MAIN FINDINGS
In 2007, private consumption expenditure reached NIS 379.8 billion, which constitutes 56.4% of gross domestic product and 38.9% of the total use of the resources. Private consumption expenditure in constant prices increased in 2007 by 6.7%, following an increase of 4.0% in 2006 and of 3.9% in 2005. Private consumption expenditure per capita in 2007 amounted to NIS 52.8 thousand. Private consumption expenditure per capita in constant prices, increased in 2007 by 4.8%, following an increase of 2.1% in 2006 and of 2.0% in 2005. In 2007, the expenditure per capita was 6.8 times greater than the expenditure in 1950. From 1951 to 1970 private consumption expenditure per capita increased by 4.3% per annum, on average. From 1971 to 1980 the increase in expenditure decreased to 2.6% per annum, on the average. This was followed by average increases, per annum, of 3.8% in the 80’s and 3.3% in the 90’s. In 2001-2007 private consumption expenditure per capita increased at an average rate of 1.5% per annum.

Private consumption expenditure, by type In 2007, Current consumption expenditure (total consumption expenditure less purchases of durable goods) was 92.8% of the private consumption expenditure in 2006 in the domestic market (at current prices). 35.1% of the expenditure in the domestic market was for various services, such as education, health care, domestic help, food services, entertainment, transportation, etc.; 18.2% was for housing services, including the value of owner-occupied dwellings services; 18.5% was for food, beverages and tobacco; 10.8% was for footwear, clothing, personal items, newspapers, books, etc., and 7.2% was for fuel, electricity and water. Expenditure for durable goods – expenditure on personal transportation equipment, furniture and household equipment (such as refrigerators, televisions, washing machines and air-conditioners) comprised 10.0% of the total private consumption expenditure in the domestic market in 2007.

As can be seen in Table B, until 2000 the average rate of increase in expenditure on durable goods per capita (5.3%-9.0% per annum, on average) was higher than the increase in the current private consumption expenditure per capita (2.1%-4.0%, on average, per annum). By contrast, in 2001-2007 the expenditure per capita on durable goods increased by 0.7% per annum, on average, compared to an increase of 1.6% in the current consumption expenditure. It should be noted that in 2007 the expenditure per capita on durable goods increased by a relatively high rate of 16.5%, compared to an increase of 4.6% in 2006 and of 0.9% in 2005. The years 2004 and 2000 were also years of relatively high increase in this expenditure (13.6% and 17.6%, respectively). In 2001-2003, as in a few years in the past, there was a decrease in the expenditure per capita on durable goods (see Summary Tables).

From the following diagram of the distribution of the expenditure in the domestic market, it can be seen that there was an increase on the expenditure on services in 2007, following an increase in 2004-2006. The percentage of expenditure on housing decreased in 2007, following a continued decrease in 2004-2006. The percentage of expenditure on industrial goods increased in 2007, after increases in 2004-2006. The percentage of expenditure on fuel, electricity and water decreased constantly from 2004. In 2007 the percentage of the expenditure on food, beverages and tobacco decreased, following decreases from 2004 and on.

Private consumption expenditure, by source of supply A classification of the private consumption expenditure by source of supply (table C) reveals that in 2007 82.8% of the expenditure in the domestic market (in constant prices) were from domestic production, 1.5% less than in 2006. From 2004 there was a decrease in the domestic production share out of the expenditure in the domestic market, a trend that is continuous from the 80’s (excluding 2001-2003) and is due, among other things, to the government policy of exposure to imports.

A classification of the of private consumption expenditure of industrial goods by source of supply (table D), which constitutes a major part of the consumption originating in imports, reveals a substantial increase in the share of the imports out of total private consumption of this group in the last years, which reached its peak in 2007. During the period between 1995 and 2007 the share of imports out of total private consumption of industrial goods increased from 50.6% to 62.3%. Substantial increases in the share of imports were recorded in 2000 (approximately 6.3% more than its share in 1999).

Private consumption expenditure from domestic production, by industry Data on the distribution of private consumption supply from domestic production by industry in 2007, in current prices, reveal that 27.9% were from manufacturing, 4.6% were from agriculture, and 4.0% were from the electricity, water and construction industries. In 2007, the various service industries (excluding housing services) that supply, together, 42.0% of the private consumption from domestic production, were distributed as follows: the share of the transportation and communication industry was 12.2%; The share of education, health services and social work industries was 7.1%, and the share of accommodation services was 7.0% out of domestic production. The share of cultural services and personal services was, together, 7.8%, and the share of financial services was 5.1%. The public administration industry constituted 2.5% out of the private consumption expenditure from domestic production. The real estate and business services industry, which is composed almost entirely from consumption of housing services, supplied 21.4% of all private consumption from domestic production. Consumption expenditure of private non profit institutions The consumption of private non-profit institutions serving households increased by 4.8% in 2007, following an increase of 3.0% in 2006 and of 3.6% in 2005. Data on the distribution of this expenditure by the institution's purpose reveals that in most kinds of institutions (see table 18) the growth rate of the expenditure was almost 5.5%. The expenditure of educational institutions increased by 7.3% in 2007. In contrast the expenditure of organizations and political parties remained unchanged in 2007.
