conditions that the co-operative housing associations are
dealing through it and its boards of directors to carry out
their work
without neglecting or recklessness in order to carry
out the projects of the co-operative housing in the most
proper way and to serve it's purpose and the layer on
which it is concerned which is the lower income layers
and this helps to solve the housing problem in the
country, which resulted from a deficit accumulated in the
housing sector reached 2.5 million units and is
particularly concentrated in the middle and low layer.
The Law of Urban Planning No. 3 year
1982 and its Implementing regulation.
Taken into consideration in this law the preparation
of general planning of cities and villages projects that
this planning should be general and comprehensive and
achieving the requirement in the long-term and to be
based on the Studies of the environmental, social,
economic and urban circumstances, and taking into
account the military point of view and the requirements
of safety and defense of the State, also takes into

province and the region where it is located , or the
surrounding provinces, and what is determined from the
authorized regional plans or any other conditions
identified by the executive provision.
This law is considered integral to the Law No. 59 of
1979 where it completes determining the conditions of
construction of buildings and new neighborhoods and the
responsibility of its supervisor or issue licenses to
provide a control preventing of the emergence of random
housing or visual pollution in the real estate sector as it
determines the methods of dividing the land to help the
emergence of societies with unique architectural
character and distinctive and non-distorted or random
and all such laws and what follows it are set for
encouraging the establishment of urban communities on
the civilized basis serving the citizens and help to keep
the real estate wealth
