The Rwanda Development Board (RDB) is an emerging unique institution in Rwanda created to fast track

       CHIEF OPERARIONS OFFICER

                1. PLANNING UNIT: Planning Officer (1) Ref: RD/PD/001
       Specific tasks and responsibilities:
        Work with different department to craft a comprehensive action plan that defines major
          priority actions for Mid-Term Expenditure Framework (MTEF) budget that is designed to
          help execute the action plan
        Execute the action plan by creating and applying SMART targets and appropriate
          implementation tools and liaise with network of planners and other stakeholders
        Prepares weekly, monthly, quarterly, semester and annual performance reports
        Promote better planning and plan implementation by fostering communication and sharing
          information to improve planning practices and procedures
        Plan, develop, improve, implement division work plan and organize all of the activities of the
          planning function including the preparation for and conduct of meetings
        Carry out any special assignments as required from time to time by the line manager

       Job requirements, qualifications and experience:
        Relevant university Degree (a post graduate qualification as an advantage) in the relevant
           field (Business Administration, Economics and other related fields) and
        Post graduate qualifications and/or certificates in Corporate Planning Certification or Project
           Management Certification would be an added advantage
        Minimum of 5 years post qualification work experience with a minimum of 3 years at a
           Junior management post level of a reasonably sized organization in the public or private
           sector, especially in developing countries would be an added advantage
        Technical skill, work experience in any area of corporate planning is an advantage but not a
           pre-requisite; and
        Interpersonal communication and analytical skills and fluency in English are essential, with
           working knowledge of the other languages. Excellent command of both languages is
           regarded as an advantage

                2. Monitoring and Evaluation Officer (1) Ref: RDB/PD/002
       Specific tasks and responsibilities:
        Monitor overall performance of RDB Action Plans at the departmental level
        Develop Monitoring and Evaluation plans and guidelines for implementing comprehensive
          action plan

   Develop Key Performance Indicators (KPIs) of each programmes and/or projects
   Establish a baseline information or database to facilitate weekly, monthly, quarterly, and
    annual reporting
   Evaluation of the program and projects’ effectiveness and follow up on implementation of
    improvements and works closely with each department
   Plan, develop, improve, implement M&E action plan and organize all of the activities of the
    monitoring and evaluation including the preparation for and conduct of monthly meetings
    with field staff
   Develop, and update calendar of activities in consultation with each head of department
    and provide information and reports regarding statistics, and perform analysis monthly,
    quarterly and annually
   Carries out any special assignments as required from time to time by the line manager

Job requirements, qualifications and Experience:
 A University degree in Management (Preferably Project Management, Statistics, Economics,
    Social research and other related fields)
 Post graduate qualifications and/or certificates in monitoring and evaluation and database
    management would be an added advantage
 At least 4 years working experience, with at least 2 years in monitoring and evaluation area
    specifically
 Experience in evaluating development projects, programs or organizations; Experience in
    reporting application e.g., Crystal report and database programming; and
 Interpersonal communication and analytical skills and fluency in English are essential, with
    working knowledge of the other languages. Excellent command of both languages is

         3. SERVICES DEVELOPMENT DEPARTMENT: Research and Statistics Officer (1) Ref:
             RDB/SD/001
Specific tasks and responsibilities:
 Organizing and supervising necessary researches to support the department/services
   entities in decision making
 Develop systems and methods for the collection, processing and dissemination of statistics
   that are timely and relevant to the department and its stake holder units
 Supervises the collection, compilation, analysis and presentation of statistical data
 Design worksheets, table formats, charts and supervise their presentation

   Design survey questionnaires and data collection instruments for the collection of primary
    and secondary data
   Document methodologies and procedures used in the compilation and analysis of data, as
    well as data sources and limitations of estimates and guidelines for their use
   Apply statistical techniques and methods in the processing and analysis of data
   Prepare and publish statistical and technical reports and research papers
   Assist the Head of Department in day to day activities as instructed

Job requirements, qualifications and Experience:
 A master's degree in statistics or mathematics
 At least 3 years’ experience of statistical work at a professional level

         4. TOURISM AND CONSERVATION DEPARTMENT: Head of Department’s Officer:

Specific tasks and responsibilities:
 To analyze and summarize the contents of the administrative documents
 Perform and coordinate office’s administrative activities
 Store and retrieve information for dissemination to staff and visitors
 Plan and schedule meetings and appointments of the division
 Support members of the division to work flexibly and share their expertise
 Assist in preparing, creating and composing correspondences, databases, presentations and
   reports
 Any other assigned duties

Job requirements, qualifications and experience:
 Bachelor’s degree in Tourism, Administration, Secretariat, Business administration,

