Foreword Congratulations! You are now a recipient of a Taiwan Scholarship, which can serve as a springboard to a great career. We hope you make the most of this wonderful opportunity and we wish you success in your studies. Since 2004, four government agencies in the Republic of China (Taiwan) --- the Ministry of Education (MOE), the Ministry of Foreign Affairs (MOFA), the Ministry of Economic Affairs (MOEA), and the National Science Council of the Executive Yuan (NSC) --- have jointly sponsored the Taiwan Scholarship Program to encourage outstanding international students to undertake degree programs in Taiwan. The Scholarship provides study opportunities in a wide range of disciplines at Taiwan’s best universities and colleges, including such leading fields as information technologies, international relations and business. This program aims to promote knowledge, understanding and friendship between Taiwan and countries around the world; to explore opportunities to increase academic and educational links with international institutions of higher learning; and to develop outstanding professionals and experts to meet the needs of Taiwan’s businesses and industries. Thousands of foreign students are currently studying for a degree in Taiwan, and many more have come to study Chinese. This represents a considerable number of international friends for Taiwan, while tens of thousands of your Taiwanese classmates will have the chance to befriend people from other countries and learn about other parts of the world. We believe that this is significant in terms of international cultural exchange, and we sincerely hope you will enjoy your studies in our academic institutions. This book will help you successfully adapt to studying in Taiwan as it contains all the information you need to know about enrollment procedures, program regulations, scholarship payments, general information on living in Taiwan as well as a Frequently Asked Questions section. Please remember that these guidelines are intended as a general reference and are subject to change, so check with the relevant government agency/educational institution as appropriate. I. Types of Scholarships The four participating agencies funding this program each have a different focus in terms of eligible nationalities and study programs: MOFA Scholarship: Awarded to recipients from countries that have diplomatic ties with Taiwan, or from countries specified as diplomatically favorable by MOFA, for undergraduate or postgraduate programs as well as the pre-degree Mandarin Language Enrichment Program (LEP). Benefits: economy-class roundtrip airfare for a direct-route flight and a monthly stipend of NT$30,000 (approx. US$900). MOE Scholarship: Awarded to recipients from countries other than those specified in the MOFA Scholarship for undergraduate or postgraduate programs as well as the pre-degree Mandarin Language Enrichment Program (LEP). Benefits: a monthly stipend of NT$25,000 (approx. US$750) for undergraduate or LEP programs, or NT$30,000 (approx. US$900) for postgraduate programs. NSC Scholarship: Awarded to recipients from countries other than those specified in the MOFA Scholarship for postgraduate programs. Benefits: a monthly stipend of NT$30,000 (approx. US$900). MOEA Scholarship: Awarded to recipients from countries other than those specified in the MOFA Scholarship for postgraduate programs only in fields involving scientific technology and agriculture. Benefits: a monthly stipend of NT$30,000 (approx. US$900).
II. Duration The award period for each study program varies as follows: Undergraduate program: maximum 4 years. Master’s program: maximum 2 years. Doctoral program: maximum 3 years. LEP: maximum 1 year. For any combination of these study programs, the length of the total award for each recipient is a maximum of five years. LEP study must be undertaken in the first year if it is to be included in the award period. Annual award periods are from September 1 through August 31. If recipients fail to arrive in Taiwan to study during this period, their award status will be cancelled and cannot be extended for another year. If recipients begin studies after the semester/term/quarter starts, their award period

will become effective from the month they arrive in Taiwan to matriculate at their individual universities/colleges/Mandarin training centers. Whether it begins in September or later, the LEP award period ends in August although its length may be less than the specified maximum of one year. The actual award period for a study program begins from the month that a recipient arrives in Taiwan to matriculate at the intended educational institution. All awards will end the month their specified award period is completed. However, if recipients graduate early, drop out, are expelled from their institutions or their scholarships are revoked, the award will be terminated. III. Eligibility An applicant must meet all of the following criteria: a. b. c. d. Possess prior excellent academic performance and be of good moral character. Does not possess Republic of China (Taiwan) citizenship. Does not have the status of being an overseas Chinese student. Is not currently enrolled at an educational institution in Taiwan for the same study program that he/she intends to take for a Taiwan Scholarship. e. Is not an exchange student in accordance with a cooperation agreement between a foreign university/college and an educational institute in Taiwan when receiving a Taiwan Scholarship. f. Is not applying for a study program leading to the same-level degree as previously undertaken under the Taiwan Scholarship Program. g. Has not received a Taiwan Scholarship for five or more years. h. Has not previously had an award revoked either under the Taiwan Scholarship Program or the Ministry of Education’s Huayu Enrichment Scholarship. i. Is not a current recipient of a scholarship or subsidy being offered by a government agency or educational institution in Taiwan. Those students already undertaking degree programs outside of Taiwan are eligible to apply for the Taiwan Scholarship. IV. Application and Selection Process Applicants must send their completed applications to the Taiwan representative office which covers the area in which where they live. In principle, the application period is from February 1st through March 31st each year, unless otherwise specified by Taiwan’s individual representative offices. For application guidelines and forms, scholarship types and quotas, as well as information about the selection process and application outcomes, applicants may contact the relevant representative office directly at the end of January. A completed application includes the following: a. A completed application form. b. Photocopy of passport or other certificate of nationality. c. Photocopy of your highest-level diploma and a complete grade transcript.

