unit proposed to be furnished shall, at the time of delivery, conform in all respects with rules, regulations, and requirements of the unit code and all other laws, regulations, etc., relating to the Motor unit Code of the Commonwealth of Pennsylvania. In addition, the unit must comply at delivery with applicable City and Federal laws and regulations. All units must be delivered with the most current Pennsylvania State Inspection sticker affixed. ELA 21-10 REFUSE CHASSIS Page 19 SPECIFICATIONS FOR CONVENTIONAL REAR LOADER REFUSE PACKER CAB CHASSIS INTENT It is the intent of these specifications to describe a complete rear loader refuse collection vehicle chassis, cab, drive train and running gear specifically designed for heavy duty refuse service. The following minimum specifications are considered necessary to perform the work required. As per City Council Resolution No. 236, we require the safest, most fuel-efficient and “green” vehicles available. All equipment furnished under this contract shall be new, GENERAL unused and manufacturer’s current production model. Accessories not specifically mentioned herein but necessary to furnish a complete unit ready for use, also shall be included. The awarded vendor shall delivery all units to a City of Pittsburgh designated body manufacturer. It is expected that the cab chassis manufacturer and body manufacturer work and communicate together to allow for a smooth delivery and vehicle build process. WARRANTY, SERVICE & PARTS The following manufacturer warranty is to be furnished with each bidder’s proposal and printed on company form: WARRANTY: Minimum Three (3) years on cab chassis and all associated equipment. Both the "Neutral Interlock" and "Auto Neutral" switches must be in the "On" position before activation. It shall be activated when the "Work Brake" switch is "On". The system shall set the service brakes (under 11 mph) and shift the transmission into neutral (under 6 mph). A "Forced Neutral" light shall illuminate, with the shifter pad blinking the last gear selected. It shall also activate the hydraulic pump circuit (12 volt tan-silver wire) and readies the engine RPM to advance to preset of 1500 RPM (grounds tan-green wire). One (1) "Work Brake" switch shall be provided for single steer. When deactivated, the "Work Brake" switch shall be turned "Off", the service brakes shall be released and the transmission shall be shifted into gear, under 900 engine RPM. Each tire shall have a capacity of 6,720 pounds and shall provide a total capacity of 53,760 pounds. Y___N___ REAR WHEELS Eight (8) 22.5" x 8.25" ten (10) hole hub piloted steel disc wheels with two (2) hand holes shall be provided. The rim center is piloted to align onto the axle hub for more positive wheel centering. Y___N___ REAR WHEEL SEALS Stemco oil seals, oil lubricated, shall be provided. Y___N___ REAR AXLE OIL The rear axle shall be provided with 85W140 lubricant. Y___N___ REAR AXLE HUBS AND DRUMS The rear axles shall be equipped with 7" hub pilot cast iron hubs and drums. Y___N___ AIR SYSTEM An FMVSS 121 dual circuit Automatic Braking System, four-channel type shall have color coded nylon tubing, quick connect/disconnect brake line fittings, air tanks with pull cord drain valves, heated auto drain on the wet tank and stainless steel braided Teflon lined air compressor discharge line. The air tanks shall be located inboard of frame rails, 5,636 cubic inch minimum air reservoir capacity on single rear axle chassis. A low pressure warning light and alarm when air brake system pressure drops below 60 PSI shall also be provided. Y___N___ ELA 21-10 REFUSE CHASSIS Page 30 ABS SYSTEM Eaton-Bosch, four-channel cab mount system with wheel end sensors, dash mounted indicator lamp and code check switch shall be provided. The 4S/4M ABS system configuration maintains four (4) wheel end sensors and four (4) electronically controlled modulator valves, one (1) at each wheel end or two (2) per axle. Data links shall be configured for SAE J1587/1708 Y___N___ AIR TANKS Steel air tanks shall be provided and installed on the tandem axle chassis. The air tanks shall be located in the most accessible position determined by the factory. It shall have 5,636 cubic inches minimum air reservoir capacity on single rear axle chassis. Y___N___ AIR DRYER A Bendix B/W AD-9 air dryer shall be provided. It shall include a 12 volt heated exhaust valve, integral purge source and eight-bolt cartridge replacement type desiccant