         5. MARKETING DIVISION: Marketing Division Manager (1) Ref: RDB/TC/002
Specific tasks and responsibilities:
 Responsible for developing and implementing effective annual, medium and long-term
   marketing strategies, budget proposals and action plans for the Tourism Marketing Division
 Supervise and ensure quality implementation of objectives of local and international
   marketing firms for the design of marketing strategies and action plans
 Responsible for development of tourism brand within the Country Branding Strategy
 Provide direction and guidance in development of E-Tourism in conjunction with RDB IT and
   RDB Communications and PR via: an interactive Rwanda Tourism website and Rwanda
   Tourism Portal, a presence on well-known social networking sites, a presence on tourism-
   related blogs and websites, etc
 Spearhead the development of strategic partnerships at regional and international levels
   that help achieve tourism marketing and promotion objectives
 Work closely with government agencies and stakeholders within the private sector to
   ensure collaboration and support in achieving department goals and objectives
 Overall supervision and coordination of activities for the marketing division
 Develop and implement a domestic tourism marketing strategy
 Commission provision of practical advice on promotion strategies to tourism enterprises

Specific tasks and responsibilities:
 Promote an increased awareness of Rwanda as a tourism destination through tourism
    access points including embassies, tourism channel partners and local tourism stakeholders
 Establish, equip, operate, contract or assist in the operation of Market Based
    Representation (consultants/officers) in connection with tourism promotion in viable
    international and regional markets
 Responsible for developing medium and long-term action plans for accessing embassies,
    international and regional channel partners, industry wholesalers and local tourism
    stakeholders
 Assist and advise the community organizations on marketing their areas in appropriate
    markets
 In conjunction with marketing firms produce and publish quality promotional collaterals to
    access points: promotional CDs and DVDs, videos, brochures, flyers etc on the country as a
    tourist destination
 Coordinate and participate in international and regional tourism trade fairs
Job requirements, qualifications and experience:
 Bachelor’s Degree in Marketing, tourism, management, arts and other related fields with at
    least 3 years of relevant working experience in a senior position. Master’s Degree will be an
    added advantage

         7. CONSEVATION DIVISION: Conservation Division Manager (1) Ref: RDB/TC/004
Specific tasks and responsibilities:
 Develop effective strategies to meet policy implementation and institutional needs
 Provide leadership in the creation of new NPs and other categories of protected areas
 Harmonization international and regional environmental agreements with relevant national
   policies and laws
 Develop regulations and guidelines on various issues as provided in the Wildlife Law and
   Policy
 Strategic planning of conservation areas
 Contribute to Conservation Policy elaboration and ensure its implementation,
 Coordinate the formulation, implementation and periodic reviews of park management
   plans
 Coordination of park research and ecological monitoring
 Promotes collaboration, harmony and synergies in all park activities
 Support implementing partners in the coordination of activities to ensure efficient and
   effective contribution to conservation outcomes
 Ensures effective, efficient, timely execution and adequacy of resources
 Periodic evaluation of ongoing operations and pursues creative solutions to management
   and operational issues

Job requirements, qualifications and experience:
 Master degree in Conservation, Natural Resources Management, Environmental
    Management or social science
 Minimum 4 years’ experience in conservation or environment management in a senior
    management position
 Strong professional background and work experience broadly in the field of environment
    and development
 Knowledge and experience in global environmental issues, multilateral environmental
    agreements, and donor policies
 Able to lead cross-functional, multi-disciplined teams to formulate

Specific tasks and responsibilities:
 Overall implementation and coordination, of Park Programmes, and Operations

 Primary Liaison with other conservation related agencies and partners
 Promotes collaboration, harmony and synergies in all park activities
 Support other managers, parks, projects and implementing partners in the coordination of
   activities to ensure efficient and effective contribution to conservation outcomes
 Formulation of operations plans
 Ensures operational compliance with all monitoring, quality standards and any regulatory
   requirements

 Provide a comprehensive secretarial and administrative support to the Head of Department
   including: drafting correspondence, minute taking, filing and records keeping and related
   tasks
 Check deadlines of incoming requests and advise the Head of Department accordingly
 Assist in preparing evaluation reports, annual reports, and update office files
 Prepare minutes of the department’s meetings
 Prepare background material for use in discussions and briefing sessions
 Assist in the organization and logistical preparation for workshops, seminars, presentations,
   missions, etc
 Collect and analyze data, prepare and update briefs, records and other departmental

 Develop an action plan with goals and targets for the Division, ensuring that these are
   met/exceeded

 Participate in formulation of policies related to Animal Products business development;

   needs of the private sector
 Fast track development and implementation of strategies related to animal farming with
   special focus on investment promotion and business development
 Establish and maintain effective quality monitoring systems to ensure identified strategic

Specific tasks and responsibilities:
 Provide a comprehensive secretarial and administrative support to the Head of Department
   including: drafting correspondence, minute taking, filing and records keeping and related
   tasks
 Manage office systems and filing procedures, plan, schedule and coordinate meetings,
   appointments and other activities
 Filing and follow up on all urgent signatures
 Check deadlines of incoming requests and advise the Head of Department accordingly
 Maintain calendar and ascertain which events require the Head of Department’s presence
 Ensure judicious handling of all the Office issues
 Screen visitors to control the Head of Department’s interruptions
 Handle internship issues

