CHAPTER 2 - ROLES AND
RESPONSIBILITIES

1      PERSONNEL LICENSING SECTION

       The Director, Flight Standards Division (reporting to the Governor and the Deputy
       Governor), directs the activities associated with personnel licensing, flight operations
       and airworthiness within the Division D2. Major organizational changes have been
       made as a result of ICAO audits completed in 2000 and 2002, the JAR-FCL-1 / 2 / 3 and
       EASA Regulations implementation.
       The Head of Personnel Licensing Section (reporting to the Director, Flight Standards)
       manages the personnel licensing activities required for the issue and renewal of Licenses
       and validations. In accordance with P.D. 56/89 (ΦΕΚ 28α) article 20 as amended by
       P.D. 80/96 (ΦΕΚ 62α) article 3, as well as the Minister Decision “SPOA Organization
       regulation ” D14/B/34956/912/30 Sept. 2003 (ΦΕΚ 1393), has been assigned specific
       duties as follows:
                                   o Responsibility for signing of initial Licenses
                                   o Responsibility for:
                                   o Conducting written Examinations


       Detailed description of Personnel Licensing section activities and responsibilities are
       included in Chapter 3 of HCAA – Administration Procedures Manual.

2      INTERNAL DELEGATED AUTHORITIES

       Principles for Delegating Authority

       The Greek Law provides a level of delegation of authority through the various Royal and
       Presidential Decrees and Governor's decisions that have been issued. The authorities that
       are delegated include the authority to issue a License, rating or validation, the authority to
       issue an AOC, AMO or operations specification and the authority to cancel or suspend
       these documents. Further examples of internally delegated authority would be the issue
       of an airshow approval, a ferry flight approval or a foreign overflight approval etc. The
       purpose of the current chapter is to define only those authorities that are (or should be)
       delegated to the Personnel Licensing Section of D2.

       A number of guiding principles must be defined as a framework for the existing
       delegations of authority and to guide any further development of these authorities;

               A. In accordance with the provisions of various Decrees, decisions and directives,
                  authorities have been issued to the Director level. Further delegation for
                  licensing actions has been devolved to the Head of Section level and to
                  Inspectors.

               B. The exercising of authority is dependent upon the level and requirements of a
                  position in the organization as well as the competencies of the incumbent who
                  occupies the position.

               C. While authorities will be delegated to positions, the exercise of the authorities
                  is not automatically granted to the incumbent upon appointment to the position.
                  Rather, there is a direct relationship to training, competencies, judgment and
                  knowledge of the individual. Approval of delegated authorities must be issued
                  by the immediate manager. As a result, authorities may be granted over a
                  period of time as competency is acquired in the job duties. Alternatively, with
                  a fully qualified and trained incumbent, full delegation as defined in the
                  delegation schedule and job description can be assigned upon appointment to
                  the position.

               D. When authorities are delegated to a sub-ordinate position, the supervisory
                  positions always retain that same delegation. By way of example, if the issue
                  of Licenses and permits is delegated to a licensing Inspector then the Head of
                  Section Position, the Director position, the Deputy Governor and Governor
                  also retain that delegated authority. In normal practice, only the position that
                  has been delegated the authority (eg. licensing Inspector in the case of the issue
                  of Licenses) would exercise that authority. The supervisory position would

                  normally exercise the authority for suspension or cancellation of those
                  documents.

              E. All positions which have supervisory responsibilities retain the authority to
                 restrict the exercise of delegated authority(ies) of sub-ordinate staff as
                 determined by the knowledge and experience of those staff members as noted in
                 paragraph C above.

              F. The immediate Manager of any specific staff member is responsible for the
                 ongoing assessment of delegated authority performance. This assessment is
                 normally assisted with the aid of internal audit processes which may also assist
                 with the formal employee performance review process completed by the
                 Manager.

              G. As a part of the delegation program, the employees’ responsibilities and duties
                 are defined in a job description. This job description prescribes the limits of the
                 delegation and all associated tasks. The job description is a generic document
                 that applies to a 'position' such as a Licensing Inspector and provides the overall
                 maximum delegations, authorities and duties assigned to that position. This does
                 not mean that the employees should necessarily perform all the activities
                 described in the job description. As noted previously, the authorities and
                 activities of an individual can be limited by management (until appropriate
                 training is completed) with the use of the format specified in Appendix A. If
                 management does not limit the authorities and activities of an employee in this
                 manner, then it will be understood by the employee that there are no limitations;
                 the employee may exercise all authorities and duties specified in the job
                 description.

              H. In cases where the delegated authorities are exercised during visits to AOC
                holders, Flight Training Organizations, TRTOs or other aviation companies, the
                Inspector must carry a 'Credentials Card' clearly showing the delegated
                authorities.

       Note: The Examiner authorities for Type Rating Examiner (TRE), Instrument Rating
       Examiner (IRE) and Synthetic Flight Examiner (SFE) area issued by the Personnel
       Licensing Section in co-operation with the OPS Inspectors. The Licensing office
       maintains the consolidated schedule of all Examiner authorities within the Personnel
       Licensing Computer System.

       Delegation of Licensing Authorities
       Licensing Inspectors

       In accordance with the attached job descriptions, Licensing Inspectors only of the
       Personnel Licensing Section who have completed the basic training and a minimum of 6
       months OJT may be authorized in writing by the Director to issue Licenses, ratings and
       validations or any combination of authorities to 7, 12 and 13 listed above. A Flight
       Operations Inspector could be authorized to perform those same duties as well as the
       completion of flight tests (9 above). In any case, Licensing Officers and trained support
       staff (secretarial or clerical) are authorized to enter licensing data into the licensing
       computer system.

       Head of Personnel Licensing Section

       The Head of Personnel Licensing Section may be authorized in writing by the Director to
       perform activities 8, 10 and 15. In accordance with the delegation principles, as a
       supervisor, the Head is authorized to perform all the administrative duties relating to
       licensing aspects.

       Director Flight Standards

       The responsibility for the issue of Flight Training and Type Rating Training Organization
       Approvals and RFs Certificates or the cancellation and suspension of these authorities
       should be retained at the Governor level. In accordance with delegation principles, if the
       Director has the authority to issue FTO approvals then the next level higher (i.e. Deputy
       Governor or Governor) should retain the authority to cancel or suspend those approvals.
       The Director should also retain the authority to impose penalties for violations.

3      REQUISITE TRAINING FOR EMPLOYEES
       HOLDING DELEGATION OF AUTHORITY


       The requisite training for employee holding delegation of Authority is
       mentioned in the HCAA - Administration Procedures Manual of the Flight
       Standards Division.

       Training File

       To document the training completed by the employee, an individual Personnel Training
       File has been established for each employee. This file is used as the basis for the
       development of a training plan and also supports the delegation of authority program. A
       training file is opened for an employee at the beginning of his or her employment and is
       retained by a specifically authorized person. Records of training and course completion
       within the job functions as well as records of other training completed outside of the
       Government can be retained on this file. A record of the mandatory courses required for
       delegation is retained on this file as well as a copy of any limitations to delegation that
       have been applied by management.


       Official Credentials / ID card

       The internal delegation process culminates with the issue of Official Credential for all
       staff that are exercising delegated authorities during visits to aviation facilities in Greece.
       The Credential Card will clearly indicate the specific authorities that the holder is allowed
       to exercise. When staff are performing inspections or audits, they must carry their
       credentials card with them. When an employee leaves the employ of the HCAA or
       changes positions within the HCAA, the card must be cancelled or replaced as
       appropriate to the new job functions.

    4      EXTERNAL DELEGATED AUTHORITIES
           External delegations of authority are used by the HCAA for the completion of practical
           tests (flight and competency). External delegations are not utilized for License or rating
           issue within the HCAA licensing system. All Licenses, ratings and approvals are issued
           directly from the offices of the HCAA over the signature of the Governor, Director Flight
           Standards, Head of Personnel Licensing Section.

           The authorizations for practical testing are issued under the Director's signature for the
           assignment of Flight Examiners functions in accordance with the JAR FCL 1 & 2 or
           according to RD 636/72.
           These authorizations are maintained in a database that is accessible to all licensing staff
           for the verification of examiner credentials and validity during the processing of Licenses
           and ratings. Specifications for examiner authorities have been included in the Personnel
           Licensing Access data-base computer system. A report must be prepared to compile the
           following information from that database for monitoring purposes, to include at least the
           following:

           This provides a quick reference document for the personnel licensing staff, that can be
           printed on a regular basis and utilized during the processing of Licenses and ratings. The
           HCAA applies an expiry date to these authorizations, in accordance with JAR FCL 1.425
           and 2.425, an appointment period of 3 years is required. Additionally, note that the list of
           examiners is made available to all Flight Training Organizations in Greece.

5      JOB DESCRIPTIONS – Personnel Licensing Section

       General

       The description of an individuals work (Job Description) should be prepared to follow a
       consistent and logical format. The following criteria have been extracted and simplified
       from an internationally accepted job rating scheme; this format contains an introductory
       page with a General Overview of essential Job duties including an approval sheet. The
       approval sheet must be signed by the employee, the supervisor and the HCAA Managing
       Director. Each job description is described under the following headings:

       The following 5 job descriptions have been prepared in this format for the Head of the
       Personnel Licensing Section, the Personnel Licensing Inspector, the Administrative
       support staff and the Head Medical Officer. The job functions prescribed by these
       descriptions require a formal 'Delegation of Authority' document to be established by
       Senior HCAA management to provide the legal support for the official duties performed
       by employees that are issuing authorisations and approvals. This applies equally well to
       approvals for Commercial Air Operations, Flight Training Organizations as well as
       Personnel Licenses and Validations. This official 'Delegation of Authority' not only
       establishes the legal framework and scope for the exercise of an employees duties but also
       protects the employee by clearly defining duties and the training required to perform
       those duties.

        POSITION 1 – HEAD OF PERSONNEL LICENSING SECTION

       Immediate supervisor: Director, Flight Standards

       General Overview - Duties and Certification

       This position provides Management and Supervisory Services as well as Personnel
       licensing services to applicants for the issue and renewal of Hellenic civil aviation
       Licenses and Validations including the initialization procedure for recommendation of
       penalties for wrongful action as follows:

           Provides for the Management of the Personnel Licensing Section, including the
            Supervision of staff consisting of Licensing Inspectors/Officers and administrative
            staff, by assigning work and implementing staff training programs.

           Provides licensing information to national and international aviation industry
            clients.

           Forwards applications to Licensing Inspectors/Officers or forwards rejection of the
            issue, or renewal, or extension or amendment of all types of aviation personnel
            Licenses to Flight Standards Division Director.

           Recommends to the Director the penalty for violations including recommended
            suspensions or cancellations of personnel licensing documents as required
            following the relevant provisions in RD 636/72, JAR FCL 1, 2 & 3 and Annex III
            of EC2042/03 as applicable.

           Performs a review of License issue and renewal activities completed and prepares
            reports of findings to recommended improvements in the licensing process.

           Ensures the accuracy of licensing records by recording licensing activities and
            decisions.

                                    Work Characteristics

       1. Responsibility

       Activities

       The work requires:

       Managing the Personnel Licensing Section including assigning work and implementing
       staff training programs.

       Maintaining and promulgating up-to date licensing Regulations, Decrees, Standards and
       procedures for all staff.

       Monitoring, developing and submitting to Air Transport International agreement Division
       (D1), the ICAO differences to Annex 1.

       Assessing the performance of the Personnel Licensing Section through the application of
       opportunity audits and reporting results to the Director, Flight Standards Division.

       Co-ordinating all licensing activities in accordance with established procedures for liaison
       with SPOA or other Heads of Sections and Departments responsible for medical
       assessment, written examinations, flight test standards and other Practical Tests required
       for License issue and Validation.

       Explaining administrative work practices and procedures and providing OJT training to
       new staff and other colleagues within the HCAA. These responsibilities are shared with
       or assigned to the Licensing Inspectors.

       Recommending to the Director the appropriate penalties including the suspension or
       cancellation of personnel licensing documents for cases of violation of the Regulations.

       Providing clarification to management, to other Flight Standards staff, to clients (Hellenic
       License and foreign applicants), members of Flight Training Organizations and Flying
       clubs, and to aviation industry personnel with regard to licensing requirements, licensing
       policy decisions, and the application of licensing standards.

       Issuing procedural recommendations to the Director, Flight Standards to effect changes in
       national programs and the associated standards applied to aviation users.

       Providing internal audit results and subsequent recommendations to management to
       ensure consistency in the granting of Hellenic Licenses and validations of foreign
       applicants.

       Preparing and maintaining active applicant files including the electronic files that are
       used by all staff and having temporary custody of records office files to respond to
       information inquiries and to research previous inquiries and applications.

       Having temporary custody of reference material, including manuals, textbooks and
       periodicals from the Flight Standards library for use during project work.

       Operating, maintaining and caring for a personal computer and related software for
       personal use in the manipulation of technical data.

       2. Knowledge

       The work requires:

       Knowledge of the mandate, objectives, priorities, and operation of the Flight Standards
       Division.

       Knowledge of government guidelines regarding employee ethical conduct, professional
       standards and codes of conduct.

       Knowledge of project and time management methods, practices and techniques.

       Knowledge of the rules and regulations and related policies, methods and procedures to
       gather and organize data and collect pertinent application information for the issue of
       pilots Licenses and validations.

