The victim has not responded to calls from the UNC Charlotte Police Department, therefore, Police are unable to determine if this incident actually occurred. Information from HR – Gary Stinnett  The January Chancellor’s Memo outlines everything we know regarding budgets and furloughs. o The budget forecast is described as troublesome; however, we are at an advantage. Although we have been asked to give money back, we are also getting new monies from enrollment increase. While we cannot be totally comfortable with our status as a high growth campus, we may expect this to help us mitigate some of the anticipated impacts. o While South Carolina Colleges and Universities may be operating on work furloughs, North Carolina Colleges and Universities are not at this time. South Carolina was able to readily apply this mechanism because they already had the tools and policy in place to do so. North Carolina does not currently have these mechanisms, therefore, NC does not yet have a policy on work furlough nor has it been approved the Office of State Personnel/State Personnel Commission. We should anticipate North Carolina is working to create such a tool for “just in case” future use. o The typical structure for furlough (as demonstrated by schools in South Carolina) is that an allotted amount of days will be taken as leave without pay and spread out from the time of inception until the end of the Fiscal Year. For example: Clemson F/S will take a 5 day furlough which will be spread out for 6 months (January – June). Within reason and in coordination with their management, it appears Clemson F/S has the option of taking their furlough days so as to have minimal impact on employee pay and operations. o The purpose of a furlough is to generate budget savings. Based on what is known today, it is hoped we (UNC Charlotte) will not have the need to impose a furlough this fiscal year. However, we are unable to predict at this time for next fiscal year. o The University’s priorities are to preserve jobs to the extent possible and to assure campus safety and security. With furlough it is anticipated there would be minimal to no impact on medical/retirement. o Gary’s advice is to not be overly alarmed – just be aware, informed and to resist spreading or listening to unfounded rumors. o In addition, there is currently no university-wide official hiring freeze; however, various departments and divisions may decide to operate differently regarding vacant positions. Pet Food Bank – Melissa Knicely  Due to the financial hardships due to the economy, Animal Care & Control, a division of CMPD, has noticed an increase in owner surrender of pets. Some of this is due to the costs associated with caring for a pet, evictions, home foreclosures, and etc. Animal Care & Control is in the early stages of instituting a pet food bank. This food bank would help individuals so the owner will not have to surrender their pet to a shelter, or have the pet put to sleep. CMPD has one of the Top 10 animal shelters with animal control intake in the nation and the largest in North Carolina. There has been a rise in pet intake since 2007. This year alone, 15,000 pets have been surrendered to shelter. o CMPD’s Animal Care & Control also specializes in hosting community outreach programs under their Programs and Special Services Division. This division is currently working with the Second Harvest Food Bank to add the service of a Pet Food Bank. Second Harvest will conduct the screenings to determine how and to whom the food will be distributed. President’s Report– Margo Gross  President, Margo Gross attended and/or participated in the following events since the December Staff Council Meeting: o Facilities Management Holiday luncheon. o Served as a judge for Facilities Management cart decorating contest o Book scholarship committee meeting o Statewide Assembly Chairs teleconference o Brand marketing strategy presentation o 3 Budget Council meetings OLD BUSINESS Committee Reports  Book Scholarship – Lynn Cauble o o The Book Scholarship Program now has an official name. It is to be titled the “UNC Charlotte Staff Council Book Scholarship Program.” All policies and procedures are now in place for the UNC Charlotte Staff Council Book Scholarship Program; however, at this time the procedures are under review by Business Affairs. o It is still undetermined when the program will take effect; however, Staff Council is very hopeful it will be in place for the first summer semester. Wellness Committee – Allison Craven  The Wellness Committee received a letter stating that the University was in line regarding wellness programs. o o  The committee is now working on assembling information that will provide encouragement to wellness in the following support areas: Programming, Policy, and Environmental. The next meeting is scheduled for January 29th. Homecoming – Melody Harris The E & E committee met on Wednesday, January 7th. We agreed upon the following. A proposal was submitted to the Homecoming Committee for approval. Events: Chili cook-off and 49er Spirit Contest Event Date: Tuesday, February 10th Time: 11:30pm – 2:00pm Location: Cone University Center, Lucas Room o Chili Cook-Off (immediately following the Spirit Contest): UNCC Staff are invited to enter homemade chili recipes for judging by the campus community. To incorporate the homecoming theme “Nothing Can be Finer than to be a 49er”, participants must decorate their serving area accordingly. The top 2 recipes will be awarded prizes. 1st place $75 gift card; 2nd place $50 gift card. Tasting will be from 12:00pm – 2:00pm on February 10th in the Cone University Center, Lucas Room. 49er Spirit Contest: This contest replaces the Office Decorating Contest. UNCC Staff are invited to create a 49er cheer or chant for any UNC Charlotte sport. Cheers or chants can be expressed through costume, song, skit, dance, rap, poem, etc. To incorporate the homecoming theme the cheer or chant must include the theme tagline. The competing categories are individual or group. A group consists of 2 or more people. The contest will be judged by 5 appointed judges and by applause of the campus community. Judging and performances will be from 11:30am – 12:00pm on February 10th in the Cone University Center, Lucas Room. (The time may be extended depending on the number of registrations). The top performances from each group will be awarded prizes. 1st place group $75 gift card; 1st place individual $50. It was passed that these events will be the Staff Council Events for Homecoming Week. A motion was made by Ronnie Bell. Motion was seconded by Allison Craven. All were in favor. None opposed. No discussion. o o Statewide Assembly Report – Kelly Eaves Boykin  In response to the event at NC State, the Statewide Assembly is currently researching the Student Code of Conduct as it relates to Hate Crimes. o The Hate Crime Committee will give a recommendation regarding changes to the Student Code of Conduct for the UNC System to President Boyles in March 2009. o There will be an email address available for all Staff Members to respond, giving their personal opinions regarding hate crimes, freedom of speech, and the code of conduct. In addition, a partnership with local community colleges is being considered. At the budget meeting, it was determined that Staff Assembly will find out in February what the budget cuts will be. They were advised that there should be no fear of losing jobs/positions. In the policy meeting, while other schools are considering raising tuition, UNCC has not given this recommendation. Staff Assembly is also looking at current UNC System RIF (reduction in force) Policies as well as the RIF Policies of each of the individual colleges and universities. The next Staff Assembly meeting will be February 5 th via teleconference in Atkins 143.      NEW BUSINESS  Revamping of Current Committees It was voted and passed to accept the changes regarding the restricting of Staff Council Committees. A motion was made by Melody Harris. Motion was seconded by Ronnie Bell. All were in favor. None opposed. No discussion.  Valentine’s Day “Love the Animals” Food Drive Diana Gann made a motion, seconded by Terry Setzer to accept the suggestion made by President Margo that Staff Council sponsored a Valentine’s Day - Love the Animals pet food drive during the week of February 9 th – 13th. Cynthia Stasiewski and Diana Gann agreed to co-chair this event. Information about the event will be posted in Campus News sent via email to all areas. Welcome Letter Change It was determined that to assist in the “Go Green” effort. Staff Council would begin distributing Staff Council Welcome letters to all new hires via email.