Job requirements, qualifications and experience:
 Diploma A1 in Public Relations, Public Administration, Secretarial studies, Literature,
    Accounting, Economics and other related fields
 At least 3 year of working experience in a similar post
 Excellent communication in English and/or French and working knowledge of the other
 Computer literacy - sound and current knowledge of Microsoft Word, Excel, Access,

         18. CHIEF EXCUTIVE OFFICER’S OFFICE: PUBLIC RELATIONS AND COMMUNICATION
             DIVISION: Content Developer Senior Officer (1) Ref: RDB/PR/001
Specific tasks and responsibilities:
The Content Developer Senior Officer will ensure that the all material is accurate, credible, clear,
and sound while being consistent with the audience’s needs. The senior officer, among others
will be required to do the following;
 Quickly assimilate and digest information that is provided by the different RDB departments;
 Make complex content easy for the intended audience to understand;
 Translate source content into illustrations, examples, and cases for materials;
 Vary his/her writing style and level of complexity to accommodate the intended audience;
 Serve as a content team lead on projects comprised of freelance writers and designers;
 Participate in communication projects as required.

Job requirements, qualifications and experience:
 Bachelor's/Master's in the Arts, Social Sciences, or Humanities Specialized in English
    Literature, Education, Mass Communication, and/or Journalism
 3 years’ experience as published writer or reporter
 Should possess a passion for writing, ability to develop and express a message clearly, briefly
    and persuasively

         19. INTERNAL AUDIT UNIT: Internal Auditor Senior Officer (1) Ref: RDB/IA/001
Specific tasks and responsibilities:
 To prepare audit plan and programme for a particular audit assignment, to be approved by
   the Unit Manager
 To assists the Unit Manager in the preparation of action plan for the period, and advises him
   on areas that need more urgent attention
 Performs audit work as per audit assignment discussed and approved by the Unit Manager;
 Supervises the audit work done by Internal Audit Officer
 Reviews the work done by the Internal Audit Officer, and advises him/her on the required
   adjustments
 Prepares audit reports, to be reviewed by the Unit Manager
 Gathers information on relevant laws, rules, and regulations, and advises the Unit Manager
   accordingly

Job requirements, qualifications and experience
 University degree in accounting, auditing, and related fields
 Completed at least some stages of professional examinations, such as CPA, ACCA, etc. , and
    is in the process of completing the remaining parts
 At least five years’ experience in auditing and accounting. Part of these years should have
    been in auditing with a reputable organization
 High integrity, and committed to observe professional ethics and standards
 Understanding Government policies, laws and regulations, relating to financial management
    and accounting
 Good communication skills, and be fluent in English

         20. TRADE AND MANUFACTURING DEPARTMENT: TRADE DIVISION: Senior Trade
             Policies and Strategies (1) Ref: RDB/TM/001
Specific tasks and responsibilities:
 Participate in development and implementation of national trade policies and strategies
 Ensure the National Export Strategy is developed and validated by stakeholders
 Establish and maintain effective quality monitoring systems to ensure identified strategic
   interventions are implemented as per the trade policies and strategies

         21. Trade Development Officer (1) Ref: RDB/TM/002
Specific tasks and responsibilities:
 Carry out international trade research
 Collect, analyze and disseminate trade related information to existing and potential export
   companies targeting international markets
 Participate in development and implementation of international trade policies and
   strategies
 Design and implement special programs related to facilitating companies’ access to
   international markets aiming at increasing the country’s export earnings
 Support selected companies through a well-designed trade promotion program in accessing
   international markets and support selected companies to penetrate new segments of the
   international markets
 Foster public/private sector partnership in developing and implementing international trade
   policies and strategies
 Maintain quality procedures in line with RDB guidelines
 Establish and maintain effective quality monitoring systems to ensure implemented
   strategic interventions make impact vis-à-vis the country’s macroeconomic indicators
 Present concise regular reports to the Manager for Trade Development
 Carry out any other related assignments which are beneficial to the Division

         22. MANUFACTURING DIVISION: Value Chain Management Officer (1) Ref:
             RDB/TM/003
Specific tasks and responsibilities:
 Develop support programs for selected enterprises in different economic clusters to ensure
   sustainable growth
 Advise and reinforce capacity of enterprises in production, technology transfer,
   organization, management and marketing for value chain in management
 Coordinate and provide technical guidance to enterprises through outreach programs.

           Participate in development partners’ coordination on matters concerning business
            development services and value chain management activities
           Ensure that the range of services and their delivery fulfill client needs and expectations
           Prepare and implement an action plan and budget for value chain management support
            programs