       Knowledge of the standards for the issue of Hellenic Licenses and Validations and
       knowledge of the quality control of aviation documentation, including the evaluation of
       applications against standards to detect anomalies and create corrective action plans.

       Knowledge of auditing standards, principles, methods, practices and techniques to
       complete licensing reviews, and to train/instruct other staff members on their use.

       Knowledge of various computer software applications, Word, PowerPoint, electronic
       mail, DOS and Windows File Manager, to prepare correspondence, reports and
       presentations.

       Knowledge of the ongoing projects, staff involved and equipment available within the
       unit, so that tasks can be coordinated effectively.

       3. Skills

       This work requires analytical skills to read and apply personnel licensing regulations,
       standards, decrees, directions and procedures for the assessment of applications for the
       issue of Hellenic personnel Licenses and validations of foreign Licenses.

       This work requires analytical skills to determine if conditions are inappropriate for the
       issue of a personnel License or validations and to prepare either a recommendations for
       special consideration or refusal to issue as required.

       The work requires listening, reading and writing skills to understand the needs of clients
       for the resolution of specific problems and to understand the regulation, decrees, policies
       and procedures of the Licensing Section and to develop workplans, reports, letters,
       memoranda and other special projects.

       The work requires verbal skills when performing day-to-day activities, discussing issues
       with inspectors and staff and presenting briefings and training programs.

       This work requires manual dexterity and eye/hand coordination to operate on a daily basis
       a computer keyboard for inputting and processing data and the preparation of reports and
       letters.

       4. Working Conditions and Effort Required

       The work environment is typical ‘open office concept’ limited to working hours from
       12:00 to 14:00 each working day.

       Effort is required to:

       Maintain sustained attention in the preparation and proofreading of License applications,
       reports and presentations to ensure accuracy of data, contents and recommendations to
       management as required.

       The work requires remaining calm and impartial while providing information to unhappy
       and upset clients (License applicants) who are often questioning decisions regarding
       License restrictions or limitations due to non-compliance with regulations or standards.

       Immediate supervisor: Chief, Personnel Licensing Section

       General Overview - Duties and Certification

       This position provides Personnel licensing services to applicants for the preparation
       of issue and renewal of Hellenic civil aviation Licenses and Validations as follows:

                Provides licensing information to national and international aviation industry
                 clients.

                Reviews application data, prepares and forwards applications for the issue of
                 the Hellenic civil aviation Licenses or proposes rejection of the issue, renewal,
                 extension and amendment of all types of aviation personnel Licenses to the
                 Licensing Inspectors.

                Maintains the accuracy of licensing records and data entered.


                                    Work Characteristics

       1. Responsibility

       Activities

       The work requires:

       Explaining administrative work practices and procedures and providing OJT training to
       new staff and other colleagues within the HCAA. These responsibilities are shared under
       the supervision of the Licensing Inspectors.


       Providing clarification to management, to other Flight Standards staff, to clients (Hellenic
       License and foreign applicants), members of flying clubs, and to aviation industry
       personnel with regard to licensing requirements, licensing policy decisions, and the
       application of licensing standards.

       pilots Licenses and validations.

       Knowledge of the standards for issue of Hellenic Licenses and Validations and
       knowledge of the quality control of aviation documentation, including the evaluation of
       applications against standards to detect anomalies and create corrective action plans.

       Knowledge of various computer software applications, Word, PowerPoint, electronic
       mail, DOS and Windows File Manager, to prepare correspondence, reports and
       presentations.

       Knowledge of the ongoing projects, staff involved and equipment available within the
       unit, so that tasks can be coordinated effectively.

       3. Skills

       This work requires analytical skills to read and apply personnel licensing regulations,
       standards, decrees, directions and procedures for the assessment of applications for the
       issue preparation of Hellenic personnel Licenses and validations of foreign Licenses.

       This work requires analytical skills to determine if conditions are inappropriate for the
       issue of a personnel License or validations and to prepare either a recommendation for
       special consideration or refusal to issue as required to the Licensing Inspectors

       The work requires listening, reading and writing skills to understand the needs of clients
       for the resolution of specific problems and to understand the regulation, decrees, policies
       and procedures of the Licensing Section and to develop workplans, reports, letters,
       memoranda and other special projects.

       The work requires verbal and communication skills when performing day-to-day
       activities, discussing issues with Licensing Inspectors and applicants

       This work requires manual dexterity and eye/hand coordination to operate on a daily basis
       a computer keyboard for inputting and processing data and the preparation of reports and
       letters.

