The Proponent may withdraw its proposal after the proposal’s submission, provided that written notice of the withdrawal is received by the procuring UNIFEM entity prior to the deadline prescribed for submission of proposals, unless as a result of negotiations commenced by UNIFEM Arab States. 3. No proposals may be amended subsequent to the deadline for submission of proposals. 4. UNIFEM may ask the Proponent for clarification of its proposal and the response shall be in writing and no change in the price or substance of the proposal shall be sought offered or permitted. 5. UNIFEM Arab States has the right to cancel this Request at any time and to reissue it for any reason whatsoever without incurring any liability and no proponent will have any claim against UNIFEM Arab States as a consequence. 6. Any amendments made by UNIFEM Arab States to the Request for Proposals will be issued in writing and sent to all that have received the documents. 7. Proposals’ budget should not exceed $US 5,000.8. Any proposal not accompanied with filled registration form and copy of valid proof registration will not be considered. 9. A committee will review each proposal and UNIFEM reserve the exclusive right to determine the qualitative aspects of all proposals relative to the evaluation criteria in the -3- Request for Proposal reserves order to choose the proponent. 10. UNIFEM will sign a contract for management with the selected NGOs. The contract will contain the relevant provisions of this Call for proposal and the selected proposal, as well as other terms mutually agreed upon, whether arising from the proposal or as a result of any negotiations. 11. The selected NGOs will assure that all work coincides with UNIFEM rules and regulations which will be provided to the proponent once agreed upon. 12. UNIFEM Arab States shall effect the payments to the selected NGOs after UNIFEM acceptance of the invoice submitted by the selected NGOs and upon achievement of the corresponding milestones, and according to services charges indicated in the proposals. 13. UNIFEM Arab States is not liable for any costs of preparation or presentation of proposals. 14. Two organizations may submit a single proposal jointly. UNIFEM strongly encourages partnerships between Iraqi organizations. In this case, the two organizations should specify clearly every one’s responsibilities and budget. However, no organization may participate in more than one proposal at a time. -4- Request for Proposal 2. Content of Proposal: Proposal Documents shall comprise the following items: A) Technical Proposal. B) Budget. C) Organizational Profile of the proponent. D) References for previous experiences in providing implementing similar projects as stipulated in the call for proposal. E) Valid Proof of registration. Technical Proposal: 1. Proposals should preferably be prepared in English language. If this is not possible, proposals will also be accepted in Arabic. 2. the technical proposal should be submitted together with the following annexes:  Proposed Team Structure: the composition of the team proposed to carry out the project and the tasks (including supervisory)  Proposed Project Team Members: the names and Curriculum Vitae of the senior members of the project team. Budget Component: 1. The budget must be expressed in US Dollars. 2. The budget must cover all activities planned in the technical proposal, and can include the following items: A) Personnel cost (fees) B) Main Activity costs C) Project support costs: communications, and stationary. D) Other costs indicate nature and budget breakdown. E) Administrative costs. (Max. 6%). F) Security.(Max.2%) -5- Request for Proposal 3. Background The 16 Days of Activism against Gender Violence is an international campaign originating from the first Women's Global Leadership Institute sponsored by the Center for Women's Global Leadership in 1991. The dates, November 25, International Day against Violence against Women and December 10, International Human Rights Day has been chosen in order to symbolically link violence against women and human rights ,and to emphasize that such violence is a violation of human rights. This 16-day period also highlights other significant dates including December 1, which is World AIDS Day, and December 6, which marks the Anniversary of the Montreal Massacre. The 16 Days Campaign has been used as an organizing strategy by individuals and groups around the world to call for the elimination of all forms of violence against women. 4. Objectives and Expected outputs: According to the national report on the status of human development ( UNDP, 2008)Iraqi women are subjected to direct and indirect threats to life, dignity ,social relations and their status in the family or local community. UNIFEM through it is ongoing programme in Iraq and especially ACT to end violence against women project recognized the importance of joining other rights organizations worldwide on this important campaign to bring greater attention to violence against women in Iraq and to support local NGO’s interventions in combating violence against women by:  raising awareness about gender-based violence as a human rights issue at the local, national and regional levels strengthening local work around violence against women establishing a clear link between local NGO’s ,Iraqi government and Parliament to end violence against women creating tools to pressure governments to support the elimination all kinds of violence against women    In order to achieve the campaign’s objectives, UNIFEM will provide funds to local NGO’s from different parts of Iraq to plan and implement activities for this special occasion .The activities should mainly focus on implementing advocacy and media campaigns on VAW ,organize workshops and seminars to address VAW, produce different materials such as ;posters, pins and leaflets and disseminate them. Therefore, UNIFEM Iraq office is calling for proposals from different qualified proponents under the terms identified in this proposal. -6- Request for Proposal 5. Selected NGO’s Responsibilities: Under the supervision of Iraq gender Advisor and in direct coordination with UNIFEM Iraq Program Team, the proponent will be responsible for performing the following tasks:     To develop a work plan to ensure that the project is carried out systematically and accurately. To provide a team with the requisite expertise to complete the project. To implement the activities defined in the project proposal within the agreed time frame. To provide a financial report supported by original receipts, and detailed technical report. 6. Proposal Evaluation 6.1 Criteria: The evaluation process will be based on certain aspects. Special attention will be given upon the following criteria:  Longer term impact: Initiatives that can be documented and evaluated as a model, which can be adopted by other organizations.  Number and types of beneficiaries based on the project approach.  Geographical targeted Areas, especially if the target population in rural and disadvantaged areas.  The NGO’s network and cooperation with other local NGOs.  Inclusiveness and transparency.  Well defined, verifiable and achievable outputs.  The NGO’s experience in conducting similar activities. 7.2 UNIFEM will not consider proposals that:  Are submitted by individuals, or by organizations without legal status.  Request funds above the amount specified in section 2 (instructions to proponents).  Include travel outside the area of implementation.  Include not eligible costs such as: o Administrative costs: salaries, utility bills, rent, etc. o Office equipment and stationary such as computers, printers, faxes, telephones, etc. o Participation in conferences and workshops or meetings. -7- Request for Proposal o Purchases of land or property, or for construction or repair of buildings, including shelters. o Costs not necessary related for carrying out the action. o Costs that have actually been incurred by the beneficiaries or their partners before the implementing period for the action. o Debts and provisions for losses or debts. o Interest owned and taxes. o Items already financed in another framework. o Indirect costs that exceed a 6% of the total budget of the proposal (this percentage is the maximum eligible cost) to cover the administrative overheads incurred by the applicant for the implementation of the action.  Are not directly managed by the organization that submits the proposal (the applicant must be charged of the preparations and management of the action, not acting as an intermediary).  Are submitted from organizations that are guilty of grave professional misconduct proven by any means which UNIFEM or any other UN agency can justify.  Fall outside the scope of this initiative. → once selected, UNIFEM will sign a contract, and will provide the proponent with all UNIFEM’s guidelines, rules and regulations.
