Hello! My name is Kathy Gordon and I am the new 4-H Extension Educator for Carroll County! I hail from “across the line” in Frederick County. I was born and raised on a beef, hog and grain farm which is currently in production by my brothers. It seems I have been involved with 4-H my whole life, first as a 4-Her and then as a Volunteer Leader, at the local, county and state levels. I feel that 4-H is a valuable program, giving both youth and adults many opportunities to grow and learn. The ever increasing number of projects and diversity of programs is wonderful! I am very excited to be here and to help Carroll County’s 4-H program grow and become stronger! I am looking forward to working with Jen, Leeann, Mary Ellen, all the tireless Volunteers, and especially the talented Carroll County 4-H Youth. My door is always open, please stop in and say “hello” when you have a chance. LEADERSHIP AND COMMUNITY SERVICE NEWS
CARROLL COUNTY TEEN COUNCIL Are you looking to have fun, help others, and try new challenges in a club with teens your age? Then come to the next Carroll County 4-H Teen Council meeting on Sunday, September 17 at 4 pm in the Carroll County Extension Office. Please note the meeting day change. We welcome all teens ages 13-18, and we hope to see you at our next meeting. CITIZENSHIP LOCK-IN The Annual Citizenship Lock In, sponsored by the 4-H Teen Council, will be held on October 27th& 28th at the Carroll County Extension Office. There will be food, fun, workshops and speakers for youth ages 8-18. A flyer is attached in this issue of The Tribune. Mark your calendars now, and look for registration forms in the October Tribune! THANKS FOR THE BOOKS!!! Thanks to all of those who donated books to support the Youth Literacy Program that will be part of the new Life Skills Center. Your generous outpouring of books has been amazing and is greatly appreciated. At this point, we are no longer looking to add to our book collection until we can sort, shelve, and assess the current stock of books that we have. Future issues of The Tribune will keep you posted about the programs available in the Life Skills Center. COMMUNITY SERVICE Citizenship and community service are an important part of the 4-H program. We pledge our “hands to larger service” and we hope that you continue to participate in community service projects to make the pledge a reality. There are many community service opportunities available throughout the year on the local, state, and national levels and if you and/or your club are looking for a project, you can find out more information by searching the internet, reading the newspaper, or call the Extension Office and we can provide you with some ideas. Just as a reminder, if you are participating in service projects, please report your activities to the Extension Office. We would love to know about the great community service everyone is doing! Please contact the Extension Office if you are in need of additional evaluation forms. COMMUNITY SERVICE WRITE-UPS If your club has participated in a community service project, we invite you to submit a short report to be included in The Tribune. It is important to recognize the good deeds done by others and we hope that club leaders, reporters, or secretaries take the time to provide us with a write-up. COMMUNITY SERVICE NEWS Carrollton The Carrollton 4-H Club is collecting new school supplies including: blunt scissors, thirty cm rulers, pencil sharpeners, new pencils with erasers, large erasers, boxes of twenty-four crayons, 8 1/2 x 11 in. notebooks with 150-200 sheets of lined paper and colored construction paper. These supplies will be sent through Church World Service to anywhere in the world where there is a disaster, locally or internationally. Please drop off donations at the Extension Office. Finksburg Funnies Our club, the Finksburg Funnies, has used the Gamber Fire Station for our 4H meetings for many years. As a token of our gratitude for allowing us to use the Fire House, we have done community service to thank them. Recently, we have volunteered to pick up trash where the Gamber Fire Carnival takes place. The members picked days to volunteer and we picked up the trash. The Finksburg Funnies Club also did this project the previous year. ~Finksburg Funnies Secretary, Leah Collins