       4. Working Conditions and Effort Required

       The work environment is typical ‘open office concept’ limited to working hours from
       12:00 to 14:00 each working day.


       Effort is required to:

       Maintain sustained attention in the preparation and proofreading of License applications,
       reports and presentations to ensure accuracy of data, contents and recommendations to
       management as required.

       The work requires remaining calm and impartial while providing information to unhappy
       and upset clients (License applicants) who are often questioning decisions regarding
       License restrictions or limitations due to non-compliance with regulations or standards.

       The work requires coping with anxiety and stress resulting from changing project
       priorities and shortened deadlines while faced with concurrent demands from
       management, colleagues, clients, flying clubs and the aviation industry for services and
       advice.


                       POSITION 3 - LICENSING INSPECTORS

       Immediate supervisor: Chief, Personnel Licensing Section

       General Overview - Duties and Certification

       This position provides Personnel licensing services to applicants for the issue and
       renewal of Hellenic civil aviation Licenses and Validations as follows:

                Provides licensing information to national and international aviation industry
                 clients.

                Reviews applications prepared by the Licensing Officers and issues or rejects
                 the issue, renewal, extension and amendment of all types of aviation personnel
                 Licenses.

                Performs a review of License issue and renewal activities prepared on the past
                 (internal audit) and prepares reports of findings to recommended improvements
                 in the licensing process. Also prepares procedures enforcing guidance material
                 for the Licensing Officers as necessary, to assure compliance to current
                 requirements.

                Has the ultimate responsibility in maintaining the accuracy of licensing records


                Provides recommendations for penalties including License suspension for
                 contravention of regulations according to article 11 of RD 636/72.

                                    Work Characteristics

       1. Responsibility

       Activities

       The work requires:

       Explaining administrative work practices and procedures and providing OJT training to
       new staff and other colleagues within the HCAA. These responsibilities are shared with
       the other Personnel Licensing Inspectors and Officers.

       Issuing personnel licensing documents including foreign License validations to
       applicants.

       Providing clarification to management, to other Flight Standards staff, to clients
       (Hellenic License and foreign applicants), members of flying clubs, and to aviation
       industry personnel with regard to licensing requirements, licensing policy decisions, and
       the application of licensing standards.

       Issuing procedural recommendations to the Head of Personnel Licensing Section, who
       use this information to provide further recommendations to the Director, Flight Standards
       to effect changes in national programs and the associated standards applied to aviation
       users.

       Providing internal audit results and subsequent recommendations to management to
       ensure consistency in the granting of Hellenic Licenses and validations to foreign
       applicants.

                     POSITION 5 - CHIEF MEDICAL OFFICER

       Immediate supervisor: Director, Flight Standards

       In accordance with the MOU responsibilities, the Chief Medical Officer Position does not
       report directly to the HCAA. This position provides an important liaison between the
       HCAA and the HAF; duties should be described by mutual agreement between the two
       Directors.

       General Overview - Duties and Certification

       This position provides Medical Services (implementation and monitoring of Medical
       regulations) for the Operation of the Personnel Licensing Section [Pilot’s Licensing
       Scheme (JARs)].

                Maintains the medical standards and applies the JAR-FCL 3 Medical
                 Requirements.
                Participates in International Conferences and JAA medical meetings.
                Maintains and redevelops the MOU with HAF as required and as objectives are
                 attained.
                Prepares training and guidance material for the appointment of Civil Aviation
                 Aeromedical Examiners (AMEs) (jointly with the HAF).
                Appoints and Monitors through EMPIC and by audits Civil Aviation
                 Aeromedical Examiners (AMEs).
                Assesses with specialists medical examinations submitted by Aeromedical
                 Centres (AMCs) and Aeromedical Examiners (AMEs).
                Maintains the accuracy of licensing records (medical) by the storage of
                 licensing activities and decisions within EMPIC application software.
                Organises Flight and Simulator tests for medically bounded cases.

         I am pleased to inform you that you are hereby appointed as an employee of the
         HCAA/Flight Standards Division/ Personnel Licensing Section under the provisions of
         PD.147/05 article 7, par.4 to approve for issuing, amending revoking, suspending etc. of
         PPL/CPL flight crew licences, issue permits and validation certificates, as well as to
         conduct RF and FTO audits and develop Section relevant procedures.

         This authority can be revoked at the discretion of the Director as a result of a change in
         job duties, qualifications held, or for cause relating to unacceptable performance of your
         assigned duties and is subject to your continued employment in this Division.
