Part One Basic Facts of TEDA 1.1 Basic Facts On Dec. 6th, 1984, Tianjin Economic-Technological Development Area was set up as one of the first batch of China’s national-level development Zones, upon the approval of the State Council of the People’s Republic of China. TEDA is the abbreviation of its English name and Taida is the Chinese transliteration of that name.

Now TEDA has become the best development zone with the largest scale, fastest growth, and the best economic returns as well as a manufacturing center and a high-tech application base in North China. 1.2 Geographic Location Situated at the center of the Circum-Bohai Economic Circle and the East Terminus of the Eurasian Continental Bridge, TEDA serves as the gateway to the two supercities of Beijing and Tianjin, a pivot connecting to the Northeast of China. Adjacent to Tianjin Port, TEDA is 142 km away from Beijing, 180 km away from Beijing Airport, 40 km away from Downtown Tianjin and 38 km away from Tianjin Binhai International Airport. 1.3 Administrative Jurisdiction Covering an area of 40 km², TEDA is divided into the Living& Administrative & Business Estate (11.3 km²), Industrial Estate(26.4 km²) , a university town and a forest park (3.1km²). TEDA also has set up such three subzones as the Yat-sen Scientific and Industrial Park in Wuqing District, the Microelectronics Industrial Park in Xiqing District, and the Chemical Industria Park in Hangu District as well as the West Zone. The Yat-sen Scientific and Industrial Park in Wuqing covers an area of 10 km²and the Microelectronics Industrial Park in Xiqing 2.32 km². The first phase of the Chemical Industrial Park in Hangu covers 8 km², and will be expanded to 20 km² for mid-term and 30 km²for long term. The West

Zone will occupy a total area of 48 km²according to planning. Altogether, the three subzones plus the West Zone cover an area of 80 km². As local economy keep growing, more and more businesses will be set up and TEDA will go on with its expansion. 1.4 Climate TEDA’s climate is that of temperate continental monsoon climate and residents here can enjoy the pleasure brought by the four seasons of spring, autumn, summer and winter. In summer, the temperature is as high as above 25-30 centigrade. In winter, it is usually dry and can be as cold as ‐2 to ‐10 centigrade. When it snows, sometimes traffic

problems occur. It is windy and sometimes a sandstorm strikes this area in spring and in autumn usually it is clear good weather, suitable for outdoor activities. The average temperature throughout the whole year is 12 centigrade, average precipitation 602.9 millimeter, average

evaporation 1909.6 millimeter and average air pressure 1016.4 millibar. Sunshine time is 65%. Usually a southwest wind blows in this area, with the average wind velosity at 4.5M/S. 1.5 Future Prospects Along with the vigorous growth of Tianjin Binhai New Area and the initiation of the Sino-Singapore Eco-city project, a new wave of development will surely occur in TEDA, the kernal zone of TBNA. According to the general planning of TEDA, in the future several years, a

batch of infrastructure facilities will be built in TEDA, such as the TEDA Opera House, Green Belt along the TEDA River, west section of the Jin-bin Light Rail, Sports and Leisure Park of the TEDA Promonade, the second phase of the Binhai International Convention and Exhibition Center, etc. As a result, TEDA’s living environment will be further improved and the needs of the expats living in TEDA will be satisfied in a better way.

Everday Life Information

After over two decades of development, TEDA has built a beautiful living environment with complete supportive facilities, rich functions, and good social order. In the 11.3-km2 living estate of TEDA live nearly 3,000 people from Hong Kong, Macao, Taiwan and over 30 countries and regions. The co-existence of different languages, people of different skin colors, and life styles bring about a unique multi-cultural environment of TEDA. Continuous efforts have been made to organize series of events in TEDA, such as the selections of candidates for TEDA Outstanding Contribution Award and TEDA Honorary Citizen, Happy Community Party for foreign families, etc. All these activities have facilitated TEDA in building itself into an international area, improved its exchanges with the outside, and helped expats adapt themselves to TEDA more rapidly.

2.1 Residence (including housing lease and purchase) One may rent or sell a housing through a real estate agency or a real estate developer. Certainly a real estate agency charges a certain amount of commission, which usually equals to the rents of one or two months. In TEDA well-equipped communities and hotel apartments are available to expats and people from Hong Kong, Macao, and Taiwan.

2.1.1 Housing Lease In general housing lease may involve the following processes:

2.1.1.1 Information Collection You may collect information on housings for rent from internet media, paper media, promotion materials, recommendation of friends and real estate agencies. Generally most people prefer the recommendation of real estate agencies. There are many such agencies in TEDA. After consulting several such agencies, you may have a lot of information on housings available in communities of TEDA.

With regard to paper media, one may read magazines like Tianjin House, Housing, Magazine U, High Class, Home, etc. which are available at restaurants, tea houses, coffee bars, and other public places.

2.1.1.2 Housing Tour In view of his expectation and collected information on housings, you may decide the conditions and location of the housing to rent, and visit the housing either with the companion of a real estate agent or after direct contact with the house owner.

