1.0  Introduction 
 
             Planning Commission constituted  a Working Group on the Telecom Sector to make 
recommendations on the various policy matters for the preparation of the Twelfth Five Year 
Plan  for  Telecommunications  Sector  vide  their  O.M.  No.  13040/27/2011‐CIT&I‐WG  (DOT) 
dated 21‐06‐2011 (Annexure‐I). The composition of the committee and terms of reference 
of the working group are as given below:
