I would like to welcome everyone to the December 11, 2012 meeting of
the Somerset County Board of Chosen Freeholders. This is a regular
meeting and the items to be voted on have been discussed at a prior
work session. Any action taken is for items previously reviewed by the
Freeholder Board.

185.   The Hon. Thomas Kean, New Jersey Senate, acknowledging receipt of comments from
       Freeholder Palmer and Mark Kirby, Agriculture Development Board, on A323.S2074
       which permits events that promote agriculture tourism to be held on preserved land
       under certain circumstances; S589 which revises certain provisions to the farmland
       assessment program; S1921which would prohibit the inhumane confinement of specific
       animals and S928 which revises animal cruelty statutes by increasing levels of criminal
       and civil penalties.

186.   State of New Jersey, Department of Environmental Protection, notice that the North
       Branch Historic District was entered into the New Jersey Register of Historic Places on
       January 13, 2012.

187.   State of New Jersey, Office of Homeland Security and Preparedness, notice of status in
       completing homeland security projects for which the county received a FY 08, 09, 10 or
       11 award.

188.   State of New Jersey, Department of Human Services, notice that the annual nutrition
       monitoring report for Somerset County Office on Aging has been completed and the
       program has been found to be in compliance.

189.   County of Morris, Board of Chosen Freeholders, Resolution 33** urging Somerset
       County to have the flags flown at half-staff over buildings under its jurisdiction in
       honor of all those Americans who served our nation n at Pearl Harbor on December 7,
       1941.

190.   Middlesex County Utilities Authority, transmittal of a copy of the 2013 Preliminary
       Budget and certified resolution approving same; certified copy of the resolution
       establishing the 32013 Schedule of rates and notice of Public hearing for adoption of the
       2013 Budget, Rate Schedule and Charges to be held on November 29, 2012 at 4:00PM

ENGINEERING/PUBLIC WORKS – Patrick Scaglione, Freeholder Liaison

12-730          Authorizing an Agreement between the County of Somerset and the Borough of
                Somerville for the installation of a Traffic Control Signal at the intersection of
                North Bridge Street and Cliff Street, Somerville Borough.

12-731          Approving the Easement Map and designating the easement to be acquired and
                authorizing the acquisition of lands and title searches and payment of same for
                an existing Storm Drainage Facility through Lot 12 In Block 254 on Finderne
                Avenue, Bridgewater Township

12-      Approving plans and authorizing receipt of bids for a set of drawings for:
         -732 Traffic Safety Improvements at New Centre Road (County Route 627) between
              Auten Road & Roycefield Road, Hillsborough Township/

         -733   Intersection Improvements at Easton Avenue (County Route 527) and Foxwood
                Drive, Franklin Township.

12-736          Authorizing Modification to Resolution R12-699 in the amount of $4,263,366.00,
                adopted November 13, 2012, to reduce funds allocated to Pharmaceutical Re-
                Employment National Grant (NEG) for Program Year 12 from the State
                Department of Labor and Workforce Development in the amount of
                $883,307.00, July 1, 2012 to June 30, 2013 reducing contracted amount to
                $3,380,059.00 and authorizing Modification to Resolution R12-599 in the
                amount of $2,799,739.00 adopted October 9, 2012, to increase funds allocated to
                Pharmaceutical Re-Employment National Grant (NEG) for Program Year 11
                from the State Department of Labor and Workforce Development in the
                amount of $883,307.00, July 1, 2011 to June 30, 2012 bringing contracted
                amount to $3,683,046.00, no county matching requirements.
