As a specialised body of the public central administration, the Ministry of Labour, Social Solidarity and Family, ensure and co-ordinate the application of Government policies and strategies in the field of labour, and social protection and solidarity. The National House of Pensions and other Social Insurance Rights (NHPSIR), operates under the authority of the Minister of Labour, Social Solidarity and Family and has as its main responsibility the management and administration of the public system of pensions and other social insurance rights. NHPSIR has in its subordination county houses of pensions and the Bucharest House of Pensions, which are decentralised public services with the status of a legal person. NHPSIR ensures the co-ordination, guidance and control of the activity of local and territorial houses of pensions, with a view to applying the legislation in the field in a uniform way and to fully accomplishing their duties and tasks. The President of the National House of Pensions and other social insurance rights is the Secretary of State in the Ministry of Labour, Social Solidarity and Family, also fulfilling the position of president of the Board of Administration. The National Agency for Employment and the Ministry of Labour, Social Solidarity and Family manage the employment agencies, social dialogue and unemployment benefits. The unemployment benefits are paid from the Unemployment Insurance Budget managed by the National Agency for Employment. The Ministry of Labour, Social Solidarity and Family is also responsible for the social assistance system. The Ministry of Labour, Social Solidarity and Family and the Ministry of Education and Research are responsible for family benefits. The benefits are paid from the state budget. The Ministry of Health ensures and co-ordinates the application of Government policies and strategies in the field of health. The National House of Health Insurance and Ministry of Health manages medical care. The National Health for Insurance House and local health insurance houses have a public autonomous character and administer the Health Insurance Fund. Health insurance is funded through the insured persons’ contribution, employers’ contribution, state subsidies and other funding.