filter. Y___N___ FRAME Straight full-depth, formed “C” shaped side member rails shall be provided, measuring 11" x 3-1/2" x 3/8" thick @ 21.5 lbs. per foot, heat treated steel 110,000 psi min. yield; Section Modulus, (SM): 18.61 in.3, rated RBM: 2,047,000 in. lbs. minimum per rail from front axle to end of frame. A 25' standard length ladder type frame with 34" nominal width outside frame rails shall be fabricated and reinforced tubular cross members, fastened with torque prevailing SAE Grade 8 flanged head nuts and bolts with no projections above the top flange in identified CA. No rivets shall be in the ladder frame assembly. Y___N___ ELA 21-10 REFUSE CHASSIS Page 31 PROPSHAFTS Dana-Spicer “Life Series” SPL 170 main shaft & SPL 170 auxiliary shaft with bolted half round bearing yokes on transmission and axle U-joints. Shaft assembly will greatly reduce the overall lifetime maintenance. Bolted half round end yokes allow easier assembly and disassembly. Y___N___ WHEELBASE/AFTERFRAME The wheelbase shall be 176 inches from the front axle center line to the center of the rear axle(s), with an after frame (rear frame overhang) of 52 inches. Y___N___ BUMPER A bumper shall be provided the full width of the cab. It shall be fabricated of 3/16" thick steel sheet, formed 15-3/4" tall channel and bolted to the chassis frame. 22" of ground clearance is provided for increased approach angle, cutouts for turn signals and access to front tow pins shall also be provided. Y___N___ CAB CONSTRUCTION Low entry tilt cab, 94” wide x 69” deep made of steel panel construction with 14 gauge steel tubing. A 19” floor height from ground on both sides with the ability to accommodate a minimum of 3 passengers comfortably. All panels shall be two-sided galvaneal steel for corrosion resistance. Y___N___ FRAMING Reinforced 14 gauge floor shall be welded to sill sides creating a solid foundation. Rear cross sills shall form a rigid box section when welded to floor panel and side members. Y___N___ ELA 21-10 REFUSE CHASSIS Page 32 COWL One (1) piece 16 gauge galvaneal steel panel shall be formed with windshield cutout and welded in place featuring improved sealing against water leaks. Y___N___ ROOF CONSTRUCTION The roof shall be comprised of reinforced 16 gauge single-wall construction. A two-sided 16 gauge galvaneal steel panel shall be utilized for corrosion resistance. Y___N___ DRIP MOLDING 1/4" channel type gutters shall be located above side doors on both sides of the cab. They shall be utilized to direct water away from side doors and windows. Y___N___ CAB INSULATION Insulated, rigid urethane with R9 factor shall be installed on the roof interior, floor, rear exteriors of cab, interior walls and roof of engine compartment for heat and acoustics. Y___N___ ROCKER SWITCHES AND CIRCUIT BREAKERS The interior of the cab shall be provided with two (2) spare rocker switches, pre-wired to a junction box and two (2) 20 amp circuit breakers, wired to the switches. Y___N___ REAR WINDOWS Three (3) windows, each with tinted tempered safety glass in rubber locking channels shall be provided. The outboard windows shall measure 20” x 16.75“, one (1) each side. The center window shall measure 30.25” x 16.75” installed on center of the cab rear wall. Y___N___ ELA 21-10 REFUSE CHASSIS Page 33 LEFT SIDE CREW CAB FIXED WINDOW A fixed window shall be provided on the left side of the crew cab, rearward of the entry/egress door. It shall have a tinted, fixed, automotive safety glass window panel. Y___N___ WINDSHIELD A bronze tinted and laminated safety type windshield, in rubber locking channel for a water tight seal, shall be provided. Flat and split on cab center; two (2) pieces 31.5" high x 43" wide with a total of 2,600 sq. inches of viewable glass area shall be located 61" from the ground to the bottom of the glass for increased visibility. Y___N___ WINDSHIELD WIPERS Single control electronic two-speed windshield wipers shall be provided and shall include a one (1) gallon fluid reservoir. Two (2) wet-arm type 18" long wipers shall be mounted on 25" long wet arms with washers. Y___N___ CAB MOUNTS The cab shall be mounted with four (4) insulated rubber points, two (2) front hinge and two (2) rear mountings. One (1) shall be latching, with each located centrally off chassis centerline to reduce torsional input from frame twist giving the cab longer life and providing a better ride. Y___N___ CAB TILT SYSTEM Hydraulic Power-Packer cab tilt system with manual pump shall