2.1.1.3 Agreement Signing If you are satisfied with the layout, exposure, location, and rent for the housing, and reach a consensus on renting the housing with the house owner after the housing tour, you and the house owner will sign an agreement on housing lease, which is an important document to stipulate the rights and obligations of both parties. Once it is signed, the agreement should not be abolished randomly even if there are complaints. Therefore, you’d better not sign the agreement until you fully understand it. If you

find the housing through a real estate agency, the agency is obliged to be present during the signing of the agreement, sign and stamp the agreement, and give the agreement to you and the house owner. If you find the housing through direct contact with the house owner, you’d better have the third party to witness or a public notary office to notarize the agreement. A leasing agreement generally contains the following information:

2.1.1.3.1 The lessor and lessee 2.1.1.3.2 Time limit of the lease It should be decided upon the consultation of the lessor and lessee. 2.1.1.3.3 The rent, date and terms of payment In principle rent does not contain the daily fees for water, electricity, heating, cable TV programs, property management, etc. but only refers to the rent for the housing. The rent should be paid by month. Generally rent of the next month should be paid before the end of each month. Therefore, when the contract is signed in month A, both the rent of month A and the next month should be paid. In general rent is either paid directly to the house owner in cash or transferred to the designated account of the lessor at the end of each month. 2.1.1.3.4 Deposit and its return As a guarantee against default on payment of rent or possible damages to

the housing or its facilities, a deposit usually equals to the rent of two or three months. During the leasing period, the house owner holds the deposit. After the expiration of the leasing agreement, the house owner gives the deposit back to the lessee if no damages are made to the housing or its facilities. The amount of deposit is decided by both parties through negotiation. 2.1.1.3.5 Daily expenses Daily expenses contain fees for water, electricity, gas, heating, cable TV programs, property management, etc. The two parties may discuss which party covers daily expenses. In general the lessee shoulders daily expenses. 2.1.1.3.6 Rights and obligations of both parties The agreement should stipulate that during the leasing period the lessor should not interfere with the lessee’s normal use of the housing or raise the rent randomly, and the lessee should take care of the facilities of the housing and avoid any damages to them and should not sublease, lend, or transfer the housing to others for their use or illegal activities. 2.1.1.3.7 Expiration and renewal of the agreement If he wants to continue to live in the housing after the expiration of the agreement, the lessee should take the related procedures to renew the agreement one month before the expiration of the agreement. Both parties may rediscuss the rent and other related issues.

2.1.1.3.8 Special article The agreement should contain a special article as follows: If such situations as the change of work place, health recuperation, care of families or relatives, etc. make the lessee unable to continue to use the housing, he may apply for the termination of the agreement one month ahead. In that way the lessee may avoid the losses brought by his failure to terminate the agreement when he faces force majeure in the leasing period. 2.1.1.3.9 Return and Recovery of the housing To avoid unnecessary disputes during the return of the housing, special articles are also needed to specify the extent of the recovery of the housing and the proportion of the rent which should be paid. 2.1.1.3.10 Disputes Negotiation is the common practice to solve disputes.

2.1.1.4 Moving After signing the agreement and moving to the housing, the lessee should check if all the facilities in the housing are intact. If the facilities are partially damaged or don’t meet the description in the agreement, the

lessee may either require the house owner to repair the damaged ones or supply the facilities as described in the agreement or ask the house owner to confirm the damages in writing. After moving to the housing, the lessee should first record the readings on the meters of electricity, water, gas, etc. for future reference.

2.1.2 Housing Purchase According to Chinese laws, an expat or a citizen from Hong Kong, Macao, or Taiwan who has lived and worked in TEDA for over one year and holds a residence permit of more than one year may purchase a commercial residential housing for him to use or live. When buying such a housing for him to use or live, the buyer should offer his real name and effective certificates (including his passport, residence permit, and certificate of employment) and register the land use right and the housing ownership at Tianjin Municipal Administrative Bureau of Land, Resources and Housing. RMB is the only currency acceptable in housing purchase. Therefore, the buyer needs to convert foreign currency into RMB at a designated bank before he pays for the housing. If the buyer pays for the housing directly in RMB, he needs to provide the competent authority with the proof of the legitimate source of his RMB. As to the exchange settlement, the buyer should take relevant documents

(about which he may consult banks since requirements vary among banks) to apply for exchange settlement at a designated bank engaged in foreign exchange business. After it examines and approves the truthfulness of the application, the designated bank will settle the exchange and transfer the money to the RMB account of the real estate developer. Can a loan be issued for housing purchase? An expat or a citizen from Hong Kong, Macao or Taiwan may purchase a housing with a morgtgage loan issued by a Chinese or foreign bank in TEDA. However, banks have different regulations on the procedures of application, ways of issuance, amount of the loan, and required certificates. Generally the following documents are needed for the application for a loan: First, the proof that shows the housing is the first housing the applicant purchases in China and will be used by himself,

Second, the proof that shows the applicant has been living in the region for over one year, Third, the applicant’s passport, certificate of residence issued by the local police station, contract on employment, certificate of income, that of marital status, a square-shaped seal with his full name engraved in regular script, etc. Since the requirements vary among different banks, the applicant should consult with following banks for further information.

A. Binhai Subbranch, Tianjin Branch, Bank of China Limited Firstly, the applicant should continuously live in China for over one year. Secondly, the applicant should apply for a loan with his passport, temporary residence permit issued by the local police station, the certificate of residence issued by the local public security bureau, and the certificate of income. An applicant with a spouse should provide the identification document of the spouse and the certificate of marital status. B. TEDA Branch, Industrial and Commercial Bank of China Limited The applicant should apply for a loan with his passport, certificate of

marital status, square-shaped seal, and work permit issued by the labor and personnel bureau. He may obtain the approval document on his application for a loan in five work days. Address: E5AB, Binhai Financial Street, TEDA Telephone: 66283488

C. Binhai Subbranch, Tianjin Branch, China Everbright Bank Co., Ltd. Firstly, the housing should be the first residential one the applicant purchases in China for himself, and the applicant has been living in the region for over one year. Secondly, the applicant should apply for a loan in the bank with his passport, the certificate of residence issued by the local police station, the certificate of income, that of martial status, and his square-shaped seal with his full name engraved in regular script. D. TEDA Subbranch, Tianjin Branch, China Merchants Bank Co., Ltd. The applicant should apply for a loan in the bank with the proof (issued by the Tianjin Administrative Bureau of Land, Resources and Housing) which shows it is the first residential housing he buys as well as his

passport, visa, contract on employment, and certificate of income. Address: No. 7, the Second Avenue, TEDA Telephone: 65298053

E. Binhai Subbranch, Tianjin Branch, Hua Xia Bank Co., Ltd. While applying for a loan, the following documents are needed: First, the original and duplicate copies of the applicant’s passport; Second, the certificate of his regular residence (to prove that the applicant has lived in China for over one year); Third, the original and duplicate copies of his certificate of marital status issued by the embassy; Forth, the proof of over one year of working and living in the region (namely the certificate of income and the contract on employment); Fifth, the certificate of marital status of the applicant and the notarized contract on loan; Sixth, the information on his local contact person or guarantor; Seventh, the original certificates of income of the borrower and the person who repays the loan together with the borrower. Note: The applicant who is self-employed needs to provide the following certification document: the business license, organization code

certificate,tax registration certificate (state taxation and local taxation), capital verification report, constitution of the company, financial

statement, enterprise loan card, etc. Eighth, the certificate of education (graduation certificate) of the applicant; Ninth, the certificates of the assets (housing property ownership certificate, motor vehicle registration certificate, deposit certificate, etc.) of the applicant; Tenth, the original and duplicate copies of the invoice of the first payment for the housing he buys. F. Puhui Subbranch, Tianjin Branch, Shanghai Pudong Development Bank The applicant’s passport, certificate of income (which should more than double that of the monthly repayment) as well as the ID card and certificates of marital status and income (which should more than double that of the monthly repayment) of the local guarantor are needed. G. Tianjin Binhai Branch, China Bohai Bank Co., Ltd. First, the applicant should buy a residential housing for self use. Second, the applicant needs to provide the proof of over year of residence in Tianjin, the Registration Form for Temporary Accommodation of

H. Tianjin Binhai Subbranch, Tianjin Branch, Citibank (China) Co., Ltd. The applicant needs to provide his passport, Pass to and from Hong Kong and Macao, ID card, certificate of residence (of over one year in China), certificate of overseas residence, and certificate of marital status and that of income. The bank will examine and approve the application in six to seven working days. 2.1.3 Public Service Rates and Payment

Public service charges comprise those for water, electricity, gas, heating, cable TV programs, property management, phone calls, etc.

2.1.3.1 Water For one who has purchased a residential housing in TEDA, if there is a water meter with a magnetic card in his housing, he needs to buy a water purchase card at the service window of Water Company by presenting his housing property ownership certificate(or housing purchase contract), copy of his passport, and the certificate given by the property management company in the community which his housing belongs to before moving into the housing. After that he can purchase water at the service window with the card. If there is a remote reading water meter in his housing, the water charge will be deducted from his personal banking account, and all other related procedures will be handled by the related property management company. For one who rents a housing, he needs to obtain the magnetic card from the lessor or take all other related procedures when he signs a leasing agreement with the lessor. Water rate: 3.40 yuan/ton (Only for reference, please take the rate announced by the Tianjin Municipal Price administration as the authority.)

When the water meter shows the purchased water remains less than

one ton, it will stop water supply so as to remind the user of the shortage. And it will resume water supply after the magnetic card is inserted into the water meter. Therefore, timely purchase of water is required to avoid water outage. For more information, please consult TEDA Water Company. 2.1.3.2 Electricity For one who has bought a residential housing in TEDA, he should buy an electricity purchase card at the window of the TEDA Power Company by presenting his housing property ownership certificate (or housing purchase contract), passport, and the certificate given by the property management company in the community his housing belongs to. For one who rents a housing, he should obtain the electricity purchase card from the lessor when he signs a leasing agreement with the lessor. After that he may buy electricity with the card at the window or business counter. Special notice: When the electricity is less than 10 kwh, the Sent Meter will stop electricity supply to remind the user of the shortage. The Sent Meter will resume supply after the magnetic card is inserted. Therefore, timely purchase of electricity is required to avoid electricity outage.

2.1.3.3 Gas For one who has purchased a residential housing with a smart gas meter in TEDA, he should buy a gas purchase card (paper card) and a IC card at Gas Company (at No. 25, Nanhai Road, TEDA) by presenting his housing property ownership certificate (or housing purchase contract), passport and the certificate given by the property management company in the community his housing belongs to. After that he may purchase gas at the service window with the gas card (paper card) and the IC card. For

one who has bought a residential housing with an ordinary gas meter in TEDA, a collector will collect the charge for gas at his home (or notify him with a written notice to provide the reading of the gas meter to pay the charge at Gas Company if nobody is in the household). For one who rents a housing, he should obtain the magnetic card when he signs the leasing agreement with the lessor. Gas rate: 2.20 yuan/m3 (Only for reference, please take the rate announced by the Tianjin Municipal Price administration as the authority.)

