As of November 3, 2009, 5:00 p.m. MEMORANDUM Senator Obama began assembling a Transition Team to a new Administration weeks before he was elected on November 4th. The initial Transition staff has already been assembled and more personnel are being added each day. The Transition Team is divided into two areas: Personnel and Policy. The Personnel division will be tasked with finding, vetting and hiring Cabinet Secretaries, sub-Cabinet appointees and other Obama Administration staff. The Policy division will consist of policy experts from across the country, who will advise President-Elect Obama during the transition period and develop policies to be implemented following Obama's Inauguration. We understand that the transition effort has been organized into roughly a dozen teams. The ethics code governing the process prohibits staff from working on subjects that could be deemed a financial conflict of interests, either to that member or that member’s family. Obama Transition Project Code of Ethical Conduct
As a condition of being permitted to serve as a member of the Obama Transition Project, I agree to abide by the following requirements: 1. I will disqualify myself from involvement in any particular Obama Transition Project matter which to my knowledge may directly conflict with a financial interest of an immediate family member, partner, client, or other individual or organization with which I have had a business relationship within the past 12 months. Should there be no such direct conflict, but the potential for the appearance of a conflict, I will address this issue for resolution to the Project Executive Director. 2. I will disqualify myself from involvement in any particular transition matter if I have engaged in regulated lobbying activities with respect to such matter, as defined by the Lobbying Disclosure Act, within the previous 12 months. 3. I will not solicit or accept any money or things of value in exchange for a promise to support or use influence on behalf of any person who is a candidate for any appointive office or place in the United States Government. 4. I understand that in my Obama Transition Project-related activities, unless given specific authorization, I am not permitted to make any representations on behalf of Senator Obama or the Democratic nominee for Vice President, their designees, or any official of the Obama Transition Project, and in all my service to the Transition, I will identify myself only as acting on behalf of the Transition Project on transition-related matters. 5. As of November 3, 2009, 5:00 p.m. Additional Ethics Rules Washington, DC: During a briefing at the Presidential Transition Team headquarters, Obama Transition Co-Chair John Podesta announced the strictest, and most far reaching ethics rules of any transition team in history. The rules are: Federal Lobbyists cannot contribute financially to the transition. Federal lobbyists are prohibited from any lobbying during their work with the transition. If someone has lobbied in the last 12 months, they are prohibited from working in the fields of policy on which they lobbied. If someone becomes a lobbyist after working on the Transition, they are prohibited from lobbying the Administration for 12 months on matters on which they worked. A gift ban that is aggressive in reducing the influence of special interests.