be provided. The system shall include a raise/lower cab control lever with automatic lock type latch and a single double-acting hydraulic cylinder with built-in velocity fuse for safety. It shall tilt the cabin to 60 degrees. The pump shall be mounted to the fender over the right/curb side front axle, behind the cab. The pump handle/lever shall be mounted to the interior of the cab, below the right seat on the riser with quick release brackets. Y___N___ ELA 21-10 REFUSE CHASSIS Page 34 VENTS Two (2) Salem type vents shall be mounted on the roof of the cab. These vents shall provide two-way directional air flow and shall be manually operated to open and close. Y___N___ MUD FLAPS Front wheel mud flaps, each with anti-spray nylon brush material, shall be mounted on the front fenders with inner fender splash shields. Y___N___ LEFT SIDE SOLID DOOR CONSTRUCTION The left side solid door frame shall be fabricated of 14 gauge steel tubing for strength and rigidness. The door hinge shall be full length piano style, bolted to both the door and the frame. The hinge pin shall be stainless steel for corrosion resistance. Increased door entry area of 39.5” wide x 71” tall shall be provided for easy entry and egress. 16 gauge galvaneal steel inner and outer door skins shall be provided. The door shall open 90 degrees. Y___N___ RIGHT SIDE SOLID DOOR CONSTRUCTION The right side solid door frame shall be fabricated of 14 gauge steel tubing for strength and rigidness. It shall be fabricated of tinted, tempered safety glass and shall be manually operated, with the control handle within easy reach of the driver. Y___N___ DOOR LATCHES Flush mounted paddle type latching door handles shall be provided on both the inside and outside of each door, with keyed locks. Y___N___ DOOR LOCKS Vertical axis up/down, push/pull sliding type door locks, each with a keyless locking feature shall be provided. Y___N___ LEFT SIDE MIRROR A 16" x 7" single flat face "Retrac" type with stainless steel housing and arms shall be provided on the left side. Upper and lower “A” frame brackets, each with adjustable detents to allow for break-away movement when struck shall also be provided. Y___N___ RIGHT SIDE MIRROR A 16" x 7" single flat face "Retrac" type with stainless steel housing and arms shall be provided on the right side. Upper and lower “A” frame brackets, each with adjustable detents to allow for break-away movement when struck shall also be provided. Y___N___ LOWER LEFT SPOT MIRROR A 7-1/4" round clamp-on convex mirror shall be provided for the lower left side of the vehicle. This mirror shall be in addition to the main mirror assembly and shall assist the driver in viewing the area rear of the cab. Y___N___ ELA 21-10 REFUSE CHASSIS Page 36 LOWER RIGHT SPOT MIRROR A 7-1/4" round clamp-on convex mirror shall be provided for the lower right side of the vehicle. This mirror shall be in addition to the main mirror assembly and shall assist the driver in viewing the area rear of the cab. Y___N___ ELECTRONIC HORN A single tone 12 volt electric horn shall be mounted behind the front bumper. It shall be activated by the steering wheel center button. Y___N___ BACK UP ALARM A Warn model #210333 back up alarm shall be provided. It shall be rated for 107 dB(A). Y___N___ CAB EXTERIOR LIGHTING Two (2) outboard mounted large, single rectangular (LSR) 5" x 8" halogen headlights shall be mounted in a chrome bezel and housing and shall include high-low beams. Five (5) amber ICC clearance lights shall be flush mounted over the windshield on the forward most position of the cab roof. Front turn signals shall be mounted behind the front bumper, and on both sides of the cab. Stop, tail, backup, turn signals and clearance lights shall be wired to separate circuits. Y___N___ DASH PANEL A one (1) piece, angled panel shall be provided 3/4 width of the cab interior, fabricated of formed metal with a gray "Pearlstone" finish for a durable scratch and corrosion resistant surface. Removable instrument and switch panels shall provide for easy service access. The right side of the dash shall be cut back to accommodate additional seating positions. Y___N___ ELA 21-10 REFUSE CHASSIS Page 37 DASH TRAY One (1) piece dash tray shall be provided the width of the cut back cab dash. The dash tray shall be fabricated of molded plastic under tray, to house cab HVAC ducts and chassis and cab electrical system components in modular assemblies. Y___N___ OVERHEAD CONSOLE An overhead console