2.1.3.4 Heating For one who has purchased a residential housing in TEDA, the related real estate developer should collect and pay the charge for heating on his behalf in the first year after the completion of the housing. In the second

year, he should pay the charge for heating by himself by presenting his housing property ownership certificate (or housing purchase contract), passport, the certificate given by the property management company in the community his housing belongs to after he signs a heating supply contract at the service window of Heat & Power Company. In the following years, he pays the charges at the service window of Heat & Power Company (before Dec. 30). Delayed payment will cause detention charge. From Nov. 1 and Mar. 31 every year, the heating period lasts five months in TEDA. For one who rents a housing, he and the lessor should notify clearly in the leasing agreement as to who will shoulder the charges for heating to avoid any disputes in the future. Heating rate: 25.00 yuan/m2 34.6 yuan/m2 for commercial users (Only for reference, please take the rate announced by the Tianjin Municipal Price administration as the authority.)

2.1.3.5 Cable TV Programs Installation of cable TV equipment and the rates of programs

Four varieties of cable TV programs are available to TV users in TEDA, including the basic 55 channels, the charged customized 36 channels, the basic and customized TV programs for non-residential users, and other customized TV programs provided through some other value added services. Installation Procedure An applicant should dial 25204666 or go to the service window for TEDA cable TV programs and submit an application. After his qualification is verified, he should fill an application form, show or fax the related certificates and the TV programs he applies for, and pay for the programs in cash at the window. The maintenance staff should install the related equipment at his home within seven days, and he should sign for the completion at the end. ●Tianjin Binhai International Convention and Exhibition Center Located to the east of TEDA Promenade, BICEC has a two-story building as its main structure. The first phase covers an area of 169,000 square meters, with a floor area of 61,000 square meters. Funded by the Administrative Commission of TEDA, BICEC is a modern exhibition hall, which is Tianjin’s largest and most specialized exhibition facility with diversified functions. As a landmark and tourist attraction of TBNA, BICEC serves mainly as the venue of commodity exhibitions, trade fairs, grand conferences, banquets, meetings, and ceremonies. The second phase will be completed in July of 2008 and the exhibition area of BICEC is therefore expected to total 40,000 square meters by then.

The Cultural and Recreational Area, which sits at the westernmost tip, contains such places for public activities as a center for prominent ceremonies, aquarium, and open-air theatre. As a transition from the public gala venues in the first area to the areas of sights and leisure, the second area, Business and Leisure Area includes the Children’s Playground, Moon Square, Grand Beach, Culture and Arts Center, and commercial facilities. The third area, the narrowest part of the whole Bund, is featured with greening work and natural ground paving. It is a quiet transition area for the visitors to take a rest. Pets According to Tianjin’s regulations concerning raising dogs, the foreign expatriates and Hong Kong, Taiwan and Macao citizens who are living in TEDA are allowed to keep dogs, as long as the following requirements are met. 1. He or she has a permit of residence or proof of any other legal identity; 2. He or she has full capacity for civil conduct. 3. He or she lives in a single house or apartment.

According to relevant regulations, a dog keeper shall go through registration procedures at the local police station to obtain a Dog Raising Registration Certificate of Tianjin and a tag for the dog. In the first year, to apply for the registration certificate, the foreign expatriates in TEDA shall go to the Detachment Nine of Security Administration Division of Tianjin Public Security Bureau. Starting from the second year, the dog owner may go through the annual registration procedures at TEDA Branch of Tianjin Public Security Bureau. The following documents shall be provided. 1. Dog Raising Registration Form 2. Passport or other ID certificates 3. Certificate of living in a single house or apartment 4. Four color photos of the dog 5. Dog Immunization Status Certificate

It takes 25 days to issue the approval since the registration.

As for a dog keeper that has completed the registration, he or she should take his or her dog to the animal quarantine institution or veterinary clinic authorized by the animal husbandry authorities to have the injection of rabies vaccine and obtain the Dog Immunization Status Certificate for the year. The annual registration later will require the injection proof and the

Dog Immunization Status Certificate. The period from May 8 to June 30 every year is the time for the annual registration. A dog keeper shall pay a dog management fee to the Public Security Bureau. For the first year, the dog keeper needs to pay the fee at the Detachment Nine of Security Administration Division of Tianjin Public Security Bureau. From the second year on, the dog keeper may pay the fee at TEDA Branch of Tianjin Public Security Bureau. The fee is 1,000 RMB yuan for the first year and after that 500 RMB yuan each year.

According to relevant regulations, the Public Security Bureau will punish the dog keeper who fails to go through annual registration procedures in due time.

As stipulated in the Law of the People’s Republic of China on the Entry and Exit Animal and Plant Quarantine, each traveler is allowed to bring with him or her only one dog when entering China via Tianjin. In the meantime, the dog bearer shall provide a valid immunization status certificate issued by an official animal quarantine agency of the region or country where the dog comes from. A valid vaccination certificate should also be provided. The inspection and quarantine institution of Tianjin will examine the quarantine status of the dog on the spot and those who pass the exam should be kept in quarantine for 30 days in the place designated

by the port authority for quarantine of animals and plants.