TRP NEWS If you are a 4-Her, 13 years or older, and you enjoy working with fabulous people and big furry animals, then you'd make a great 4-H Therapeutic Riding Program volunteer! A training class for all new volunteers will be held the week of Sept 5 at the TRP arena. Dress for the weather, whatever it may be by then, and come on out to learn the ropes. Volunteers are needed to support the riders and to lead the horses. Please call Peggie at 410-876-1760 to register. You can also email her at peggier@att.net. Your time spent working with this program can count towards your service learning hours for school. It is great exercise, with great people, and big furry warm horses! What could be better? Call to register, bring a friend, bring your folks! We have volunteers from 13 thru 81. Come join the fun! HORSEMEN’S PARTY The 20th Annual Maryland Horsemen's Party will be held on October 8, 2006 from 2 to 6 pm at Boulevard and Beyond in Westminster, MD. This year's Bull Roast will feature great food, live entertainment, children's activities and a silent auction. Recipients of the Maryland 4-H Foundation's Youth Development Award and Maryland 4-H Horse Program Volunteer of the Year Award will be recognized. Tickets are available for $30 per person ($20 for youth 12 and under) with proceeds benefiting the Sallie Robertson Memorial 4-H Endowment Fund. For more information please contact the Extension Office at 410-386-2760 or Sherry Wade at 410- 5496425. 2ND ANNUAL MARYLAND HORSE CONFERENCE University of Maryland will be holding the 2nd Annual Maryland Horse Conference on Saturday, November 18, 2006. The event will be held from 8:00am to 3:30pm at Anne Arundel Community College, Arnold, MD Campus. Throughout the day various seminars on equine related topics will be presented by leading experts in the equine field. The seminar topics will include: New and Innovative Fencing and Facility Options, Weed Control, Small Acreage Management, Identifying Toxic Plants, Making Money in the Horse Industry, Equine Insurance, Farm Security, Disaster Preparedness, Equine Obesity, Managing Pasture and Hay to Reduce the Risk of Laminitis, Supplements, and Advanced Health Care. The registration cost is $30 for adults and $20 for youth if you register by November 4, 2006. All attendees will receive a conference proceedings, morning refreshments, and lunch. JUNIOR DAIRY MANAGEMENT CONTEST The All American Dairy Show will once again be including the Junior Dairy Management Contest on Tuesday, September 19, 2006. The contest is open to individuals or teams of up to 4 members. There will be 7 classes - Dairy Cattle Selection, Linear Trait Analysis, Diseases and Biosecurity, Meats ID and Quality Assurance of Dairy Beef, Feed Management and ID, Lactation and Mastitis, and Dairy Farm Business Management. Training kits are available for teams to use for practice. If you think you have a team interested in entering this contest, please contact the Extension Office so we can get you registered! Entries are due to us by Sept. 5, 2006. STATE DRESSAGE SHOW The State Dressage Show has been canceled. More information will be sent to those who registered for this event but please take note of the change.

Entry must be postmarked by September 18, 2006. For more information, see the flyer attached to this issue of The Tribune. CARROLL COUNTY FASHION FUN FEST SHOW Thanks to everyone that participated or contributed to the success of the non-competitive Fashion Fun Fest Show on July 15. Participants will receive photos and an evaluation in the mail shortly. All comments are welcome to help improve next year’s program. And if you missed being a part of this year’s show, watch next year’s February/March/April Tribunes for information on how you can participate!

