*The ACCRA Cost of Living Index measures relative price levels for consumer goods and services in participating urban areas, as compared with the average of 100 for all participating places, metropolitan and nonmetropolitan. The places included in this survey are those where organizations have volunteered to participate. Each participant's index is a percentage of the average for all places. The numbers in parentheses in the column headings indicate component index weights for professional and executive households in the top income quintile. The index cannot be used as a measure of inflation (price change over time). Different quarters cannot be compared, as each quarterly report compares prices at a single point of time, and the number and the mix of participants changes from one quarter to the next quarter. Small index differences do not represent statistically significant differences and may not correctly show which city is more expensive. Taxes are not reflected in this index. Utilities include total home energy costs, electricity, other home energy, and telephone.