2.7. Traffic (I) What’s the Difference Between the Traffic Rules of China and Those of Foreign Countries?

The traffic rules, signs and habits vary significantly from one country to another. For example, in China and USA, the steering wheels are on the left side but in the Commonwealth Countries and Japan, the steering wheels are on the right side. In China, a car does not have to stop if it wants to turn right at a cross, but in some other countries the driver has to stop the car at the cross first before he turns right. In China, usually the

driver shall stop at a red light and go at a green light, while in many countries, the rule is that “pedestrians have priority over drivers.” Therefore, the overseas citizens living in TEDA should adapt themselves to the traffic rules of China and those who walk or ride bikes should pay attention to the traffic. When you cross the street, you need to watch the traffic lights and also check the traffic around to make sure of your safety.

In daily life and work, attention should be paid to the following rules, so that the chance of accidents can be reduced. 1. In China, either motor or non motor driven vehicles should all keep right. This rule is different from those of some western countries. So, people from abroad should keep alert on this. 2. Pedestrians should walk in the sidewalks and for the roads without sidewalks pedestrians should walk near the side of the road. 3. Cyclists should use the non motor vehicle lane. 4. Pedestrians should pass the street via crosswalks, underpasses or pedestrian bridges. At the crosswalks with traffic lights, pedestrians should stop at red lights and cross the street not until the green light is on. As for the crosswalks without traffic lights, pedestrians should look out for the vehicles in the street. Pedestrians shall not chase around or rush across the street. (II). How to Obtain a Driver’s License in China? Since China did not sign the Geneva Conventions, neither the driver’s license of other countries nor the international driver’s license is valid in China. A driver’s license issued by China is requried.

How to Change the Original Driver’s License Into a Chinese Driver’s License? An expatriate or citizen of Hong Kong, Macao or Taiwan who lives or works in TEDA and holding an overseas driver’s license or international license should go to the Vehicle Administrative Department of Tianjin Public Security Bureau to apply for a Chinese driver’s license. The applicant should bring with him or her the original driver’s license, its copy, its translation, passport, a one-inch bare-headed color photo, and permit of residence. (The applicant is required to have a permit of residence valid for over one year. The applicant with a permit valid for more than three months and less than one year should apply for a temporary driver’s license.) Also, the applicant will not obtain his or her driver’s license until he or she passes the traffic rules exam held by the Vehicle Administrative Department. (The exam paper is written in Chinese. (III) How to Buy a Car? When buying a car, an expat does not have to go through special procedures, unless the car is bought with a loan. If a foreigner buys a car with a loan, the down payment will be 10% to 20% higher than what is needed for a Chinese. Please consult auto agents for further information about specific procedures of loaning, loan line, and documents needed for loans. Generally a buyer will have to go through the following steps to buy a car.

Choosing a Car: First, go to the car market to search for a car you like and then go to the 4S car shop to buy the car. Don’t forget bargaining. In the car market, there are many different types of cars, the buyer may make comparisons between different cars in terms of performance, needs, price and other features. Once the buyer likes a specific type of car, he may go to buy the car in the 4S shop. Usually the price of the 4S shop is higher, but it is still negotiable. In such negotiations, the buyer is advised to refer to the price set in the car market as the benchmark.

Signing the Contract: The buyer who buys a car with a loan needs to sign a loan contract with the bank and sign a notary letter and a certificate

of guarantee with the notary office.

Payment: The buyer who buys a car with loans needs to bear the cost of notarial affairs and guarantee, in addition to the down payment.

Industrial and Commercial Check of the Receipt: The buyer needs to go to the Vehicle Administrative Department for the industrial and commercial check of the receipt.

2.9.Employment Get Your Work Permit Ready. To work in China, you need to follow the Provisions of Administration on the Employment of Foreigners in China and other related rules and regulations. To work in Tianjin, a foreigner or a Chinese citizen from Hong Kong, Macao or Taiwan needs to get a work permit. To be specific, to get legally employed in this city, you shall enter China with an employment visa (if the applicant is from a country that has signed visa-exemption agreement with Chinese government, the agreement shall prevail), and obtain an foreigner work permit (to be issued by Tianjin Labor and Social Security Bureau) and an foreigner residence permit (to be issued by the Entry & Exit Administration Office of Tianjin Public Security Bureau) after entry. Generally speaking, residents from Hong Kong, Macao, and Taiwan and foreign citizens residing within and outside the Chinese territory may open an individual bank account with their valid identity certificates (which shall be identifiable by their real names).

While applying for bank accounts, residents from Hong Kong or Macao SARs need to present their Mainland Travel Permit for Hong Kong and Macau Residents. Residents from Taiwan shall present their Mainland Travel Permit for Taiwan Residents or other valid travel documents.

While applying for bank accounts, foreign residents shall present their passport or Permanent Resident Permit for Foreigners (Border inhabitants shall present passports or Cross-border Entrance & Exit Permit for Border Inhabitants.).