storage compartment shall be provided, along with a hard plastic sealed document holder with removable cover on the left side of the console. It shall provide DIN mounting locations for cab fans and two-way radio. It shall house the dome and map light and shall be full width of the cab. Ignition, battery and ground wires shall be routed and capped at the canter of the console. Y___N___ DOME AND MAP LIGHTS One (1) interior dome light and two (2) map lights shall be provided. The lights shall be located in the overhead console. The dome light shall be automatically operated by a door open switch or can be manually operated with an On/Off/Auto switch. The map lights shall have individual switches, left and right sides. Y___N___ SUN VISORS Left and right hand padded sun visors shall be provided, each with a map pocket. Y___N___ INTERIOR TRIM The cab headliner and engine enclosure cover shall be padded vinyl. Y___N___ ELA 21-10 REFUSE CHASSIS Page 38 GRAB HANDLE One (1) black, right hand/passenger side 8" long entry assist handle shall be installed on the inside of the cab, bolted to the “A” pillar post above the dash. Y___N___ DOOR TRIM The interior of each galvaneal steel door panel shall be painted the same color as the exterior of the cab. Y___N___ SEAT HEIGHT The seats shall measure 56" from the ground. 25" of space shall be provided between the inside of each door and the center console. Y___N___ FRONT LEFT SIDE SEAT The front left side seat shall be a mid-high back, air ride suspension, variable shock with 6" fore and after adjustment and cushions. The seat shall be provided with a three-point retractable seat belt. The safety belt assembly shall have an adjustable third point anchor. Y___N___ RIGHT PASSENGER'S SEAT The passenger’s seat shall be a mid-high back, air ride suspension, variable shock with 6" fore and after adjustment and cushions. The seat shall be provided with a three-point retractable seat belt. The safety belt assembly shall have an adjustable third point anchor to accommodate different size occupants, eliminating the strap crossing over the neck. Y___N___ ELA 21-10 REFUSE CHASSIS Page 39 CENTER PASSENGER'S SEAT The passenger’s seat shall be a mid-high back, fixed seat located in the center of the crew cab, mounted on the right side of the raised cab floor, forward facing. The seat shall be provided with an automatic tensioning two-point retractable seat belt with push button release. Y___N___ SEAT UPHOLSTERY, BLACK 0R GRAY VINYL The left side seat shall be covered in vinyl or weather resistant material. Y___N___ SEAT UPHOLSTERY, BLACK OR GRAY VINYL The right side seat shall be covered in vinyl or weather resistant material. Y___N___ SEAT UPHOLSTERY, BLACK OR GRAY VINYL The center seat shall be covered in vinyl or weather resistant material Y___N___ ELA 21-10 REFUSE CHASSIS Page 40 CAB AND CHASSIS WIRING The cab and chassis shall be provided with Packard “Pack-X” wire, color coded, engine stop control ignition switch on left side only, 12 volt negative ground, engine electronic diagnostic connector SAE J1587, two-way radio power feed and two (2) spare rocker switches identified in the cab, wired to the outside junction box on the rear of the left front fender. Wiring harnesses shall include sealed “Duetsch” twist-lock bulkhead connectors, Packard “Weather-Pak” and “Metri-pak” connectors that provide positive, locking connections. These connectors are used extensively throughout the chassis electrical system. Hard shell grommets provide sealed routing of harness through cab and dash, bringing harness connections inside cab and eliminating exposure to outside elements. Automatic reset circuit breakers shall be standard. The circuit breakers shall be conveniently located below the cab dash and shall provide protection from overloads. The breakers can be reset by de-energizing the circuit and correcting the fault. Dedicated electrical circuits shall be provided for truck body and electrical equipment installations. These circuits shall include a fused 20 amp ignition fed lead, a fused 20 amp battery fed lead and two (2) additional spare 12 gauge leads from two (2) rocker switches identified as “Spare” on the cab dash. The ignition fed circuit; battery fed circuits and spare leads shall be located in an outside twelve-lead weather sealed junction box on the rear of the left front fender. Ignition, battery and ground wires shall be routed to and capped in the overhead console. Y___N___ INSTRUMENTATION