Fixed rate, term loans are available to new business start-ups and expansions in rural areas for a wide variety of purposes. Priority is given to projects intended to create “family-wage” jobs. The program is capitalized with funds from the U.S. Department of Agriculture/Rural Development, Department of Commerce/Economic Development Administration, and Washington State Department of Community, Trade and Economic Development. Applicants must have a business plan and other documentation; loan must be secured. The Lending Network cannot fund projects for businesses engaged in agricultural production, recreation, convention and tourist centers, motels or hotels. Businesses must have at least 51 percent U.S. ownership. Eligibility: Businesses in start-up, expansion, or retention stages; other public or not-for-profit organizations Maximum: $150,000 Minimum: $20,000 Equity: 10% to 25% Jobs: Job-creation projects are given priority. Approximately one job per $25,000. The fund provides loans to businesses in population centers of 25,000 people or less located in its trade area. Other counties may also be eligible. Funds can be used for a variety of purposes, including the purchase of fixed assets and equipment, working capital and inventory. Interest rate will be

fixed or variable. Fees will be 1% percent to 3% origination fee plus $1,500 legal fees and closing costs. Term of the loan will be 1 to 20 years, depending on the financed assets. Eligibility: Private businesses in rural areas, including existing businesses and start-ups Maximum: $250,000 Minimum: $10,000 Equity: 10 to 25% Jobs: Must retain current jobs. New job creation is highly desired. We help small and mid-sized businesses grow and succeed by facilitating the premier tool for business financing—the SBA 504 Loan. Expanding while retaining sufficient working capital is a challenge for many small businesses. The U.S. Small Business Administration established the 504 loan to help businesses easily purchase equipment and commercial real estate, and keep more cash on hand. As a Certified Development Company (CDC), Evergreen partners with lenders to provide up to 90% financing for the purchase of owner-occupied commercial real estate and equipment in Washington, Oregon, Alaska and the Idaho Panhandle. Eligibility: For-profit enterprises, including existing businesses and start-ups; must occupy 51% of an existing building or 60% of a newly constructed building Maximum: While financing can be obtained for purchase of any size, the maximum loan size from Evergreen is $1.5 million to $4 million depending on eligibility. Lenders make up the balance with loans of unlimited size Minimum: $25,000 Equity: 10% to 20% of the total project cost depending on nature of the building and the age of the business ownership Jobs: Project must meet at least one goal around job creation, public policy goal or community development Trade Area: Clark, Cowlitz, Lewis, Pacific, Skamania, and Wahkiakum Counties