N.B. these documents must be authenticated by one of Taiwan’s overseas representative offices if issued by international educational institutions. d. Duplicates of application documents (e.g. photocopy of application form etc). N.B. LEP applicants must submit applications to both the Mandarin training centre as well as the next-stage university/college. The exact academic year(s) that applicants would like to be enrolled full-time at these two institutions must be clearly specified. There must also be no break in studies between any two programs. e. Photocopy of a certificate proving acceptable levels of English or Chinese language proficiency, depending on which language will be used for instruction. N.B. only applicants for degree programs need submit this document. f. Additional documents, if any, to be specified by Taiwan’s individual representative offices. In principle, selection priority will be given to those who intend to undertake a degree program and have successfully secured admission to a university/college. Re-Applying Upon completion of a degree program, recipients may re-apply for a Taiwan Scholarship to undertake another degree program by following the application process above. The combined award period cannot exceed five years. N.B. LEP recipients who have been awarded an LEP scholarship only may be granted the next-stage award period for a degree program, through the universities/colleges they will be attending, upon completion of their LEP study. Required documents include a photocopy of admission to a university/college and that of an acceptable English or Chinese language certificate attesting to proficiency for their degree studies. VI. Renewal To review recipients’ award qualifications for the next academic year, individual universities/ colleges will conduct an evaluation for scholarship renewal by February 28 each year. Each educational institution may set grading criteria for the minimum academic average for a semester, or may use the common criteria--- 60 out of 100 for undergraduates and 70 for postgraduates. For recipients in grade 3 of their doctoral programs, this evaluation should be done in the manner specified by individual institutions, since systems vary from discipline to discipline in terms of requirements for session credits and scheduling of dissertation writing. Recipients will be permanently disqualified from receiving any Taiwan Scholarship awards, effective from September of the new academic year, if they fail to achieve a specified minimum academic average for two single consecutive semesters of study. VII. Suspension and Revocation (I) Suspension A. Degree Programs: If a recipient fails to achieve a specified minimum academic average for a semester, the stipend for one month will be suspended in the following semester. B. LEP Program: a. Attendance Records: With the exception of serious illness or accident, if a recipient is absent from his/her required language sessions for 12 or more hours within a single month, stipends for the following month will be suspended. b. Academic Performance: Beginning from the second study semester/term/quarter in Taiwan, if a recipient’s academic average for a semester/term/quarter is less than 80 out of 100, the stipend for one month will be suspended in the following term/quarter. c. TOP Mandarin Proficiency Rating(http://www.sc-top.org.tw/): A one-month stipend suspension will be imposed if a recipient fails to submit to his/her individual Mandarin training center, a photocopy of a TOP (Test of Proficiency---Huayu) certificate with results rated at the beginner level or above, by July 31, one month before his/her LEP award period is due. Registration fees for this TOP test are the full responsibility of the recipient. However, if the recipient succeeds in this TOP test during the next-stage award period for a degree program, the one-month stipend suspended as above will be reimbursed through application with the university/college that he/she will be attending. (II) Revocation: A recipient may be permanently disqualified from receiving a Taiwan Scholarship and the remaining stipends cancelled if one of the following situations arises: A. Degree Programs: a. Failure to submit, around the time of matriculation for each semester, an Alien Resident Certificate (ARC) marked “Study,” to the university/college by the deadlines that they specify. b. Failure in the evaluation for annual renewal of the Taiwan Scholarship. c. Failure to submit a photocopy of an acceptable English/Chinese language proficiency certificate, depending on which language is to be used for instruction, when transferring to a new program of study. d. Dropping out or being expelled from school. e. The student is in receipt of another scholarship or subsidy offered by one of Taiwan’s governmental or educational institutions. B. LEP Program: a. Failure to submit, around the time of matriculation for each study term/quarter, an Alien Resident Certificate (ARC) marked “Study,” by the deadlines specified by the Mandarin training center.