FUNDRAISING UPDATE The FUNraising Committee will continue to meet on a regular basis during the 2006-2007 year to evaluate our progress and plan new events. Our next meeting will be Monday, September 11 at 7:00 pm at the Extension Office. We invite ANYONE who is interested to join us at our next meeting. You may come for one meeting to share ideas, or join us as a member of the committee. Our meetings are fairly brief and a lot of fun – so please consider joining us! We will be continuing to hold Fundraiser Nights at Pizza Hut locations throughout Carroll County. The next will be held on Monday, September 18, 2006 at the Finksburg Pizza Hut. A flyer with the coupon for that event will be available online and is in this month’s issue of The Tribune. Additional dates have been set for Monday, November 13, 2006 at the Eldersburg Pizza Hut Bistro. All Pizza Hut events run from 5 – 9 pm. Future issues of The Tribune will have the coupons for that specific event. Eat in, carry out, or call for delivery (if available) – present the cashier with a 4-H coupon and 20% of your bill will go to the 4-H program. Tell your family and friends and make sure they get a copy of the coupon! Hope to see you there!!! WALK…OR RUN…BUT SAVE THE DATE!!! OCTOBER 28, 2006 - Save this date! The Carroll County 4-H FUNraising Committee will be holding a 4-H 5K Clover Run. There will be a 5K race for our true running enthusiasts and a 1 mile Fun Run/Walk for those who just want to help support the 4-H program. Free t-shirts, gifts, prizes and fun will be available to all runners & walkers as well as an opportunity to help raise money for the 4-H program without having to sell anything. A registration form is attached to this issue of The Tribune and will be available online and in the office as well. If you would like additional copies to distribute, stop by the Extension Office and we can provide them to you. If you own or know of a business that would like to serve as a sponsor for the 5K, contact Leeann at 410-386-2760. LEADERSHIP COUNCIL MEETING There will be a Leadership Council Meeting Thursday, October 17, 2006 at 7pm in the Extension Office. You DO NOT need to be a 4-H club leader. Any MCE Volunteer is welcome to attend any of the Leadership Council meetings. This is your opportunity to have input and be proactive in the development of the Carroll County 4-H Youth Development Program.
If you have registered to participate in State Mini Fashion Revue and/or Mannequin Modeling, the Carroll County delegation is scheduled for Sunday, August 27, 2006 at 2:30 p.m. If the outfit you plan to wear for this event is being entered for judging, please be sure to let the clerk(s) know you will need the outfit for Mini Fashion Revue. Please have a copy of your narration to the Extension Office by Wednesday, August 23. If your narration is on file, please call and let Cheryl Hill know which narration you will be using. IMPORTANT INFORMATION FOR CLUB LEADERS At the Extension Office there may be items that can be picked up for your club. Several clubs have not picked up anything since the Achievement Program. Many items are too large or bulky to mail and are here awaiting pick-up. There is a box for club leaders to check to see if they have “mail”…stop by and take a look to see if anything belongs to your club! Club reports, Affirmative Action reports, and any other supplemental materials for your club need to be submitted in the early Fall. If you have any questions regarding this paperwork, feel free to call the Extension Office at 410-386-2760. There will be a Leadership Council Meeting Thursday, October 17, 2006 at 7pm in the Extension Office. In addition to being a Leadership Council Meeting, this will serve as the Organizational Leaders Meeting for the year. At that time you will pick up your yearly packet of information. There are several important updates so please be sure to attend. Mark the date in your calendar now!!!
FAIR UPDATES
LEFT BEHIND/LOST AND FOUND There were many exhibits left behind after the County Fair. Exhibits must be claimed by September 30th. Items not claimed after that date will be discarded. Additionally, there are many items that have been left behind after the summer 4-H season. These items will also be discarded after September 30th. We have some special awards for the exhibitors in the Single Tree classes in the photography department. Please come by the office to pick up this award. FAIR PHOTOS We anticipate the Fair Photos being delivered to the office very shortly. Please be sure to call the Extension Office at 410-386-2760 before you stop by to make sure that the proofs are here. Thanks A Million!!! The 4-H Office would like to thank all, 4-Her’s, clovers, volunteers, parents, aunts, uncles, brothers, sisters. . . anyone who helped make the 2006 Carroll County 4-H/FFA Fair a success! The extremely hot weather could have put a damper on the whole week, but everyone pulled through and it was one of the best ever!! Also, thanks to all those who served as superintendents, judges, helpers, and runners! The Fair could not have happened without any of you!! Our sincere appreciation to everyone! A BIG THANK YOU to all who helped with set up and clean up in the Red Buildings for the fair. Thanks to all of you, we had the buildings back to their original state by 1pm on Sat Aug 5. ~ Sandra Stonesifer I would like to thank all the parents, 4-Her's, volunteers and the Poultry Committee who helped set up the poultry barn this year, and clean it up after the fair. I feel we had a very successful show and this would not be possible if we did not have everyone's help and cooperation. NATIONAL 4-H WEEK – OCTOBER 1 – 7, 2006 The Promotional Display Contest will be held during National 4-H Week, October 1-7, 2006. Attached is the information sheet from the premium book. Promotional materials are available for FREE from www.4husa.org if you are interested in supplemental materials for National 4-H Week. They are comparable to the flyer attached in this months Tribune. These are valuable tools that can help you promote your club and/or project area.

FOOD PERMITS LAW IMPOSED OCTOBER 1, 2005 On October 1, 2005, new state legislation was enacted requiring a one-day permit for events open to the public where food items are served. A separate permit is required for each station or table where edibles are dispensed, even pre-wrapped candy items. There is no cost if the group is non-profit and the people dispensing the food are members of the nonprofit group. Food items, including beverages and ice, must be obtained from approved sources. Home preparation and/or storage of food is not allowed. No food can be stored on the ground. If you would like more information on how this law pertains to your club’s activities and fundraisers, or how to obtain these permits, call the Extension Office at 410-386-2760.