Data-Link, Smart Gauges, round 3.38" speedometer and tachometer with message center display including: odometer, two (2) trip odometers, engine hour meter, clock with alarm shall be provided. The balance of the gauges shall be round 2" dual needle air pressure, fuel level, engine coolant temperature, engine oil pressure and voltmeter. An audible warning alarm shall be provided for the air pressure gauge and stop engine light. Indicator lights shall be provided for left and right turn arrows, high beam headlights, check transmission, check engine, stop engine, engine preheat , park brake, ABS malfunction and low air pressure. ATC engaged (DCDL engaged), interaxle differential lock engaged (tandems only). Warning alarms shall be dual tone, fast tone for engine shutdown, slow tone for low air pressure. Switches shall have raised bezels to reduce accidental actuation and integral ISO legend identification with back lighting. English text shall be on the actuator to identify each switch. Y___N___ ELA 21-10 REFUSE CHASSIS Page 41 All ignitions will be keyed the same. Y___N___ HEATER/VENTILATION This system shall provide increased driver comfort by drawing in outside air and effectively distributing it through four (4) air ducts within the cab. Outside air shall enter through the heater opening in the floor of the cab (the opening shall be covered with a washable filter/screen), entering cab interior through the heater and vent openings in the heater and cab. As new air is forced in, old air is vented through rear of the cab and exhausts to the outside. A heater/defroster with three-speed blower; rated for 40,000 BTU, fresh air and recirculating outlets directed to floor on both sides of the cab shall be provided. The heater is removable from under the cab. Y___N__ AIR CONDITIONING An air conditioning system shall be installed with the condenser mounted in front of the radiator and the evaporator integral with the heater core. Y___N___ FIRE EXTINGUISHER An ABC type fire extinguisher shall be provided and mounted on the top center of the engine cover. It shall be a 10 pound dry chemical. Y___N___ CAB EXTERIOR PAINT Each chassis and cab shall be protected with the Sherwin-Williams "Genesis" 3.5 Acrylic Urethane (low VOC, high solids) paint system. The "Genesis" system assures that the “wet look” and “high gloss” distinctness of image will last for years. The "Genesis" 3.5" system provides long range benefits such as durability and resistance to brittleness and chipping, UV absorbers ensure high gloss retention, chemical resistance helps the finish withstand heavy use and harsh environments and high graffiti resistance characteristics. Y___N___ ELA 21-10 REFUSE CHASSIS Page 42 CAB PAINT At the City of Pittsburgh’s request the cab exterior shall be painted standard white or recycling blue. Y___N___ INTERIOR PAINT The interior of the cab shall be painted the same as the exterior. The instrument cluster and warning lights shall be mounted in molded plastic bezels. The instrument cluster face, steering wheel, steering wheel column, rocker switches, instrumentation bezels and chassis controls shall be black. Y___N___ BUMPER PAINT The bumper shall be painted with Sherwin-Williams "Genesis" Birch Gray, #GC-51746. Y___N___ FUEL TANK PAINT The single fuel tank shall be painted with Sherwin-Williams "Genesis" Black, #GC-1738. Y___N___ FRAME AND COMPONENT PAINT The frame, engine cover, fenders, exhaust and air intake systems shall be painted with Sherwin-Williams "Genesis" Gloss Black, #GC-1738. Y___N___ CHASSIS PAINT The chassis frame assembly and drive train shall be painted with Sherwin-Williams "Genesis" Gloss Black, #GC-1738. Y___N___ ELA 21-10 REFUSE CHASSIS Page 43 PAINT FRONT WHEELS The front wheels shall be painted the manufacturers’ standard Gray. Y___N___ PAINT REAR WHEELS The rear wheels shall be painted the manufacturers’ standard Gray. Y___N___ OPERATOR'S SERVICE & PARTS MANUALS and INSPECTION OF VEHICLE One (1) set of Operator's and Parts and Service manuals shall be provided. An "as built" chassis line set ticket shall also be provided, included with the chassis parts manual, identifying the Bill of Material (BOM) groups as the chassis was built. Each manual shall be indexed, bound separately in three (3) ring binders, marked and shipped separately via a registered carrier from the chassis manufacturing facility to the purchasing dealer or OEM (Buyer) as indicated on the chassis order unless otherwise specified.