citizen from Hong Kong, Macao or Taiwan must use his/her real name to open a bank account. According to Circular No. 816 [2000] of the People’s Bank of China, any individual who withdraws more than 50,000 yuan from any saving deposit account within one day needs to show his/her valid identity certificate. How to Use a Foreign Currency Card? Due to the current restriction of the issuing bank of foreign currency cards, foreign customers can only withdraw cash in RMB from their foreign currency cards at the counter of Chinese banks. How to Get a Credit Card? Currently many Chinese banks have issued international-standard dual-currency credit cards. Customers may choose to open RMB account and US dollar account simultaneously. 3.2 How to Report a Criminal Case? Please contact Chinese police immediately for help via 110 to report robbery, homicide, lost children or adults, any suspicious criminal activities, explosion or gunshot. Pay attention to the following details while making your call: ① Get the right number. Better confirm with the operator whether you are calling 110. ② Be sure don’t expose yourself to the criminal suspects while

calling the police. Keep yourself safe in the first place, don’t startle the suspects, and wait until the police arrive. ③ Don’t panic and report the condition clearly. If possible, please inform the police of the location of crime scene, number of criminal suspects, their transportation vehicles and weapons. In this way, you can help the

police to work out their counter measures most effectively. ④ case of theft, please contact the police timely and report your name, In address and detailed situation. 3.3 How to Report a Fire? Call the fire department swiftly in case of fire and follow these procedures: ① Dial 119 immediately at the sight of fire. ② Report the location of fire, especially the name of road (or nearby roads), lane, and door number. ③ Briefly describe the location of fire and its surrounding environment and traffic. ④ Report the cause of fire. 3.4 What to Do In Case Of Traffic Accident? Call 110 or 122 immediately after a traffic accident and make sure you do the following: For Parties Involved in the Accident Stop the Vehicle Immediately The vehicle must be stopped immediately after an accident. When the vehicle is stopped, put on the hand brake, power off the electricity, and

turn on the danger light as provided in traffic code. If the accident occurs at night, turn on the width light and tail light, too. If the accident occurs on highways, put danger signs behind the vehicle. Report the Accident Timely After an accident, you need to report the time, location, vehicles involved and casualties by him/herself or via passing vehicles or passengers to public security departments or traffic police nearby. You are not supposed to leave the accident scene or cover up the case. After calling the police, you can report to hospitals and emergency centers for help. If there’s a fire at the scene, call the fire department. Please don’t hang up the phone before you receive a clear answer from the operator. When you have called the police, please go back to the scene for help or police investigation. Rescue the Wounded When the condition of the wounded is confirmed, please try your best to save him/her if you can (e.g. haemostasis, enswathement, fixation, moving and CPR) and try to send him/her to a nearby hospital for further treatment. Please keep an eye on items scattered on the accident scene to prevent looting. Protect the Scene Protect the accident scene (including vehicles, personnel, livestock, and trails) and make sure scattered items remain in their original position.

You may cordon the scene with ropes to prevent man-caused or natural destruction or irrelevant personnel and vehicles from entering before the police arrive. In case you have to move vehicles or wounded at the scene, remember to mark their original positions. Never deliberately destroy or forge a scene. Prevent Fire or Explosion At the accident scene, you also need to ward against fire and explosion. First, turn off the vehicle engine to eliminate potential risks. Never smoke at the scene in case there are inflammables or explosives at the scene. If the vehicles involved in the accident are carrying hazardous materials, you need to inform the police and fire department of the toxicity, combustibility and explosibility, causticity, load and leakage volume of the materials for preventive measures.

Assist Evidence Collection at the Scene During scene investigation and evidence collection, you need to report to the traffic police on the process of the accident according to facts and shall not hide any true information. For Passing Vehicles and Passengers According to traffic code, passing vehicles and passengers shall offer assistance when encountering a traffic accident. If you just pass by an

accident scene, you are in the position to report to relevant agencies, assist to maintain order at the scene and proactively rescue the victims. If you have witnessed the whole process of the accident, you are supposed to report the facts to traffic departments. If you have witnessed a hit-and-run accident, please record the license number and direction of escape and report the information to the police. Tips for First Aid While rescuing accident victims, please don’t do it hastily. You should prioritize your rescue process and follow medical instruction, otherwise you may aggravate the wound or even endanger the life of the victim. Procedure of On-the-spot Rescue In case of massive haemorrhage, hemostasia should be the first priority. Clear the airway to avoid shock. Under emergent circumstances, you can use a clean hankerchief or shirt to press the wound before you wrap. If the victim shows no sign of breathing or heartbeat, you should perform artificial respiration and CPR immediately. If the victim losses consciousness, use hankerchief or your fingers to clear the earth or vomit in his/her mouth and nose, let him/her lie on his/her side or stomach to avoid choke. In case of limb fracture, you can use materials available at the scene such as wooden sticks, panels or cloth stripes to fasten the fractured limb. Prevent Subsequent Injuries

Whenever you often need to move a victim on or off the vehicle, make sure you move him/her with special attention to avoid secondary injuries such as back bone dislocation and spinal cord injury.

The Tianjin Public Security Bureau has also launched new measures to facilitate the development and opening-up of Tianjin Binhai New Area (TBNA). (1)The restrictions on applicants of F Visas are now loosened to facilitate foreigners who come to Tianjin for business visit or technological cooperation. Foreigners who come to Tianjin for technology guidance or business negotiations with short-term L visas will be allowed to, according to the true situation of the inviting organization, obtain F visas with appropriate valid period and times of entry. (2)Foreign citizens or Chinese returnees who come to Tianjin for private business or market investigations will enjoy visa, entry and exit facilitations. Foreign citizens who come to Tianjin to conduct investment environment or market investigation and Chinese returnees who come back to start up businesses or get employed can be granted visas and residence permits with appropriated valid period and entry & exit