b. Failure to achieve an academic average of 80 or above out of 100 for two single consecutive terms/quarters of study, beginning from the second term/quarter. c. Absence from exams resulting in a missing score for a study term/quarter, with the exception of serious illness or accident. d. Dropping out or being expelled from school. e. The student is in receipt of another scholarship or subsidy offered by one of Taiwan’s governmental or educational institutions. VIII. Transfer After studying for a semester/term/quarter at a university/college/Mandarin training center, recipients may be allowed to transfer once during the course of a degree/LEP program if the pertinent educational institutions approve the request. If a recipient studying for a degree transfers to a new program of study, he/she must submit a photocopy of a certificate proving acceptable levels of English or Chinese language proficiency, depending on which language will be used for instruction, to the new institution. IX. Stipend Payments In principle, stipends are paid before the fifth day of each month, through the universities/ colleges/Mandarin training centers that the recipients attend, by means specified by the individual institutions. It is mandatory that recipients participate in the National Health Insurance Plan and purchase a Student Accident Insurance policy while resident in Taiwan. The recipient’s educational institutions will deduct fees for these insurance plans from the stipends before they are paid. N.B. As a requirement for matriculation at their intended educational institutions, before departure to Taiwan recipients must purchase medical/health insurance valid for a minimum of four months from the arrival date in Taiwan. This insurance policy must be authenticated by one of Taiwan’s overseas representative offices.

The MOFA Scholarship is restricted to students from countries that have diplomatic ties with Taiwan, or from those specified as diplomatically favorable by MOFA, and has the additional benefit of a roundtrip airfare. .Can I accept more than one scholarship? No, you can only accept ONE type of scholarship offered by a government agency (i.e.: MOFA,

MOE, NSC or MOEA) or educational institution (universities and colleges) in Taiwan. .What is the maximum duration of each scholarship? The award period for each study program is as follows: a. Undergraduate program: 4 years b. Master’s program: 2 years c. Doctoral program: 3 years This does not include the Mandarin Language Enrichment Program (LEP) which is for 1 year, and which must be undertaken in the first year if included as part of the scholarship. The total award period for any scholarship cannot exceed 5 years. .Does the program begin and end on two specified dates? The actual award period begins from the month that you matriculate at your intended institution and ends in the month of program completion. However, the award will be terminated immediately if you drop out, are expelled, have the scholarship revoked or graduate early. .Can I extend the duration of the scholarship? No, you cannot extend the duration of the scholarship. Additional study may be taken at your own expense. If so, proof of funds must be provided to your scholarship agency and school. .Can I re-apply for the Taiwan Scholarship after completing a program? Yes, you can re-apply for a Taiwan Scholarship for another degree program as long as the total award period does not exceed 5 years. .What are the grading criteria to review my award qualification? Each academic institution may follow the common standard, which is 60% for undergraduate students and 70% for postgraduate students, or set a different minimum passing grade. .When will I receive the Certificate of Scholarship? What is it for? In principle, all recipients will receive one copy of the Certificate of Scholarship from a Taiwanese representative office or embassy before arriving in Taiwan. The certificate is used as a personal financial statement for applying for schools and for obtaining an Alien Resident Certificate (ARC). For MOFA Scholarship recipients needing multiple copies, please arrange a pick-up appointment by e-mailing cjliu@mofa.gov.tw or rapb1@mofa.gov.tw, or by calling +886-2-2348-2204, at least 3 days prior to the desired pick-up date.
Stipends

