SUMMARY
The Finance Director performs professional and administrative work of substantial difficulty in
planning, organizing and directing the activities of the Finance Department including, but not limited to,
developing and administering policies and procedures, preparing and presenting budgets, forecasting and
monitoring revenues and expenditures, evaluating programs, managing audit and investment activities,
coordinating activities with internal departments and outside agencies and officials, and providing
financial reports to management and elected officials. Other duties include analyzing special projects
and providing technical advice.

MINIMUM QUALIFICATIONS
Seven (7) to nine (9) years progressively responsible professional experience in finance and Bachelors
degree in finance, accounting, economics or a related field.

DESIRABLE QUALIFICATIONS
Masters Degree in finance, accounting, economics or related field and municipal finance experience is
highly desirable.

           Code
1          SDevelops and presents the annual budget by reviewing requests, forecasting revenues and
            expenditures, facilitating workshops and budget hearings, and presenting final recommendations
            to management and elected officials.
2     S     Develops, implements and evaluates department programs and activities by establishing
            priorities, determining rates, fees and charges, evaluating existing services and recommending
            new programs.
3     S     Oversees preparation of departmental reports by researching and collecting data, analyzing data,
            recommending modifications and reviewing staff reports and schedules.
4     S     Manages department services by overseeing all financial reporting, updating policies and
            procedures, establishing and implementing department goals, directing staff functions, directing
            and implementing financial data processing and reporting, and monitoring budgeted expenditures.
5     S     Responds to citizen inquiries and complaints by investigating questions and concerns, analyzing
            issues and taking appropriate action.
6     S     Coordinates activities with other departments by providing financial assistance; directing,
            overseeing, and participating in all financial activities, representing the city to outside agencies
            and rating agencies; issuing debt, and completing special financial analyses and reports for
            management and elected officials.
JOB REQUIREMENTS:

    -Description of Minimum Job Requirements-
    Formal Education         Work requires broad knowledge in a general professional or technical field. Knowledge
                             is normally acquired through four years of college resulting in a Bachelor's degree or
                             equivalent. Master’s degree preferred.
    Experience               Over seven years up to and including nine years.
    Supervision              Work requires managing and monitoring work performance of a department including
                             evaluation program/work objectives and effectiveness, establishing broad organizational
                             goals and realigning work and staffing assignments for the department.