facilitations. Overseas students under the age of 18 who are studying in Tianjin will not be required to present notarized documents. They can get visas or other necessary certificates with the Letter of Guarantee for Liabilities issued by their schools in Tianjin. (3)Foreigners who entered China with non-Z visas, if necessary, can be allowed to amend their identities according to Chinese laws and regulations. Foreigners who entered China with non-Z visas and employed by China’s first batch of agencies eligible for VIP entry & exit services will be allowed to, according to the demand of their employers, amend their identities inside Chinese territory rather than leaving the country for Z-visas. They can be granted a one-month employment-purposed residence permit by the entry & exit agencies and later obtain a long-term residence permit when they get their Foreign Expert Certificate or Foreign Work Permit ready. (4) Restrictions on the valid period of F-visas for foreign applicants who need to entry and exit Chinese territory for professional needs will be loosened. Foreign employees of China’s first batch of agencies eligible for VIP entry & exit services will be allowed to enjoy extra valid period of their F-visas, which is now valid only for one year at most. Those with particular demand can be granted multi-entry F-visas valid for three to

five years. Their spouses and children (under 18 years old) can enjoy the same treatment. (5)Senior executives can be granted long-term foreigner residence permit. Foreign employees of China’s first batch of agencies eligible for VIP entry & exit services will be allowed to enjoy maximum valid period of their residence permits, which is now valid only for two years at most. Those with particular demand can be granted residence permits valid for three to five years. Their parents, spouses and children (under 18 years old) can enjoy the same treatment. (6)Close relatives of foreign employees of China’s first batch of agencies eligible for VIP entry & exit services will be allowed to enjoy visa facilitations in Tianjin. Close relatives of foreign employees of China’s first batch of agencies eligible for VIP entry & exit services will be granted corresponding visas in Tianjin according to their actual demand. (7) Complete visa reservation system facilitates the entry and exit of foreigners. Foreign employees of China’s first batch of agencies eligible for VIP entry & exit services may make port visa reservation at the Entry & Exit Administrative Bureau with their letters of invitation and copies of passports before entry. 4.2 Accommodation Registration According to Chinese laws and regulations, foreigners or residents from Hong Kong, Macao, and Taiwan shall register at the local police station. Short-term visitors without residence permits can stay in hotels

and are not required to register. According to this regulation, foreigners or residents from Hong Kong, Macao and Taiwan planning to live and work in TEDA shall go through temporary registration procedures at the local police station within 24 hours after arrival. If the actual address is different from the one on the resident permit, they should go to the visa office of the TEDA Public Security Sub-branch to go through alteration procedures within 10 days. Registration for Divorce According to Chinese laws, Chinese citizens who decide to divorce foreigners in Chinese mainland, or Chinese mainland residents who decide to divorce residents from Hong Kong, Macao or Taiwan or overseas Chinese in Chinese mainland, both sides of the marriage shall go to the marriage registration agencies, which shall be stationed in the locality where the Chinese citizen has his/ her permanent residence registration, for official registration of divorce. According to the Nationality Law of the People’s Republic of China, babies who were born in China with one or both sides of their parents as Chinese citizens shall acquire the Chinese nationality. To register the birth of foreign babies who were born in China, birth certificate, passports of both parents, and residence permits of both parents (if applicable) shall be presented. In addition, if the child has got an independent passport, the passport shall be presented as well. Foreign children under the age of 16 may share the same foreigner residence permit with their parents as accompanying persons if they share the same passport with one of their parents. They can also apply for independent foreigner residence permits if they hold independent passports. Foreign babies born in TEDA, if willing to obtain Chinese nationality, may register at the police station which oversees the residence of either side of their parents (the one who possess Chinese nationality). Death Certificate: According to Article 27 of Rules Governing the Implementation of the Law of the PRC on the Entry and Exit of foreigners, when a foreigner dies in China, his/her family members or guardian or agent shall, within three days, report to the local public security bureau with the death certificate

and hand in the deceased's residence certificate, passport, or visa for cancellation. If the deceased possesses a registered Chinese residence account, the account shall be cancelled at the police station which oversees his/ her permanent residence. If the deceased doesn’t possess a Chinese nationality, relevant death certificate shall be provided by a Chinese hospital and public security agency.

Part Five Education Like other elementary and secondary schools in China, schools in TEDA adopt a nine-year compulsary education system. According to the Chinese laws and regulations, children and adolescents with the Chinese citizenship shall enjoy the right and fulfill the obligation of receiving compulsary education, regardless of sex, religious belief, ethnic identify, and the amount of family assest they own, as long as they reach the age stipulated by law. The TEDA International School and Maple Leaf International School have beem granted the approval by the educational authority to admit foreign students. Schools other than these two in TEDA have no right to admit foreign students in principle. Notwithstanding, some schools admit foreign students into classes made up mainly of Chinese students and the relevant government authorities are also exerting efforts to help government-owned schools to gain approval of admitting foreign students. Part Seven Paying Tax 7.1 What Stipulations Do Expat-related Tax Laws Contain? According to Chinese laws and regulations, individual income tax shall be levied on individuals who have domicile in China, or though without domicile have their income derived from sources within China. Chinese citizens, expats and compatriots from Hong Kong, Macao, Taiwan who work and gain income from sources within China are obligatory payers of individual income tax and shall pay their individual income tax. Taxpayers include resident taxpayers and non-resident taxpayers. Individuals who are domiciled in China, or who are not domiciled but have resided in China for one year are defined as resident taxpayers. Resident taxpayers have full obligation to pay individual income tax. Individual income tax shall be levied on their income derived from

sources within and outside China. Individuals who are neither domiciled nor resident in China, or who are not domiciled and resided for less than one year in China are defined as non-resident taxpayers. Non-resident taxpayers have partial obligation to pay individual income tax. Individual income tax shall be levied on their income derived from sources within China. Individual income contains income from sources within or outside China, which involves wages and salaries, income from

production or business operation earned by individual industrial and commercial households, income from contracted or leased operation of enterprises or institutions, income from remuneration for personal service, income from royalties, income from interest, dividends and bonuses, income from lease of property, contingent income, and other incomes.