.How are stipends granted? Stipends are granted at the beginning of each month at your academic institution by a specified payment method. MOFA Scholarship recipients are given stipends of two months (the program’s first and last months combined) at the beginning of the award period. .In what situations will the scholarship and remaining stipends be cancelled? A recipient may be permanently disqualified from receiving the scholarship and stipends if he or she: 1. Concurrently receives another scholarship from a government agency or educational institution in Taiwan. 2. Fails to pass the annual evaluation for scholarship renewal. 3. Drops out or is expelled from school. 4. Fails to achieve an average grade of 80% in an LEP program for two consecutive academic terms starting from the second term. 5. Fails to achieve a specified minimum academic average (60% if not otherwise specified) for two consecutive semesters in a degree program. .In what situations will a one-month stipend be withheld in the following semester? 1. LEP Program: - Failure to submit a copy of a Test of Proficiency (TOP-Huayu) certificate to the language center and to your next-stage institution by July 31. Certificates will only be issued to those students who have passed the TOP. The withheld one-month stipend will be reimbursed during the degree program after you turn in your TOP certificate. - Absence from the required language session for 12 or more hours during a given month, with the exception of proven serious illness or accident. - Failure to achieve an academic average of 80% during an academic term. 2. Degree Program: - Failure to achieve a specified minimum academic average for a semester.
.I have not yet received my stipend for this month. Why? Whom should I speak to? You will not receive the stipend if you have not achieved the minimum grade requirement. The payment might also be delayed in the first month of the school year due to accounting and/or administrative processes. Therefore recipients are advised to prepare sufficient funds for tuition fees and living expenses over this period of time. You should also verify your account information if you have just transferred to a new institution.

.The amount of tuition exceeds that of my monthly stipend. What should I do? The scholarship stipend in principle is sufficient to cover tuition. However, if the amount of your tuition exceeds that of your monthly stipend, please ask your institution if installment plans for tuition payment are available.
Booking Flights (for the MOFA Scholarship only)
.How do I get my return ticket? To arrange return flights, please send an e-mail that indicates your desired departure date and reason, at least two weeks prior to departure, to cjliu@mofa.gov.tw or rapb1@mofa.gov.tw, and confirm with Morris Liu at (02) 2348-2204. You must have a valid US or Schengen visa for transit in the US or EU countries. MOFA is not responsible for the visa application or visa fees. .I am unable to finish my studies and would like to go home immediately. Will MOFA pay for my ticket? Yes, MOFA will pay for a return economy-class ticket on a direct-route flight. .I am going home over the break. Will MOFA pay for my ticket? No, MOFA will only pay for one return airfare at the end of your study. .Can I request that MOFA purchases the return ticket for a specific airline and/or for a flight that makes a stop in a certain city on the way home? No, MOFA will arrange a return economy-class ticket on a direct-route flight.
Admissions
.When should I take the pre-degree Mandarin Language Enrichment Program (LEP)? The LEP needs to be taken in the first year prior to the degree program if you are a MOFA or MOE Scholarship recipient. Once the degree program starts, you will not be able to retake the LEP. .When and how do I apply for a school? Applications are usually accepted between February and April for that year. Please go to http://www.studyintaiwan.org for detailed information about universities and colleges in Taiwan. .How do I decide on my major? This is of your choice. However, please take language level and cost of tuition into consideration when choosing school and courses.

