Office of International Services 310 -25th Street, Student Life Center Nashville, TN 37240 Ph: 615-343-7467 Fax: 615-343-7757 TO: ALL VANDERBILT INTERNATIONAL EMPLOYEES RE: DEPARTMENT OF MOTOR VEHICLE APPLICATION GUIDELINES _________________________________________________________________________________ The Office of International Services has been working with the Department of Motor Vehicles here in Tennessee to get a better understanding of the licensing requirements for VU’s international employees. We are often asked what types of documents are needed in order to apply for a new license or renew a current driver’s license in Tennessee. The following documents are required for International Employees at Vanderbilt to obtain a driver’s license in Tennessee: PROOF OF LEGAL PRESENCE IN THE U.S. o Examples: Conditional Resident Alien Card (I-551); Employment Authorization Document (EAD); Valid foreign passport with visa, valid I-94 card and valid I-797 approval notice (NOTE: for pending extensions, also need original USCIS receipt notice) PRIMARY PROOF OF IDENTIFICATION (see table 1 for examples) SECONDARY PROOF OF IDENTIFICATION (see table 2 for examples) PROOF OF ANY NAME CHANGES IF DIFFERENT THAN PRIMARY ID o Examples: Certified Marriage Certificate, Divorce Decree, Certified Court Order TWO PROOFS OF TENNESSEE RESIDENCY WITH YOUR NAME AND RESIDENT ADDRESS – NO P.O. BOXES (see table 3 for examples) SOCIAL SECURITY NUMBER o Examples: Social Security Card; Pay stub with SS# AND Name, IRS forms, etc. PLEASE NOTE THAT ALL DOCUMENTS MUST BE ORIGINALS OR CERTIFIED COPIES. NO FAXES OR PHOTOCOPIES WILL BE ACCEPTED. Below you will find the three tables that have been referenced above. Table 1 lists the Primary Identification documents. The DMV requires two items to prove identity when applying for a license. If it is your first time applying for a license in Tennessee you will need to bring with you at least one item from the Primary Identification list. New residents to Tennessee will also surrender their licenses from their former state. The second item may be from the Primary or Secondary identification list. If you are applying for a duplicate license or a renewal you just need to provide two items from either the primary list or the secondary list. If you wanted to change your name on your license you will need proof of the name change such as an original certified court order, marriage certificate, divorce decree, etc. Examiners at the DMV office will also need proof of your residency in Tennessee. Any original, new or returning residents who need to obtain a license in Tennessee must show at least two documents from List A or one document from List A and another from List B. Applying for Your License Primary Identification documents Primary identification documents includes original or certified documents with full name and date of birth (see below) Table 1: Document Notes U.S. photo driver license or photo ID card or license -Also includes photo learner permits from another country. Photo document much be -Licenses not issued in English, must be translated issued by state or federal agency and accompanied by a Certificate of Accurate Translation or a valid International Driving Permit Valid Passport -Passport will not be accepted if expired -If passport was not issued in English, it must be translated and accompanied by a Certificate of Accurate Translation USCIS Documentation -Original I-797 approval notice -Original I-94 card -Original visa stamp in passport (if applicable) -Original I-797 receipt notice for extension filings -Original I-551 (green card) Marriage Certificate -The certificate must have the applicant’s full name and date of birth. It also must be the copy that is registered after marriage and not just the license authorizing the union. Legal Change of Name (divorce, etc.). -Document as recorded in court decree with judge’s original signature and/or official court seal Secondary Identification Table 2: Document Notes -Computerized Pay Stubs -Pay stub must include applicant’s full name and it must have social security number on it -Work ID -Prefer work id with photo -Financial Institution Documents -Includes computer printouts of bank statements, savings account statements, loan documents, etc. -Social Security Documents -Social Security Card (must be original), printout, benefits statements, etc. -IRS/state tax form -W2 forms, Property tax receipts, etc. Please note, with the secondary documents, the computer generated payroll check (pay stub) or bank statement must include your Social Security number on them. Proof of Tennessee Residency Table 3: These documents must show the residence for the application along with the applicant’s name (or name of applicant’s guardian, parent of spouse) (see below) Two documents from List A One document from Lisa A Showing residence address used on application and and One Document from List B applicant’s (your) name, or name of applicant’s parent, OR guardian or spouse LIST A LIST B Current utility bill including telephone, electric, Individual Taxpayer Identification number water, gas, cable, etc. Must also include (ITIN) issued by the IRS postmarked envelope bill was mailed in. Initial Original I-94 card issued by USCIS or deposit receipts are not acceptable. Customs and Border Patrol Current bank statement (not checks) Employment Authorization Document (EAD Current rental/mortgage contract fully signed card) issued by USCIS and executed or receipt including deed of sale Original I-551 (green card) issued by for property USCIS Current employer verification including paycheck/pay stub, work ID or badge, etc. Current automobile, life or health insurance policy (no wallet cards) Current driver’s license or ID issued by the State of Tennessee to a parent, legal guardian or spouse of applicant (must also show proof of relationship) Current TN motor vehicle registration Current IRS tax reporting W-2 form Receipt for personal property or real estate taxes paid within the last year How Soon Do I Have To Get A TN License? For any residents new to Tennessee, there are a few things you should keep in mind. Please note that you must obtain a Tennessee driver license no later than thirty days after establishing residency. You will also need to surrender any out of state licenses because Tennessee law does not allow a resident to hold more than one valid license or ID. What Tests Do I Have To Take If I Have A Valid License? If you are a new resident with a valid (not expired) out-of-state driver license then you are only required to pass the vision test. If, however, your out-of-state license expired more than six months ago from the application date then you must complete all of the driving tests. Can I Use My Foreign License or an International Driving Permit? The Department of Motor Vehicles offers international visa holders the option of applying for an International Driving Permit. The International Driving Permit (IDP) is “an official translation of the driver’s home state or country driver license into the nine official languages of the United Nations, including English.” This translated document must be used with a valid driver license issued by the international’s home state or country. The driver license offices in Tennessee do not issue the International Driving Permits.