Stipulations of Tax Laws (1) For expats who reside inside China consecutively or accumulatively for over 90 days, or have sources of income inside China, they shall register at tax authorities and undertake the obligation to pay individual income tax. For citizens from countries which have

signed treaties on bilateral taxation with China, such as citizens from the U.S., France, or U.K., the 90 days may be extended to 183 days.

(2) For expats, overseas Chinese, and compatriots from Hong Kong, Macao, and Taiwan who reside within China and have left China for over 30 days at a time or for over 90 days at several times in a tax year, they are not regarded as people who resided within China for a whole year but non-resident taxpayers, and shall pay individual income tax only on their income from sources within China. (3) For expats who are employed and resided over one year in China, they shall pay individual income tax on income derived from sources worldwide. However, those who resided in China over one year and no more than five years may be exempted from paying individual income tax on their income derived not from Chinese enterprises but other sources outside China. For those who resided in China over five years, they shall pay individual income tax on their income derived from sources worldwide. ④ Under common circumstances, one’s taxable income is the remainder of one’s monthly salary minuses 2,000 yuan. However, people fit in the following situation are entitled to another 3,200 yuan of deduction from their taxable base.

A. expats who work in and earn wages and salaries in foreign-funded enterprises or foreign enterprises within China, B. foreign experts who are employed by and obtain wages and salaries

from enterprises, public institutions, organizations, or government departments within China, C. individuals who have domicile in China but have income derived from appointment or employment outside China, D. other people with income from wages and salaries who are ascertained by the Ministry of Finance. (4) As to income derived from sources outside China, individual income tax paid outside China is allowed to be deducted from taxable income. However, the deduction should not exceed the payable tax for their income derived from sources outside China in accordance with Chinese tax laws. (5) For those who donate money through organizations and government departments inside China for education and other public welfare undertakings as well as areas stricken by poverty or serious natural disasters, the amounts of their donations which are no more than 30% of their taxable income may be deducted from their taxable income.

7.2 How Should Expats Pay Tax in TEDA? According to the above-mentioned stipulations, expats and people from Hong Kong, Macao, and Taiwan who are employed, have incomes, and reside in TEDA consecutively or accumulatively for over 90 days (183 days for people from countries which signed bilateral tax treaties with

China) have full obligation to pay tax. And they shall register at the taxation authority of TEDA and undertake the obligation to pay tax. Procedure of Paying Tax Expats, people from Hong Kong, Macao, and Taiwan shall register at the Local Taxation Bureau of TEDA for taxation within 30 days since the day of their appointment, employment, or implementation of their contracts. First, they shall log on to the website of the Local Taxation Bureau of TEDA (www.teda.gov.cn/cms/html/60/index.html), find Taxation Service Center and Form Download, and download the Expat Taxation Registration Form. After filling out the form as required, expats shall submit the forms at the counter of the bureau, together with the following document: (1) the original and duplicate copies of their pay lists derived inside and outside China or certificates of verification given by certified public accountants who are certified in China, among which the duplicate copies will be kept by the bureau; (2) the original and duplicate copies of appointment certificates, visas, residence permits, employment certificates or foreign expert certificates, passports, part-time appointment certificates, etc., of which duplicate copies will be kept by the bureau; (3) other document required by the bureau. Upon the examination and verification of the bureau, expats may obtain

the proof for declaration from the bureau and pay tax online at the website (www.teda.gov.cn/cms/html/60/index.html) of the Local Taxation Bureau of TEDA. If taxpayers leave TEDA and return to their countries or the conditions for tax payment change, the related procedure of the registration for taxation shall also be undertaken. The procedure is also applicable to the change and cancellation of registered information for taxation.

8.1 TEDA International Chamber of Commerce The TEDA International Chamber of Commerce (TICC) is the only non-governmental organization in TEDA which was supported by the government and is comprised of members from business, economic and trade circles, linking the business community with the government. The secretariat of the TEDA Chamber of Commerce acts as the TEDA International Chamber of Commerce, the TEDA Federation of Industry and Commerce, the TEDA Private Enterprise Association, the TEDA Trade Promotion Association, the TEDA Entrepreneurs Association, and the TEDA Association of Enterprises with Foreign Investment. 8.2 TEDA Community Service Volunteers Association Established in Jan. 16, 2004, the TEDA Community Service Volunteers Association (TCSVA) is a non-governmental organization registered in TEDA. The TCSVA was once selected as one of the volunteer organizations in ten Chinese cities to promote volunteer service on the International Volunteer Day of 2007. Now TCSVA has 14 volunteer service stations, which include seven in communities like Cuiheng Community, etc., five for the blue collar workers in Tianhai Apartment, TEDA’s West Zone, etc., one in the University Zone, and Warner International Volunteers Group. Among its 1,091 members, 1,045 are Chinese and foreign individual volunteers (from 14 countries and regions), and 46 are organization members. In the past four years, the TCSVA has offered over 300,000 hours of volunteer services and solicited over 1.5 million yuan of donations. TEDA boasts a large number of foreign-funded enterprises and expats as well as a large migrant population.