IMPORTANT RECORD BOOK CHANGES!!!!
The State 4-H office has made some changes to the Awards and Recognition process that necessitate changes in deadlines that we have in Carroll County. In an attempt to simplify and make things a little more clear, all 4-Hers will turn in record books appropriate for the age division they have just completed. Please tell them to go by their 2006 4-H age. This way they will be completing books appropriate for the work they have just finished. 4-H members who will be 4-H age 14 as of Jan 1, 2007 may choose between doing a junior book or a senior portfolio. Those submitting a senior portfolio will be eligible for consideration for a state trip interview. Please be aware of the different deadlines for each type of book.
The Senior Portfolio essay question for this year is “How has 4-H improved your quality of life?”
Any Seniors (age 14 as of Jan. 1, 2006) wishing to be considered for the awarded trip to National 4-H Conference (held at the National 4-H Council Conference Center in Chevy Chase) will need to turn their portfolios in to the Extension office by October 2, 2006. They will need to include the resume and essay portions, and may leave out the record sheets for 2006 projects to be turned in December 1, 2006 if they wish. All other senior portfolios will be due January 2, 2007. Those wishing to be considered for the other state awarded trips will need to fill out a form (found on the website or available in our office) declaring their interest. 4-H’ers who have submitted books for Conference and not been selected, are eligible for consideration for all other trips. We strongly suggest you read through the trip descriptions and check the average age of attendees before making your decision. The county will be able to select a total of 10 individuals (including Conference applicants) to interview for the available slots. At this time 4-H’ers may only go on one trip per calendar year, and may only be awarded 2 of these trips in their 4-H career. Project record sheets for ALL 4-H’ers will be due December 1, 2006. We will make every effort to return them to you to put into your record books before submission. Junior record books and Clover Memory Books will be due February 2, 2007. Remember to have 4H’ers do the record book appropriate for the year in 4-H that they have just completed.

Maryland 4-H Awards and Recognition Program Out of State Trip Descriptions
National 4-H Conference http://4hconf.4-h.org/ 9 youth plus 1 from Military 4-H will be selected. First priority will be to include 3 youth form each of the program regions. At National 4-H Conference, teen delegates take the lead by serving on consulting groups to make recommendations for future directions of the 4-H program. Preparing for and meeting with your state representatives and senators on Capitol Hill is a main highlight. This is a very focused working conference for teens. Trip takes place in late March or early April at the National 4-H Center in Chevy Chase, MD. (March 24-29, 2007) Available to youth 14-18 years old. National 4-H Congress www.national4-hcongress.com 24 delegates will be selected from MD counties or Baltimore City and 6 at large delegates from state level programs. Calling itself the “flagship event” of the 4-H program, National Congress combines plenary sessions, seminars, discussion groups, and a service learning experience. The nation's most outstanding community leaders, speakers, and educators present the most current and timely information available. Trip takes place in late November, beginning the Friday after Thanksgiving, and is held in Atlanta, GA. Available to youth 14-18 years old. Camp Miniwanca www.ayf.com 2 youth receive funding to attend this American Youth Foundation leadership development camp that offers a week long program aimed at developing character, leadership skills, personal and group effectiveness, and nurturing balance within your life. Trip takes place the first week in August in Shelby, MI. Available to youth 14-18 years old. West Virginia Older Member Conference 2 youth will be selected. Conference mission is to develop leadership among older 4-H members by giving them an opportunity to participate in discussion of timely issues and problems and teach new skills to be used in their clubs and communities. Encouraged commitment to serve as at-large delegate to MD 4-H Teen Council for a year following the trip. Trip takes place in June at Jackson’s Mill, WVA. For members 14-21 years old. Average age of participant is 17. Virginia 4-H Congress www.ext.vt.edu/resources/4h/congress 2 youth will be selected. Mission is to provide competitive and non-competitive experiences for teens, helping them to develop life skills and leadership abilities to become contributing citizens in their communities. Encouraged commitment to serve as an at-large delegate to MD 4-H Teen Council for a year following the trip. Trip takes place in June and is held on campus at Virginia Tech, Blacksburg, VA. (June 18-21, 2007) Available to youth 14-18 years old.

The first annual 4-H 5K Clover Run/Fun Run is being held on Saturday, October 28, 2006. The 5K Race starts at 9:00 a.m. with a 1 mile Fun Run/Walk beginning at 9:45. All proceeds will go towards the Carroll County 4-H Program. All registrations post-marked by October 1, 2006 will be guaranteed a race day t-shirt, race number, other give a ways, and post-race refreshments. Door prizes and awards will be given out following each race. Awards will be given to the top 3 males and the top 3 females as well as overall awards. REGISTRATION INFORMATION: Complete the attached registration form and mail it to Carroll County Extension Office, 4-H 5K Clover Run, 700 Agriculture Center, Westminster, Maryland 21157. Pre-race registration is $20.00 for the 5K and $10.00 for Fun-Run participates, all fees are non-refundable.