.When will I find out if I am accepted by the school? Decisions on applications are usually sent between May and July. .Where do I register for the Test of Proficiency (TOP)? Which language level should I register for? Will my scholarship agency pay for my TOP registration fee? You can register for the TOP 2-4 weeks prior to the test at http://www.sc-top.org.tw; the registration fee is NT$1,500 which will not be covered by your scholarship agency. You should register for Beginners Level unless otherwise noted.
Academic Advice
.I am having trouble understanding classes. What can I do? Please speak to your instructor and advisor. If the classes remain too challenging, you have other options including transferring majors or schools. Please note that you are only allowed to transfer schools once and only if the schools approve such a request. .What do I need to submit to transfer to another institution? You need to notify both the current and future institutions about your transfer and provide them with necessary documents according to their requests. .My grade is below the class average. Is it possible to have a make-up test? There are different sets of guidelines according to schools. Please speak to your instructor and advisor about having make-up tests. .Can I change my major within the same institution? If yes, then how? Yes, you can change your major within the same institution but only if the institution approves such a request. Please speak to your advisor about the procedure.
Visa Status
.I have just transferred to a new school but my passport has a visa stamp for the previous institution. Do I need to apply for a new visa to re-enter Taiwan? You do not need to re-apply if your visa indicates an “FS” code. You do need to re-apply, however, if your visa indicates an “FR” code which is for LEP students. Please have ready your scholarship certificate, admission letter, student ID card (stamped by the registrar’s office of your new school), passport and ARC (valid at least for 6 months), and two passport photos to update your visa information at your local Bureau of Consular Affairs (BOCA) branch. .What is an Alien Residence Certificate (ARC)? How do I apply for it? Foreign nationals who have entered Taiwan on resident visas are required to apply for an ARC in order to stay legally in the country. You need to apply for the ARC at your local National Immigration Agency service center within 15 days of arrival. Please note that there is a penalty fine for those who fail to apply for an ARC before expiration (under 10 days: NT$1,000; between 11 and 30 days: NT$3,000; between 31 and 90 days: NT$5,000). A list of local service centers can be found on the Information for Foreigners website: http://iff.immigration.gov.tw/enfront/policyp.php?tr_id=&id=189 .How do I extend my Alien Residence Certificate (ARC)? You must bring your passport and ARC (within 15 days before the expiration date), student ID card and other necessary documents to your local National Immigration Agency service center. If your ARC has already expired, you must leave Taiwan to apply for a new resident visa at a Taiwanese embassy or representative office, and re-apply for a new ARC at your local National Immigration Agency service center within 15 days after re-entry to Taiwan. Please note that there is a penalty fine for overstaying (under 10 days: NT$1,000; between 11 and 30 days: NT$3,000; between 31 and 90 days: NT$5,000; over 91 days: NT$10,000). Your scholarship agency is not responsible for paying the fine. For detailed information, please go to the Information for Foreigners website: http://iff.immigration.gov.tw/enfront/residence.php .I have just finished my Language Enrichment Program (LEP) and there is a one month gap before I enter my school for the degree program. How do I extend my ARC for that one month? Since a matriculation letter is required for a long-term extension, MOFA and MOE Scholarship recipients are urged to apply for a one month ARC extension before receiving the matriculation letter from the next-stage institution. Please bring your language school student ID card, admission letter from your next-stage institution (as proof of your scholarship status), passport and ARC, to apply for a one-month extension before the transitional gap starts. .I have just moved to a new place. Who do I need to notify of my change of address? You must update your address at your local National Immigration Agency service center within 15 days after moving. There is a penalty fine for those who fail to change their home address. Fine will be imposed if the change of information is not completed within the time limit (under 10 days: NT$1,000; between 11 and 30 days: NT$3,000, over 31 days: NT$5,000). .What is the legal drinking age in Taiwan? What is the law for driving under the influence in

Taiwan? The legal drinking age in Taiwan is 18. The consequences of driving under the influence in Taiwan are potentially severe. Penalties include an immediate disqualification of the scholarship, up to NT$60,000 fine, possible jail time and a suspension of driver’s license.
Internships
.Am I allowed to work in Taiwan? Please be advised that Taiwan Scholarship recipients are not eligible to work in Taiwan. However, you are allowed to undertake the following two types of internships after completing one academic year and with an approval for internship from your school adviser: 1. Curricular training internship: relevant to the degree program curriculum. 2. Curricular practicum: for students required to have fieldwork experience as an integral part of the degree program. .How do I apply for an internship work permit? Students are allowed to do part-time internships after completing one academic year in Taiwan, however they must receive approval from their school. Your passport, ARC and transcript of the previous semester are required for work-permit application. Health and Insurance
.What insurance do I need upon arrival? Will my school and scholarship agency pay for the insurance fees? You are required to obtain travel and health insurance, valid for at least four months from the date of your arrival, before you are eligible to participate in the National Health Insurance plan. Some schools automatically enroll students into specific insurance plans. Please note that you are required to have travel and health insurance for matriculation, the fees for which you are responsible. .Am I required to join the National Health Insurance (NHI)? If so, how do I join? All students are urged to join the national health insurance system after four months of residence in Taiwan. Some schools provide students with enrollment services. You will need your passport, ARC and two head-shot photos to apply. Please go to the National Health Insurance website for detailed information: http://www.nhi.gov.tw/english .What is the consequence of not being covered by the NHI?

In case of serious illness or accident, you will have to pay for all medical expenses at relatively high rates. .What other insurance plans am I required to join? You are required to join the Student Accident Insurance plan during your period of study in Taiwan. Most schools provide students with enrolment services. The insurance rate is approximately NT$200-300 per semester.
Housing
.Is my school responsible for housing arrangements? Some schools do not provide housing services, so please confirm with your school before arriving in Taiwan. Living in a youth hostel is an economical option while apartment hunting. To find a youth hostel online, please go to the Taiwan Youth Hostel Association website: http://www.yh.org.tw/English/eng_main.htm .What do I need to know about renting an apartment in Taiwan? Taiwan is generally a safe place to live. Most landlords request a deposit of one or two months’ rent on signing the lease as damage security. .Can my scholarship agency help me with housing disputes? No, your scholarship agency is not able to help you with housing disputes. Please speak to your school for assistance.
